Opis:
The objective of the present paper is to define the determinants and instruments associated with the information (hybrid) war between Russia and Ukraine. The paper focuses on measures taken by Russia, between 2013 and 2015, in relation to Ukraine. The paper does not aspire to discuss the issue comprehensively, but constitutes an attempt at outlining the problem, indicating determinants and characteristics of the information war (information war as an element of hybrid warfare). The consolidated Russian information space is subordinated to the interests of authorities and draws heavily from the tools characteristic for propaganda, frequently relying upon the Soviet model. In addition, this is done with the view of re-establishing the “Russian World” (Русский мир), which would be wholly subject to Russia’s political interests. Moreover, Russian propaganda goes hand in hand with military actions – a conventional conflict in South-Eastern Ukraine.

Opis:
The phenomenon of corruption in Russia, shown in the historical perspective, is described here by changes of legislation in this matter throughout the ages. It is clearly seen that changes of legal regulation tried to penalize many new aspects of bribery and to increase of penalty. The attitude of the society, both Russian and Soviet, shows that legal regulations have been ignored not only by citizens, but also by the state’s officers. The scale of corruption now and damages it causes is an evidence that there is no effective system of protection against these crimes in Russia.

Russia’s armed conflict with Ukraine, ongoing since 2014, has created conditions for Russia to revise the balance of power in Eastern Europe, and even the international order established after the Cold War. The aim of this article is firstly to show Ukraine, in a highly synthetic way, as a state at a crossroads but simultaneously a key state in terms of Russia’s interests in the post-Soviet area, then the motives for Russia’s redrawing the post-Cold War international order, taking into account the location and role of Ukraine. The article merely indicates the problem of research, and does not claim the right to comprehensively cover the issue in question.

This article presents a short history of the origin and creation of the Almanac “Women and Russia,” which began as a samizdat underground publication devoted to the problem of women and childrearing in the USSR. The idea for creating such an Almanac originated in the mid 1970s in the Leningrad circle of ‘unofficial culture’, at the initiative of the artist Tatyana Mamonova, religious philosopher Tatyana Goricheva, and the women author Natasha Malachovska. The women writers featured in the first edition of the Almanac addressed not only questions about the social conditions prevailing in the USSR, but above all exposed the consequences for women living and functioning in a patriarchal social order, and ironically one where all the questions concerning ‘women’s rights’ were deemed to have been resolved in a progressive fashion much earlier. Not only is the substance of the Almanac important, but the circumstances surrounding its publication and the subsequent consequences related to its publishing also reveal the state of the ‘women’s movement’ in the USSR of that time. These include the reactions of the representatives of the dissident culture, the interventions of the security apparatus and the attendant repression of the women activists and its effect on their lives, and the support of feminist organizations from abroad. Each of the afore-mentioned reactions and consequences became an element of and shaped the everyday lives of the activists involved in the creation of the Almanac. The events related in this work confirm the opinion of those researchers who consider that the publication of the Almanac marked the beginning of the resurrection of the feminist movement in Russia.

One of the most important current questions faced by Russia with regards to Southeast Asia is how Moscow can become involved in relations within the region. Russia could keep its current policy of practical, neutral position, slowly but surely becoming more influential in the Southeast Asia’s landscape due to trade and diplomacy. The best strategy would be to engage in “deep dialogue” with Southeast Asia’s countries. Thus, in turn, would undoubtedly increase Russia’s dynamics of cooperation with multilateral institutions and a broad range of regional countries. Russia’s policy toward Southeast Asia is a project that is closely linked to its internal development and Russia’s position in the world. Moscow needs to build a developed, practical partnership network in the region, more than holding new summits and high-level meetings. Russia needs to enhance its efforts to build a stronger relationship with states as well as organizations across Southeast Asia to be more present and show them the potential mutual benefits coming from collaboration.

The article discusses the transformation of the oligarchic capitalist system formed after the Soviet Union collapse towards the state-clan capitalism. This process began after the resignation of Boris Yeltsin from the post of the President of the Russian Federation and it continues to the present day. The oligarchs have lost their influence on decisions in the country, and the control of the state authorities has been significantly expanded. This text is a recapitulation of causes and consequences of the events occurring between 2000 and 2012.

Russia’s unprovoked attack against Ukraine entails significant implications to Japan’s security and its surrounding environment. How is Japan responding to Russia’s use of force? What are the drivers of its responses? This case study examines official speeches by Japanese leaders and government senior officials, government announcements, opinion polls, and analyses by Japan experts to understand Tokyo’s perceptions and responses to Moscow’s military attack against Kiev. Seen from Tokyo, the invasion of Ukraine is not only an attack against the rules-based international order but also a manifestation of Japan’s security concerns regarding China’s growing military capabilities and closer Russia-China alignment, especially the potential use of military force to change the Indo-Pacific region’s power balance. This article also finds that Tokyo’s response to Russia-China alignment and the Ukraine invasion continues to be wedded to an approach is characterized by a mixture of engagement, resilience, and deterrence, aiming at both Russia and the growing Russia-China alignment.

Dla Polskiej polityki zagranicznej relacje z Rosją mają kluczowe znaczenie. Istota rosyjsko-polskich problemów ma charakter jak najbardziej rzeczywisty i odnosi się nie tylko do kwestii historycznych ale też do strategicznych. W niniejszej pracy stosunki rosyjsko-polskie zostały ukazane przez pryzmat kwestii trudnych, bowiem to właśnie sprawy sporne stanowiły i nadal stanowią najważniejsze obszary naszych wzajemnych relacji.Praca podzielona została na trzy rozdziały. W pierwszym został przedstawiony krótki zarys historyczny stosunków pomiędzy Polską a Związkiem Radzieckim po II wojnie światowej, a nastepnie POlski z Federacją Rosyjską.Rozdział drugi jest uzupełnieniem poprzedniej części pracy. Został on poświęcony na przedstawienie stosunków rosyjsko-polskich już po akcesji Polski do Unii Europejskiej oraz jak kształtowały się wzajemne relacje gospodarcze i jaki wpływ relacje te miały na wzajemną politykę.Rozdział trzeci stanowi szczegółową analizę jaki wkład do polityki wschodniej Unii Europejskiej wnosi Polska, ze szczególnym uwzględnieniem Partnerstwa Wschodniego.Celem mojej pracy było ukazanie wzajemnych relacji obu państw, a także zbadanie, czy a jeśli tak to w jakim stopniu prowadzona przez Polskę polityka wschodnia po 2004 roku wpływa na relację z Federacją Rosyjską. Od upadku ZSRR wiele udało się w stosunkach dwustronnych wyjaśnić, nie można jednak zapominać, iż wiele kwestii trudnych nadal czeka na wyjaśnienie. A takimi sprawami obok sporu co do kształtu Europy Wschodniej pozostają spór o interpretację historii oraz spraw bezpieczeństwa energetycznego.
The relations with Russia are crucial for Polish foreign policy. The issue of the Polish – Russian problems is definitely real, and not only does it refer to historical, but also to strategic matters.The present thesis discusses the Polish – Russian problems in regard to difficult matters, as those are the issues that have always determined the scope of our mutual relationships.The present thesis has been divided into three chapters. The first chapter presents a short historical outline of the Polish and the Soviet Union relations after the Second World War , and further the Polish and Russian Federation relations.The second chapter constitutes a supplement to the former part of the thesis and depicts Polish – Russian relations after the accession of Poland to the European Union; the forming of mutual economic relations, as well as their influence on the mutual policy. The third chapter presents a detailed analysis of the Polish contribution to the eastern European Union’s policy, emphasizing the Eastern Partnership.The purpose of this thesis was to present the mutual relations of both countries, as well as to investigate if, and to what extent, the Polish policy, pursued after the year 2004, influences the relations with Russian Federation. Since the decline of the Soviet Union, a lot of Polish - Russian issues were solved, but it must be emphasized that there are still a lot of matters to be solved in the future. Such matters, beside the dispute over the form of Eastern Europe, concern the dispute over the interpretation of the history and the issues of electrical energy security.
