Opis:: The Polish social assistance system, designed on the eve of systemic transformation, has had a major role in mitigating the effects of economic and social change. And in this sense, it served as a social welfare, despite the nomenclature in the form of social assistance. The purpose of this article is to examine whether, after almost three decades of operation, the system is still closer to what can be called social care or can it, in line with the terminology adopted, focus on aid. In attempt to answer these questions, the terms ‘social care’ and ‘social assistance’ were first defined to distinguish between the legal forms of care and aid services. Then, using quantitative data on the benefits provided in social assistance, it was concluded that care services are still prevalent in social assistance, which leads to a terminological-functional paradox.

Opis:: Aid activities in Poland have a long history. Over the centuries, it took various forms and evolved from mutual assistance, philanthropy, and charity to organized, purposeful activities. Memories of my experience of working in institutional care and then of social welfare concern the period of the turn of the Polish People's Republic and the Third Polish Republic. The systemic changes initiated at that time were of fundamental importance in the development and professionalization of Polish social welfare. I belong to a group of social workers who started work in the 1960s. Therefore, I am an eyewitness and participant in the changes that took place on the "first line" of social welfare in one of the Polish municipalities in which I worked in those years. I tried to explain the reality of social workers in this period. In my memories I recall some events that may seem insignificant in the scale of general changes but reflect the atmosphere of those times. I trust that they will supplement the knowledge about the history of social welfare of this period.

Opis:: Social assistance to approprietly carry out its role which is to enable citizens to overcome difficult situations in lives, should have an adequate organizational structure. For that purpose institutions of social assistance providing temporary as well as 24-hour care are formed. Diversified character of provided services and the scale of services provided as well as changes in the structure of target recipients of services force also changes in the system of care and advisory institutions. The aim of the article is to show the most important directions of changes which have taken place in the institutional system of social assistance in the recent years. In the theoretical part of the article the author makes a comparison of social assistance institutions, and in the analytical part she uses simple statistical methods studying the dynamics and the structure of a given phenomenon presenting the results in tabular and graphical form. Analysed data come from the annual reports of the Ministry of Labour and Social Policy from the granted benefits of social assistance − monetary, in kind and services (MPiPS- 03) in the years 2006- 2013. On their base it is possible to state that social assistance in the institutional scope is assuming more and more extended character, and there are more and more communes led by non-public entities in its structure.

Opis:: Today’s complex social situation, pandemic and isolation place demands on the social assistance system. Society is experiencing a number of difficulties and identifies the needs that social workers have to face. Support for overcoming this crisis requires a new approach. Strengthen methods and tools for preventive and interventional work. The article shows the context of social intervention work and the organisational requirements for the social assistance system. It also draws attention to the problems experienced and the needs identified by clients benefiting from the support of the crisis intervention centre.

Opis:: The article is a presentation of the results of research conducted in Poland in April 2020, during the SARS-CoV-2 coronavirus epidemic, on the situation of employees of the nursery homes. The research was conducted using an electronic survey method on a group of 160 (N = 160) employees. The aim of the study was to provide a preliminary and ongoing analysis of the work conditions of employees of social assistance facilities during the SARS-CoV-2 epidemic (COVID-19). The article also indicates the context of the legal situation in which the research was conducted, in relation to the administrative bodies taking actions under special provisions to secure the situation of employees and residents of the social assistance facility. As a result of the research, it was found that the majority of employees covered by the survey indicated deficiencies in personal protective equipment, as well as a situation of insecurity at work. The thesis about the necessity to take urgent legal and factual actions aimed at securing DPS employees in a way that guarantees their safety as much as possible, taking into account the obvious possibility of infection, which, however, by providing protection measures and performing procedures – may be limited.

If at the level of ideas (which provides assistance for individuals, families, groups in resolving their existing problems), not much has changed, but in the way of achieving it has changed nearly everything. New methods, techniques and instruments (tools) of social work are not only a new great challenges to do, but also a great load. Changes in area of social assistance and social work over the last 20-years are clear, important and fundamental. They had of course an influence on the quality of social work. It is therefore more difficult or easier? Decrease its effectiveness or not? This article is an attempt to answer these questions.

Opis:: The article aims to characterize the multidimensional social exclusion of social assistance female clients in Poland. The author identifies reasons for a greater risk of social exclusion of women taking into consideration issues associated with experiencing many social problems connected to labour market, domestic violence, single parenthood and intra-family situation. The paper was based on statistical data and empirical research which had a qualitative (90 individual in-depth interviews with social workers) and quantitative nature (500 Computer Assisted Telephone Interviews with social workers). The study was conducted with social workers from Poland who provide professional support to people and families experiencing social exclusion on a daily basis.

These people require support in the twenty-four-hour living caring and nursing services forms. The article presents the system of Polish social assistance in the care facilities aspects and recommendations of the European Commission with Expert Group on the Transition from Institutional to Community – based Care, that guarantee for human rights and a better quality of life. The change of the social policy system from institutional to environmental services and implemented among the local community is discussed in this study. Opis:: Ustawa o pomocy społecznej umożliwia osobom bezdomnym otrzymanie świadczeń w miejscu pobytu. Pomoc może być udzielona m.in. w przypadkach szczególnie uzasadnionych sytuacją osobistą i w sprawach niecierpiących zwłoki. Wówczas gmina właściwa ze względu na ostatnie miejsca zameldowania osoby bezdomnej na pobyt stały ma obowiązek zwrócić gminie udzielającej pomocy poniesione koszty. W przypadku sporu, dochodzenie należności odbywa się na drodze postępowania cywilnego.
The Act on Social Assistance enables the homeless to receive benefits at their place of stay. The assistance may be provided inter alia in cases particularly justified by a personal situation and in urgent matters. In that case, the municipality with jurisdiction over the last place of permanent residence of the homeless person is obliged to reimburse the costs incurred to the assisting municipality. In the event of a dispute, the claim shall be pursued in civil proceedings.
