Opis:: Certain critical infrastructure networks show some interconnections, relations and interactions with other ones, most frequently when located and operating within particular areas. Failures arising within one critical infrastructure network, can then negatively impact not only on associated systems, societies and natural environment, but also on mutual critical infrastructure networks. Therefore, interdependent critical infrastructure networks can be determined as network of critical infrastructure networks (network of networks approach). The paper presents safety analysis of the network of critical infrastructure networks, taking into account interconnections, relations and interactions between particular ones. Critical infrastructures networks as multistate systems are considered, by distinguishing subsets of no-hazards safety states, and crisis situation states, and by analysing transitions between particular ones. Issues introduced in the article are based on the assumption that one key critical infrastructure network impacts on functioning of other critical infrastructure networks - can reduce their functionality and change level of their safety and inoperability, furthermore, other networks can impact each other, too. Safety characteristics of network of critical infrastructure networks: safety function, mean values and standard deviations of lifetimes in particular safety state subsets, are determined, taking into account interdependencies between particular networks. The results are related to various values of coefficients defining the significance of influence of interdependencies among networks.

The paper presents the method of risk assessment in crisis management in territorial administrative unit. Main assumption of the methodology, the steps of risk assessment and the supportive methods are shown. The presented method is based on the identification of critical infrastructure systems, which makes it possible to take into consideration all the threats that are relevant to these systems. It fills the cognitive gap in the field of risk assessment for crisis management purposes.

Opis:: Drinking Water Distribution Systems (DWDSs) play a key role in sustainable development of modern society. They are classified as critical infrastructure systems. This imposes a large set of highly demanding requirements on the DWDS operation and requires dedicated algorithms for on-line monitoring and control to tackle related problems. Requirements on DWDS availability restrict the usability of the real plant in the design phase. Thus, a proper model is crucial. Within this paper a DWDS multi-species quality model for simulation and design is derived. The model is composed of multiple highly inter-connected modules which are introduced to represent chemical and biological species and (above all) their interactions. The chemical part includes the processes of chloramine decay with additional bromine catalysis and reaction with nitrogen compounds. The biological part consists of both heterotrophic and chemo-autotrophic bacteria species. The heterotrophic bacteria are assumed to consume assimilable organic carbon. Autotrophs are ammonia oxidizing bacteria and nitrite oxidizing bacteria species which are responsible for nitrification processes. Moreover, Disinfection By-Products (DBPs) are also considered. Two numerical examples illustrate the derived model’s behaviour in normal and disturbance operational states.

Opis:: W artykule omówiono znaczenie infrastruktury krytycznej państwa w ogólnym kontekście jego bezpieczeństwa. Przedstawiono ogólną charakterystykę infrastruktury państwa, w tym charakterystykę infrastruktury krytycznej. Uwagę poświęcono charakterystyce systemów infrastruktury krytycznej według stanu na 2011 r. na podstawie danych Rządowego Centrum Bezpieczeństwa będącego rządową agendą mającą w swoich właściwościach systemy bezpieczeństwa państwa, w tym system infrastruktury krytycznej. Analizie poddano system energetyczny – przede wszystkim zaopatrzenie w energię i paliwa, system łączności, włączając w ten system radio, telewizję i internet jako podstawowe środki kształtowania opinii społecznej, system ochrony zdrowia, zaopatrzenia w żywność i podobne podsystemy warunkujące funkcjonowanie państwa i gwarantujące bezpieczeństwo społeczeństwa. Zwrócono uwagę na systemy transportu jako systemy mające znaczący wpływ na rozwój ekonomiczny, gospodarczy i społeczny, a także na systemy ratownicze w zakresie ochrony ludności, mienia i środowiska przed skutkami zagrożeń naturalnych i cywilizacyjnych często mających swoje przyczyny w powszechnej globalizacji życia i rozwoju ludzkości. W artykule podjęto także próbę wskazania na różnego rodzaju zagrożenia w podstawowych obszarach funkcjonowania państwa, takich jak: gospodarczy, polityczny, kulturowy, środowiskowy, technologiczny itp. Treści zawarte w artykule odnoszą się do wybranych rezultatów badań przeprowadzonych w ramach projektu realizowanego w zakresie bezpieczeństwa i obronności państwa pt.”System Bezpieczeństwa Narodowego RP” finansowanego ze środków Narodowego Centrum Badań i Rozwoju na podstawie umowy nr DOBR/0076/R/ID1/2012/03 z 18.12.2012, kier. nauk. W. Kitler. Należy podkreślić, że dane statystyczne zawarte w artykule pochodzą z okresu, w którym była prowadzona analiza dla potrzeb realizowanego projektu. W związku z tym, że artykuł jest prezentacją treści projektu i jego upowszechnieniem, dane statystyczne mogą stwarzać przeświadczenie o nieaktualności treści artykułu, jednak uaktualnienie danych statystycznych zmieniłoby treść artykułu jako materiału z przeprowadzonych badań w ramach projektu pt. „System Bezpieczeństwa Narodowego RP”. Dane statystyczne wskazują przede wszystkim na problem a nie maja wskazać stanu rzeczywistego.
The article discusses the importance of state critical infrastructure considering the state safety. The general characteristic of state infrastructure including critical infrastructure has been described. The author describes the systems of critical infrastructure operating in 2011 using the data basis from Rządowe Centrum Bezpieczeństwa / Government Centre for Security/ which is the government department responsible for state safety systems including critical infrastructure. The article analyses the following systems: - the energy system ,first thing, the energy and fuel supply, -the communication system including radio, television and internet as the crucial media influencing the social opinion, - health care and food supply systems and other similar systems which guarantee state good functioning and its safety .The special attention was paid both, on transport as a system which considerable influences economic and social development and on rescue systems operating to protect people, property and environment against the effects of natural and man- made disasters often having their causes in common globalization and development of mankind. The author tries to point out various kinds of threats present in the basic areas of state such as: economic, political, cultural, environmental, technological and others. The ideas present in the article deal with some selected results of research carried within the project about safety and defense of a country titled ‘System Bezpieczeństwa Narodowego’ /’ The System of National Safety of Republic of Poland’/. The project was financed by Narodowe Centrum Badań I Rozwoju / the National Centre of Research and Development/ on the basis of agreement no DOBR/0076/R/ID1/2012/03 from 18.12.2012, chief scientist W.Kitler. It should be stressed that statistic data included in the article come from the period when the analysis needed for the project was carried out. Because the article ,in some way, presents and propagates the project ,the statistic data may cause the impression that the article dśs not deal with the present situation. To change the data it would mean to change the content of the article which is based on the research material included in the project ‘System Bezpieczeństwa Narodowego RP’ / ‘The System of National Safety of Republic of Poland’/ . The data are to point the problem itself and not to present the real situation.

Opis:: The article deals with protective measures against cyberattacks of information systems of the critical infrastructures and highlights some features of the cyberattacks against the information resources of national authorities. The main objective of the article is to define the characteristics of cyberattacks and the elements of a plan to counter cyberattacks of the critical information facilities. It has been found that a professionally organized cyberattack consists of several phases related to targeting, intelligence, access to the system, direct execution of the attack, and destruction of evidence of unauthorized interference. The results show that to protect the critical infrastructure facilities from cyberattacks, developed and implemented national cybersecurity standards must be developed in Ukraine, in particular for automated control systems of critical infrastructure facilities.

Opis:: The paper presents an assessment of the functional mechanisms that are part of the security system for the power grid control. The security system, its components, and the real time processes for the control of electricity supply were defined. In particular, SCADA protocols used in the control system and mechanisms for transferring them between the control center and actuators were identified. The paper also includes presentation of a test environment that is used for developed security mechanisms evaluation. In the last fragment of the paper, the test scenarios were formulated and the results obtained in the cyber security system were shown, which cover security probes reaction delay, forged malicious IEC 60870-5-104 traffic detection, DarkNet and HoneyPot interception of adversary actions, and dynamic firewall rules creation.
