Introduction: Long-term care (LTC) is organized in a fragmented manner. Payer agencies (PA) receiveLTC funds from the agency collecting funds, and commission services. Yet, distributional equity (DE)across PAs, a precondition to geographical equity of access to LTC, has received limited attention. Weconceptualize that LTC systems promote DE when they are designed to set eligibility criteria nationally(vs. locally); and to distribute funds among PAs based on needs-formula (vs. past-budgets or governmentdecisions).Objectives: This cross-country study highlights to what extent different LTC systems are designed topromote DE across PAs, and the parameters used in allocation formulae.Methods: Qualitative data were collected through a questionnaire filled by experts from 17 OECD coun-tries.

W pracy omówiono model procesu rekrutacji zaproponowany przez dwóch amerykańskich matematyków D. Gale’a i L. S. Shapley’a. Podstawowym zdefiniowanym przez nich pojęciem jest przydział (skojarzenie) stabilny. System skutecznej alokacji zasobów pracy powinien charakteryzować się stabilnością dopasowania obydwu stron rynku pracy. Celem artykułu było przedstawienie problematyki dwustronnych skojarzeń oraz wskazanie możliwości aplikacyjnych tej teorii w praktyce projektowania rynku pracy.
The paper presents a model of the recruitment process proposed by two American mathematicians D. Gale L. and S. Shapley. Stable allocation (association) is the basic concept defined by them. The efficient allocation of labor resources should be characterized by such properties as stability fitting from both sides of the labor market. The aim of the article was to present the issue of bilateral associations and show applications of this theory in the labor market, in form of its designing.

Opis:
Truck arrival management (TAM) has been recognized as an effective solution to alleviate the gate congestion at container terminals. To further utilize TAM in improving the overall terminal performance, this study integrates TAM with the other terminal operations at a tactical level. An integrated planning model and a sequential planning model are presented to coordinate the major terminal planning activities, including quayside berth allocation, yard storage space allocation and TAM. A heuristic-based genetic algorithm is developed to solve the models. A range of numerical examinations are performed to compare two planning models. The result shows that: the integrated model can improve the terminal performance significantly from the sequential model alone, particularly when the gate capacity and the yard capacity are relatively low; whereas the sequential model is more efficient than the integrated model in terms of computational time.

Opis:
The paper discusses a model of matching process which was proposed by two American mathematicians: David Gale and Lloyd S. Shapley. The basic concept defined by them was the stable allocation, which can be achieved with so-called deferred acceptance algorithm. The article analyzes the problems discussed by the theory of stable allocations on the basis of graph theory. It has been shown that the issues raised by this theory can be ana-lyzed using bipartite graphs and networks weighted. They also formulated conditions which should be met in purpose to solve a problem of matching. References relate to the labor market, as a discussed issue is applicable in practice, especially in the design of systems of recruitment companies. The aim of the article is to present the problem of bilateral associa-tions with the use of the language of graph theory and an indication of possible applications in the area of search and match of job seekers and employers.

Opis:
The article presents a method of analysis of market-based models for resource allocation in communication networks. It consists of several stages: classification of a market model, generation of input data, data adaptation to a tested model, test calculations and, finally, presentation and interpretation of results. A set of general criteria to assess various models has been proposed. Tests are run using dedicated computer applications, data is stored in open XML-based format originated in the multicommodity market model. Network topologies are derived from the SNDlib library.

Celem pracy jest opisanie i próba wykorzystania metod ilościowej analizy tematycznej na dużym korpusie tekstów w języku polskim. W pracy omawiam różne podejścia występujące w tej dziedzinie, ze szczególnym uwzględnieniem modelu Latent Dirichlet Allocation, który wykorzystuje w części analitycznej pracy do omówienia zmian w różnorodności tematycznej artykułów TVP Info publikowanych w latach 2008-2019 oraz do analizy trendu występowania artykułów o tematyce politycznej w tym okresie.
Main goal of this thesis is to describe and apply methods of quantitative topic analysis to large corpora of text in polish language. In this paper I discuss different approaches exsisting in this domain, paying particular attention to Latent Dirichlet Allocation model, which I use in analytical part of this work to describe changes in topical diversity of articles published on TVP Info website between 2008 and 2019, and to analyse pattern of occurence of articles on political topic in this period of time.

In the paper, we consider a problem of scheduling a set of tasks on a single processor. Each task must be preprocessed before it can be started on a processor. The efficiency of preprocessing is variable, i.e., the rate of the task preprocessing depends on the amount of continuously divisible resource allotted to this task. This dependency is given by concave, continuous, non-negative and strictly increasing function of the resource amount. The total consumption of resource at each moment is upper bounded. The objective is to minimize the maximum task completion time. The considered problem is NP-hard. Such a problem appears, e.g., in steel mill systems, where ingots (before hot rolling on the blooming mill) have to achieve the required temperature in the preheating process in soaking pits. Some new properties of the problem are proved. These properties are used to construct the procedure for evaluation of the neighbourhood. The procedure is proposed to improve the efficiency of algorithms based on the neighbourhood concept, such as metaheuristics. The computational experiment is conducted to examine the efficiency of the proposed procedure. The described approach can be easily used in the other discrete-continuous scheduling problems.

Opis:
Since the capacity of multiple-input multiple-output (MIMO) systems increases linearly with the minimum number of antennas at both, the transmitter as well as the receiver side, MIMO systems have attracted a lot of attention for both frequency and non-frequency selective channels and reached a state of maturity. By contrast, MIMO-aided multiple-user systems require substantial further research. In comparison to zero-forcing (ZF) multiuser transmission techniques, where all users are treated jointly, the investigated singular value decomposition (SVD) assisted DL multiuser MIMO solution takes the individual user's channel characteristics into account. In analogy to bit-interleaved coded irregular modulation, we introduce a MIMO-BICM scheme, where different user-specific signal constellations and mapping arrangement were used within a single codeword. Extrinsic information transfer (EXIT) charts are used for analyzing and optimizing the convergence behaviour of the iterative demapping and decoding. Our results show that in order to achieve the best bit-error rate, not necessarily all user-specific MIMO layers have to be activated.

The paper is dedicated to prove that it is possible to maximize energy production from Renewable Energy Sources (RES) by their allocation taking into consideration their volatile character of work. Annual energy maximization is the objective function in the analysis. It calculates as a product of installed capacity and capacity factor. Power flows are also calculated in the optimization process. The process uses real generation and demand profiles and is made as Mixed Integer-Linear Programming (MIPL) using software FICO® XPRESS. This method can be used by Distribution System Operators to estimate the potential of each distribution system.
