Opis:
Digitization in international shipping is an increasingly important topic, but for many years, the lack of accepted international standards and the usage of many different regional solutions, especially for communication between ships and ports, has made the introduction of digitalized solutions difficult. Since 2020, important work has been done in IMO to harmonize international standards supporting ship-port interactions, and this work has now been supported by both shipping, ports, and international standardizations organizations. IMO, through its facilitation committee (FAL) and EGDH (Expert Group on Data Harmonization) is developing the IMO Reference Data Model that covers mandatory reporting requirements related to port calls. This conceptual data model is mapped to three technical data models in three different domains, namely, UNECE (trade), WCO (customs) and ISO 28005 (maritime) to ensure the interoperability between the different ICT systems participating in the data exchange. The IMO Reference Data Model has also been extended with operational data to handle Just-In-Time arrival and departure and also nautical information to ensure that the specification of the locations in ports (berths, pilot boarding places, bollards etc) are the same for different usages. Several international organizations as BIMCO (the largest ship owners' organization) and international port organisations as IAPH, IPCSA and IHMA are strongly involved in this work. This paper summarizes work done by IMO and others to clarify the roles, functionalities and ICT-systems (Information and Communications Technology) that are needed to support the various processes needed to be performed during a port call. These definitions will form the basis for defining a Maritime ITS (Intelligent Transport System) Architecture which will also need to be related to road ITS and also to e-Navigation functionalities. The Maritime ITS Architecture described in this paper contains three levels, namely the Domain Definition (generalized roles that represent people, organizations and equipment in the system), the Processes (definitions of processes and functions that need to be supported to make the domain work), and the Information model (a generalized information model covering the information elements that are required by the functions and processes). In addition to this comes the layers to describe the physical implementation architecture, and the layers to describe the service implementation (e.g. APIs) and the protocols

International transport is a subject to many regulatory measures worked out by governments, international organisations (e.g. IMO, ILO, EU), regional institutions and public entities. As a result, such regulatory mechanism, which is getting throughout international, strongly affects the real sphere of maritime transport as well as its productivity and efficiency. Maritime transport operators have to apply to many new standards and rules set by international public regulators aimed mainly at improving and enhancing safety and security at sea. It is sometimes very painful process in terms of costs and time but inevitable to survive in the highly competitive environment. The author analyses the nowadays existing regulatory mechanism in maritime transport and tries to evaluate it in terms of its impact on effectiveness of maritime transport processes.

Opis:
Basic concepts of the safety analysis of ageing multistate systems are introduced. The system components and the system multistate safety functions are defined. The mean values and variances of the multistate systems’ lifespans in the safety state subsets and the mean values of their lifespans in the particular safety states are defined. The multistate system risk function and the moment of exceeding the critical safety state are introduced. A series safety structure and a parallel-series safety structure of the multistate systems with ageing components are defined and their safety functions are determined. The multistate system safety models are applied to the prediction of safety characteristics of a maritime ferry.

As the maritime transport of containers continues to grow and container ships change in terms of design and construction, it is important to ensure the appropriate level of safety for this type of transport. Over the decades, the size and cargo capacity of container ships have been changing, and so have their manoeuvring restrictions and required stability criteria. It seems that changes in the regulations, technological development and increased stability requirements are not yielding satisfactory results – the causes of container ship accidents continue to show similar patterns. The present article refers to the problem of ensuring safety in sea container transport, with a particular focus on cargo processes. Its purpose is to determine cause-and-effect relations leading to the loss of containers at sea, and to develop a model of loading that could significantly raise the level of safety of container transport. The article provides a general description of threats to ships related to weather conditions, loading methods or stability limitations. A statistical analysis of the occurrence of damage and/or loss of cargo from container ships was carried out and the risk of cargo loss was assessed on the basis of data from 2015‒2019. A Pareto diagram was used for this purpose. The authors present the concept of the container ship loading model, which may contribute to increasing the safety of shipping in the future.

The paper objectives are to present the methods and tools useful in the statistical identifying unknown parameters of the operation models of complex technical systems and to apply them in the maritime industry. There are presented statistical methods of determining unknown parameters of the semi-markov model of the complex technical system operation processes. There is also presented the chi-square goodness-of-fit test applied to verifying the distributions of the system operation process conditional sojourn times in the particular operation states. Applications of these tools to identifying and predicting the operation characteristics of a ferry operating at the Baltic Sea waters are presented as well.

Opis:
The paper is concerned with the methods for statistical data uniformity testing and identifying unknown parameters of a general probability model of a complex technical system operation process and their practical application. The general model of a complex technical system operation process is constructed. The procedure of statistical data sets uniformity testing is proposed and applied to the empirical realizations of the system operation processes sojourn times at the operation states coming from the realizations of a maritime ferry operation process collected during spring and winter into separate two sets of data. After that, the identification of the maritime ferry technical system operation process is performed and moreover the identified process is applied to its operation characteristics prediction.
Artykuł dotyczy metod testowania jednorodności danych statystycznych oraz identyfikacji nieznanych parametrów ogólnego modelu probabilistycznego procesu eksploatacji złożonego systemu technicznego oraz ich praktycznego zastosowania. Skonstruowany jest model ogólny procesu eksploatacji złożonego systemu technicznego. Zaproponowana jest procedura testowania jednorodności zbiorów danych statystycznych i zastosowana do empirycznych realizacji czasów przebywania procesu eksploatacji systemu w stanach eksploatacyjnych pochodzących z realizacji procesu eksploatacji promu morskiego zebranych w czasie wiosny i zimy w dwóch oddzielnych zbiorach danych. Następnie, przeprowadzona jest identyfikacja procesu eksploatacji systemu technicznego promu morskiego, a ponadto zidentyfikowany proces eksploatacji jest zastosowany do promocji jego charakterystyk eksploatacyjnych.
