In rapidly developing World, not only feasibility and technical implementation but also planning and cost management effort shaves an increasing importance. In this study, varied cost-planning construction procurement of housing development Project carried out by Prime Ministry Development (TOKİ), was investigated. For this purpose, work program was prepared based on the contractual time of Project which has quantity and estimation and by using network diagram. After that, alternative CPM planning was obtained by reducing different proportion of time. Reducing of time edited according to the basis of new technological applications. For each alternative Project plan, monthly manufacture and ration costs were calculated, base Project has been moved to the date of delivery by net present value (NPV) method. Additional costs to be brought by Project time reductions were reflected as costs of technology and also saving amount scores corresponding to unit reduction time were determined to be equal to reduce general expenses. As a result of study; it has been determined that the completion of the project in 18 months' time specified in the contract and corresponding to the most appropriate time economically is the most appropriate solution. The authors emphasize that; prior to the procurement of medium and large scale construction projects, performing time-cost studies has a key attribute for optimum solutions both national and construction companies, because performing time-cost studies provides minimum cost of production.

Tytuł:: Investigation of Skeleton Construction Costs of Villa Buildings With Different Carrier Systems

Opis:: In this study, engineering designs were made using wooden, steel and reinforced concrete conveyance systems of a two-story villa with the same architecture. The cost of the rough construction was compared by subtracting the quantities and discoveries of the calculated projects. When the skeleton costs are analyzed, it is understood that the wooden carrier system is the most expensive solution. It is also clear that the reinforced concrete carrier system is the cheapest method. When the cost analysis results are evaluated at the origin of the skeleton construction; it is determined that reinforced concrete structures are cheaper than steel structures. According to the analysis results; it is clearly understood that the cost of building skeleton is much lower than that of reinforced concrete structures and wooden carcass structures. However, when considering the economic life span of the structures, maintenance costs, recycling characteristics and behavior against depression; it should not be forgotten that steel structure system structures will be more advantageous than reinforced concrete structures.

Opis:: Geothermal energy is abundant everywhere in the world. It certainly would be a great benefit for human being once it is produced by a sophisticated technology. Consequently, it would be the biggest console for earth considering environmental sustainability. Unfortunately, the current status of commercial production of geothermal energy primarily from hydrothermal, geopressured, hot dry rock, and magma are limited to a few countries due to technological difficulties and production cost. This paper describes a simple technology where an in situ geothermal plant assisted by a heat pump would act as a high-temperature production (>150°C) to provide excellent capacity of energy generation. The issue related to costs is interestingly cheaper on production, comparing to other technologies, such as solar, hydro, wind, and traditional geothermal technology as described in this article. Therefore, it is suggested that heat pump assisted in situ geothermal energy sources has a great potentiality to be a prime energy source in near future. Since the technology has a number of positive characteristics (simple, safe, and provides continuous baseload, load following, or peaking capacity) and benign environmental attributes (zero emissions of CO₂, SO_x, and NO_x), it certainly would be an interesting technology in both developed, and developing countries as an attractive option to produce clean energy to confirm a better environment.

Opis:: Podbudowy drogowe, które są decydującym elementem konstrukcji nawierzchni zapewniającym ich trwałość, muszą spełniać odpowiednie wymagania techniczne a także być opłacalne ekonomicznie. W artykule przedstawiono strukturę kosztów wykonania podbudowy na przykładzie podbudowy z mieszanki niezwiązanej i podbudowy z gruntu stabilizowanego spoiwami hydraulicznymi. Stwierdzono, że największy udział w koszcie wykonania podbudowy związanej spoiwem hydraulicznym ma koszt pracy sprzętu, natomiast o koszcie wykonania podbudowy z kruszyw niezwiązanych decyduje cena materiału.
Road bases, which are crucial elements of pavement structure assuring their durability, have to fulfill related technical requirements and to be effected economically. In the paper, cost structure of base construction made of unbound mixture and soil stabilized with hydraulic binders are presented. There is concluded, that cost of equipment has highest influence on total cost of road base made of soil stabilized with hydraulic binders while cost of materials is dominant in road base made of unbound mixture.

Opis:: New transport routes irreversibly interfere with the environment. The construction of transport routes negatively affects the acoustic climate, landscape, surface waters, underground waters, air, soil, animate nature, causes fragmentation of habitats. Each one of these negative impacts can be effectively mitigated (with use of appropriate financial outlays) by properly prepared road design, taking into account the natural values, developed from the very beginning in cooperation with specialists in range of nature, acoustics, and environmental protection. The aim of the article is to assess the impact of targeted environmental solutions on the costs of road construction in Poland.

Opis:: In planning, designing and constructing a project, cost is of prime importance. Construction Cost Management is the establishment of realistic capital costs of construction projects. It embodies detailed cost planning and cost control services to ensure construction projects are bid, documented and completed within a pre agreed cost framework and in the most economical manner consistent with program requirements and aesthetic considerations. Such a choice has the characteristics of a multi-criteria decision-making process. The Analytical Network Process (ANP) was used as the selection method. ANP method, taking into account the interactions between the elements involved in the decision making process, which does not take into account the Analytical Hierarchy Process (AHP), eliminates the necessity of structuring the problem from a top-down hierarchy. ANP expresses problems as a network by defining the relationships and aspects between the elements. The aim of this study is to select a cost manager to work in a construction project. After the preliminary evaluations, the most suitable among the three candidates will be preferred. The findings showed that ANP method can be used successfully in the selection of construction cost manager.

Opis:: Many structural engineers claim that work experience plays a distinctive role in how well engineers drive their productivity. Compensation or salary also plays a distinctive role in how well engineers perform, based on the quantity of project worked delivered rather than on the time spent on the job, and is particularly beneficial for increasing engineer productivity. The main purpose of this study is to determine the influence of structural engineers' compensation, work experience and project worked on career success. This study also aims to (i) determine the type and number of work experience that a structural engineer has; (ii) ability to have knowledge on the structural project worked by a structural engineer; (iii) identify the type of workplace responsibility on the structural project (iv) understand the scope and the construction technology applies on the structural project; (v) determine the different type of projects worked by a structural engineer by groupings; (vi) establish a relationship between structural worked and compensation from work experience on career success of a structural engineer. The findings of the study revealed that structural engineers' work experiences in design management, managing construction, and teaching structural design are significantly influenced by structural engineer's compensation whereas, structural engineer's compensation does not have significant influence on structural engineers' structural project worked.

Opis:: Cost estimation, as one of the key processes in construction projects, provides the basis for a number of project-related decisions. This paper presents some results of studies on the application of artificial intelligence and machine learning in cost estimation. The research developed three original models based either on ensembles of neural networks or on support vector machines for the cost prediction of the floor structural frames of buildings. According to the criteria of general metrics (RMSE, MAPE), the three models demonstrate similar predictive performance. MAPE values computed for the training and testing of the three developed models range between 5% and 6%. The accuracy of cost predictions given by the three developed models is acceptable for the cost estimates of the floor structural frames of buildings in the early design stage of the construction project. Analysis of error distribution revealed a degree of superiority for the model based on support vector machines.
