Opis:: With a view to the importance of technical safeguards for lodgings used in the Prison Service the article draws attention to the common approach to security in the Prison Service, which should be modified in the context of specific requirements tak ing into account the threats typical of this professional environment. By indicating security as a fundamental value in constructing the rules for the functioning of the Prison Service, the Author analyzes legal requirements aimed at obligating officers in charge to provide appropriate conditions for both officers and inmates. Particular attention has been paid to technical safeguards as important security measures in penitentiary services.

Opis:: Objective and problem: The aim is to know the opinions of the Polish prison officers (security department) about personal security while on duty. The main question is: How do prison officers perceive their security while on duty? Methodology: The authors use literature analysis as well as the analysis of statistical data and of phenomena occurring in society. A diagnostic survey using the interview technique played an important role in the empirical part. The survey was conducted in 2020, in a group of 320 prison officers from various prison units, using the author’s questionnaire. Conclusions: The personal security of prison officers is about their perception of dangerous situations (threats) in the workplace. The issue is mainly concerned with emergency situations: physical hazards (e.g. damage to health), mental hazards (e.g. after a suicidal act is revealed) and legal protection (e.g. in case of slander). Results: Direct contact with prisoners makes the work of an officer of the Prison Service dangerous and stressful, but the officer has adequate professional preparation and technical means to repel the attack. The authors identified significant threats and dangerous places, as well as assessed the effectiveness of the measures aimed at boosting a prison guard’s safety.

Opis:: The opinion deals with the rules of taxation of gains from financial assistance for acquiring accommodation, available for functionaries of the Prison Service who are in active service. The analysis covers the existing legal framework, as well as court and administrative practice in this area. The author points out that the said assistance meets the criteria to be considered revenue resulting from a services relationship within the meaning of the Natural Persons’ Income tax Act. This revenue is not exempt from income tax, and the Act does not specify separate (other than general) rules for establishing the moment of obtaining revenue fro that type of benefits. In such case, general principles are applicable, regardless of whether the assistance is deemed nonrefundable at the time of payment or after fifteen years of service.

Opis:: The objective of the study was to investigate the career-choice motives for one’s entering the prison service as an operational officer, and the level of physical fitness. The study was conducted in April 2015, and included 100 officers employed in Biała Podlaska prison. The examined group consisted of 93 males; aged 23-52; mean age 37.2, and 7 females aged 3-43; mean age 37.7 (30-43). 61 (61%) of the males were employed as security guards, while 39 persons (39%), including 7 females, as clerks in the administration section. The study methods included: a physical fitness test consisting of 5 physical performance tests, recommended by the regulation of the Minister of Justice, the International Physical Activity Questionnaire(IPAQ) – long-form, questions designed by the author of the paper. Career-choice motives turned out to be conditioned purely be economic incentives and the professions’ stability as opposed to other professional specialties. The respondents were fit and engaged in numerous physical activates. The factors which significantly determined the level of one’s fitness depended on: age, education, a high self-report on physical fitness, total physical activity and the number of done sports. Originality of the study is based on investigating the condition of physical fitness of prison officers with the use of currently recommended assessment methods in Poland.

Opis:: The paper deals with prison facilities from the perspective of the security threats of radicalization and terrorism. Prisons are continuously assessed as an ideal recruitment pool for extremist and terrorist organizations. Prison environment concentrates various persons with criminal past and with the tendencies to accept different ideological doctrines or radical interpretations of religions. Many of prisoners suffer from stress, lack of social and family support, uncertain future, depressions and frustration. Such factors could initiate or accelerate radicalization process in correctional facilities. This security problem is in contemporary days discussed in many European countries. All security experts and academic institutions came to the fact, that the crucial attribute of this issue is prevention and appropriate identification of the indicators of radicalization. The paper gives an overview of the most significant findings in this field, summarizes the experiences of Czech Republic and gives examples of good practices.

Opis:: Emilia Chronowska in the paper Mobbing and discrimination in the work environment of Prison Staff offers an analysis of the phenomenon of inequality in the treatment of prison officers and employees. Bullying and discrimination can occur in any organisation with an inherent human factor and associated human interactions. These phenomena imply a kind of crisis in the organizational unit, which can escalate and disrupt cooperation or make it impossible to carry out official tasks. The article presents the problem of mobbing and discrimination in uniformed services, in particular in the Prison Service. The aim of the study was to present and discuss selected factors that have a dominant influence on the occurrence of the above-mentioned undesirable behaviours among officers and between an officer and a superior. The author used data obtained from research conducted in the Nofer Institute of Occupational Medicine in Łódź on mobbing and aggression in the Prison Service. The author has also used the experience of the Ombudsman concerning anti-mobbing and anti-discrimination procedures in the uniformed services, collected in the form of analysis and recommendations. The content of the article presents the most important reasons for the occurrence of mobbing and discrimination in organisational units, presents the dimension of the consequences of the occurrence of these phenomena for officers, the organisational unit, as well as for the efficient and effective ensuring of the realisation of statutory tasks and functions of the Prison Service. The occurrence of mobbing and discrimination in Prison Service organisational units harms the interest of the Service itself, its good name and does not contribute to building a positive image of the formation.

Opis:: Electronic monitoring system has revolutionized the penitentiary system. It allows justice personnel to quickly and easily confirm that an offender is at a specified location when he or she is required to be present. This system is efficient alternative to traditional prison sentence.The first chapter presents main issues of this system and the positive and negative effects that it produces.The second chapter is an analysis of the functioning of the Prison Service in Poland. It contain history, basic principles and tasks of prison officers. The last part is the description of the Office of Electronic Monitoring.The third chapter contains an analysis of international penitentiary system regulations, as well as examples of prison service organizations in Sweden, the United Kingdom and Finland.The fourth chapter contains an analysis of the electronic supervision system in Poland. The statutory regulations, such as technical terms and procedures for its application, have been described. The last part of this chapter include examples of the use of electronic surveillance in other countries.The fifth chapter analyzes the effectiveness of the electronic surveillance system in Poland. It contains statistics about using of electronic monitoring system, the total number of prisoners and the cost of their stay in prisons.
Dozór elektroniczny zrewolucjonizował sposób wykonywania kara pozbawienia wolności. Możliwość odbywania jej na wolności, ale pod stałą kontrolą miejsca i czasu stała się alternatywą dla tych, którzy popełnili przestępstwa o małej szkodliwości społecznej. Praca ma na celu odpowiedź na pytanie czy system dozoru elektronicznego jest skutecznym i korzystnym narzędziem polskiej polityki karnej oraz jaki ma wpływ na takie zjawiska jak wielkość populacji więziennej, koszty wykonywania kary pozbawienia wolności i poziom resocjalizacji skazanych. Pierwszy rozdział przedstawia główne założenia systemu dozoru elektronicznego oraz pozytywne i negatywne skutki, które wywołuje. Drugi rozdział stanowi opis funkcjonowania Służby Więziennej w Polsce jako instytucji, która jest najważniejszym ogniwem w procesie wykonywania kary pozbawienia wolności w systemie dozoru elektronicznego. Znajdują się tam podstawowe zasady, zadania oraz sposób działania funkcjonariuszy. W ostatniej części umieszczony jest opis Biura Dozoru Elektronicznego.W trzecim rozdziale została umieszczona analiza międzynarodowych regulacji dotyczących systemu penitencjarnego, a także przykłady organizacji służby więziennej w wybranych państwach europejskich, tj. Szwecji, Wielkiej Brytanii i Finlandii.Czwarty rozdział zawiera opis systemu dozoru elektronicznego w Polsce. Zanalizowane zostały ustawowe uregulowania, takie jak warunki techniczne czy procedury dotyczące jego stosowania. Ostatnią część rozdziału stanowią przykłady stosowania dozoru elektronicznego w innych państwach.W piątym rozdziale umieszczona została analiza skuteczności systemu dozoru elektronicznego. Zbadana została liczba osób wykonujących karę pozbawienia wolności w tym systemie, która została zestawiona z ogólną liczbą więźniów oraz kosztami ich utrzymania.

Opis:: Streszczenie Celem pracy jest ustalenie postaw funkcjonariuszy Służby Więziennej wobec godności osób pozbawionych wolności, a w szczególności zbadanie korelacji między wybranymi uwarunkowaniami (płcią, działem pracy, stażem zawodowym, religijnością i stanem cywilnym) i postrzeganiem godności osób pozbawionych wolności wraz z implikacjami. Materiał i metody Badania przeprowadzono w latach 2014-2015 wśród 475 funkcjonariuszy Służby Więziennej pracujących w bezpośrednim kontakcie z osobami pozbawionymi wolności. Badania zostały zrealizowane za pomocą ankiety audytoryjnej w ośrodkach szkoleń Służby Więziennej. Wyniki Funkcjonariusze działu ochrony, osoby z dłuższym doświadczeniem zawodowym i mniej religijne postrzegają więźniów jako ludzi gorszych od pozostających na wolności. Respondenci pozostający w związku i regularnie praktykujący są bardziej skłonni zaryzykować życie w obronie skazanych. Wnioski Do cech społeczno-demograficznych funkcjonariuszy Służby Więziennej różnicujących postrzeganie godności więźniów należą: dział pracy, staż zawodowy, stan cywilny i religijność. Nie wykazano natomiast istotnego zróżnicowania w zależności od płci.
