Opis:: The article focuses on the international concepts, ideas and theories concerning the fundamental functions/services in the sphere of public health. Particularly it concerns the environmental problems, the influence of this functions on the public health priorities identification. The main goals of the work are the international approaches identification and description of the observed frequency of the environmental actions inclusion on the lists of public health functions. The nature and specifics of the analyzed issue as well as the Polish approach are presented in the context of the National Health Program for 2007–2015. The main theme of the paper relates to the basic questions: how and in which way the internationally identified and listed public health functions influence the priorities established in Poland and if the environmental actions are being included?

Identification of priorities for public health in Poland on the basis of regional public health programs with special emphasis documents Podkarpackie Voivodeship

Opis:: This work addresses the problem of identifying public health priorities in Poland, as defined in the National Health Programme 2007-2015, the guidance and recommendations to the government in the selection of priority tasks to be taken for the protection health of citizens. The first chapter of this work, is an introduction to issues determinants of health, the definition of public health as well as the basic tasks that are assigned to this area.This work was also made an attempt to combine solutions be made by panels individual countries and international organizations in the field of Essential Public Health Function.Some analytical work is a study conducted on the basis of data from the Podkarpackie Centre of Public Health, which showed growth in the number of persons covered activities under the objectives of the National Health Programme in 2011 compared to the previous year. However, most of the action taken is not sufficiently and consequently, no results in improving the health of inhabitants of the region, and in some cases even its deterioration.
Niniejsza praca dotyczy problemu identyfikacji priorytetów zdrowia publicznego w Polsce, określonych w Narodowym Programie Zdrowia 2007-2015, stanowiących wskazówki i zalecenia dla instytucji rządowych i samorządowych w wyborze priorytetowych zadań jakie zostaną podjęte na rzecz ochrony zdrowia obywateli. Pierwszy rozdział pracy stanowi wprowadzenie do problematyki czynników warunkujących zdrowie, definiowania zdrowia publicznego a także podstawowych zadań jakie przypisywane są tej dziedzinie.W pracy została także podjęta próba zestawienia rozwiązań jakie podejmowane są przez pojedyncze państwa oraz przez organizacje międzynarodowe w zakresie Podstawowych Funkcji Zdrowia Publicznego. Część analityczną pracy stanowi badanie, przeprowadzone na podstawie danych z Podkarpackiego Centrum Zdrowia Publicznego, które wykazało wzrost liczby osób objętych działaniami podejmowanymi w ramach realizacji celów Narodowego Programu Zdrowia w roku 2011 w stosunku do roku poprzedniego. Niemniej jednak większość działań podejmowana jest w stopniu niewystarczającym za czym idzie brak efektów w poprawie stanu zdrowia mieszkańców województwa, a w niektórych przypadkach nawet jego pogorszenie.

Opis:: W niniejszej pracy dokonano przeglądu literatury dotyczącej tematyki Evidence Based Medicine w programach zdrowotnych. Poruszone aspekty w głównej mierze dotyczą historii Evidence Based Medicine, zasad tworzenia i wdrażania programów zdrowotnych, ról jakie odgrywają Agencja Oceny Technologii Medycznych i Jednostki Samorządu Terytorialnego w etapach rozwoju programów zdrowotnych. Poruszone zostały również kwestie trzynastu Miejskich Programów Zdrowotnych przeprowadzonych w Krakowie w latach 2000-2009, ich koszty, zasadność i zgodność z zaleceniami AOTM.Wszystkie wykorzystane prace przeglądowe/poglądowe i akty ustawodawcze zostały wyszukane za pomocą baz: Polska Bibliografia Lekarska, Medline, Pub Med oraz Cochrane Library. Wykorzystano następujące kombinacje słów kluczowych: Evidence Based Medicine, EBM, medycyna oparta na faktach, Praktyka Oparta na Wiarygodnych i Aktualnych Publikacjach, POWAP, HTA, Health technology assesment, dowody naukowe, Evidence Based Public Health, EBPH, Evidence Based Health Promotion, EBHP, program zdrowotny, health programme, Agencja Oceny Technologii Medycznych, AOTM, Ministerstwo Zdrowia, MZ, Narodowy Program Zdrowia, Miejskie programy zdrowotne.
In this paper we review the literature on the subject of Evidence Based Medicine in health programs. Addressed aspects mainly concern the history of the Evidence Based Medicine, the principles of creating and implementing health programs, roles of the Agency for Health Technology Assessment and Local Government Units in the stages of development of health programs. It was also taken under consideration issues of thirteen Urban Health Programmes held in Cracow in 2000-2009, their cost, appropriateness and compliance with the recommendations of AHTA.All review papers used / Illustrative and legislative acts have been found through databases: Polish Medical Bibliography, Medline, Pub Med and Cochrane Library. We used the following combinations of key words: Evidence Based Medicine, EBM, evidence-based medicine, practice based on reliable and current publications, POWAP, HTA, Health Technology Assessment, scientific evidence, Evidence-Based Public Health, EBPH, Evidence Based Health Promotion, EBHP, health program, health program, the Agency for Health Technology Assessment, AHTA, Ministry of Health, Ministry of Health, National Health Program, Urban health programs.

Opis:: The paper presents the role of health education as an inseparable element of health promotion. Both concepts refer to activities that aim to provide support for people to control the factors which may influence their health and to create a healthy environment. The two concepts are different, however, there is a link between health education and health promotion, human health, which is emphasized as being the common focus of these activities. The relationship between health education and health promotion is discussed on the basis of the National Health Programme for 2016-2020 and one of the habitats of a health promoting school. It is also emphasised that taking care of one’s health is a lifelong process, which can be perceived in health education and health promoting activities. In conclusion, it is stated that health education is a necessary tool for health promotion; their combination in various habitats and the areas of social life may induce a synergic effect, contributing to an increase in the effectiveness of the applied health activities.
