The Chinese New Silk Road (NSR) initiative seems to be the greatest logistics endeavor of our times. It encompasses the rail and sea connection between Asia with Europe. Successfully implemented, the initiative will significantly change the transportation of goods on the route China–Europe, Europe–China. It will boost infrastructure investments and create many new political, economic and social relations. Therefore, the analysis of the possibilities of NSR development is of a great interest of those engaged in Euro-Asian markets and all the countries on the route. The primary aim of the study is to determine the factors influencing the development of the rail part of the NSR. The methodology of the paper includes a desk research about the NSR potential and identification of STEEPVL analysis factors shaping the NSR. The STEEPVL analysis is a method of strategic management. The factors are grouped into seven dimensions: social, technological, economic, ecological, and political, and related to values and legal aspects. They constitute factors that can either enhance, accelerate or hamper the success of the NSR. The outcomes of the study comprise the introduction to the complete STEEPVL analysis.

Opis:: The main aim of the paper is to present the possibilities of scenario method use for the identification of the factors determining a different situation in selected county labour markets in Podlaskie Voivodship, Poland. The novelty posited by the authors of the paper consisted in the application of the qualitative method based on the intuitive logic school of scenario construction for the county labour markets analysis. The following pairs of poviats were subjected to the case study: Hajnowski and Bielski, Grajewski and Wysokomazowiecki, Suwalski and Sejneński. The selection of the experts of the presented case study followed the rules of researcher triangulation. The expert team consisted of representatives of labour market institutions, local government units and enterprises, which allowed for a multifaceted view on the analysed issues. The scenario method was preceded by the STEEPVL analysis. The main problem issue undertaken during the case study analysis was the identification of factors affecting the development of selected poviats and the assessment of these factors in terms of validity and uncertainty. The STEEPVL analysis and the scenario method were implemented for poviats, which in pairs of poviats occupy lower positions in the ranking of poviats in the region. The research methods applied by the authors of the paper were literature review, a case study, STEEPVL analysis and the scenario method.
The research were conducted within S/WZ/1/2014 project and were financed from Ministry of Science and Higher Education funds

Opis:: The aim of the article is to present the results of STEEPVL analysis applied in the foresight project entitled Technology foresight. "NT FOR Podlaskie 2020". Regional strategy of nanotechnology development. The first part of the article is devoted to the succinct description of STEEPVL analysis and the way it has been organised in the project. As a result of the analysis, there have been identified 65 factors influencing nanotechnology development in the region grouped in seven dimensions of the analysis, i.e. social, technological, economical, ecological, political, values and legal. The identified factors are characterised - according to experts - by the different level of importance and uncertainty which influences their selection for the driving forces in scenario construction for nanotechnology development in the region. The final part of the paper presents the results of the factors' ranking by their importance and uncertainty as well as the possible directions of the next stages of the research carried out.

Opis:: Cel: Celem artykułu jest ocena potencjału logistycznego województwa podlaskiego jako miejsca rozwoju centrum logistycznego, ze szczególnym uwzględnieniem jego roli na skrzyżowaniu szlaków transportowych, takich jak Via Carpatia, Via Baltica oraz Rail Baltica. Metodyka: W badaniu zastosowano krytyczny przegląd literatury dotyczącej logistyki, infrastruktury transportowej oraz rozwoju regionalnego, co pozwoliło na identyfikację kluczowych czynników wpływających na potencjał logistyczny województwa podlaskiego. Następnie przeprowadzono szczegółową analizę z wykorzystaniem metodyki STEEPVL, obejmującej aspekty społeczne, technologiczne, ekonomiczne, ekologiczne, polityczne, generujące wartość oraz prawne. Dodatkowo zorganizowano panel ekspercki z udziałem przedstawicieli nauki, biznesu, administracji samorządowej, zarządzania infrastrukturą i logistyki, aby wzbogacić dane ilościowe o praktyczne opinie i doświadczenia. Wyniki: Analiza wykazała obszary wymagające poprawy z powodu niskiej oceny, co wskazuje na istniejące bariery i wyzwania dla rozwoju sektora logistycznego. Zidentyfikowano również mocne strony regionu, które stanowią podstawę do dalszego rozwoju i zwiększenia konkurencyjności województwa podlaskiego w logistyce. Implikacje i rekomendacje: Identyfikacja aspektów wymagających szczególnej uwagi i obszarów ocenionych pozytywnie regionu pozwala na ukierunkowanie działań zmierzających do eliminacji barier i wzmacniania atutów województwa podlaskiego. Wyniki badania mogą służyć jako podstawa do podejmowania decyzji przez decydentów, inwestorów oraz inne podmioty zainteresowane rozwojem sektora logistycznego w regionie. Oryginalność/wartość: Artykuł dostarcza kompleksowej analizy potencjału logistycznego województwa podlaskiego z wykorzystaniem metody STEEPVL oraz opinii ekspertów. Stanowi cenne źródło wiedzy dla decydentów i inwestorów, oferując praktyczne wskazówki dotyczące rozwoju infrastruktury logistycznej w regionie.
Aim: The purpose of this article is to assess the logistics potential of Podlaskie Voivodeship as a place for the development of a logistics center, with particular emphasis on its role at the intersection of transport routes, such as Via Carpatia, Via Baltica and Rail Baltica. The main task is to identify and evaluate the factors affecting the logistics potential of the voivodeship. Methodology: The study used a critical review of the literature on logistics, transportation infrastructure and regional development to identify key factors affecting the logistics potential of the Podlaskie voivodeship. This was followed by a detailed analysis using the STEEPVL methodology, including social, technological, economic, environmental, political, value-generating and legal aspects. In addition, an expert panel was organized with representatives from science, business, local government, infrastructure management and logistics to enrich the quantitative data with practical opinions and experiences. Results: The analysis showed areas for improvement due to low scores, indicating existing barriers and challenges to the development of the logistics sector. The region’s strengths were also identified as the basis for further development and increasing the competitiveness of the Podlaskie voivodeship in logistics. Implications and recommendations: Identification of aspects that require special attention and areas that are evaluated positively of the region allows targeting activities aimed at eliminating barriers and strengthening the strengths of Podlaskie Voivodeship. The results of the survey can serve as a basis for decision-making by decision-makers, investors and other entities interested in the development of the logistics sector in the region. Originality/value: The article provides a comprehensive analysis of the logistics potential of the Podlaskie voivodeship using the STEEPVL method and expert opinions. It is a valuable source of knowledge for decision-makers and investors, offering practical guidance on the development of logistics infrastructure in the region.
