Opis:: Today’s world undergoes unbelievably rapid changes in the main spheres of social life. Nearly everyday we can see spectacular socio-political, economic, cultural, science and technological transformation. Rules previously typical for an industrial society became obsolete. The third wave of civilization development and information society emerges. Increasingly more often production capacity enables manufacturing goods considerably saturated with modern knowledge to develop into highly advanced technologies. New forms of production developed, including soft ware, media, advertising, consulting, and public relations. Consequently, the stage of relative stabilization comes to its end and threats result from the lack of ability to follow continuous changes.

Opis:: After the Russian invasion of Ukraine in 2022, Romania faced the imminent threat of an escalation of the armed conflict. The geographical proximity of military operations caused this, as the Black Sea location and the self-proclaimed republic of Transnistria located in neighboring Moldova. For this reason, Romania, like other European countries, faced the consequences of the outbreak of war and met economic, political, and military challenges. After the outbreak of war, the Romanian government had to take appropriate steps to help Ukraine and Ukrainian refugees who crossed the border into Romania. Although Romania adopted a distant attitude towards Ukraine, it did not block any aid projects and acted following NATO’s strategic actions. The outbreak of war in Ukraine contributed to rapid changes in the scope of the Romanian army. Several decisions were made to purchase new equipment and strengthen the armed forces.

Opis:: Armed forces and police in dysfunctional states of Sub-Saharan Africa are usually weak, both in terms of training, discipline, equipment and morale. The army is frequently dragged into political conflicts, especially as there is a rule that who controls armed forces has power, and the loss of control of the army is tantamount to the loss of power. A similar problem concerns the police, which is even more corrupt and dependent on political influence. The police is often more preoccupied with supporting the ruling party than with protection of the public order, and citizens associate it with forcing various types of bribes. The analysis of the relation between the weak statehood challenges and the condition of the armed forces and police presented in the article is a result of the author's longterm research on dysfunctional states in Sub-Saharan Africa, based, inter alia, on the fieldwork conducted in more than twenty African states.

Opis:: Current developments in the area of neuroenhancement pose multiple ethical and societal questions. Improvements in general cognitive capacities can have important positive effects. With the use of several interventions, ranging from pharmaceutics through microsurgery to non-invasive and invasive methods, new possibilities of enhancing human abilities can be achieved. Yet, they have to be critically evaluated from the point of view of both individual and societal consequences that are involved. The aim of this paper is to address societal benefits and challenges that are related to these interventions. These new developments, especially in the specific area of their military application, pose important questions with regard to safety of their use, long-term results, coercion to use them, and issues of inequality. Often, these consequences are unforeseeable at the present moment and can greatly interfere with development of both individuals and societies. Therefore, as in both areas – civilian and military – the long-term consequences are still difficult to predict, prudency is prescribed. Consequently, any use of the methods of enhancement should be under exceptional scrutiny from the ethical as well as legal and social point of view.

Many political writers urged for the need to open a school for knights. One of the most interesting projects for training and maintenance of cadets for the so-called foreign contingent was designed by Bartłomiej Nowodworski, a famous knight of Malta and courtier of Sigismund III Vasa. Due to its interesting character the project is worth presenting to a wider circle of historians. Initially Nowodworski presented his concept during local gatherings of the nobility. In 1611 he presented his project during Warsaw Sejm. The project was undoubtedly inspired by the long and painstaking siege of Smolensk, in which Nowodwroski took an active part and during which he could see for himself inadequate preparation of Polish military forces for the execution of regular modern siege operations. Opis:: In view of today's physical threats, Poland has adopted a new security doctrine. This publication in its assumption intends to outline the thesis on the centralized management and command of the unified military structure, in the context of the systemic approach to our country defense strategy. The study contemplates the Russia's policy, aimed at strengthening its position of a global great power in terms of weakening ties within North Atlantic Treaty Organization, with a particular focus on the regional interests of each of its members. The presented concept of the contemporary army based on joint task forces, characterized by close co-operation of various types of forces and efficient logistics, managed by the modern chain of command, is the major development direction in the field of defense. It is of crucial importance to reorganize our military forces in correlation to the hybrid dimension of contemporary war conflicts.

Opis:: In the Russian military art, the effectiveness of combat operations is largely dependent on the capabilities of the military engineering. It can be assumed that the capabilities of engineering forces are one of the major determinants of the efficiency of military operations. Taking into account the assumptions of contemporary operational art and tactics, the military engineering forces are constantly evolving, which results in their adaptation to the changing requirements of the environment of the operations being carried out. In this light, urbanized areas, including large agglomerations, are supposed to be places where engineering tasks will be executed. Based on the experiences of modern armed conflicts, Russian military engineers are primarily prepared for actions in the built-up environment. In the opinion of Russian specialists, the implementation of tasks in urban agglomerations requires the involvement of subunits, which ensure the maintenance of maneuverability, thereby increasing the effectiveness of combat measures used. One of the preferred solutions is to form, mainly on the basis of engineering troops, specialist task forces as assault-breaching subunits. Such an approach to adjusting (modernizing) the Russian Federation’s military engineering forces to the requirements of modern warfare is not revolutionary, but a permanent evolutionary process.

Rozwiązania szwajcarskie, czerpane z wzorców milicji europejskich i doskonalone przez wieki, musiały być wprowadzone jako odpowiedź przeciwko zakusom silniejszych sąsiadów. Rozdział obejmuje czasy od początku państwowości szwajcarskiej aż do dnia dzisiejszego, czyli czasów obowiązywania reformy Armee XXI.Praca głównie skupia się na strukturze i podstawach prawnych sił zbrojnych Konfederacji Szwajcarskiej, zawartych w rozdziale drugim. Opisuje łańcuch dowodzenia, organizację wojsk z podziałem na konkretne jego rodzaje i jednostki.Ostatni rozdział został poświęcony zaangażowaniu armii szwajcarskiej w proces promocji i budowania pokoju na świecie. Przejawia się ono nie tylko poprzez udział w misjach pokojowych ONZ, ale też w odpowiednich porozumieniach umożliwiających szkolenie personelu, nie tylko szwajcarskiego.
This master’s thesis describes the history, structures and legal basis for functioning of the Armed Forces of the Swiss Confederation. It contains an analysis of official Swiss documents and legal acts, such as the federal act of the army and military administration. This thesis has been written to fill a gap on the polish market – the topic of Swiss army is almost completely not covered.The first part of the thesis contains the history of Swiss military. Swiss forces, based on European cities citizen militia, were used as means to form an effective fighting force that could hold on stronger neighnours chivalric units. This chapter begins with the forming of the Confederacy and ends with the last military reform – Armee XXI.The second chapter describes the legal basis of the Armed Forces, their chain of command, organization and types of units within the military of Switzerland. This is the main part of the thesis.The last chapter has been dedicated towards Swiss military contribution to worldwide peacebuilding. Not only there have been described UN peacekeeping missions with Swiss participation, but also other activities undertaken by Switzerland to promote peace in the world and to help build it.
