Opis:: Publikacja przedstawia analizę statystyki wypadków przy pracy w branży górnictwa i w Polsce, która opiera się na danych Głównego Urzędu Statystycznego pt. „Wypadki przy pracy”. W opracowaniu wykorzystano kryteria analizy bezwzględnej, opartej na porównaniu wybranych miar wypadkowości (liczba i skutki wypadków) oraz analizy wskaźnikowej, opartej na porównaniu wybranych wskaźników wypadkowości (wskaźniki częstości, wskaźnik ciężkości i wskaźnik ryzyka). Praca obejmuje wyniki analizy porównawczej wypadkowości zawodowej w Polsce i górnictwie za lata 2005-2015, z uwzględnieniem wypadków ogółem, wypadków śmiertelnych i wypadków ciężkich.
The publication presents an analysis of statistics on accidents at work in the mining industry and in Poland, which is based on data from the Central Statistical Office entitled "Accidents at Work". The study used criteria for absolute analysis, based on the comparison of selected measures of accidents rate (number and consequences of accidents), and ratio analysis, based on the comparison of selected indexes of accidents rate (indexes of frequency, index of severity, index of risk). The work includes the results of comparative analysis of occupational accidents rate in Poland for the years 2005-2015, taking into account total accidents, fatal accidents and serious accidents.

Opis:: Transport and handling of hazardous chemicals and chemical products around the world’s waters and ports have considerably increased over the last 20 years. Thus, the risk of major pollution accidents has also increased. Past incidents/accidents are, when reported in detail, first hand sources of information on what may happen again. This paper provides an overview of the past tanker accidents in the Baltic Sea and chemical related accidents in seas worldwide. The aim is to find out what can be learned from past accidents, especially from the environmental point of view. The study is carried out as a literature review and as a statistical review. The study revealed that the risk of a chemical accident is highest in seas where the highest tonnes of chemicals are transported, the density of maritime traffic is highest and, of course, in the ship-shore interface where unloading/loading takes place. Incidents involving chemical spills are statistically much less likely to occur than oil spills. However, chemical cargoes can be more dangerous to humans and property because chemicals can be more combustible, poisonous, irritating and reactive. The most important difference between a chemical and an oil spill may be related to response actions. In case of a chemical accident, the air quality or the risk of explosion should be more carefully evaluated before any response actions are taken. In case of chemical spills, the response is more limited in comparison to oil. Actually, very little is known about the actual marine pollution effect of most of highly transported substances. From the environmental point of view, the previous studies have highlighted accidents in which pesticides were released to water, but also substances considered as non-pollutants (vegetable oils) seem to have a negative effect on biota in the water environment.

Opis:: Praca porusza tematykę wypadków motocyklowych, ze szczególnym uwzględnieniem ich przyczyn. Analiza zjawiska wypadków motocyklowych jest dokonywana w oparciu o badania przeprowadzone w USA, Unii Europejskiej oraz w Polsce. W pracy przedstawiono także przykładowe sytuacje drogowe, w których doszło do wypadku motocyklowego wraz z wnioskami, jak motocyklista powinien się zachować, aby uniknąć wypadku. Problematyka analizy kryminalistycznej śladów znajdujących się na miejscu wypadku drogowego również została przedstawiona w tej pracy.
The thesis deals with the subject of motorcycle accidents, with particular emphasis on their causes. The analysis of the phenomenom of motocycle accidents is based on research condected in the USA, the European Union and Poland. The paper presents examples of road situations in which a motorcycle accident occurred, together with conclusions on how a motorcyclist should behave in order to avoid an accident. The issue of forensic analysis of traces at the scene of a road accident is also presented in this thesis.

The publication presents the statistics analysis of accidents at work illustrated with the example of the mining industry in Poland, which was based on data from the Central Statistical Office entitled “Accidents at work”. Opis:: Many work related electric accidents occurred in electric energy industries and they were very often fatal. The situation of electric accidents in electric companies worldwide is investigated by reviewing the scientific literature, to offer perspectives on the types and kinds of statistics available, the factors regarded as influencing their occurrence, their consequences, and also methodological shortcomings. Worldwide, reliable comparable data exist and indicate a downward trend in fatal electric accidents. Difficulties were encountered in compiling international statistics because of differences in how accident data were defined and recorded, variations in mandatory practices, lack of suitable data and indices, accident insurance systems, and lack of correlation between technical, financial, and medical aspects.

Opis:: W pracy zaprezentowano problematykę bezpieczeństwa ruchu drogowego ze szczególnym uwzględnieniem ujęcia antropotechnicznego, czyli w opisie: użytkownik – pojazd – droga, a więc elementów występujących w większości prowadzonych analiz związanych z problematyką bezpieczeństwa ruchu drogowego. Podjęto próbę utworzenia opisu i zbadania systemu bezpieczeństwa ruchu drogowego w ujęciu antropotechnicznym; przypisano do poszczególnych elementów tego systemu (człowiek – pojazd ‒ droga) wyróżniki jakościowe opisujące stan składowych tego systemu i nadano wyselekcjonowanym i ważnym wyróżnikom wartości liczbowe, które następnie z wykorzystaniem metod analizy statystycznej umożliwiły zbudowanie modelu bezpieczeństwa ruchu (BRD). Przytoczono dane statystyczne z wypadków drogowych w poprzednich latach z wyróżnieniem poszczególnych elementów systemu antropotechnicznego.
The article presents the issues of road safety with particular emphasis on the anthropotechnical approach, in the description: user ‒ vehicle ‒ road, and therefore the elements occurring in most analyzes related to road safety issues. An attempt was made to create a description and study of the traffic safety system in an anthropotechnical sense, assigning individual elements of this system (human ‒ vehicle ‒ road) to qualitative characteristics describing the state of components of this system and assigning selected and important numerical values. Model of traffic safety (BRD). Statistical data on traffic accidents are presented in previous years, the distinction of particular elements of the anthropotechnical system was highlighted.

Opis:: W artykule dokonano identyfikacji czynników zagrożenia w ruchu drogowego, wśród których dominujące znaczenia mają: zachowania uczestników ruchu drogowego (pieszych oraz kierowców), niesprawność techniczna pojazdu oraz stan infrastruktury drogowej. Następnie dokonano analizy danych statystycznych w zakresie liczby wypadków drogowych i ich skutków (zabici i ranni), a także zwrócono uwagę na takie aspekty jak: czas i miejsce powstawania wypadków oraz ich rodzaje. Badaniem objęto zdarzenia odnotowane w latach 2015-2016.
The article identifies risk factors in road traffic, among which the main drivers are: behavior of road users (pedestrians and drivers), technical failure of the vehicle and condition of the road infrastructure. Statistical data on the number of road accidents and their effects (killed and wounded) were then analyzed, as well as the time and place of accidents and their types. The study covered the events recorded in the years 2015-2016.

Opis:: A paradigm shift is presently underway in the shipping industry promising safer, greener and more efficient ship traffic. In this article, we will look at some of the accidents from conventional shipping and see if they could have been avoided with autonomous ship technology. A hypothesis of increased safety is often brought forward, and we know from various studies that the number of maritime accidents that involves what is called “human error” ranges from some 60‐90 percent. If we replace the human with automation, can we then reduce the number of accidents? On the other hand, is there a possibility for new types of accidents to appear? What about the accidents that are today averted by the crew? This paper will present a method to assess these different aspects of the risk scenarios in light of the specific capabilities and constraints of autonomous ships.

Opis:: The problem of poor quality of traffic accident data assembled in national databases has been addressed in European project InDeV. Vulnerable road users (pedestrians, cyclists, motorcyclists and moped riders) are especially affected by underreporting of accidents and misreporting of injury severity. Analyses of data from the European CARE database shows differences between countries in accident number trends as well as in fatality and injury rates which are difficult to explain. A survey of InDeV project partners from 7 EU countries helped to identify differences in their countries in accident and injury definitions as well as in reporting and data checking procedures. Measures to improve the quality of accident data are proposed such as including pedestrian falls in accident statistics, precisely defining minimum injury and combining police accident records with hospital data.
Artykuł przedstawia częściowe wyniki projektu InDeV, którego celem jest pogłębiona analiza przyczyn wypadków z niechronionymi uczestnikami ruchu (NUR). W ramach projektu zbadano jakość i spójność danych o wypadkach drogowych gromadzonych w krajach UE na podstawie raportów policyjnych. Problem zaniżonej liczby wypadków oraz niewłaściwego określania ich ciężkości dotyczy w szczególności NUR (pieszych, rowerzystów, motocyklistów i motorowerzystów). Wykonano analizy statystyczne oparte o dane pochodzące z europejskiej bazy o wypadkach drogowych CARE. Analiza ujawniła trudne do wytłumaczenia różnice pomiędzy krajami, zarówno w odniesieniu do trendów liczby wypadków, jak i wskaźników ofiar śmiertelnych i rannych.
