Opis:: Defence diplomacy is increasingly important in modern states’ foreign and security policies. The ever-expanding circle of issues of interest fosters the strengthening of the role and importance of defence diplomacy. Alongside the traditional areas of military cooperation based on dialogue and support, other areas of interaction serving international security are becoming more visible. Each state has a different set of instruments at its disposal, and they try to shape defence diplomacy in their own way, taking into account the specificities of their own national interests and the environments in which they operate. Despite their natural differences, there is a common understanding that defence diplomacy can enhance trust and transparency in international relations. Nevertheless, with all the similarities in states or international security organisations, it is not easy to talk about a universal model of defence diplomacy. The wide range of diplomatic instruments allows each state to select and adapt them to the specific situation and the conditions dictated by geopolitics or geo-economics in the relevant international policy areas.

Opis:: Subject and purpose of work: The purpose of this research is to the assess the Indo-French bilateral cooperation in the Indo-Pacific region. The study aims to identify the main areas of cooperation between India and France. This paper assesses a roadmap for the broader strategy for the „Indo-Pacific Parks Partnership”. Materials and methods: It uses the empirical approach to know to what extent the Indo-French cooperation achieves its goal. Further, this study answers the following research questions to test a hypothesis. What kind of bilateral partnerships are the two countries shaping for deeper comprehensive cooperation? Why is the Indo-Pacific the central part of the Indo-French partnerships? India and France strategically shifted their bilateral partnership towards the Pacific and Indian Ocean regions for deeper cooperation. Results: The bilateral partnership between India and France has been tremendously accelerating for the last decade. Both the countries are better attuned in the context of Maritime Security and trade cooperation in the Indo-Pacific region. Conclusions: The article concludes that India and France need a deeper partnership in the IndoPacific region to accelerate trade and business in the maritime domain.

Opis:: Germany, as one of the leading European countries, is also engaged in comprehensive anti-corruption efforts. It is worth taking a look at anti-corruption practices in German local government, and particularly focusing on the case of the city of Bremen. German local government is characterized by a high degree of autonomy, which gives local authorities a great deal of freedom in managing their affairs. However, with this autonomy comes challenges in preventing and combating corruption. The city of Bremen, as one of the 16 states of the Federal Republic of Germany, represents a compelling research case because of its approach to fighting corruption. Understood as a free Hanseatic city (Freie Hansestadt Bremen) and a federal state (Bundesland), the city of Bremen exhibits advanced anti-corruption structures. Central to this is the Anti-Corruption Commission, which focuses on monitoring and combating all forms of corruption at the local level. This commission works in close cooperation with police authorities and internal control bodies. Bremen is taking proactive measures to prevent corruption. One of the key instruments is training programs aimed at local government employees, which cover public service ethics, accountability, and rules of conduct. In addition, there is a clear and transparent code of conduct for local government employees that specifies expected ethical standards. The City of Bremen recognizes the important role of civil society in combating corruption. These efforts focus on working with NGOs, conducting educational campaigns, and establishing communication channels for citizens to report cases of corruption. Public trust in local government institutions is therefore crucial, which confirms the introduced effectiveness of the anti-corruption measures. The case of the city of Bremen shows that the fight against corruption in German local government requires an integrated approach, combining proactive measures, cooperation with civil society and monitoring structures.

Opis:: Bilateral relations of small states represent a very limited ﬁeld in academic debates and research within the science of international relations. In fact, there is a lack of research and relevant debates on what the determinants and factors of bilateral relations are between small states and how much those factors contribute to promoting it on one hand, while, on the other, how much same factors condition that cooperation, and, ﬁnally, how much small states independently determine and deﬁne their bilateral relations in their foreign policy activities. In this paper, using the example of bilateral relations between Serbia and North Macedonia in the period of the last ten years, the authors will try to answer the following main research question: What is the basis of the bilateral cooperation between Serbia and North Macedonia and what is its perspective? On those grounds, they will also answer the following questions: To what extent is this cooperation conditioned by internal political circumstances in either country; to what extent is this cooperation determined by regional circumstances; how much is it inﬂuenced by the so-called “major actors” in international relations; and, ﬁnally, to what extent is it actually a consequence of the sovereign decisions of the authorities in Belgrade and Skopje? With this methodological order of research questions, from the general to the individual in the theoretical sense through the prism of realists and structural realists, the authors will establish the perspective of bilateral relations between small states within the framework of the actual circumstances of international relations.

Opis:: Досліджено внесок діаспори у визнання Сполученими Штатами Америки незалежності України, з’ясовано вплив діаспори на розвиток міждержавного співробітництва, визначено їїроль у захисті національних зовнішніх і внутрішніх інтересів й утвердженні Української держави на світовій арені. Проаналізовано результати участі діаспори у зовнішньополітичній діяльності Української держави. У 2008 р. договірна база між Україною та США поповнилася надзвичайно важливим документом – Хартією про стратегічне партнерство та безпеку. За підтримки СШАукраїнська сторона досягла прогресу у відносинах з НАТО, отримавши в квітні 2008 р. перспективу для членства, у грудні того самого року – аналогічний до ПДЧ формат подальшої підготовки до вступу в НАТО – Річні національні програми. Наголошено, що основні напрями співпраці української діаспори з офіційними установами США відповідають внутрішнім і зовнішнім інтересам України. Конгресовий український кокус, Українська національна інформаційна служба, Український конгресовий комітет Америки, мережа інших організацій проводять активну діяльність, спрямовану на висвітлення основних проблем українців, забезпечення міжнародного іміджу України.
The article is dedicated to the research of contribution of diaspora to recognition of Ukrainian independency by the United States of America. The influence of diaspora on the development of international cooperation is clarified; its role on protection of national internal and external interests and consolidation of Ukraine on the world stage are highlighted. The results of diaspora participation in the foreign policy activity of the Ukrainian state are analyzed. In 2008, the contractual framework between Ukraine and the USA was supplemented by an extremely important document – the Strategic Partnership and Security Charter. With the support of the United States, the Ukrainian side has made progress in its relations with NATO, receiving the prospect of membership in April 2008, in December of the same year – a similar format to the MAP for further preparation for NATO membership – Annual National Programs. It is emphasized that the main directions of cooperation of the Ukrainian Diaspora with official institutions of the USA correspond to the internal and external interests of Ukraine. Congress Ukrainian Caucus, Ukrainian National Information Service, Ukrainian Congressional Committee of America, a network of other organizations are active in covering major problems of the Ukrainians, ensuring the international image of Ukraine.

Opis:: Międzynarodowy dialog regionów niewątpliwie wywiera duży wpływ na rozwój stosunków politycznych, integracji gospodarczej oraz interakcji międzykulturowych. Unia Europejska i Rosja są najbliższymi sąsiadami, a w ich relacjach międzynarodowe powiązania między regionami oraz integracja regionalna odgrywają ważną rolę. Celem artykułu jest analiza rozwoju relacji Unii Europejskiej i Rosji w latach 1994–2019 w ramach dialogu regionalnego jako instrumentu, pozwalającego na stworzenie nowych możliwości rozwoju współpracy dwustronnej. W trakcie badań zostały wykorzystane następujące metody: analiza instytucjonalno-prawna, metoda historyczna, metoda komparatystyczna, desk research. Dialog regionalny został przeanalizowany pod kątem podstaw prawnych oraz kierunków i form rozwoju współpracy w tym zakresie. Podsumowując, można stwierdzić, że do najczęściej spotykanych w badanym okresie należą następujące formy współpracy: przygraniczna (transgraniczna), między regionami bez wspólnej granicy, między jednostkami administracyjnymi na zasadzie partnerstwa, dialog w ramach euroregionów oraz współpraca w ramach międzynarodowych projektów z udziałem regionów.
International dialogue between regions has a strong influence on the development of political relations, economic integration and intercultural interactions. The European Union and Russia are the closest neighbours. International links between regions and regional integration play an important role in their relations. The aim of the article is to analyse the evolution of relations between the European Union and Russia in 1994–2019 within the regional dialogue as an instrument allowing for creating new opportunities for the development of bilateral cooperation. The following methods were used during the research: institutional and legal analysis, historical method, comparative method, desk research. Regional dialogue has been analysed in terms of legal basis, as well as directions and forms of development of cooperation in this area. It can be concluded that the most common forms of cooperation in the analysed period were the following: cross-border cooperation, between regions without a common border, between administrative units on the basis of partnership, dialogue within Euroregions, and regional cooperation within international projects.

Tytuł:: The Beginning of Sino- Russian Cooperation in the Post-Cold War World.

Opis:: The beginnings of Russian-Chinese cooperation of the "new type" date back to the 1990s and are connected directly with the end of the Cold War in the world. The collapse of the Soviet Union and the "opening up" of China to the world have led to the establishment of strategic cooperation links between the Russian Federation and the People's Republic of China. This paper is devoted to bilateral relations between the PRC and the FR at the turn of the 20th and 21st centuries. The issues of political and economic cooperation between states were discussed in particular. The deliberations begin with a historical outline, which presents the domestic reforms introduced at the end of the 20th century by both Chinese and Russian authorities (ie Deng Xiaoping's Four Modernizations and Boris Yeltsin's "shock therapy"). In addition, the historical outline touches upon the beginning of Russian-Chinese cooperation after the collapse of the USSR. Another part of the work is an analysis of bilateral relations on the Moscow-Beijing line, carried out at the political level of cooperation at the beginning of the 21st century. The last chapter presents the main directions of Russian-Chinese economic cooperation. It contains an analysis of trade between the states between 1996 and 2004 and the presence of mutual investment in the markets of both countries.
Początki rosyjsko-chińskiej kooperacji „nowego typu” sięgają lat 90. XX w. i związane są bezpośrednio z zakończeniem zimnej wojny na świecie. Upadek Związku Radzieckiego wraz z „otwarciem się” Chin na świat stały się powodem do nawiązania pomiędzy Federacją Rosyjską a Chińską Republiką Ludową strategicznych więzi współpracy. Niniejsza praca jest poświęcona tematyce stosunków dwustronnych między ChRL a FR na przełomie XX i XXI w. W szczególności zostały poruszone kwestie politycznej i ekonomicznej współpracy pomiędzy państwami. Rozważania rozpoczynają się od zarysu historycznego, który przedstawia wprowadzone pod koniec XX w. wewnętrzne reformy krajowe, wdrożone zarówno przez władze chińskie, jak i rosyjskie (tj. Cztery Modernizacje Deng Xiaopinga oraz „terapia szokowa” Borysa Jelcyna). Dodatkowo zarys historyczny porusza wątek początków wzajemnej współpracy rosyjsko-chińskiej po upadku ZSRR. Kolejna część pracy stanowi analizę bilateralnych stosunków na linii Moskwa-Pekin realizowanych na płaszczyźnie politycznej kooperacji na początku XXI w. Ostatni rozdział przedstawia główne kierunki rosyjsko-chińskiej współpracy gospodarczej, a m.in. zawiera analizę wymiany handlowej pomiędzy państwami w latach 1996-2004 oraz obecność wzajemnych inwestycji na rynkach obu państw.

Ponadto pokrótce opisana została wspólna, polsko-ukraińska historia, a często wspominany w literaturze dysonans między wspomnianymi nacjami został przytoczony nieraz. Poruszona jest również rola polsko-ukraińskiego partnerstwa w procesie integracji europejskiej Ukrainy. Zostały podkreślone problematyczne kwestie historyczne i aspekty potencjalnej jak i obecnej współpracy.Praca składa się z trzech części. W pierwszej części zostało opisane jak historycznie ewoluowało prawo konsularne i dyplomatyczne, jakie były czynniki, które spowodowały konieczność powstania takich instytucji jak konsulaty, ambasady.Druga część opisuje na podstawie jakich umów prawnych te relacje zostały stworzone. Również opisane etapy budowania dyplomatycznej relacji między Polską a Ukrainą.W ostatniej, trzeciej części opisane współczesne relacje między Polską i Ukrainą, zrobiona analiza przemian politycznych w krajach, ponadto zostały opisane problemy i perspektywy w relacjach między państwami.
Relations between Ukraine and the Republic of Poland were complicated through various historical events. Therefore, researching the current state of bilateral relations between Ukraine and the Republic of Poland is necessary, and, in light of recent events, it is becoming more and more critical. Moreover, it is vital for rebuilding a stable geopolitical situation in Central and Eastern Europe.That is why today, the question concerning the diplomatic institutions of the Republic of Poland and Ukraine as significant elements of international relations seems so crucial.The work examines recent Ukrainian-Polish diplomatic relations, both: interstate and international. In addition, the shared Polish-Ukrainian history is briefly described, and the dissonance between the nations mentioned above, often mentioned in the literature, has been mentioned more than once. The role of the Polish-Ukrainian partnership in the process of Ukraine's European integration is also discussed. Finally, problematic historical issues and aspects of potential and current cooperation were highlighted.The work consists of three parts. The first part describes how consular and diplomatic law has historically evolved and the factors that led to the need to establish consulates and embassies.The second part describes the legal agreements under which these relations were created. Finally, the stages of building a diplomatic relationship between Poland and Ukraine are also described.In the third part, contemporary relations between Poland and Ukraine are described, and an analysis of political transformations in countries is made, including challenges and perspectives on relations between these states.

Tytuł:: The fight against the drug industry as a part of the cooperation of Colombia and the United States of America
Walka z przemysłem narkotykowym jako element współpracy Kolumbii i Stanów Zjednoczonych Ameryki

Opis:: The aim of this thesis is the cooperation of Colombia and the United States in combating the drugs industry. The author draws attention to the multidimensionality of this cooperation and the presentation of the causes and effects of the drugs problem in both countries. Production and drug trafficking is currently one of the most serious problems afflicting Colombia, while the US is the largest market for these illegal substances. In order to combat the drugs industry comprehensively, required are common actions of both countries. The first part of the thesis is devoted to describe the evolution of the drug problem in Colombia, and changes in US drug policy. The main part presents an analysis of selected anti-drug initiatives. The last part of the thesis the author devoted to the presentation of the effects that the drug industry implies in both countries. The main research techniques applied during writing this paper, was the examination of available information, mainly from monographs, articles and analysis of international institutions.
Przedmiotem niniejszej pracy dyplomowej jest współpraca Kolumbii i Stanów Zjednoczonych w zakresie zwalczania przemysłu narkotykowego. Założeniem autora jest zwrócenie uwagi na wielowymiarowość tej współpracy, a także przedstawienie przyczyn i skutków problemu narkotykowego w obu państwach. Produkcja i handel narkotykami jest obecnie jednym z najpoważniejszych problemów z jakimi zmaga się Kolumbia, podczas gdy Stany Zjednoczone stanowią największy rynek zbytu tych nielegalnych substancji. W celu kompleksowego zwalczania przemysłu narkotykowego, zarówno podaży i popytu, niezbędne są wspólne działania obu państw. Pierwsza część pracy poświęcona jest na opisanie ewolucji problemu narkotykowego w Kolumbii oraz zmian w antynarkotykowej polityce USA. Główna część pracy prezentuje analizę wybranych inicjatyw antynarkotykowych, inicjatorem których w większości były Stany Zjednoczone, z kolei Kolumbia jest ich największym beneficjentem. Ostatnią część pracy autor poświęcił na przedstawienie skutków, jakie przemysł narkotykowy implikuje w obu państwach. Głównymi technikami badawczymi, które zostały zastosowane przy pisaniu niniejszej pracy, było opracowanie i analiza dostępnych źródeł, przede wszystkim monografii, artykułów oraz analiz międzynarodowych instytucji.
