Opis:: In recent decades, there has been noticed a continuous growth of passengers on cruise ships. Technical as well as technological development follow this growth side to side as far as construction, transport of passengers and strict legal regulations are concerned. However, recent maritime accidents, such as the Costa Concordia’s accident, question the level of maritime safety on cruise ships. Maritime accidents on cruise ships are almost entirely linked to human factor, directly or indirectly. Apart from the parameters affecting human factor, the literature mentions very frequently the importance of education, training and crew competences in the process of reducing the number of maritime accidents. However, very few researches have been done on competences that can affect strongly the level of maritime safety on cruise ships, i.e., that can reduce the effects of human factor on it. The purpose of this study was to find a connection between reducing the effects of human factor on accidents and the crew competences on cruise ships. The research lasted for two years and consisted of two phases. Qualitative as well as quantitative methods of analysis were used in both phases. Competences that are the essential part of obligatory programmes the crew members on cruise ships have to master, and that are prescribed by the STCW Convention were analysed in the first part of the research. The second part of the research analysed competences that are essential part of programmes resulting from the cruise companies’ demands. Cruise companies have defined and determined additional programmes and competences that seafarers, navigating on their ships, have to complete and develop. The aim of the research was to determine what type of competences the cruise companies look for through additional education programmes and to determine the amount of time needed to develop them.

Opis:: Organizational structure of a ship changes under the influence of technological development. Processes on board a ship change as well. Major change refers to the role of the crew and consequently leads to the change of a method of determining competences. Equipment and working processes are becoming more complicated. They have a strong impact on the crew, i.e. on their competences. Competences prescribed in STCW Convention are not in accordance with the changed role of the crew in the processes on board. In STCW Convention, competences have been grouped according to the ship’s functions at different levels of responsibility. Competences have not been prescribed on the basis of the working processes within a system. Such a situation has led to the absence of the proper upgrade of needed competences. Based on the analysis of the functional organizational structure of a ship, the paper suggests more elaborated approach to defining competences. Such an approach links competences with equipment and working processes on board a ship.

Opis:: Aquaculture is an industry that has developed rapidly over the past decades. Despite several hazards in the operations, emergency preparedness is not at the same level as in the rest of the maritime industry. This paper highlights some possibilities to increase the aquaculture industry’s coastal emergency preparedness. This paper is the result of the innovation project “Coastal Emergency Preparedness” funded by the Norwegian Research Council and industry partners. The aquaculture industry must establish its own emergency preparedness. In this paper, the innovation of a fleet of emergency preparedness vessels along the coastline, which could fill the gaps in emergency preparedness, is presented. The vessels would be of varied sizes, with different equipment and response times, and could assist the aquaculture industry during local incidents or large‐scale ones, such as algae blooms or winter storms, that affect many sites at the same time. Each production zone would need its own dedicated fleet due to biosecurity regulations. The emergency preparedness vessel fleet would be led by an on‐scene commander. The fleet would deal with oil spills and tasks such as emergency towing, firefighting, rescue of people, recapturing of fish, silage making, algae detection, and diving missions. With such a vessel fleet, small and large aquaculture companies could increase their emergency preparedness with a common strategy and shared resources.

Opis:: Maritime transportation facilitates global trade by transporting a wide range of commodities and products across the world's waterways. There are many types of vessels that carry merchandise across the water. Among them are bulk carriers, which transport unpacked or uncontenerized goods, like ore, sand, grain, etc. Like other water vessels, bulk carriers and their crews face many occupational hazards. To minimize these hazards and improve the safety of the work environment, organizations such as the International Maritime Organization developed and maintains regulations, such as the International Convention for the Safety of Life at Sea (SOLAS). Despite these regulations, accidents happen, and new occupational challenges arise, which result in revisions and amendments of the rules and requirements. This review focuses on the bulk carrier accidents that led to significant changes in the SOLAS convention to improve maritime transportation safety. An example of an accident and report are provided. Types of accidents and numerical trends of ships and lives lost across the last fifteen years are also summarized, demonstrating decreasing trends.
