Opis:: The International Monitoring System (IMS) of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) Preparatory Commission, in Vienna operates a global network of 321 monitoring stations and 16 radionuclide laboratories that monitors the earth for evidence of nuclear explosions within the atmosphere, underwater and underground. The IMS uses a network of four verification technologies: seismic, hydroacoustic, infrasound and radionuclide. All the data recorded by the IMS network are transmitted to the International Data Centre (IDC) of the CTBTO in Vienna. The data are then received, processed, resulting data and products distributed and archived by the IDC. This study will give an overview of the contribution of the IMS hydroacoustic network and will highlight that for areas not well covered with the seismic network this part of the IMS can be very valuable for detecting events, improving the location obtained from the seismic network and providing information about the nature of sources.

Opis:: Celem pracy było ukazanie jak następuje implementacja zintegrowanego systemu zarządzania, jak również przybliżenie korzyści jakie organizacja zyskuje dzięki wdrożonych systemom zarządzania opartym na wymaganiach norm ISO 9001:2009 i ISO 14001:2005. Omówiono główne wymagania systemu zarządzania jakością i zarządzania środowiskowego jak również przedstawiono wymagania dotyczące dokumentacji potrzebnej do wdrożenia i funkcjonowania systemu. Wdrożenie ZSZ opisano na przykładzie małego przedsiębiorstwa handlowo-usługowego, które zakończyło się otrzymaniem certyfikatu potwierdzającego spełnienie wymagań normy ISO 9001:2009 i normy ISO 14001:2005.
The aim of the thesis was to show how to implement an integrated management system, as well as to bring benefits to the organization obtained through implemented management systems (IMS) based on the requirements of the standards ISO 9001: 2009 and ISO 14001: 2005. It is an overview of the main requirements of the quality management system and of environmental management as well as requirements of the documentation necessary for implementation and functioning of IMS. IMS implementation was presented by describing this proces in a small trading and service company, which was accomplished by receiving the IMS Certificate confirming fulfilment of the requirements of the standard ISO 9001: 2009 and ISO 14001: 2005.

Opis:: Recently growing importance of control of indoor air. The requirements for such detectors are very high: a sensitivity of several tens of ppb; the detection of a large number of substances or to indicate the total amount of volatile organic compounds (VOCs), work in high humidity ranges. A very good solution for the determination of the VOCs is to use IMS (Ion Mobility Spectrometers) or DMS (ang. Differential Mobility Spectrometry) technology, which has a relatively low price while meeting the above requirements. The most important difference between classical spectrometer IMS and the DMS is the electric field. For the IMS it is a constant magnetic field of low intensity – around several hundred volts per cm, meanwhile for the DMS it is at least several kilovolts per cm and is a field with a relatively high frequency from 1 up to several MHz. Another area in which the detection of VOC is becoming increasingly important, is early diagnosis of serious diseases of civilization, eg. diabetes, lung or liver disease – the diagnosis can be made based on the analysis of exhaled air, preferably in conjunction with the study of emissions substances from the skin. Issues related to the prevention and early detection of the above mentioned diseases are rapidly developed, eg. in the US or in the UK. Given the scale of the problem and the challenges of a potential diagnostic method, the proposed technology DMS/IMS begins to be considered as possible to apply. Spectrometers of this type are also developed in Poland by WIChiR. Research results on the selected VOCs are showed in this presentation.
Coraz większego znaczenia nabiera kontrola powietrza wewnątrz pomieszczeń. Wymagania na takie detektory są bardzo wysokie: czułość na poziomie kilkudziesięciu ppb; wykrywanie dużej liczby substancji lub wskazywanie sumarycznej ilości lotnych związków organicznych (LZO), praca w wysokich zakresach wilgotności. Bardzo dobrym rozwiązaniem do oznaczania LZO jest zastosowanie technologii IMS (ang. Ion Mobility Spektrometry) i DMS (ang. Differential Mobility Spectrometry), które charakteryzują się relatywnie niską ceną spełniając jednocześnie powyższe wymagania. Najistotniejszą różnicą pomiędzy klasycznym spektrometrem IMS-em, a DMS-em jest pole elektryczne. Dla IMS-a jest to pole stałe o niewielkim natężeniu – kilkaset volt na cm, natomiast dla DMS-a jest to co najmniej kilkanaście kilowoltów na cm, przy czym jest to pole o dość wysokiej częstotliwości od 1 do kilku MHz. Kolejna dziedzina, w której wykrywanie LZO nabiera coraz większego znaczenia to wczesna diagnoza groźnych chorób cywilizacyjnych, np. cukrzyca, choroby płuc czy wątroby – diagnoza ta może być dokonana na podstawie analizy wydychanego powietrza najlepiej w połączeniu z badaniem emisji ze skóry. Zagadnienia związane z zapobieganiem i wczesnym wykrywaniem ww. chorób są bardzo raptownie rozwijane np. w USA i Wielkiej Brytanii. Biorąc pod uwagę skalę problemu oraz wyzwania stawiane potencjalnej metodzie diagnostycznej, proponowana technologia DMS/IMS zaczyna być rozważana jako możliwa do zastosowania. Spektrometry tego typu są opracowane również w Polsce w WIChiR. Wyniki badań dla przykładowych LZO zostały przedstawione w niniejszej prezentacji.

Opis:: An implementation of international standards in the management systems of organizations is increasingly promoted in non-regulated sector in globalized markets. Authors of the paper present the partial results of the research in the area of projecting and implementation of integrated management systems according to international standards ISO 9001, ISO 14001, OHSAS 18001, ISO 27001 etc. Based on an analysis of the latest standards for management sub-systems with HLS structure implementation, an innovative concept of model for an implementation and maintaining of integrated management systems is introduced. The proposed process algorithm on Deming’s PDCA cycle of the implementation is applicable to any type of organization and economic sector according to the NACE codes and with the respect to newly adopted requirements of ISO standards, e.g. documented information on IMS.
Wdrożenie międzynarodowych standardów w zakresie systemów zarządzania organizacji jest coraz częściej promowane w nieregulowanym sektorze w zglobalizowanych rynkach. Autorzy niniejszego artykułu przedstawiają częściowe wyniki badań w zakresie projektowania i wdrażania zintegrowanych systemów zarządzania zgodnie z międzynarodowymi normami ISO 9001, ISO 14001, OHSAS 18001, ISO 27001 itd. W oparciu o analizę najnowszych standardów dla podsystemów zarządzania z wdrożeniem struktury HLS, wprowadzono innowacyjną koncepcję modelu wdrożenia i utrzymania zintegrowanych systemów zarządzania. Proponowany algorytm procesu w cyklu wdrażania PDCA Deminga, który uwzględnia nowo przyjęte wymagania norm ISO, np. udokumentowane informacje o IMS, ma zastosowanie do każdego rodzaju organizacji i sektora gospodarki według kodów NACE.

Opis:: Cel: Celem artykułu jest prezentacja budowy oraz wyników działania detektora do wykrywania skażeń chemicznych zainstalowanego na bezzałogowej platformie lądowej (BPL) „Strażak”, którą zaprezentowano w artykule przeglądowym BiTP Vol. 30, Issue 2, 2013, pp. 81-90. Wprowadzenie: Obecny stan zaawansowania techniki pożarniczej wymaga uwzględnienia w planach realizacji akcji ratowniczogaśniczych starannego rozpoznania zagrożeń, jakie mogą zaistnieć w trakcie wykonywania zadania. Oczywista jest konieczność rozpoznania wynikająca z charakteru gaszonego obiektu. Przygotowując środki do zdławienia pożaru, należy brać pod uwagę te niebezpieczne substancje chemiczne, jakie na danym obiekcie występują oraz ich charakter (bojowe środki trujące, toksyczne środki przemysłowe, materiały wybuchowe, gazy tworzące mieszanki łatwopalne lub samozapalne, źródła promieniotwórcze itp.). Do niedawna PSP nie dysponowała odpowiednim sprzętem, który umożliwiałby zdalną detekcję. Obecnie w dyspozycji CNBOP jest bezzałogowa platforma lądowa pn. „Strażak”, która została wyposażona w odpowiedni detektor monitorujący zagrożenie oraz generujący sygnał alarmowy w momencie wykrycia zagrożenia. Przyrząd taki jest elementem wspomagającym decyzje osób kierujących akcją ratowniczo-gaśniczą. Metodologia: Detekcja zagrożeń realizowana jest za pomocą wieloczujnikowego układu pomiarowego pn. „FireChem”. Układ pomiarowy został zainstalowany jako integralny element BPL „Strażak”. Służy on do detekcji emisji zanieczyszczeń niebezpiecznymi substancjami chemicznymi. Składa on się z trzech modułów: modułu z czujnikami elektrochemicznymi, spektrometru optycznego oraz spektrometru ruchliwości jonów (IMS). Dzięki tak unikalnej budowie układ ten jest w stanie wykrywać substancje chemiczne (toksyczne środki przemysłowe) z niekontrolowanych uwolnień oraz bojowe środki trujące, które mogą się pojawić w przypadku ataku terrorystycznego lub znaleziska. Istotną częścią układu detekcji jest spektrometr optyczny, który służy przede wszystkim do ostrzegania o wejściu w strefę zagrożoną wybuchem. Za jego pomocą można bardzo skutecznie wykrywać węglowodory alifatyczne (metan oraz mieszaninę propanu z butanem). W pracy przedstawiono podstawowe informacje na temat budowy i zasady działania detektora IMS oraz wyniki pomiarów wybranych substancji przez detektor „FireChem”. Wnioski: Podstawowe cele sformułowane w nazwie projektu badawczo-rozwojowego nr OR00004812 pt. „Technologia zmniejszania zagrożenia wywołanego niekontrolowanym uwalnianiem substancji niebezpiecznych” zostały zrealizowane poprzez budowę BPL „Strażak” oraz wyposażenie go w m.in. detektor „FireChem”. Pojazd oddany do użytku jest wszechstronnie testowany i poddany szeregom prób terenowych. Po okresie prób na terenie CNBOP przewidziane jest jego przekazanie do wytypowanej JRG i użycie w warunkach realnej akcji ratowniczo-gaśniczej. Projekt traktuje zbudowanie BPL „Strażak” jako demonstratora technologii. Oznacza to, że po okresie prób i testów sporządzone zostanie sprawozdanie przedstawiające wnioski na temat dalszych losów tej konstrukcji. Autorzy żywią nadzieję, że konstrukcja po uwzględnieniu tych wniosków będzie mogła zostać wdrożona do produkcji seryjnej i wejdzie na wyposażenie jednostek PSP.
Objective: The aim of the article is to present the structure and performance of the detector for the chemical contamination detection, installed on the unmanned mobile platform “Strażak” (Fireman) presented in the review article BiTP Vol. 30 Issue 2, 2013, pp. 81-90. Introduction: The current advancement state of the firefighting techniques requires to take into account in rescue and firefighting action plans a thorough diagnosis of the risks that may appear during the execution of the task. The need to recognize the type of burning object is obvious. Preparing means to suppress the fire, one should take into account dangerous chemicals that are present on the site (chemical warfare agents, toxic industrial agents, explosives, gases forming a flammable mixture, radioactive sources, etc.). Until now, the PSP did not have appropriate equipment that would enable remote detection. Currently at the disposal of CNBOP is an unmanned platform “Strażak”, which was equipped with a detector for monitoring risk and generating an alarm signal when the threat is detected. Methodology: The detection of the threats was done by the multi-sensing measuring set: “FireChem”. This device was mounted as an integral part of “Strażak”. It is used to detect the emission of hazardous chemicals. It consists of three modules: electrochemical sensors, optical spectrometer and ion mobility spectrometer (IMS). With such a unique design this system is able to detect chemicals (toxic industrial compounds) with uncontrolled releases and chemical warfare that may arise in the event of a terrorist attack. An important part of the detection system is an optical spectrometer, which is primarily used to warn of entry into the hazardous zone. Using it, aliphatic hydrocarbons may be detected with high precision (methane, propane and butane mixture). This paper presents basic information about the construction and operation of the IMS detector and the results of measurements of selected substances by the detector “FireChem”. Conclusions: Main objectives in the R&D project no. OR00004812 “Technology for decreasing threat caused by uncontrolled releasing hazardous substances” were achieved by developing “Strażak” and equipping it with detector “FireChem”. The vehicle has been thoroughly tested and subjected to a series of field trials. After a period of testing CNBOP is anticipated to transfer to JRG and use under real emergency response. The project takes to build a BPL “Strażak” as a demonstrator of technology. This means that after a period of trial and testing, the report will be submitted with applications for the further aspects of the construction.

Opis:: The paper presents the alternative migration profiles to next generation carrier network architecture. It describes the paths of development of fixed public network in- frastructure for five selected service providers. The carriers are selected as being in advanced stage of migration towards NGN. Moreover, examples of varying strategies ranging from full PSTN replacement and NGN overlay to constructing an NGN network from the ground up as well as examples of various migration strategies, especially based on IMS and softswitch solutions are presented.

Opis:: The key driving force in modern explosive research is the development of low vulnerable high explosive (LOVEX) compositions for future applications in insensitive munitions (IMs). The increasing demand for LOVEX has led to exhaustive studies on low vulnerable explosives as a replacement for conventional cyclo-1,3,5-trimethylene-2,4,6-trinitramine (RDX) in 2,4,6-trinitrotoluene (TNT) melt cast high explosive formulations. In the present study, 1,1-diamino-2,2dinitroethene (FOX-7) has been evaluated as a possible RDX replacement in TNT based, non-aluminized as well as aluminized, melt cast formulation. FOX-7 based melt cast formulations were characterized for their sensitivity to mechanical/shock stimuli, velocity of detonation (VOD), blast parameters and thermal decomposition behavior. These characteristics are compared with the corresponding RDX based compositions as reference standard. The studies show that with little sacrifice on performance parameters, FOX-7 based, non-aluminized and aluminized, melt cast formulations are found to be less vulnerable, compared with the corresponding RDX based formulations.

Opis:: The IP Multimedia Subsystem is a telecommunications framework with a standard architecture for the provision of services. While the services themselves have not been standardised, standards do exist for basic technologies that can be re-used and aggregated in order to construct more complex services. These elements are called service capabilities by the 3GPP and service enablers by the OMA, both of which are reputable standards bodies in this area. In order to provide re-usability, there is a need to manage access to the service capabilities. Also, in order to build complex services, there is a further need to be able to manage and coordinate the interactions that occur between service capabilities. The 3GPP and the OMA have separately defined network entities that are responsible for handling aspects of these requirements, and are known as a service capability interaction manager (SCIM) and a policy enforcer respectively. However, the internal structure of the SCIM and the policy enforcer have not been standardised by the relevant bodies. In addition, as the SCIM and the policy enforcer have been defined through complementary yet separate processes, there is an opportunity to unify efforts from both bodies. This paper builds on work and standards defined by the bodies, and proposes the design of an interaction manager with features borrowed from both the SCIM and the policy enforcer. To help validate the design, we have identified a platform known as JAIN SLEE which we believe conforms to the model proposed, and we discuss how JAIN SLEE can be used to implement our ideas.

Opis:: This work presents an investigation of the dynamic Young's modulus for fibres of varied thickness performed on an Impulse Mechanical Spectrometer (IMS) and Dynamic Mechanical Analyser (DMA). The IMS was designed and built by the authors and the DMA instrument was produced by TA Instrument Co (USA). Because different methods are applied for determination of the dynamic Young's modulus it was necessary to perform a comparison analysis of the results received from the IMS and DMA, which are currently the most frequently used testers. This analysis shows that an IMS can be used when a DMA cannot be applied. The parameter set comprising the dynamic Young's modulus for longitudinal vibrations can find application in material engineering in industry. The DMA method does not require the application of mathematical formulas to determine Young's modulus but requires calibration as apposed to IMS. Measurements of the elasticity modulus were carried out under automatically stabilised climatic conditions. The compliance of the results obtained allows us to evaluate positively the performance of the Impulse Mechanical Spectrometer. Comparison of the results makes it possible to determine the measuring possibilities of the DMA and IMS and show the advantages of IMS over DMA.
Praca przedstawia badania dynamicznego modułu Younga włókien zróżnicowanych grubością za pomocą opracowanego i wykonanego przez autorów nowego Impulsowego Spektrometru Mechanicznego ( IMS) oraz Dynamicznego Analizatora Mechanicznego (DMA) produkcji TA Instrument Co, (USA). Z uwagi na stosowanie różnych metod do pomiaru dynamicznego modułu Younga nastąpiła konieczność przeprowadzenia analizy porównawczej otrzymanych wyników z IMS i DMA który obecnie jest najbardziej popularnym przyrządem. Analiza pokazuje, że spektrometr może być użyty w sytuacjach gdy DMA nie może być już wykorzystany. Poszerzone charakteryzowanie włókien o dynamiczny moduł sprężystości podłużnej ma zastosowanie w inżynierii materiałowej w przemyśle. Metoda DMA nie wymaga stosowania zależności matematycznych do wyznaczania modułu Younga, jednak samo urządzenie wymaga kalibracji przed pomiarem w przeciwieństwie do IMS. Badania modułu sprężystości zostały przeprowadzone w automatycznie stabilizowanych warunkach klimatycznych. Zgodność uzyskanych wyników pozwala pozytywnie ocenić działanie Impulsowego Spektrometru Mechanicznego. Porównanie wyników pozwala na określenie możliwości pomiarowych DMA i IMS i wykazanie zalet IMS w odniesieniu do DMA.
