Opis:
This work presents the reasons of economic problems resulting from the international monetary system misalignment to the structural changes in the world economy. These problems were emphasized by the economic crisis that began in 2008. This crisis has caused a debate on the structure and functioning of the international monetary and financial system. IMF undertook during this period many activities that have brought a stabilizing effect on the financial system. IMF supported the global responses to the financial crisis mainly through increased supervision and consultation in policy and financial support to its members. Many imbalances that characterize the modern monetary system, testify the reforms in its functioning are necessary. The author points out the potential scenarios of changes in governance regime and indicates the most likely one.
W pracy przedstawiono przyczyny problemów gospodarczych wynikających z niedostosowania międzynarodowego systemu monetarnego zmian strukturalnych w gospodarce światowej. Problemy te zostały uwypuklone przez kryzys gospodarczy, który rozpoczął się w 2008 r. Kryzys ten wywołał szeroką debatę dotyczącą struktury i funkcjonowania międzynarodowego systemu walutowego i finansowego. MFW podejmował w tym okresie wiele działań, które miały wpływać stabilizująco na system finansowy, wspomagał globalną reakcję na kryzys finansowy głównie poprzez wzmożony nadzór i konsultacje w dziedzinie polityki oraz udzielanie wsparcia finansowego swoim członkom. Liczne nierównowagi, którymi charakteryzuje się współczesny system walutowy są przesłankami wprowadzenia reform w jego funkcjonowaniu. W opracowaniu przedstawione zostały potencjalne scenariusze zmian ładu walutowego oraz wskazane najbardziej prawdopodobne.

Opis:
Światowy kryzys finansowy wywołał potrzebę ponownego przyjrzenia się międzynarodowym instytucjom działającym na rzecz zapewnienia stabilności systemów finansowych poszczególnych państw. Do najważniejszych z nich zaliczyć można Międzynarodowy Fundusz Walutowy, który odegrał istotną rolę w przezwyciężeniu skutków kryzysu. Fundusz, który dotychczas koncentrował działalność na państwach o niskich dochodach, stał się nagle – wraz z rozpoczęciem kryzysu – źródłem wsparcia dla takich krajów, jak Grecja, Portugalia, czy Irlandia, a więc gospodarek wysoko rozwiniętych. Zmiana struktury beneficjentów wymusiła m.in. znaczące dokapitalizowanie funduszu, czy wprowadzenie nowych produktów finansowych. Aktualne jest jednak pytanie o rolę Międzynarodowego Funduszu Walutowego w stabilizowaniu krajów rozwiniętych, które według hipotezy Minsky’ego narażone są cyklicznie na kryzysy. Celem artykułu jest analiza struktury portfela MFW i jej ewolucji w latach 2008-2014 w kontekście przygotowania Funduszu do występowania kryzysów w krajach rozwiniętych.
The global financial crisis has created a need to take a closer look at the international institutions ensuring financial system stability in particular countries. One of the most important among those, the International Monetary Fund, has played a crucial role in fighting the consequences of the crisis. Before, the Fund had focused on underprivileged countries but presently, as the crisis hit, it suddenly became a source of support for such countries as Greece, Portugal and Ireland, that is well-developed economies. The change in the beneficiaries’ structure brought about, among other things, substantial capital injections in the Fund or rollouts of new financial products. However, the question about the International Monetary Fund’s role in stabilizing developed countries is still valid, as according to the Minsky hypothesis, such economies are doomed to experience recurring crises. The aim of the present article is to analyse the structure of the IMF portfolio and its evolution over the years 2008 to 2014 in the context of the Fund’s preparedness to crisis outbreaks in developed countries in accordance with the Minsky hypothesis.

The financial crisis started in 2008 and touched the whole world but some countries experienced its consequences more than others. The European Union and in particular eurozone, slid into a stage of economic recession. Five of 28 EU countries faced the edge of financial fall, named PIIGS-Portugal, Italy, Ireland, Greece and Spain. Multidimensionality of the global crisis have caused that international economic organizations faced a great challenge, For them it was a test of efficiency and effectiveness. The leading role in this period belonged to the International Monetary Fund (IMF), which is standing on the guard of the whole international currency system. The aim of the article is to draw and analyze the most important IMF activities towards PIIGS, especially what instruments were proposed as a help and what changes had to be made by receiving states in order to receive the financial support. The ten-year perspective taken in the article allows for the more comprehensive assessment of the issue.

This paper investigates the evolution of IMF structural conditionality, with a specific focus on non-core policy areas, across the Fund’s top debtors from 1984 to 2023. The author builds on the concept of structural depth as defined by the IMF’s Independent Evaluation Office (IEO), categorizing it into high, medium, and low levels, guided by legal-economic perspectives. Analysing 1,233 conditions, she reveals nuanced patterns. The biggest borrowers often faced more policy prescriptions with significant share of non- core areas, while conditionality depth varies across countries and periods. Argentina’s unique case exhibits fewer and shallower conditions, despite significant challenges. Greece and Ukraine stand out with deep programs, attributed to the European influence. Recent agreements blend Washington Consensus-inspired and non-conventional measures, including social buffers and transparency. These developments, while positive, raise questions about their ability to transform borrowers into more resilient welfare states.

Purpose –The paper considers and analyzes IMF’s credit activity in Ukraine in the years 1994–2016.Methodology – To achieve this, the analysis of data presented in the  period 1994–2016 at IMF official website, the Ministry of Finance of Ukraine and the National Bank was undertaken. The paper studies the phenomenon of poverty in underdeveloped/third-world countries, particularly within the context and the failure of international organizations in Sub-Saharan Africa. The article analyzes that the increasing problem of poverty in the region’s countries/Africa is a replication of the failure of the organizations such as the IMF and the World Bank policies such countries. Despite some projects such as Millennium Development Goals (MDG), Sustainable Development Goals (SDG), and many more by the United Nations. Many of these programs have failed to eradicate or reduce poverty. Instead, the situation has worsened most, especially in Africa, where the rate of poverty is increasing, with several regions in the continent experiencing the worse hunger epidemic in recent times. Therefore, the research posits that the failure of international institutions, the World Bank, and IMF policies have immensely become a significant contributing factor to the poverty level in Sub-Saharan Africa.

The author proposes a series of changes that he says should be made to the rules for setting member state quotas and voting power in the International Monetary Fund (IMF). The paper opens with a description of the current mechanism for setting member state quotas and voting power. Under the current system, a member’s quota in the IMFdetermines the amount of its subscription, its voting weight, its access to IMF financing, and its allocation of Special Drawing Rights (SDRs). The United States has exclusive veto power. A member state cannot unilaterally increase its quota-increases must be approved by the Executive Board and are linked to formulas that include many variables such as the size of a country in the world economy. The author comes up with a proposal on how this mechanism could be modified. He provides an evaluation of how the suggested changes would impact the voting power of both developed and developing countries. On April 28, 2008, the IMF Board of Governors approved a reform of the institution’s governance. The reform was intended to modify the quota and voting share structure in order to enhance the participation and voice of emerging-market and developing countries, and realign members’ shares with their relative weight and role in the global economy. According to Jurek, while these modifications have increased the transparency of the process during which member country quotas are calculated, they have changed little when it comes to the voting power of developing and developed states. In particular, the new rules preserve the right of veto enjoyed by the United States, Jurek notes, a privilege that the U.S. has used on a number of occasions to block reforms designed to weaken its own position within the IMF.

Opis:
The European Union represents a new type of regional organisation within the context of international relations. It is also an uncomfortable presence in the internal balances of the so-called “Bretton Woods” organisations – namely, the International Monetary Fund and the World Bank – because it raises several questions and issues. Foremost among these is the legitimacy of expecting that the economic and monetary integration within the EU should be reflected in its political and voting representation within these institutions. Secondly, the creation of a single representation of the EU (or the “Euro Area”) encounters numerous legal challenges, both within the framework of EU law and in international law regulating these international organisations. Thirdly, any potential solution must take into account the historical relationships among the EU Member States, as well as their interactions with third countries. However, addressing these problems appears to be an unavoidable knot not only in the process of remodelling the two organisations, but also in updating them to meet the needs of the new millennium. It is a knot which must be untied both by considering the European Union a possible precursor of other regional aggregations that are evolving along the same model in other key regions of the world, and by accepting the EU’s unique characteristics, which to date make it an unparalleled model of state integration. The European Union, as a subject of international law and a potential member of the Bretton Woods institutions, exhibits characteristics that significantly deviate from the classical definition of a state. These distinctive features render the Union, as articulated by its Court of Justice in the landmark 1963 van Gend & Loos case, a “legal order of a new kind in the field of international law”. This characterisation positions the Union as a laboratory for the development of innovative solutions, particularly in the realm of external representation, and as an unprecedented phenomenon in the domain of international relations.
