Defending the fleet : cybersecurity and autonomous ships

Traditionally, ships navigated the oceans in relative isolation from the rest of the world. However, maritime navigation has become increasingly dependent on third parties due to new technologies such as satellite data transmission and shore-based support systems. In recent years, international shipping has faced growing challenges safeguarding its operations against emerging cybersecurity risks. Autonomous and unmanned vessels, the quintessential case of technology-dependent ships, are potentially at a higher risk of cyberattacks. Artificial intelligence-based systems and remote operation from shore-based control centers increase their vulnerability. However, paradoxically, the scholarship analyzing the implications of cyber-security of autonomous and unmanned vessels from a legal perspective is notably limited in scope. Thus, this Chapter analyzes the relevance of cybersecurity for autonomous ships, presents the threat landscape, and examines the existing international regulatory framework and standards. The Chapter concludes that even though the International Maritime Organization (IMO) and classification societies have developed cybersecurity standards and guidelines for conventional vessels, they are still not adjusted to emerging technologies such as autonomous ships. Therefore, new durable solutions must be developed to safeguard the operations of autonomous and unmanned ships from cyber threats

In recent years, there has been an intensification of work on the autonomy of means of transport, which also applies to ships. Modern ships are already equipped with crew decision support systems and numerous diagnostic systems. Increasingly more systems are installed on ships that can operate without human integration. This situation leads to the development and use of fully autonomous ships. This overview publication briefly describes the main features of the construction and operation of autonomous ships, including some examples of structures already demonstrated in recent years. In summary, the author presents comments that provide a contribution to the discussion on the autonomy of means of maritime transport.

This paper explores the use of machine learning and deep learning artificial intelligence (AI) techniques as a means to integrate multiple sensor modalities into a cohesive approach to navigation for autonomous ships. Considered is the case of a fully autonomous ship capable of making decisions and determining actions by itself without active supervision on the part of onboard crew or remote human operators. These techniques, when combined with advanced sensor capabilities, have been touted as a means to overcome existing technical and human limitations as unmanned and autonomous ships become operational presently and in upcoming years. Promises of the extraordinary capabilities of these technologies that may even exceed those of crewmembers for decision making under comparable conditions must be tempered with realistic expectations as to their ultimate technical potential, their use in the maritime domain, vulnerabilities that may preclude their safe operation; and methods for development, integration and test. The results of research performed by the author in specific applications of machine learning and AI to shipping are presented citing key factors that must be achieved for certification of these technologies as being suitable for their intended purpose. Recommendations are made for strategies to surmount present limitations in the development, evaluation and deployment of intelligent maritime systems that may accommodate future technological advances. Lessons learned that may be applied to improve safety of navigation for conventional shipping are also provided.

The progressing automation of maritime transport, including the introduction of autonomous and/or unmanned ships, calls for the development of communication principles, particularly conversations currently carried out verbally. The work in this field is intended to improve the safety of maritime transport. This article describes research on automatic communication in the form that will support navigators responsible for ship conduct. The processes of inference and conversation management are described. The developed methods are based on standard marine communication phrases. The presented example conversation between navigators is supported by an automatic communication system. The work herein described aims at the creation of procedures for communication at sea between autonomous ships.

Towards a new horizon : 1972 COLREG in the era of autonomous ships

During the last few years, autonomous and unmanned vessels have become technologically more advanced, and their imminent inclusion as permanent participants in marine traffic is more feasible. Nevertheless, international maritime law is still not adjusted to the evolving reality at sea and represents a regulatory barrier for their worldwide operation. This article focuses on the specific problem of navigational safety in light of the collision regulations under the 1972 Convention on the International Regulations for Preventing Collisions at Sea (1972 COLREG). It emphasizes that the 1972 COLREG—which has long been criticized—also requires amendments in the context of conventional vessels. Thus, it is argued that the revision of selected aspects of the 1972 COLREG aiming to update it for conventional ships would also be an opportunity to accommodate the new categories of vessels therein.

The first ever attempt at fully autonomous dock-to-dock operation has been tested and demonstrated successfully at the end of 2018. The revolutionary shift is feared to have a negative impact on the safety of navigation and the getting of real-time situation awareness. Especially, the centralized context onboard could be changed to a distributed context. In navigation safety domain, monitoring, control, assessment of dangerous situations, support of operators of decision-making support system should be implemented in real time. In the context of autonomous ships, decision-making processes will play an important role under such ocean autonomy, therefore the same technologies should consist of adequate system intelligence. At the same time, situation awareness is the key element of the decision-making processes. Although there is substantial research on situation awareness measurement techniques, they are not suitable to directly execute quantitative processing for the situation awareness of autonomous ships navigation. Hence, a novel quantitative model of situation awareness is firstly proposed based on the system safety control structure of remotely controlled vessel. The data source is greatly limited, but the main result still indicates that the probability of operator lose adequate situation awareness of the autonomous ship is significantly higher than the conventional ship. Finally, the paper provides a probabilistic theory and model for high-level abstractions of situation awareness to guide future evaluation of the navigation safety of autonomous ships.

Opis:
The article presents regression formulas for calculating the friction resistance RF and the total resistance RT of ship models in the 2.0–10.0 m range. The method for calculating the total resistance is novel and applies to the design models of an unmanned surface vessel (USV) for experimental testing of autonomous control. For both regression models (RF and RT), statistical and substantive tests were performed (the results of the calculations were compared with the experimental measurements). In both cases, convincing results were obtained, which have confirmed the possibility of their use at the preliminary design stage of unmanned ship models.

The paper presents results of a ship's safe trajectory planning method verification - the Trajectory Base Algorithm, which is a deterministic approach for real-time path-planning with collision avoidance. The paper presents results of the algorithm’s verification from different ships’ perspectives and with changing strategies of target ships. Results prove the applicability of the algorithm in the Collision Avoidance Module of the Autonomous Navigation System for Maritime Autonomous Surface Ships.

A paradigm shift is presently underway in the shipping industry promising safer, greener and more efficient ship traffic. In this article, we will look at some of the accidents from conventional shipping and see if they could have been avoided with autonomous ship technology. A hypothesis of increased safety is often brought forward, and we know from various studies that the number of maritime accidents that involves what is called “human error” ranges from some 60‐90 percent. If we replace the human with automation, can we then reduce the number of accidents? On the other hand, is there a possibility for new types of accidents to appear? What about the accidents that are today averted by the crew? This paper will present a method to assess these different aspects of the risk scenarios in light of the specific capabilities and constraints of autonomous ships.
