Actions speak louder than words : dilogy on the decision of the journal Acta Biochimica Polonica to exclude Russian science from publishing
Autorzy:
Becker, Gregor
Voloshchuk, Nataliia
Opis:
For the time being, as one of only a few journals worldwide, the scientific journal Acta Biochimica Polonica (henceforth ABP) has decided not to accept manuscripts submitted by authors affiliated with Russian institutions. This is a strong symbolic act of solidarity with Ukraine being assaulted by Russia. The questions are, however, how this unprecedented boycott of researchers from publishing because their nation leads a criminal war could be justified, and how this harsh action is in accordance with fundamental principles of science and its system.

Polish reactions to Russian aggression against Ukraine

Opis:
The Russian war of aggression against Ukraine shattered the post-Cold War security architecture and destroyed the sense of security of the entire continent. Poland responded immediately with political and military support for Ukraine as well as with efforts to provide a safe shelter for millions of Ukrainian civilians fleeing the country. Our analysis focuses on how the established features of Polish foreign policy guided the responses and what frames were employed in reaction to the war by governing and opposition actors in Poland. We demonstrate that Polish reaction resulted from Warsaw’s established role as an advocate for Ukraine’s integration with Western structures, especially the EU. In addition to that, the key long-standing elements of Polish foreign policy, such as strong Atlanticism, proved stable and served as a stabilizing factor in responding to the heightened threat to the continental security. We highlight strategic choices to strengthen allied response within NATO and the EU and mobilize international public opinion to help Ukraine. Furthermore, we demonstrate how the internal, highly politicized debate on European integration was silenced and domestic political conflict mitigated.

Opis:
This short introduction presents the context and background information to the CEEMR special section analysing the migration dynamics, trajectories, everyday reality and policies in the context of Russian full-scale aggression against Ukraine. The special section contains the first group of articles dealing with the unprecedented migration consequences of military aggression against Ukraine, including air strikes on many Ukrainian cities, the use of indiscriminate weapons, killing and deportations as well as the economic consequences of protracted armed conflict. The intensity of the migration movement should also be explained by the quick opening by neighbouring countries of their borders to the incoming refugees. The exceptionality of the situation and high uncertainty about further developments led us to conclude that this special section should not follow any prior conceptual background but should be open to different perspectives and approaches in studying migration from/in/to Ukraine.

Opis:
As a consequence of Russia’s aggressive actions – initially with regard to the annexation of Crimea, and the beginning of the armed conflict in eastern Ukraine in 2014 – many European Union countries have revised their current security and defence policies. The ongoing Russian invasion of Ukraine, initiated on 24 February 2022, only strengthened this tendency. For Poland, one of NATO’s major eastern flank states, the need to improve the management of national security that corresponds to the challenges and threats that lie ahead has become self-evident. The goal of this article is to look at the assumptions of the defence policy of the Republic of Poland, and to evaluate the country’s defence potential based on the implemented modernisation schemes.

Opis:
Historically, Estonia has suffered many years of hostilities inflicted by Russia, with Russia being a constant threat towards the nation’s identity and sovereignty, including the loss of its independence and coming under and enduring belligerent Russian occupation. Recently, Moscow’s policy escalated by their unilaterally using military power against Ukraine in an attempt to subordinate the nation while harbouring desires to restore their sphere of influence. 2022’s aggression came as no surprise to Tallinn, as the nation’s leadership had issued warnings about Russia’s intentions, based on understanding its nature and being aware of what a so-called “Russian world” means. This article aims to focus on presenting the impact of Russian aggression against Ukraine on Estonia within three domains of understanding; those of the political, public, and military, and the author will use scientific methods including the collection of original data and a systematic review of existing literature and studies, along with analyses, syntheses, and elements of comparative analysis. The case study, of course, concerns Estonia. The research contends that the Russian Federation is and will continue to be considered an existential threat, one which carries out both continuous and decisive non-military and military activities against its neighbours. These activities require Estonia to improve internal security with the need of regional and international support.

The article discusses methods of designing strategic narratives in teledocumentaries created by various production teams and distributed through the YouTube platform. The authors underline the important role of teledocumentaries in creating an emotional and intellectual response to geopolitical topics among television viewers and attempt to analyse six documentaries focusing on the current war in Ukraine. The aim of the research was to determine key narrative patterns that are presented by production teams from various countries in the context of the armed aggression of the Russian forces in Ukraine. From this research, we can outline three main narrative templates: identity issues (“Us” vs. “Them”), temporal cognition and feeling of “stopping the time”, the image of enemy inter-twined with death, unforgiveness and fear.

Opis:
Poland has repeatedly acted as a reliable ally in promoting Ukraine’s activity on the international stage and during internal political turmoil. Polish leadership played the exceptional role during the Revolution of dignity. Having regard to the aggravation of confrontation, especially Poland’s activity enabled to approve a common position of the EU concerning the events on the Maidan and force Yanukovych to sign the Agreement on settlement of political crisis in Ukraine. From the beginning of Russian aggression on the territory of Ukraine, Poland stressed the inviolability of Ukrainian borders and encourage to the implementation of sanctions against Russia at the various international forums. Since a Poland’s representative has not been involved at the negotiating group on normalization of the situation in Ukraine, intensity of Ukrainian-Polish dialogue on the highest level slightly reduced during 2014–2015. Direct contacts of Ukraine’s leadership with the leaders of Germany and France, which having signifi cant impact on making decisions within the EU and being eligible as partners in the negotiations for Russia, have positive effects. However, they have not allowed to fully using great potential of Ukrainian-Polish strategic partnership.

Opis:
This article reflects on the role that Hungary has played with respect to the Ukrainian refugee crisis. It elaborates on two issues. The first is Hungary’s relatively amicable relationship with Russia and how the Hungarian political elite has approached the Ukrainian crisis in view of its domestic political goals. The second is the migration policy that Hungary adopted when faced with the arrival of irregular Middle Eastern refugees and the mitigations in this policy to respond to the Ukrainian arrivals. The paper discusses the evolution in the governance of migration in Hungary and the actors and the politics underpinning the Hungarian reception policy from the perspective of these two issues. In this context, it draws on the literature on leadership and how the latter affects political contexts and social realities, particularly with respect to migration politics.

Opis:
The Russian factor poses a real threat to the national security of Ukraine and Poland. The Russian expansion includes the dismemberment of the Ukrainian and Polish territories and formation of weak, non-viable and quasi-public entities there which would be dependent on Moscow. One of the important features of Russian strategy is to undermine national unity of Ukrainian and Polish societies within the countries, neutralize strategic partnership between our countries and to provoke a new Ukrainian-Polish conflict. Russia’s neo-imperialist policy is substantiated by A. Dugin's neo-Eurasian geopolitical doctrine. The analysis of the doctrine makes it possible to forecast the Russian policy towards Ukraine, Poland, European Union and the USA and to work out an effective counterstrategy. Deepening the Ukrainian-Polish equal partnership and joint efforts to neutralize and dismantle Russian imperial social system should become the response to common threat to the national security of Ukraine and Poland. Without taking such drastic measures the national security of Ukraine, Poland and other countries will always be at constant threat.

Opis:
The article highlights certain prerequisites of mental, historical and geopolitical differences between Ukraine and Russia. Peculiarities of the Ukrainian mentality in comparison with the Russian mentality were studied. The historical origins of Ukraine’s belonging to European civilization were outlined. Deep contradictions in the geopolitical orientations of Russia and Ukraine were identified. The current armed conflict has been going on for the ninth year, which exceeds the average duration of modern wars. The historical extent of the Russian-Ukrainian war is caused by an inter-civilizational clash. The Russian invasion of Ukraine and the hybrid aggression of the Russian Federation against the countries of the West have already radically affected international security and international relations. The author assumes that the modern war has deep foundations due to significant differences between Ukraine and Russia. These differences include a complex of mental historical and geopolitical components.
