Opis:: The Polish system of vocational rehabilitation works on the basis of the four following forms of participation and employment for people with disabilities: occupational therapy workshops, professional activity facilities, sheltered workshops and the open labor market. Each of these forms may use financial support in form of grants and refunds, which are by law different as to the amount and extent. Expectations differ as well as to the effects of rehabilitation. One can expect the support system will, in a particular way, give priority to creating conditions for effective rehabilitation and work in proportion to the degree of disability and its severity. Do the solutions in place meet these conditions? For 20 years of functioning, the current system has been subject to many changes, especially in the financial area. The current direction of evolution of the system leads to the question about its effectiveness and efficiency both at national level and at the level of voivodships. The purpose of the article is to analyze the effectiveness of the systemic solutions implemented in Poland in the scope of vocational activation of people with disabilities. The analysis conducted at the voivodship level covers assessment of the various effects of actions taking into account the level of unemployment and labor force participation rate of persons with disabilities, the number of entities participating in the system (sheltered workshops, professional activity facilities, occupational therapy workshops), the total population labor activity and structure of the entities participating in the system. The results of analysis lead to the conclusion that the real values of indicators characterizing economic activity of people with disabilities differ from the model values taken as assumptions for objectives of the declared public policy, and lead to questions about the effectiveness of support tools and pertinence of the directions of change.

Opis:: This case study, developed by the author, describes the case of three municipalities of North Masovia: Pszasnysz, Chorzele i Myszyniec, whose Municipal Social Assistance Centres were conducting projects within the framework of the Human Capital Programme. According to the document National Strategic Frameworks of Reference (National Strategy of Cohesiveness,) all European Social Fund resources in Poland during the years 2007 – 2013 (9.7 billion Euro) were used for tasks as part of the Human Capital Programme. Th e Human Capital Programme aims primarily to increase of employment and social cohesion. Several sub-targets are derived from this main goal: 1. Increasing the level of work activity and employment capabilities of the unemployed and jozbpassive; 2. Decreasing areas of social exclusion; 3. Improving employees’ and firms’ capabilities to adapt to a changing economy; 4. Improving the cohesion of society’s education on every level of learning by simultaneously increasing the quality of educational services and linking them more strongly to a knowledge -based economy; 5. Increasing public service’s potential within the range of developing polices, providing high quality services and strengthening mechanisms of partnership 6. Increasing of territorial integrity. Th is case study seeks to answer the question: How many of the local government’s implementations using European Union funds fulfil the Human Capital Programme’s assumptions? Th e study of these three municipalities provides a basis for further studies in which I will conduct a more detailed analysis of implemented programs’ efficiency and their impact on communities’ social and economic development.

The following master thesis contains an analysis of the implemented activation programs in the Myślenice poviat in 2010-2018. The purpose of the master thesis is to examine the effectiveness of activities carried out to help the unemployed. The master thesis characterizes individual instruments of active labor market policy implemented in the poviat, taking into account the characteristics of the recipient group. The part of empirical allows to capture the changes taking place in the structure of unemployment on the local labor market.
Rynek pracy stanowi jeden z najważniejszych elementów gospodarki, jako całości. Bezrobocie jest najistotniejszym problemem współczesnych gospodarek rynkowych na całym świecie. Praca zawiera analizę realizowanych programów aktywizacji zawodowej na obszarze powiatu myślenickiego w latach 2010-2018. Celem pracy jest zbadanie efektywności zatrudnieniowej prowadzonych działań na rzecz pomocy osobom bezrobotnym. W pracy scharakteryzowano poszczególne instrumenty aktywnej polityki rynku pracy realizowane na obszarze powiatu z uwzględnieniem charakterystyki grupy odbiorców. Część empiryczna pozwoliła na uchwycenie zachodzących zmian w strukturze bezrobocia na lokalnym rynku pracy.

Opis:: The article deals with legal and social aspects of civil law based employment schemes in labour market programs financed from public sources. Traditional programs of unemployed activation, such as public works, or intervention works, using labour contracts as basis of participants employment have been replaced in Poland by civil employment schemes, such as employment for practice. The article undertakes analysis of both causes and consequences of this phenomenon, many of them negatively assessed. The negative assessment applies to first of all to promotion of civil employment schemes and preservation of improper attitude to labour law of labour market actors.
Artykuł dotyczy prawnych i społecznych aspektów wykorzystywania niepracowniczych form zatrudnienia w programach przeciwdziałania bezrobociu, finansowanych ze środków publicznych. Tradycyjne formy aktywizacji bezrobotnych, takie jak roboty publiczne czy prace interwencyjne, obejmujące zatrudnianie na podstawach pracowniczych, zostały w Polsce wyparte przez formy niepracownicze, szczególnie staże. W tekście podjęto analizę przyczyn i skutków tego stanu rzeczy, z których wiele ocenianych jest negatywnie. Dotyczy to w szczególności promowania zatrudnienia niepracowniczego, utrwalania niewłaściwych postaw zarówno podmiotów zatrudniających, jak i wykonawców pracy.

Opis:: Niniejsza praca stanowi kompleksową analizę funkcjonowania rynku pracy i metod przeciwdziałania bezrobociu w powiecie lubelskim w latach 2010-2017. Rozważania są odpowiedzią na dynamicznie następujące zmiany w zakresie form i metod świadczenia pracy powstałe na skutek postępującego rozwoju technologicznego. Uwzględniają one uwarunkowania oraz specyfikę lokalnego rynku pracy, stan i strukturę bezrobocia, a także omówienie działalności Powiatowego Urzędu Pracy w zakresie aktywizacji zawodowej. Część empiryczna pracy została również opatrzona badaniami własnymi przeprowadzonymi na przełomie kwietnia i maja 2019 roku, które stanowią ewaluację opinii publicznej na temat podejmowanej tematyki. Dokonana analiza pozwoliła na uchwycenie głównych trendów i zmian, dzięki czemu możliwe stało się wyodrębnienie obszarów wymagających zintensyfikowania działań na rzecz poprawy kondycji lokalnego rynku pracy.
This thesis is a comprehensive analysis of the labor market functioning and methods of counteracting unemployment in the Lublin district in 2010-2017. The study is a response to the dynamic changes in the forms and methods of work due to technological development. It takes into account determinants and specificity of the local labor market, condition and structure of unemployment, as well as presentation the activities of the Powiatowy Urząd Pracy in terms of labour market re-entry. The part of empirical analysis includes survey which was conducted at April and May 2019 as the result of evaluation of public opinion, based on following field. The analysis allows to capture the main trends and changes, which made it possible to distinguish areas requiring intensified activity aimed at improving the condition of the local labor market.

Opis:: For several years subsidies for the unemployed have been one of the main instruments adopted by institutions operating on labour market in Poland. At the same time, they are particularly popular among the unemployed. Nearly 265 000 people have used this form of vocational activation since 2007. Subsidies on starting business activity are specific tool. Their main aim is to promote self-employment and it is beyond any doubt that this objective has been accomplished as subsidies, along with refunds, are the only instruments characterized by 100% effectiveness as far as employment is concerned. Nevertheless, Labour Fund incurs considerable expenditure on subsidies on starting business activity, and spending per beneficiary is considered the form of assistance characterized by the highest cost-effectiveness. The article attempts to analyze the importance of subsidies in the system of labour market instruments used in Poland, both in a macro and mezoeconomic perspective, as well as analyze expenditures on this objective and their efficiency. The analysis covers the period from 2007 to 2011. Information was collected mainly from statistics and compilations published by the Ministry of Labour and Social Policy as well as report entitled "All-Poland survey on vocational activation designed for the unemployed, i.e. resources for starting business activity provided by Labour Fund".

Vocational activation instruments implemented by the county labor office in Tarnów on the basis of new law on employment promotion and labour market institutions were presented on an example of local labour market in the Tarnów region. These basic instruments include: trainings, work placements, on-site professional training, subsidised employment and also intervention works and public works. The other and equally important tools of employment policy and counteracting unemployment involve, employment agencies, inspiring entrepreneurship, job fairs, etc. All these activities focus on an overall objective, which is achieving the best possible efficiency of employment creation in the Tarnów Region.

Paper made by an employment adviser of the Regional Employment Office in Tarnów, a psychologist by profession, shows common attitudes of unemployed graduates. Despair, hopelessness and idleness are main barriers to take up a job. These are psychological consequences of being unemployed, because a job constitutes certain value in itself for everybody. The authoress emphasizes the need of being active and getting to know yourself, your strengths and rules of effective job-hunting, which guarantee achieving professional success by everyone, and especially by a graduate. For young people, their own activity, ability to use professional information and various forms of help offered by the local Employment Office, become a great chance for them on a local labour market. Passiveness, torpidity and lying the responsibility for being unemployed with institutions or with situation of socio-economic transfer occurring in the country become their threat. Thus, only self-involvement in job-hunting becomes a "key" to professional success. This paper also includes statistical data on a condition and structure of unemployment recorded in a REO in Tarnów. Detailed analysis of an unemployment phenomena occurring among young people shows an importance of the problem and necessity to take up appropriate actions.
