Opis:: The need for security is one of the most fundamental human needs. The scale of the threats posed by cybercrime to IT systems is large. It is mostly the result of the high vulnerability of IT systems to threats, the high risk of data theft, a very high occurrence of Internet frauds, the low efficiency of the systems protecting computers and networks, and an inadequately low level, as related to the existing threats, of security measures utilized by the users of IT systems. In this article, the authors discuss the underestimated problem of crime on the Internet and its nature in today’s reality.

Opis:: The article discusses the issue of the evaluation of IT solutions in terms of sustainable development. Information systems manufacturers are increasingly showing interest in the market of pro-environmental services. The products they offer are to fit into the sector related to the reduction of energy intensity, renewable energy sources as well as waste management and recycling. However, there are many doubts about the benefits as well as the legitimacy of using such solutions. The article attempts a preliminary analysis of the potential benefits and problems that may occur using the example of a household energy consumption management system. The analysis takes into account the negative environmental and social effects that co-occur in the dissemination of IT solutions. These effects, often overlooked or not considered at all, constitute an important component of growth barriers for the entire ICT sector.

Celem artykułu jest przedstawienie roli systemów teleinformatycznych w funkcjonowaniu nowoczesnej energetyki, ze szczególnym uwzględnieniem klastrów energetycznych w kształtującym się obecnie otoczeniu biznesowym i regulacyjnym.
The subject of this article is the description of ICT solutions in distributed energy. This topic has been covered in the literature of the last few years (e.g.: Lund et al. 2019; Meisel et al. 2015; Pedraza 2014; Konstantin, Konstantin 2018; Jaegersberg, Ure 2017; U.S. Department of Energy 2019; Brown et al. 2018; Wang et al. 2019; Chen et al. 2020; Zia et al. 2018; Zhang et al. 2018). The purpose of this paper is to present the role of information and communication systems in the operation of the modern energy industry, with a focus on energy clusters in the current emerging business and regulatory environment.

Opis:: Istniejące i proponowane systemy ICT wspomagające ruch drogowy wykorzystują istniejącą infrastrukturę i sieci telekomunikacyjne, teleinformatyczne. Problematyka poziomu odbieranego sygnału, zasięgu została omówiona w wielu publikacjach. W niniejszym referacie zajęto się korzyściami płynącymi z zastosowania techniki MIMO: zwiększeniem przepustowości i niezawodności w zmiennym środowisku propagacyjnym. W referacie autor prezentuje wybrane wyniki eksperymentów symulacyjnych dla prostych układów Almaouti’ego w warunkach zaników Rayleigh’a. Dokonuje analizy porównawczej przepustowości oraz jakości kanałów radiowych (BER) dla systemu jedno i wielokanałowego.
Dedicated ICT systems for road traffic are based on infrastructure and telecommunications wireless networks. Some problems connected with level of received signal as well as have been discussed in many publications. In this paper the following advantages resulting from application of MIMO technique have been taken into account: increase of the capacity of channel as well as reliability in varied transmission medium. There have been also presented results of simulation experiments for simple Almaouti systems under conditions of Rayleigh fading. Comparison of capacity and quality (BER) of channel for SISO and multichannel systems has been also presented.

Opis:: Strukturą Internetu jest sieć komputerowa, zaś usługi dostępne za jej pośrednictwem, jak np. transfer plików, poczta email, listy, grupy dyskusyjne, bankowość elektroniczna, w tym proces zdalnej rejestracji i uwierzytelniania – stanowią tylko nieliczne przykłady zastosowań. Współczesne sieci komputerowe oferują potencjalnym użytkownikom szeroki wachlarz możliwości ich wykorzystania. Nowatorskim rozwiązaniem jest użycie technologii na potrzeby budowy inteligentnych domów, co stanowi przedmiot nieustannych wysiłków naukowych w wielu ośrodkach badawczych na całym świecie. W niniejszym artykule zostaną przedstawione niektóre możliwości wykorzystania sieci komputerowych pod kątem usług tradycyjnych (np. zintegrowany system TIK opieki zdrowotnej i socjalnej), jak również nowatorskich (inteligentne domy). Ponieważ tematyka ta jest aktualna, w artykule dokonano klasyfikacji serwerów podstawowych oraz serwerów urządzeń specjalnych, jak również dokonano przeglądu usług oferowanych we współczesnych sieciach komputerowych (z uwzględnieniem usług tradycyjnych, jak i nowatorskich).
Many different services are available by using the selected computer networks. One of the most important application is an access to the World Wide Web. In practice, computer networks offer a wide range services for their potential users. An innovative solution is the use of new technology for construction of smart homes or integrated health and social care ICT systems. In this article are presented the technical possibilities of the use of services offered in computer networks (traditional and innovative such as control of household equipment).

Tytuł:: Medical data and their ICT processing
Medyczne dane i ich teleinformatyczne przetwarzanie
Opis:: The authors presented the characteristics of medical records. They underlined the importance of the certificate used by the service provider to confirm the integrity and authentication of the data processed by him/her. Then, domain IT systems are discussed, which include: Threat Monitoring, Access to Benefits, Costs of Treatment, Trade in Medicinal Products, Employee Education, Records of Resources, Statistics, RUM-NFZ (Register of Medical Services of the National Health Fund), Maintenance of the Refund List and instrument used to give opinions on applications for investment. They also focused on the principles according to which the patient's medical unitary data can be processed in ICT systems, used by service providers and made available in a specific time and scope.
Autorzy przedstawili charakterystykę rejestrów medycznych. Podkreślili znaczenie certyfikatu wykorzystywanego przez usługodawcę do potwierdzania integralności oraz uwierzytelniania przetwarzanych przez niego danych. Następnie omówiono dziedzinowe systemy teleinformatyczne do których zalicza się: Monitorowanie Zagrożeń, Dostęp do Świadczeń, Koszty Leczenia, Obrót Leczniczymi Produktami, Kształcenie Pracowników, Ewidencja Zasobów, Statystyka, RUM-NFZ (Rejestr Usług Medycznych Narodowego Funduszu Zdrowia), Obsługa Listy Refundacyjnej oraz instrument służący do opiniowania wniosków o inwestycje. Skupili się także na zasadach wg jakich medyczne dane jednostkowe pacjenta mogą być przetwarzane w teleinformatycznych systemach, wykorzystywane przez usługodawców oraz udostępniane w określonym czasie oraz zakresie.

Opis:: Okres XXI wieku jest bezprecedensowy, jeżeli chodzi o rozwój w obszarze technologii. Użytkownicy cyberprzestrzeni muszą proaktywnie korzystać z praktyk związanych zachowaniem bezpieczeństwa, aby były one realnie skuteczne i odczuwalne. Celem artykułu było zbadanie wpływu dynamicznie postępującej cyfryzacji na cyberbezpieczeństwo systemów teleinformatycznych oraz świadomości ich użytkowników w tym zakresie. Przeprowadzone badania jednoznacznie wskazują, iż istnieje kilka obszarów cyberbezpieczeństwa, w których należałoby poczynić kroki mające na celu zwiększenie świadomości społeczeństwa. Główny obszar stanowi uświadomienie, że każdy użytkownik Internetu może być potencjalnym celem ataku cybernetycznego. Kolejnym istotnym obszarem, który został uwidoczniony podczas analizy odpowiedzi na pytania ankietowe, jest rażąca polityka zarządzania hasłami praktykowana przez użytkowników Internetu. W artykule wykorzystano następujące metody i techniki badawcze: metody ankietowe, metody indukcji jako formy przechodzenia od szczegółu do ogółu, metodę dedukcji jako formę uogólniającą i wnioskową, analizę literatury oraz danych statystycznych. Poruszana tematyka w opracowaniu wskazuje na konieczność prowadzenia oraz rozwoju badań nad sposobem, w jaki społeczeństwo reaguje na zmiany zachodzące w cyberprzestrzeni.
The period of the 21st century is unprecedented in terms of developments in technology. Users of cyberspace must proactively use security preservation practices to be realistically effective and noticeable. The purpose of the article was to study the impact of rapidly advancing digitization on the cyber security of ICT systems and the awareness of their users in this regard. From the research, it was clear that there are several areas of cyber security in which steps should be taken to increase public awareness. The main area is awareness that any Internet user can be a potential target of a cyber attack. Another important area that was highlighted during the analysis of survey responses is the blatant password management policies practiced by Internet users. The following research methods and techniques were used in the article: survey method, induction method as a form of going from the particular to the general, deduction method as a form of generalization and inference, analysis of literature and statistical data. The topics discussed in the article indicate the need to conduct and develop research on how society responds to changes in cyberspace.

Opis:: Artykuł obejmuje zagadnienia związane z planowaniem transportu towarów w obszarach miejskich. Przedstawia narzędzia tworzące system SmileSys, ich podstawowe właściwości oraz funkcje które realizują. W pracy zaproponowano dodatkowe kryterium opisu dróg transportowych dla zwiększenia jakości realizowanych usług transportowych. Opisany system jest tworzony w postaci zintegrowanej platformy budowanej w ramach realizacji międzynarodowego projektu badawczego o akronimie „S-mile”.Do opisu jakości dróg transportowych zaproponowano wykorzystanie technologii ICT. Z jej uwzględnieniem opracowano rozwiązanie mobilne przeznaczone dla kierowców wspomagających ich pracę poprzez nawigowanie na trasie oraz organizację pracy zgodnie z harmonogramem wyznaczonym w platformie S-mileSys. Dodatkowo omówiono innowacyjne rozwiązanie oceny jakości dróg transportowych bazujące na analizie przyspieszeń liniowych rejestrowanych z wykorzystaniem urządzeń mobilnych. Celem artykułu jest przedstawienie idei stosowania inteligentnych rozwiązań planowania transportu towarów, jak również wdrożenia kryterium opisu jakości dróg transportowych. Zaproponowane w pracy rozwiązanie pozwala w optymalny sposób planować, organizować i zarządzać transportem towarów w obszarze miasta, a zastosowane rozwiązania ICT pozwalają efektywnie realizować prace dyspozytorów oraz kierowców firm transportowych. Tworzone w systemie S-mileSys kryteria optymalizacji umożliwiają planowanie tras uwzględniając aspekty społeczne, środowiskowe, infrastrukturalne, a także wymagania i zależności realizacji usług transportowych w oparciu o pojazdy elektryczne.
The article covers issues related to the transport planning of goods in urban areas. Presents the tools of SmileSys, their basic features, and operating functions. The work proposes an additional criterion for the description of transport routes to increase the quality of transport services. The described system is being developed as an integrated platform built within the framework of the international project under S-mile acronym. ICT technology has been proposed to describe the quality of transport routes. The mobile solution has been developed for supporting work of drivers by navigating at route as well as organizing their work according to timetable determined at the S-mileSys platform. Additionally, an innovative solution for assessing the quality of transport roads based on the analysis of linear accelerations recorded using mobile devices was discussed. The aim of the paper is to present the idea of using smart transport planning solutions as well as to implement the criterion of quality description of transport routes. The solution offered in the project allows to optimally plan, organize and manage the transport of goods in the city area. The applied ICT solutions enable efficient execution of the work of dispatchers and drivers of transport companies. The S-mileSys optimization criteria allow for route planning taking into account the social, environmental, and infrastructural aspects, as well as the requirements and dependencies of transport services based on electrical vehicles.

Opis:: Tematyka związana z systemami teleinformatycznymi, które funkcjonują obecnie w jednostkach administracji publicznej w Polsce, jest niezwykle rozległa. Z jednej strony można ją rozpatrywać w aspekcie formalno-prawnym, a z drugiej czysto technicznym – związanym z architekturą bądź budową samych aplikacji i zastosowanych w nich rozwiązaniach programistyczno-sprzętowych. Autor dokonał próby analizy zagadnień związanych z funkcjonowaniem systemów teleinformatycznych, kładąc szczególny nacisk na systemy dziedzinowe wdrażane w jednostkach administracji publicznej. Głównym przedmiotem rozważań są uregulowania prawne dotyczące istoty samych systemów teleinformatycznych, jak również postępowania z dokumentacją elektroniczną w nich gromadzoną. Systemy dziedzinowe to samodzielne i niezależne systemy teleinformatyczne stworzone do świadczenia usług dla określonego obszaru działalności danej instytucji, a przeznaczone do realizacji ściśle określonych, wyspecjalizowanych zadań. Powinny zapewnić realizację wszystkich czynności wynikających z przepisów prawa, odnoszących się do przetwarzanych danych oraz tworzonej i gromadzonej w nich dokumentacji zarządzanej w sposób odzwierciedlający cały proces podejmowania decyzji. Autor starał się przedstawić najważniejsze zagadnienia związane z funkcjonowaniem takich systemów teleinformatycznych w jednostkach administracji publicznej działających w Polsce. Od uregulowań prawnych dotyczących tych systemów (sposób ich ujęcia w obowiązujących przepisach kancelaryjnych i archiwalnych), poprzez próbę systematyzacji i klasyfikacji, po charakterystykę ich budowy oraz podstawowych zadań, jakie wykonują. Przedstawiono kwestie niezwykle ważne z punktu widzenia archiwów państwowych, związane z przejmowaniem materiałów archiwalnych. Zwrócono uwagę nie tylko na możliwości formalno-prawne czy techniczne, ale również i organizacyjne. Scharakteryzowano także sposób i metody, które mogą zostać użyte podczas wartościowania dokumentacji pochodzącej z takich systemów. Wskazane zostały najważniejsze obszary badawcze, które dotyczą omawianej problematyki: miejsce systemów dziedzinowych we współczesnej kancelarii i biurowości elektronicznej, przechowywanie i zabezpieczenie dokumentów elektronicznych, kształtowanie narodowego zasobu archiwalnego. Współcześnie, gdy mamy do czynienia z dynamicznym rozwojem różnego rodzaju systemów teleinformatycznych, trwałe zabezpieczenie dokumentacji o wartości historycznej powstającej w takich systemach, jest kwestią niezwykle ważną.
The subject of ICT systems currently in use in public administration units in Poland is incredibly extensive. On the one hand, it can be considered in the formal and legal context and on the other from a strictly technical point of view, related to the architecture or structure of applications, as well as software and hardware solutions used in them. The author has made an attempt to analyse issues related to the functioning of ICT systems, paying particular attention to domain-specific systems implemented in public administration units. The main matter under consideration are legal regulations concerning the essence of ICT systems, as well as handling electronic documentation stored in them. Domain-specific systems are independent ICT systems developed to provide services for a specific area of activity of a given institution, intended for carrying out strictly defined and specialised tasks. Such systems should make it possible to carry out all activities arising from legal provisions which concern the processing of data or compiling and storing documentation, which is managed in a way that reflects the whole decision-making process. The author made an attempt to present the most important issues related to the functioning of such ICT systems in public administration units in Poland. The article discusses legal regulations concerning such systems (and the way in which they are presented in applicable office and archive provisions), attempts to systematise and classify them and characterises their structure and basic tasks. The article presents issues of utmost importance from the point of view of state archives, related to the possibility of taking over archive materials. Attention was drawn not only to formal, legal or technical possibilities, but also organizational ones. The author characterises the manner and methods which can be used to judge the value of documentation coming from such systems. The author pointed out the most important research areas which concern the discussed issues: the place of domain-specific systems in modern offices and in electronic office administration, storing and securing electronic documents and shaping national archival resources. Nowadays, when we are dealing with a dynamic growth of various types of ICT systems, it is extremely important to protect documentation of a historical value, compiled in such systems.

Opis:: Introduction and objective. The healthcare system is positioned in the patient’s environment and works with other determinants of the treatment. Patient care requires a whole system compatible to the needs of organizational and technical solutions. The purpose of this study is to present a new model of patient-oriented care, in which the use of information and communication technology (ICT) can improve the effectiveness of healthcare for patients with chronic diseases. Material and methods. The study material is the process of healthcare for chronically ill patients. Knowledge of the circumstances surrounding ecosystem and of the patients’ needs, taking into account the fundamental healthcare goals allows us to build a new models of care, starting with the economic assumptions. The method used is modeling the construction of efficient healthcare system with the patient-centered model using ICT tools. Results. We present a new systemic concept of building patient’s environment in which he is the central figure of the healthcare organization – so called patient centered system. The use of ICT in the model of chronic patient’s healthcare can improve the effectiveness of this kind of care. The concept is a vision to making wide platform of information management in chronic disease in a real environment ecosystem of patient using ICT tools. Conclusions. On the basis of a systematic approach to the model of chronic disease, and the knowledge of the patient itself, a model of the ecosystem impacts and interactions through information feedback and the provision of services can be constructed. ICT assisted techniques will increase the effectiveness of patient care, in which nowadays information exchange plays a key role.
