Opis:: The interest of the contemporary companies is not only in the fulfillment of social responsibility rules but also in the ways to reliably inform the community about their ‘ethical face’. Such possibility is created by, functioning in economy, systems of awarding certificates, distinctions, prizes etc. (e.g. Przejrzysta Polska, SA 8000, Filary Polskiej Gospodarki, Gender Index, Firma Fair Play etc.). The article characterizes and performs a comparative analysis of the most important initiatives of this kind in Poland.

Opis:: The category of a notified body is inherently connected with the system of product conformity assessment. Evaluation of a product compliance with essential requirements constituting the European quality assurance mechanism for non-food products placed on the EU single market for goods is aimed at consumers’ health and safety protection. Moreover, it is to ensure a free movement of products. Notified bodies conduct conformity certification against the relevant requirements of the applicable technical harmonisation directive, hence their crucial role in the conformity assessment system. Notified body accreditation requires organisations to obtain a relevant administrative decision, under consideration of the requirements of Community law. The article presents the authorisation process for the provision of conformity assessment services, as well as the legal instruments which safeguard the rights of bodies applying for the appointment.

Opis:: This article describes the procedures, standard parameters and control requirements to be performed in order to achieve EC verification of a Control-Command and Signalling On-board Subsystem. An analysis of issues related to the assessment of the on-board subsystem is presented in terms of the necessary checks that must be performed by a notified body and the issues of interoperability tests of the on-board ERTMS with track-side infrastructure. Providing railway interoperability is strictly related to the introduction of unified rules for the assessment and verification of the ETCS and GSM-R subsystems that are part of the European Rail Traffic Management System (ERTMS). The article describes procedures, standard parameters, requirements and necessary controls that must be implemented to carry out EC Verification of a Control-Command and Signalling On-board Subsystem. Reference is also made to the issues of ERTMS on-board compatibility tests with track-side infrastructure.

Opis:: The article presents a methodical approach to conformity assessment related to the introduction, putting into service on the European market of electrical or electrotechnical products. The developed methodology can be an effective control tool, allowing to assess whether all activities within the conformity assessment performed by the manufacturer have been carried out. The aim of the study is to present the possibility of adapting the developed methodology of approach to the assessment of compliance with the essential requirements in industrial conditions. In the case of the industry being analyzed, the basis for conformity assessment is the requirements set out in the New Approach Directives. The essential requirements set out in New Approach Directives must be met if the product is placed on the market or putting into service. The article presents the implementation of the conformity assessment process based on harmonized standards with the directives related to the product in question. The application of harmonized standards in the conformity assessment process allowed the manufacturer to use the so-called principles of presumption of conformity, referred to in the Act on conformity assessment systems and market surveillance.

Opis:: Stosowana w Rosji ocena zgodności przy certyfikacji produkcji (usług) zakłada ich podział tylko na dwie grupy "zgodne" i "niezgodne". Jednakże przy dążeniu do podwyższenia jakości jest to niewystarczające i dla konsumenta, i dla producenta. W artykule proponuje się zastosowanie bardziej zróżnicowanej oceny zgodności poprzez ustalenie jej poziomów z ilościowym określeniem ich wielkości.
Assessment differentiation at the certification of goods and services propose it division only into two groups "conforming" or "nonconforming" applied in Russia. However it's not enough at aspiration to quality improvement both for the consumer and for the producer. An approach to the more differentiated conformity assessment by establishing it levels with quantitative definition of their quantities is considered in the article.

Opis:: Aktualnie obowiązujące rozporządzenie Komisji (UE) nr 1299/2014 z dnia 18 listopada 2014 r. dotyczące technicznych specyfikacji interoperacyjności podsystemu „Infrastruktura” systemu kolei w Unii Europejskiej (Dz. Urz. UE L 356 z 12 grudnia 2014 r., s. 1), stosuje się od 1 stycznia 2015 r. Wprowadzona w obrębie tego aktu procedura dedykowana składnikom interoperacyjności, jest też pewnie jednym z bardziej zauważalnych aspektów wdrażania interoperacyjności w Polsce. Niniejszy artykuł, przywołując podstawowe uregulowania w tym zakresie zwrócić ma również uwagę na te zagadnienia interpretacyjne, dotyczące składników interoperacyjności, które mają istotne znacznie w procesie dopuszczenia podsystemów strukturalnych do eksploatacji.
The current Commission regulation (EU) No 1299/2014 of 18 November 2014 on the technical specifications for interoperability relating to the ‘infrastructure’ subsystem of the rail system in the European Union (Official Journal of European Union L 326 12.12.2014, p. 1) has been applied from 1st January 2015. The procedure dedicated to interoperability constituents, introduced by this act, is also probably one of the most noticeable aspects of implementing interoperability in Poland. This article, referring to the basic regulations in this area, also draws attention to these interpretative issues concerning interoperability constituents, which are significant in the process of authorisation for placing in service of structural subsystem.

Opis:: Technological progress and the introduction of more and more new products to the market have intensified the process of changes in EU and national law within the product safety system. Legislative activities aimed at intensifying consumer protection have been observed in this area for several years. The primary role of instruments and legal mechanisms under this system is currently to guarantee consumer protection (protection of health and life) against the risks generated by various new products introduced to the market. In this respect, public law institutions adopted in this system play the leading role. These include market control and surveillance, product monitoring, and a coordinated system of informing about dangerous products.
