Opis:: Głównym celem niniejszej pracy jest porównanie trzech modeli sił zbrojnych broniących bezpieczeństwa na terytorium swojego kraju w dzisiejszym świecie. Porównanie opiera się na wynikach analizy SWOT. W procesie gromadzenia materiałów do niniejszego opracowania, wykorzystano metodę studiowania dostępnych źródeł książkowych, periodyków i innych dokumentów drukowanych a także stron internetowych dotyczących omawianego zagadnienia. Metody oceny wykorzystane w artykule obejmują porównanie, analizę, analizę SWOT, syntezę, indukcję i dedukcję. Zastosowanie powyższych metod doprowadziło do następujących wniosków: armia zawodowa lub armia poborowych z trzonem armi zawodowej to najbardziej skuteczny model. Milicja jest w pewnym sensie armią poborowych głównie dlatego, że obie te modele system uniwersalnej służby wojskowej
The main aim of the article “Comparison of conscript, militia and professional armed forces” is the comparison of three main models of armed forces that secure territories of its states in today’s world. The comparison is based on the results of SWOT analysis of each of the models of armies that are subjected to the comparison in this article. In the process of collecting the research material we used the method of studying available books, journals and other printed documents including web pages related to our topic. Among evaluation methods, we mainly used the method of comparison, analysis, SWOT analysis, synthesis, induction and deduction. Application of the methods finally led to these conclusions: the professional army or conscript army with a broad professional core are the most efficient models. A militia army is a certain type of a conscript army, mainly because they both apply the system of a universal military service.

Opis:: The author, on the background of the educational system for adults, has presented the army as an institution which, fulfilling determined function within state defense and security system, leads also education activities for soldiers. Schooling in the military has got long tradition and its history comes from the Kosciuszko Insurrection in 1794. Educational objectives in those times and later (Polish Legions, time of the second Commonwealth) had been aimed at coping with illiteracy and improving general knowledge of soldiers. After the recovery of Poland in 1918 to the rebuild Polish army came up to 40 % of illiterate conscripts. The contemporary military force conducts different forms of non-scholar professional education of soldiers - laying stress especially on the personnel self-improvement. In the educational self-improvement system of the service man the biggest role play post-graduate studies, qualification, specialist and language courses as well as military exercises. According to the researches conducted lately up to 60 % professional soldiers take a part in different courses, and this is determined by the qualification requirements on the posts their occupied - so claim 46 % examined staff. In addition in the framework of the educational activities there are also conducted cultural, recreation and sports activities which make an important element of all soldiers' development in modern military forces.

Opis:: In spite of defining the role of various measures of security policy implementation the weight of one has been quite unequivocally assessed for the current policy. The main position for contemporary Poland is to be taken by the armed forces. Under these conditions, the Polish Army has become a basic element of the defense system of Poland not only in terms of image. It is not surprising then that currently the armed forces have received a wide range of tasks regarding security – both internal and external. President Duda and the government of Law and Justice proudly show the 2 percent of GDP spent on defense and an even higher target, at the latest in 2030. However, this does not create a perspective that would allow “hurray” optimism. The key to describing the Armed Forces of the Republic of Poland seems to be their ability to respond to the revolution in the field of military and the ability to modernize. Despite the plans of the Ministry of National Defense and declarations given in media, this process faces a number of difficulties. Not only do we create “abstract” visions of needs for the current policy, but we also offend our partners and those that are still our allies. The arms policy, so important from the point of view of this “self-sufficiency”, was brought to the accusations of lobbying, corruption, and fraud; not only do we not pay attention to our own needs, but we also create innovative concepts for the current policy that cause us to wander in dilettantism. It seems that the shape of the implementation of the modernization of the Armed Forces is affected not only by the current policy. To a large extent, the condition of the Polish arms industry is also a decisive factor in the absorption of modernization.

Opis:: The present text addresses the relationship between democratically and legally elected state authorities and the armed forces, which are one of instruments of governance at the state level. Through the analysis of the concepts of “apoliticism”, “subjectivity” and “objectivity” of the military in relation to state institutions, the author concludes the institutional dimension of the civilian democratic control over the armed forces, then enriching it with a non-institutional context. This allows to finally capture the essence and functional characteristics of the multidimensional phenomena, namely the civilian, democratic control over the armed forces in today's state.

Opis:: The opinion relates to presidential project amending Act on martial law and Act of competence of Commander-in-Chief of the Armed Forces and its subordination to constitutional authorities of Republic of Poland and other acts, which was introduced to Marshal of the Sejm on 10th of July 2011. This project amends Acts contained in its title and Act on State of Emergency and Act of state of natural disaster. Author stresses that legislator should pass laws, which brings new legal norms, which are not included in current law. In opinion of the Author, interpretation of current law shall provide to conclusion that presidential project contains norms, already binding at the moment of introducing the amendment. Author criticizes definition of “cyberspace”, proposed by the project. In Author’s opinion this definition is not precisely specified. At the end of the opinion, Author repeats the thesis that, he doubts in necessity of this amendment, presented at the begging.

Opis:: W artykule przedstawiono kilka istotnych problemów związanych z identyfikacją amunicji i jej elementów, włącznie z opakowaniami, ze szczególnym uwzględnieniem ich znakowania i malowania na podstawie Publikacji Sojuszniczej NATO - AOP-2(C) wprowadzanej do stosowania przez Porozumienie Standaryzacyjne NATO - STANAG 2953 w kontekście wymagań w tym zakresie, które będą obowiązywać w SZ RP od 1-ego stycznia 2013 roku dla nowo wyprodukowanej amunicji. Zaakceptowano przy tym, pewne, istotne wymagania NATO dotyczące identyfikacji amunicji wojsk lądowych, które są zupełnie inne od aktualnie stosowanych w SZ RP.
In this article, there were presented some important problems connected with identification of ammunition and its elements including their packages, particularly taking into consideration marking and painting, on the basis of NATO Allied Ordnance Publication: AOP-2(C) implemented for application by Standardisation Agreement - STANAG 2953 in context of requirements in above mentioned range which will be obligatory ones in Armed Forces of Republic of Poland since the 1st January 2013 year for new-manufactured ammunition. It was also paid stress on certain, important requirements dealing with identification of Army ammunition which are completely different from up-to-date requirements used to this aim in Armed Forces of Republic of Poland.

Opis:: Geography can restrain states, or create possibilities to the political activity that states carry out. Following Carl von Clausewitz, one can point to the relation between politics and war. The famous Prussian general claimed that war is an extension of politics made by means of the armed forces. Questions should therefore be posed how geography restrains or stregthens the activity of the armed forces, and how geopolitics determines the functioning of the military. The following article shows the abovementioned imperative in the historical as well as contemporary context. The aim of the study is to place the armed forces in the geopolitical framework and to show the cause-and-effect relationship between the operations of the armed forces and geopolitics. The research is carried out on the time axis: the time analysis is divided into the period of the Second World War, the Cold War and the post-Cold War period.

Opis:: The submitted document opens the debate on the future of European defence. In the present geostrategic context, it is advisable that the European Union should increase its military potential by, inter alia, reducing the number of weapon systems, strengthening cooperation regarding defence industry, increasing operational interoperability and achieving strategic autonomy. The authors point out that the implementation of these goals may be difficult due to the fact that they assume, to a lesser or greater extent, limiting t defence autonomy of member states, as well as due to the controversy that would arise around a “fair” distribution of costs and profits among individual states related to the process of integration of the European defence industry.
