Opis:: In the research carried out by one of Polish research agencies [Pentor 2010], local administration offices were in general seen as institutions which, despite high expenditures, maintained inefficient operations and as a result did fully satisfy the needs of citizens. In addition, searching for the causes of failures in projects, the lack of professional approach to project management should be highlighted, which relates to the undertaken ad hoc adaptation activities to changes in the environment, and the implementation of projects in interim and in unsystematic way. The research found that the consequence of this state of affairs was the reduction of the effectiveness of implementation of projects and of synergistic effect created by audited entity. As a result, the growing importance of project management in the functioning of local government units in Poland, with low levels of performance previously practiced in this field, tended to take the search for a new approach to project management in the units.

Opis:: Z perspektywy niezwykle istotnej idei uczenia się przez całe życie (ang. life long learning) kształcenie, nabywanie kwalifikacji i umiejętności wymaganych na rynku pracy powinno odbywać się w warunkach zachęcających pracowników do rozwoju, wspierających kreatywność i innowacyjność. W niniejszym artykule przedstawiono wyniki badań ankietowych dotyczących wpływu metody zarządzania projektem szkoleniowym na skuteczność szkoleń. Specyfika tradycyjnej i adaptacyjnej metody zarządzania projektami w istotny sposób wpływa na końcowe oceny projektów pod kątem skuteczności i poziomu satysfakcji klienta. Przeprowadzone badania własne dowodzą, że adaptacyjne podejście w realizacji projektów (Adaptive Project Framework) zwiększa prawdopodobieństwo sukcesu. Błyskawiczne reakcje (adaptacyjność), to umiejętność niezwykle pożądana i której uczyć powinien każdy projekt szkoleniowy.
Nowadays, the process of constant learning for professional purposes is a must. Therefore, from the perspective of an extremely important concept of lifelong learning, it is education, qualifications and skills required on the labour market that should be acquired provided employees are encouraged to develop and promote their creativity and innovation. This paper presents the results of a survey concerning the impact of the training project management method on the effectiveness of trainings. The specificity of the traditional and adaptive method of the project management significantly influences the final evaluation of projects in terms of efficiency and customer satisfaction. The conducted research shows that the adaptive approach in project implementation (Adaptive Project Framework) increases the likelihood of success. The instant reaction (adaptability) is a highly desirable skill which should be taught in each training project.
Учитывая особо важную идею, что человек учится всю жизнь (life long learning), обучение приобретение квалификации и умений, востребованных на рынке труда, должны происходить в условиях, пробуждающих работников к развитию, стимулирующих креативность и инновационность. В настоящей статье представлены результаты опросов, касающихся влияния метода управления учебным проектом на эффективность обучения. Специфика традиционного и адаптационного методов управления проектами существенным образом влияет на окончательные оценки проектов с точки зрения эффективности и уровня удовлетворения клиента. Проведенные собственные исследования доказывают, что адаптационный подход при реализации проектов (Adaptive Project Framework) увеличивает вероятность успеха. Молниеносные реакции (адаптивность) – это особо желательное умение, которому должен учить каждый учебный проект.

Opis:: Today’s organizations operate in a world of rapid change, globalization and high competition. Their survival and functioning requires innovation and continuous improvement of the range and quality of the offer. The most commonly used tools for this purpose are the project design. Implementation of projects in each case is unique, embedded in certain conditions and often has a wide range of topics, task and resource. Successful implementation of projects requires creation of appropriate conditions for organizational integration and team coordination. The purpose of this article is to identify the key managerial competencies of project managers and examine their impact on project management effectiveness in the context of other success factors. Analysis of domestic and foreign literature and participating observations were the attitude of inference. As a result, the model of interdependence managerial competencies and effectiveness of project management was developed.

Opis:: W artykule zaprezentowano znaczenie przywództwa, jako istotnego czynnika wpływającego na skuteczne zakończenie projektu, w odniesieniu do kierownika projektu. W opracowaniu zawarto rozważania dotyczące występujących na przestrzeni ostatniego wieku teorii związanych z przywództwem i ich odniesienia do zarządzania projektami. W głównej mierze skupiono się na teorii kompetencji przywódczych jako jednej z najbardziej aktualnych teorii stosowanej w badaniach nad przywództwem. Omówiono stan badań na gruncie literatury krajowej i zagranicznej w kontekście przywództwa kierownika projektu i sukcesu projektu, na podstawie którego wykazano fragmentaryczność dotychczasowego dorobku oraz konieczność dalszych badań w tej dziedzinie. Zaproponowano dalsze badania w kierunku określenia wpływu kompetencji przywódczych kierownika projektu na sukces projektu w warunkach polskich.
The article presents the meaning of the leadership in relation to the project manager as an important factor which influence on the successful completion of the project. The paper shows the discussion concerning occurring in the last century theories relating to the leadership and their relation to the project management. The focus was mainly on theory of leadership competencies as one of the most current theories used in research on leadership. Discussed the state of research on the basis of domestic and foreign literature in the context of the leadership of the project manager, project success and on these basis show fragmentariness of hitherto achievements and the necessity for further research in this area. The further researches towards identifying the impact of leadership competencies of the project manager for the success of the project in the polish conditions were proposed.

Opis:: ERP and CRM management information systems constitute one of the most popular IT system groups used by enterprises, not only in Poland. From the point of view of both theoreticians and practitioners of business informatics, it is important to understand the effectiveness of IT implementation projects in Poland in comparison to similar projects in other countries. The scope of this article is to present the results of research concerning the success and failure in ERP and CRM implementation projects in medium and large enterprises in Poland. The results answer the question regarding the level of effectiveness in selected IT projects consisting in standard implementation, roll-out, upgrade, vertical solution implementation and re-implementation in enterprises based in Poland between 2013 and 2016. The study analyzed 917 projects, including 747 projects in medium enterprises and 224 in large enterprises. The research shows the structure of fully successful, partially successful and completely failed projects following the classical evaluation of IT projects. Research results show that the level of effectiveness in IT projects consisting in implementations of management information systems is slightly higher in Poland than in analogous projects studied by the Standish Group. Importantly, despite technological progress and efforts of research centres, consulting companies and software producers, the effectiveness of IT project completion has not increased for over 20 years. The results may be interesting for researchers specializing in the subject of IT project completion, as well as for practitioners implementing such projects.

Opis:: The article presents the background and principles of the IPMA-Student competence model in the field of project management and results of its performance at ten-odd universities and colleges in Poland. The knowledge tests and evaluation surveys have been applied to measure and test the education effectiveness. The research has been conducted on a group of accredited university students who have taken the IPMA-Student certification examination or those who have expressed their interest in the development of their competence in project management field. This particular research study, as well as the entire IPMA-Student program, have been implemented using the Moodle e-learning system. The research conducted has proven that the implementation of the IPMA-Student Program at the university does contribute to the improvement of education quality in project management field. Therefore, students are provided the opportunity to recap their academic education receiving IPMA-Student certificate which is commercially recognizable on the global labor market.
Artykuł prezentuje założenia modelu kompetencyjnego IPMA-Student w zakresie zarządzania projektami oraz doświadczenia jego funkcjonowania na kilkunastu uczelniach w Polsce. Do badania efektywności kształcenia zastosowano testy wiedzy i ankiety ewaluacyjne. Badanie przeprowadzono na grupie studentów akredytowanych uczelni, którzy przystąpili do egzaminu certyfikacyjnego IPMA-Student lub wyrazili zainteresowanie rozwojem swoich kompetencji w zakresie zarządzania projektami. Badania, podobnie jak i cała obsługa programu IPMA-Student, realizowane są za pomocą systemu e-learnigowego Moodle. Przeprowadzone badanie dowodzi, że wdrożenie Programu IPMA-Student na uczelni przyczynia się do poprawy jakości kształcenia akademickiego w zakresie zarządzania projektami dając studentom możliwość podsumowania edukacji akademickiej uzyskaniem certyfikatu IPMA-Student rozpoznawalnego na globalnym rynku pracy.

Opis:: Purpose: The realization of large, characterized by high uncertainty and variability IT projects is usually complicated and overlong, and their effectiveness often lower than expected. Hence the role of the project leader as the person responsible for the success of the project is of particular importance. In this context the purpose of the paper was to investigate the relationship between technical (directional in IT) education and technical experience in IT of a leader, and team work effectiveness in IT projects, recognized as one of the predictors of the project's success. Design/methodology/approach: Empirical research was conducted to verify the existence of the predicted relationship and to reach the aim of the paper. The study was quantitative in character. The set of hypotheses was built based on the theoretical research and then verified the CAWI method on sample of 178 respondents working on IT projects in organizations operating in Poland. The calculations were made using the PS Imago Pro ver. 7.0 and Process macro for SPSS ver. 4.1 by Andrew F. Hayes. Findings: It has been shown that there is indirect relationship between the studied variables, and the mediators of this relationship are leader’s technical competences and the leader’s efficiency. There is a mediation relationship between the dependent variable (team work effectiveness) and independent variables (technical education and technical experience in IT of a leader). Research limitations/implications: Performed empirical study is burdened with certain limitations. The obtained sample of 178 respondents is by far not a representative sample and verified only in one business context (Poland). In order to generalize the results in future research cross-national study and larger samples can be collected. Practical implications: The obtained results contribute to practice of management, showing that among various groups of factors determining team work effectiveness in IT projects both soft and hard (technical) competencies of the leader are important. The latter are shaped by the technical, directional (in IT) education and technical (in IT) experience of the leader. This has practical implications, especially for HR services in the process of employees recruitment. In addition to soft skills, knowledge of programming languages and programming experience should be a significant assets wanted when hiring IT project managers. Originality/value: This research enhances understanding factors determining team work effectiveness in IT projects. The research make an important contribution to the body of project management and human resources management literature by demonstrating the meaning of the technical education and technical experience of a leader for team work effectiveness in IT projects.
