Opis:
The international order, denoting in a very general sense the manner of the organization and functioning of the international environment in a given period of time, is a dynamic construction that evolves. The feature of the present stage is a transition from its earlier form called the Westphalian order to the future form with qualitatively new features, sometimes called the post-Westphalian order. This process does however mean that the “parameters” of the Westphalian international order are to be replaced by the parameters of the post-Westphalian order. The qualitatively new features of the organization and functioning of the international environment “coexist” with those characteristic of the Westphalian system of international relations. This “coexistence” determines the distinctive feature of the present stage of international relations, which is a hybridity or combining of solutions, often opposing in their logic, relating to the organization and functioning of the international environment. Hence it seems appropriate to term the present stage of dynamics of and change in international relations as the late Westphalian order.

The Impact of Religion on International Order in a Comparative Context

The terrorist attacks on the World Trade Center and the Pentagon should be regarded as a turning point. This act has highlighted the need to consider the validity of existing theoretical assumptions regarding the mechanisms of international order. Because it turned out that a terrorist group – so Non-state actor – have sufficient measures to threaten the safety of – not only United States but whole Western world. The events of 11 September 2001 also indicated – downplayed to this point – the importance of the religious factor. In this paper has attempted to show the impact of the religion on the process of shaping the international order in terms of both concepts and practice of international security. On this background with particular attention presented is the issue of transformations connected with taking place transition from the Westphalian system of international relations to late Westphalian order, but also changes at the level of possible impact of religion. The research problem defined in this way is further explored in the subsequent chapters. The first chapter is dedicated presentation of main assumptions of the leading theoretical concepts. Critical comparative analysis of the structural realism of Kenneth Waltz, Samuel Huntington's cultural realism and the key elements of the neo-liberal approach will serve not only choose right perspective, but also to indicate the place and role of the religious factor in the dominant paradigms of modern theoretical science of international relations. The second chapter of my analysis is devoted to identify the main trends in the evolution of the system of international relations in a historical perspective. The third chapter provides an overview of the essential elements specific to the organization and functioning of the Westphalian international order.Thus obtained characteristics will serve as a starting point to indicate the ability to influence the religious factor. The fourth and final chapter contains a characteristic of the late Westphalian order. Subsequently, there will be a reference to the possibility of exerting influence over the wider religious factor in the context of the changes that took place both at the level of the international system and the religious factor. In conclusions, I will present the main conclusions reached in the course of analysis concerning the role and importance of the religious factor both in the Westphalian and late Westphalian order.
Zamachy terrorystyczne na World Trade Center i Pentagon uznać należy za moment przełomowy. Akt ten unaocznił konieczność zastanowienia nad aktualnością obowiązujących założeń teoretycznych dotyczących mechanizmów funkcjonowania porządku międzynarodowego. Okazało się bowiem, że ugrupowanie terrorystyczne – a więc uczestnik pozapaństwowy – dysponuje wystarczającymi środkami by zagrozić bezpieczeństwu, nie tylko Stanów Zjednoczonych, alce całego zachodniego świata. Wydarzenia z 11 września 2001 roku wskazywały również na bagatelizowane do tego momentu – znaczenie czynnika religijnego.W niniejszej pracy podjęto próbę ukazania wpływu religii na proces kształtowania ładu międzynarodowego, zarówno pod względem teoretycznym – jak i w praktyce bezpieczeństwa międzynarodowego. W tym kontekście szczególnego znaczenia nabiera kwestia przeobrażeń jakie wiążą się z dokonującym się przejściem z systemu westfalskiego do porządku późnowestfalskiego, ale także ze zmianami jakie zaszły na poziomie możliwości oddziaływania religii. Tak zdefiniowany problem badawczy znajduje odzwierciedlenie w następującej strukturze pracy.Rozdział pierwszy zostanie poświęcony przedstawieniu głównych założeń wiodących koncepcji teoretycznych . Krytyczna analiza porównawcza realizmu strukturalnego Kennetha Waltza, realizm kulturowego Samuela Huntingtona oraz kluczowych elementów podejścia neoliberalnego posłuży nie tylko wybraniu odpowiedniej perspektywy, ale także wskazaniu miejsca i roli czynnika religijnego w dominujących nurtach teoretycznych współczesnej nauki o stosunkach międzynarodowych. Rozdział drugi wypełni wskazanie główne tendencje ewolucji systemu stosunków międzynarodowej w perspektywie historycznej. Rozdział trzeci zawiera omówienie zasadniczych elementów charakterystycznych dla organizacji i funkcjonowania westfalskiego porządku międzynarodowego.Uzyskana w ten sposób charakterystyka posłuży jako punkt wyjścia dla wskazania możliwości oddziaływania czynnika religijnego. Czwarty i ostatni rozdział zawiera charakterystykę systemu późnowestfalskiego. W dalszej kolejności znajdować się będzie odniesienie do możliwości wywierania wpływu przez szeroko pojmowany czynnik religijny w kontekście zmiany jaka dokonała się zarówno na poziomie systemu międzynarodowego, jak i samego faktora religijnego. W zakończeniu przedstawione zostaną główne wnioski wypracowane w toku analizy, a dotyczące roli i znaczenia czynnika religijnego, zarówno w warunkach ładu westfalskie, jak i późnowestfalskiego.

India’s role in the post-Cold War liberal international order (LIO) has primarily been examined in terms of whether it can become a revisionist or status quo power, both politically and economically. However, the concept of India as a ‘Vishwaguru’ (world teacher), promoted by the BJP government of Narendra Modi since 2014, projects India as a source of norms and principles that can govern international relations. This raises the question of how this new proposal might affect the LIO? Using a ‘normative power’ concept, this chapter seeks to understand the ‘Vishwaguru’ as an alternative proposition of ordering international system. It looks at critical government and ruling party documents, speeches by BJP leaders and supporters, and existing literature to better understand the rationale and goals of this new approach. It finds that India is thereby undermining Western dominance of the global discourse on the international system and poses a normative challenge to the political and economic LIO. While India’s approach reveals its ambitions for global power, it also contains essential flaws and contradictions that will limit the effectiveness of this strategy.

For the past decade the focus of the U.S. security policy has been changing. After a period of global American hegemony, which took place at the end of the Cold War, the international position of the country is declining; countries such as China, India, Brazil, Russia are moving alongside the United States and Europe as centres of power. Focusing U.S. interest on Asia and the Pacific (“Asia Pacific pivot”) causes a reduction of its interests in Europe. Given these trends U.S and EU policymakers face the challenge to redefine their security and defence cooperation. This applies both to the acquisition by European allies more responsibility for their own safety as well as to develop new mechanisms for cooperation on the line US-NATO-EU relations. The article aims to answer about the current situation and perspectives of EU’s place and role in U.S. security policy in the context of redistribution of power in the world politics. The analysis is carried out in the neorealistic paradigm.

Brazil has come in for a lot of criticism for some of the positions it has taken in response to what has been called a period of ‘permanent crisis’ in world politics. European leaders in particular have shown themselves to be perplexed about what they consider to be contradictory positions in response to two crises in particular: the full-scale Russian invasion of Ukraine in 2022 and the Israeli war in Gaza in response to the Hamas terrorist attacks on 7 October 2023. Yet, the Brazilian response to these crises should not have come as a surprise. Using the conceptual frameworks of Complexity and Human Systems Dynamics, as well as complexity mapping as an illustrative model, this paper argues that the Brazilian positions to these crises are both predictable and internally coherent. What is lacking is mutual knowledge and understanding of these positions. Increasing such understanding is critical as a way of working together more effectively stopping the waste of political capital on issues over which outsiders have little to no influence.

This article argues that in the 21st century, international order has not only become unstable but also shortterm in nature and issue-based, which has led to the emergence of a number of alliances whose functionality can be questioned. A number of alliances are being formed and are in existence but without any clear goals and objectives. This hypothesis is applied to understand the nature of the recently formed AUKUS—Australia, the United Kingdom and the United States’ alliance in the Indo-Pacific region. The paper, taking the framework of international order, argues that AUKUS would be one such alliance that has started with a lot of promises but its fundamental proposition to counter the rise of China in the Indo-Pacific region—although it does not mention the name of the country—is impractical. Given the economic rise of China as well as the example of the Five Eyes (FVEY) of intelligence sharing mechanism of the Anglophone countries formed during the early years of the Cold War, the AUKUS may survive the test of time but it also may exist as an example of the patterns of the current international order—that is another alliance without a clear path. This article also takes into account of the reaction of the Southeast Asian nations and criticisms against AUKUS in Australia. It points out how Australia’s security should be viewed more comprehensively.

The aim of this paper is twofold. The first objective is to present the framework for a theoretical model describing and explaining an international phenomenon of a political and legal nature, i.e. an international order based on values and rules (VRBIO, values and rules-based international order). This model is the result of joint work conducted by political scientists, IR scholars and international legal scholars, and takes into account ontological, epistemological, descriptive and explanatory components. In addition to presenting the results of theoretical work on the international phenomenon addressed in the present study, another objective of this article is discuss the challenges and opportunities of theorising across different disciplines - political science, international relations and international law. The platform for these meta-theoretical reflections is, of course, VRBIO.

The article discusses a special type of modern structured international order, which is called the values and rules-based international order (VRBIO) and indicates potential lines of inter- and trans-disciplinary research on this phenomenon. The paper provides a joint political-IR-IL scientific description and explanation, basing on structural-functional approach. Among others, it addresses such issues as the nature and structure of VRBIO; classes of factors that form the "backbone" of VRBIO; the complexity of the international phenomenon. The article presents a wide range of research subjects concerning VRBIO, and multiplicity of topics and avenues to be taken in order to effectively deal with this complex phenomenon.
