Opis:
Organizational structure of a ship changes under the influence of technological development. Processes on board a ship change as well. Major change refers to the role of the crew and consequently leads to the change of a method of determining competences. Equipment and working processes are becoming more complicated. They have a strong impact on the crew, i.e. on their competences. Competences prescribed in STCW Convention are not in accordance with the changed role of the crew in the processes on board. In STCW Convention, competences have been grouped according to the ship’s functions at different levels of responsibility. Competences have not been prescribed on the basis of the working processes within a system. Such a situation has led to the absence of the proper upgrade of needed competences. Based on the analysis of the functional organizational structure of a ship, the paper suggests more elaborated approach to defining competences. Such an approach links competences with equipment and working processes on board a ship.

Opis:
Ship maneuvering is a complex operation with inherent uncertainties. To express this complexity in system performance during the navigation process, an analysis model has been developed using Functional Resonance Analysis Method (FRAM) and Dynamic Bayesian Network (DBN). The functional level of dynamic work onboard is assessed and modeled using FRAM qualitatively, in which a key function and the function’s potential coupling for specific instantiation are identified. Further analysis is done by integrating the FRAM analysis with DBN for quantification. The evolution of system performance over time is determined through changes in the probability of function’s mode, namely strategic, tactical opportunistic, and scrambled. The model presented in this study concerns the fluctuation of ship officer performance to overcome the obstacles during the encounter event. As a result, the integration of FRAM-DBN shows promising usability to evaluate human performance. The essence of human adaptive capacity is also highlighted through system resilience potency, that is, the potency to learn, respond, monitor, and anticipate. We also discuss how this finding contributes to enhance safety analysis, in specific, to provide explicit representation of the dynamic in human performance in ship navigation based on Safety-II idea.

Opis:
This study deals with the development of ship watch keeping supporting aids that will be useful for ship deck officers in recognizing navigational harmful obstacles such as sea marks and small floating objects on the sea. The developed watch keeping supporting aids is made up of four components; a composite video sensor to produce video signal, a laser distance measuring part, a Pan/Tilt part and a central control part. The system was installed in a ship in order to verify its performance of the recognition ability on the sea. The comparison was made between the recognition ability of the system and that of watch keeping deck officers’. The image from the watch keeping supporting system was found to be more recognizable than that of a binocular telescope within a 5 km distance. The newly suggested system is expected to be used to recognize small dangerous floating objects more easily when navigation deck officers have a duty of watch keeping for navigation especially near harbor area.

Opis:
One of the primary factors that affect the safe maritime navigation is the insufficient experience and skill of an apprentice officer, which may be improved using simulation-based training by ensuring operational efficiency. This study aims to determine appropriate factors for achieving effective and intensive simulation-based training of apprentice officers and present the guidelines for such a training scheme. Initially, a marine traffic risk model, which interprets and accurately measures the risk of collision with other vessels, is analyzed to derive the most influential factors in safe navigation. Subsequently, simulation experiments are conducted by applying machine learning to verify the required safe navigation factors for effectively training the apprentice officers. As a result of the above analysis, it was confirmed that the factor affecting safe maritime navigation was the distance from other vessels. Finally, the differences between these distances in the simulations are analyzed for both the apprentice officers and the experienced officers, and the guidelines corresponding to both these cases are presented. This study has the limitation because of the difference between the ship maneuver simulation and the actual ship navigation. This can be resolved based on the results of this study, in combination with the actual navigation data.

Ship’s bridge simulators are very popular in the worldwide training and assessment of merchant navy deck officers. The examiners of simulator courses presently do not have a method to quantitatively assess the performance of a group or an individual. Some examiners use checklists and others use their gut feeling to grade competence. In this paper a novel methodology is established that uses the Evidential Reasoning algorithm to quantitatively assess the Non-Technical Skills (NTS) of merchant navy officers. To begin with, interviews were conducted with experienced deck officers to develop the taxonomy and behavioural markers that would be used in the assessment process. A random selection of students studying towards their Chief Officer’s Certificate of Competency were recruited to have their NTS to be observed in a ship’s bridge simulator. The participant’s behaviour was rated against five criteria and the subsequent data was entered into the Evidential Reasoning algorithm to produce a crisp number. The results that were generated demonstrate that this approach provides a reliable method to quantitatively assess the NTS performance of merchant navy officers in a simulated bridge environment.
