Opis:
Australia is a country built on immigration and one which is highly urbanised. The authorities have recently embarked on a policy of regional dispersal of immigrants with a view of retaining them in regions long-term so as to assist the regional demographic and economic growth. This article reviews the collaboration of the Federal, State/Territory and Local Governments in this and related policies of settlement and integration of immigrants in regions. It then evaluates the effects of this collaboration, highlights key retention factors and points to reasons behind current knowledge gaps. It offers recommendations for an enhanced retention.
Australia jest krajem imigracji i krajem wysoko zurbanizowanym. W ostatnich latach władze australijskie wprowadziły politykę zachęcającą imigrantów do osiedlania się w regionach (poza wielkimi miastami), licząc że uda się ich tam zatrzymać na dłuższy okres, co w konsekwencji ma wesprzeć wzrost liczby ludności i rozwój ekonomiczny tych terenów. Artykuł omawia współpracę wszystkich szczebli administracji w dziedzinie tej polityki i w zakresie powiązanych polityk osiedlenia i integracji. Ocenia on następnie wyniki tej współpracy, zwraca uwagę na główne czynniki sprzyjające długoterminowemu osiedlaniu się imigrantów w regionach i wskazuje na przyczyny luk w wiedzy o efektach tej współpracy. Artykuł zamykają propozycje w jaki sposób poprawić dotychczasowe wyniki osadnictwa imigrantów w regionach.

International migration is a major issue in many parts of the world today. In the United States, with its history of immigration, it has been a recurring theme in political discussion for over two centuries. This article addresses three issues: (1) providing data to establish the size, composition, and recent trends in immigration to the U.S. today, (2) a review of 2018 U.S. public opinion polls on immigration, and (3) an interpretation of why a subject where most Americans generally agree has caused protracted emotional and divisive debates over the past two decades.

Opis:
The aim of the article is to show the challenges in scholarly attempts to conceptualize the phenomenon of irregular immigration. Although this type of migration has been of interest to scholars for several decades, it still requires in-depth analysis to better explain and understand its causes, scope, and consequences. The article attempts to clarify the nature of irregular immigration, indicating both the general ways of defining this phenomenon and the process of shaping it in socio-political reality since the end of the 19th century. The analysis reveals the internal diversity, dynamism, and ambiguity of this type of migration, which developed in parallel with the control instruments implemented by the states, aimed at enforcing increasingly complex immigration regulations conditioning the entry, stay and work of immigrants. The presented theoretical reflection on the complexity and the heterogeneity of irregular immigration is then confronted with the interpretation of this phenomenon in the EU immigration policy. Another important complement to these studies is to show the terminological challenges that have emerged in previous studies on irregular immigration. They are important both for the objectification of theoretical investigations and for an empirical analysis of this social phenomenon.

Praca dyplomowa Przepisy imigracyjne Norwegii, ich uwarunkowania i zmiany do końca XX wieku jest poświęcona polityce imigracyjnej Norwegii. Przedstawia zmiany w prawie i polityce imigracyjnej oraz ich uwarunkowania. Wskazuje na wpływ zmian społecznych na zmiany w prawie. Praca opisuje kształtowanie się norweskiej polityki imigracyjnej od czasów wikingów do końca XX wieku. Omawiam w niej aspekty społeczne i gospodarcze, które wpływały na zmiany prawne oraz skutki jakie one przyniosły. Historia imigracji do Norwegii sięga X wieku, jednak napływ przybyszów nasilił się dopiero w drugiej połowie XX wieku. Wtedy też powstały przepisy imigracyjne, które częściowo obowiązują do dziś. Na politykę imigracyjną Norwegii znacząco wpłynęły ustawy z roku 1975 oraz 1988. Skutkami których było między innymi dostosowanie polityki imigracyjnej do aktualnych potrzeb Norwegii, kontrola granic oraz działania na rzecz asymilacji i przystosowania przybyszów.
The following thesis Conditions and changes in Norwegian immigration regulations until the end of 20th century is describing the history of Norway’s immigration policies from 10th until the end of 20th century. The problematic aspects of immigration are not exclusive to modern times, although it is currently taking on new meanings and is an important element of social policies in many countries around the world. The aim of this paper is to present and discuss changes in Norwegian immigration law and policy and the determinants that have caused them. The main assumption of this study is that social changes have had a big impact on the law. The thesis describes the development of immigration policy in Norway since the Viking age until the end of 20th century. I discuss the social and economic aspects that have had impact on the legal changes and the effects they have brought. The numbers of immigrants in Norway have grown in the second half of 20th century. It was then the time of creating laws and regulations in the field of immigration that are known until this day. This thesis elaborates on two legal acts that have had huge impact on Norwegian immigration policy.

Opis:
Migrants from the turn of the twentieth century are the fourth group, after the indigenous people, the colonizers, and the African group, which had a significant impact on the forming of Latin American societies. Initially, large migration streams have bypassed the region. After 1870, when the political situation has somewhat stabilized and certain countries have initiated activities aimed ai attracting foreigners, the inflow of migrants significantly increased. Many countries encouraged arrival, yet the one receiving most people was Argentina, which in the years 1830-1932 was the second major destination for migrants after the United States. Next to Argentina, the largest inflow of newcomers was noted by Brazil. On top of that Uruguay appeared to be an attractive place as well, while in the first decades of the twentieth century many immigrants also turned their steps towards Cuba. In the period of mass migration those four countries received over 90% of arrivals from Europe, who were looking for a new life in Latin America. The main objective of the paper is to present an outline of the changes which took place in the policies of selected Latin American countries at the turn of the twentieth century, starting from pro-immigration policies to the introduction of limits on immigration in the 1930s. The focus is on four countries, which received the most people at that time. Migration policies have been discussed in light of major flows of migrants from Europe and Asia.

The paper sheds light on the processes of immigration to Poland, key features of the growing immigrant population, as well as, on the main integration challenges. It provides information about number, status and socio-economic characteristics of immigrants legally residing in Poland. A particular attention is given to the largest immigrant groups (i.e. Ukrainians and Vietnamese), as well as, two groups characterized by a rapid growth (i.e. Turks and Indians). The author discusses also selected issues of social and cultural integration of immigrants in Poland.

The modern Federal Republic of Germany is a migrant country. It has been de facto from the beginning of its existence, but as a political declaration this statement was adopted only at the turn of the 20th and 21st centuries, when it began to formulate a long-term migration policy - at the central, federal and local level. The case of Berlin is interesting for several reasons - the city as a separate federal state is a compact research object (it has a small space, but a separate administrative structure and a clear identity resulting, inter alia, from past experiences). In addition, a significant percentage of foreigners, migrants and their descendants live in the city today, which forces the authorities of the Bundesland to define their own immigration and integration policy. The phenomenon of migration is also an inherent part of the city’s history, it was an impulse for its development and building its present position. The subject of the article is the influence of the experience of migration on the contemporary identity of the city and the policy of the Bundesland’s authorities.

The last large wave of Polish immigrants (estimated at around 115,000) came to Canada in the years 1981-1996, mainly due to Canadian preferential immigration laws and family reunification programs. As the democratization of post-communist countries was progressing, emigration to Canada became a far easier venture for Central and Eastern Europeans. Currently they are subject to the same immigration procedures as immigrants from other regions. Acting upon the immigration law introduced in 1967, Canada prefers well-educated immigrants with significant capital, persons in economically productive age (between 21 and 49), professionally qualified, and competent in either of Canada’s official languages. In 2008 Canada abolished visas for Polish tourists. A year later the Canadian government launched a typical work and travel program for Polish young people, enabling them to gain up to one-year of work experience in Canada. Despite all these efforts and due to the fact that EU labor markets opened wide for Poles, immigration from Poland to Canada fell below one thousand people per year. Also, Canadian authorities gradually introduce new restrictions aimed at issuing work permits only to those who have guaranteed jobs and are highly unlikely to be a burden on the Canadian health care system and social services. Therefore, Canada’s government has recently been very actively promoting Canada among the most preferred groups of immigrants, including Poles living and working in the British Isles.

Although Poland is not yet a country where immigration plays a major role, the opening of Polish borders in 1989 opened up the country to immigrants. In the 20 years after Poland's political transformation, the number of immigrants, even if still insignificant by other EU countries' standards, has grown steadily, so that in 1998 Łodziński wrote "the foreigner-migrant ceased to be the marginal and exotic person which he used to be. Hę has become so prominent and permanent a phenomenon that determination of his legal status and legal arrangements governing his situation in the various fields of social life has become an important issue" (Łodziński 1998). Yet, the number of immigrants, after all, continues to be at such a low level that Iglicka's declaration of 2003 stating that "Poland does not have a comprehensive migration policy, but mere foundations thereof. Neither is there is a doctrine of migration in the political consciousness which could constitute the foundation of coherent migration policies" (Iglicka 2003) is as valid as ever. Based on analysis of the government's ad hoc actions, press releases, experts' statements and data from public opinion polis, certain trends can be noted that may be used as an indicator of the direction which, if not the political discourse itself, then definitely the public discourse around the issue of immigration, is taking. If, as Zapata-Barrero maintains, we assume that the "discourse provides a reference framework and the main source of arguments for both the legitimacy of policies and for the legitimacy of public perceptions/ actions" (Zapata-Barrero, 2009: 50) and, as the author points out, "the design of discourse as a voluntary and intentional act, is aimed at achieving a specific effect, is a political act and transforms itself into a certain policy" (Zapata-Barrero, 2009: 46), then the discourse on immigration becomes crucial because it defines the process of government's handling of multiculturalism, which democracies must, sooner or later, face. This paper presents the result of analysis of public opinion polis and the political discourse on immigration in Poland and simultaneously attempts to explain the direction it takes assessing its possible consequences.
