Opis:: The purpose of the article is to analyse the elements of the anti-aircraft defence within Territorial Defence Forces. For this purpose, the author outlined the general concept and role played by Territorial Defence in the defence system of the nation, analysed the impact of the anti-aircraft defence on the military tasks performance as well as examined the localization of the anti-aircraft defence sub-units in the Territorial Defence structures and air defence system of the nation. Research findings presented by the author indicate the need to take into consideration numerous aspects, resulting from the specialist character of the air defence forces, in the process of creating Territorial Defence. The author also pays special attention to the possible participation of the air defence within Territorial Defence Forces in the multi-layered anti-aircraft defence system of the nation.

Opis:: This article presents aspects of developing the competences of the soldiers of Territorial Defence Forces (TDF) – albeit, due to the vastness of the subject matter, it only partially explores this topic. Particular attention has been paid to the wide spectrum of the competences of a Territorial Defence officer who performs the roles of a commander-educator and instructor, but the competences of the subordinate – a private soldier of this service of the Armed Forces have also been discussed. Additionally, this article indicates rather important aspects of forming soldiers’ personalities and, in consequence, also their attitudes (civic, patriotic, national defence-oriented etc.) which combine to form their professional-personal characteristics.

Opis:: The purpose of this article is to present the basic determinants as regards the use of the Territorial Defence Force (TDF) in the national defence system. The article focuses on issues related to security and defence as well as their impact on national security, and indicates the need to establish territorial forces in order to increase military potential in any country. What is more, it describes basic tasks which TDF can perform during individual stages of armed operations. Particular attention is paid to the fulfilment of the tasks by TDF as regards purely army-related activities, both military and non-military. It is indicated that TDF is a military formation that fills the gap as regards the security of a given area or territory, and that it can supplement the operational forces, thus constituting a vital element of the national defence system.

Opis:: The aim of this article is to analyse the organisation and functioning of Norwegian territorial defence (nor. Heimevernet) by showing its specificity and place in the national security system. The content of this study was intended to bring the reader closer to information on the functioning of this type of formation and answer the question posed during the research, that is, how does the territorial defence system work, which is connected to the entire defence system of the state in the military layer, i.e.: the organisational structure of the formation, the role of the formation in the national defence strategy, the organisation of the recruitment system and the training of candidates for service, as well as the civil level through the close cooperation of individual elements of the territorial organisation of military administration, Heimevernet territorial units with local government bodies at all levels in the Nordic strategic culture, and whether the conclusions of the study would provide a benchmark in the implementation of some solutions to the Polish concept of building a territorial defence system. This scientific article has been prepared on the basis of the available local literature on the Norwegian defence system, and on the basis of the research material collected in preparing the thesis.

Opis:: Nowadays, humanity has become dependent on the devices and systems which form part of everyday life. This relation was made clear by the terrorist attacks in New York, Madrid and London. The attacks resulted not only in human casualties and damage to infrastructure, but also made people aware of the close relations between the damage and the effective operation of the rescuers. This gave rise to the need to face the problem of protecting the infrastructure which is important for the security of the state and its citizens. At the same time, the issue of threats to critical infrastructure has started to emerge more and more in the literature devoted to internal security and stopped being associated solely with military concepts. In Poland, the notion of ‘critical infrastructure’ first started to appear in government documents and literature in 2007 after the introduction of the Crisis Management Act. The legislator specifies in the document the conceptual range of critical infrastructure which is closely related to the functioning of facilities, devices, and installations relevant for the security of the state and citizens. The following systems were regarded as critical infrastructures: the energy and fuel, communications and ICT, transport, rescue, financial, food and water supply, and healthcare systems, and also the one related to chemical and radioactive substances. This paper is an attempt at characterising the defence of critical infrastructure in Poland and the possibilities of preventing threats to important state security systems in the context of the establishment of the Territorial Defence Force.

Opis:: The three Baltic states: Estonia, Latvia, and Lithuania, gained independence for the second time in the late 20th century, and are now investing in the whole society’s approach to defence, recognizing the threat from Russia, especially after the wars in Georgia (2007/8) and Ukraine (2014, 2022). Voluntary territorial defence forces are an important constituent of their national defence strategies. This paper aims to analyse these forces as an integral component of national security, based on a close connection with society, armed forces, and government. The similarities and differences between the three different volunteer forces will be highlighted and ultimately proven how they are strongly embedded in national and regional security setup, while also enhancing cross-border cooperation.

Opis:: Celem poniższego opracowania jest uzasadnienie tezy, że różne formy obrony terytorialnej istniały przez wiele wieków historii Polski. Obrona terytorialna na ogół skutecznie wzmacniała potencjał obronny państwa polskiego. Na wysoką ocenę zasługuje organizacja i funkcjonowanie obrony terytorialnej w okresie monarchii piastowskiej. Obrona terytorialna sprawdzała się w przeciwdziałaniu zagrożeniom w okresie XVI i XVII wieku. Brak regularnej armii rekompensowany był wojskami organizowanymi terytorialnie w okresie powstań narodowych oraz w czasie okupacji niemieckiej po klęsce wrześniowej. Wojska obrony terytorialnej były częścią sił zbrojnych w okresie Polski Ludowej oraz pierwszych lat III Rzeczypospolitej. Uchwalona 16 listopada 2016 r. ustawa stworzyła ramy prawne dla odbudowy obrony terytorialnej i utworzenia piątego w Siłach Zbrojnych RP rodzaju wojsk – Wojsk Obrony Terytorialnej.
The purpose of this article is to justify the thesis that various forms of territorial defence have existed for many centuries of Polish history. Territorial defence generally effectively strengthened the defence capabilities of the Polish state. The organization and operation of territorial defense in the period of the Piast monarchy deserves a high rating. Territorial defense effectively counteracted the dangers of the 16th and 17th centuries. The lack of a regular army was compensated by troops organized territorially during the Polish national uprising. Similarly during the German occupation during World War II. Territorial defense forces were part of the armed forces during the Polish People’s Republic. They existed during the first years of modern Poland. The law of 16 November 2016 created a legal framework for the reconstruction of territorial defense. A fifth type of troops in the Armed Forces of the Republic of Poland was formed – the Army of Territorial Defense.

Opis:: A rapid change in the geopolitical sphere – precisely in Ukraine, Georgia and Moldova – caused by an aggressive posture of Russian Federation (RF) and difficulties accelerated by an immigration crisis in Europe, for which one more time Russians play a significant role, have induced an evolution of adhering the Polish Armed Forces (PAF) to the new security circumstances. The perspective projected by RF for reshaping the order of current World with its invading foreign policy challenging equally: close neighbours as well as other partners regardless of their attitude towards recognition of RF’s hostile behaviour aiming at an economic, diplomatic, social and military pressure have irreversibly acquired analysts’ attention on today’s security. Having considered basic variables affecting the European security, this is indispensable assumption that strengthening the Polish Armed Forces (PAF) with additional capabilities will contribute to the intentional tendency subjected by armies in time of instability and threat. Consequently, Poland has stepped up and decided to reinforce its PAF by forming an additional component in response to the current challenges. A fivephases deliberate process was triggered with a following procedural cycle: 1. Analysing; 2. Planning; 3. Execution; 4. Assessment; and 5. Implementation. It is flexible enough for any corrections coming from practical effecting, lessons identified and finally lessons learned. The analysis serving as inputs for activating this cycle was performed by the Territorial Defence Bureau experts of Polish Ministry of Defence (POL MOD). The aim of this study is to show some aspects of an official concept of POL MOD on the development of the Territorial Defence Forces (TDF) in Poland and basic characteristics related to the synergy gained with non-military system1 . TDF are mainly considered as a capability reinforcing PAF by complementing operational forces, nevertheless the added value is to be gained by achieving a suitable interaction with non-military actors i.e.: government administration, government organizations (GOs), non-governmental organizations (NGOs) and the other players for having a possible crisis solved in a comprehensive manner
