Opis:: The article takes the issue of local government evolution under the influence of local governance and networked governance conceptions. Its purpose is to determine the changes in local government in respect of: functions, methods to provide the public services and relationships with citizens. Research shows that Polish municipalities have numerous functional relations with external parties. Still, local leaders do not accept network in the local policy.

Tytuł:: Organizational learning and value creation in local governance : the mediating role of crowdsourcing

Opis:: Purpose: Different studies have analyzed the relationship between organizational learning and value creation. However, the question of how crowdsourcing affects the relationships between organizational learning and value creation remains unexplored. This paper aims to explore the mediating role of crowdsourcing in the relationship between organizational learning and value creation in local governance. Design/methodology/approach: The hypotheses were tested based on data collected from 205 local governance units in Poland using crowdsourcing. Data collection was carried out by using a set of standardized questionnaires. Correlation analyses were used to specify the strength of the relationships between the variables. To test the hypotheses, multiple regression analysis was used. Findings: The results have shown that in the local governance organizational learning is related to crowdsourcing, while organizational learning is not related to value creation. Crowdsourcing does not play a mediating role in explaining the relationship between organizational learning and value creation. Research limitations/implications: A research model was developed based on the relevant literature in the field of organizational learning, value creation and crowdsourcing. This study urges researchers to explore the relationship between organizational learning and value creation in other public organizations using crowdsourcing. Originality/value: This is the first study on the intermediate role of crowdsourcing in the relationship between organizational learning and value creation in local governance. The proposed model enriches the existing literature and allows better understanding of how crowdsourcing acts as an intermediary in the organizational learning-value creation relationship.

Opis:: The aim of the article is to present senior citizens’ councils in Poland in the context of the functions they fulfil in the design and implementation of public policies at the local level. The article presents the results of a pilot study on the activities of municipal senior citizens’ councils in Poland. The theoretical background for the conducted research is public governance as a process of making decisions on activities relevant to local communities. In this approach, the governance method was used to extend the catalogue of actors involved in this process. Senior citizens’ councils are institutionalised advisory, consultative and initiative bodies involved in the governance process.

Opis:: Local governance continues to be one of the key concepts in the contemporary approach to the functioning of local government, administration, and public management. The most crucial premise of this concept is the interactive way of exercising power, where various actors identify and implement joint projects, including residents, community organizations, and public and private institutions. Despite significant interest in this concept, it needs further analysis and refinement. In academia, the lack of conceptual clarity makes it difficult to analyze and identify the differences in collaborative governance and management processes. In practice, the concept’s full potential is not recognized, which hinders its application in local decision-making. An attempt has been made to fill this research gap by analyzing the role of French chambers of commerce and industry as participants in local collaborative governance and collaborative management. Chambers of commerce and industry have a long tradition and are a permanent element of the French political system. Their current status is the outcome of a long historical process and institutional development closely linked to France’s significant political and economic changes. Through literature and data analysis, as well as the study of documents, selected aspects of the activity of chambers of commerce and industry in local collaborative governance and collaborative management are presented, as well as identifying the challenges faced by these institutions in the process of collaboration with local authorities and other stakeholders.

Local governance as a mechanism of comanagement in local government can be called as an effective tool to support quality of decisionmaking processes. One of its possible forms is participatory budget, which has been being implemented in Poland for several years. The aim of the article is to analyze the participatory budget on the example of the city of Katowice. The author is determined to verify the impact of this kind of budget on the municipality’s management efficiency. Whether thanks to its application, citizens’ awareness and involvement in local matters develops. The article presents, in addition to public data, the results of author’s own research carried out in one of the city’s districts.

Opis:: W Polsce funkcjonują miejscowości o charakterze miejskim, posiadające wysokie walory kulturowe, które nie są stolicami gmin. W wielu z nich postępuje degradacja społeczna oraz dekapitalizacja infrastruktury (w tym cennego dziedzictwa). W artykule zaproponowano rozwiązanie w postaci instytucjonalnego modelu wsparcia skoncentrowanego na lokalnej społeczności. Model taki może być zatem próbą zmaterializowania zasad nowoczesnego zarządzania lokalnego definiowanego jako elastyczny model podejmowania decyzji oparty na luźnych powiązaniach poziomych pomiędzy różnymi aktorami (publicznymi i prywatnymi).
There are many townsplaces in Poland, whith high cultural values, which are not the capital district. In many of them society degradation and infrastructure depreciation (including the valuable heritage) appear. The paper proposed to solve the problem by the model of community led local development support. This model can be therefore an attempt to materialised a modern local government rules, defined as flexible model to decisions making support by loose horizontal conections between various players (public and privat).

Opis:: Active involvement of army veterans in local governance and religious life of provincial towns and villages of the Roman Empire is generally determined as the ratio of number of retired soldiers who were magistrates and priests to the total number of veterans, known from all the inscriptions found on the territory of a province. In the opinion of the author, this approach may lead to a misperception of this aspect of the former soldiers’ life and consequently needs to be revised. This paper presents an alternative method of resolving the problem and outlines perspectives for its practical application on the example of material relating to the province of Lower Moesia.
