As the world becomes more and more culturally diverse, an accurate knowledge of the influence of cultural factors on the mental processes of an individual and the construction of social capital become increasingly important for our ability to effectively understand differences in culture. How can we cope with this task in everyday life? What is the relevance of comparative education in this process? One solution could be to create a certain intellectual map of cultural similarities and differences to which we could refer at any time in order to better understand the diversity around us. Such a peculiar encyclopaedia of knowledge about the diversity of the world has not yet been created, and it is unlikely that it will, given the dynamics of social processes, the multiplicity of events and ways of understanding them. Then how can a rational model for dealing with cultural diversity be created? In this article, I want to draw attention to the importance of comparative education in the creation of such a model, taking into account the relatively new position of comparativists recognising that a considerably important role in the process of coping with cultural diversity and difference is played i.a. by dialogic memory.

There is ample literature on expatriate management that presents a parent company’s point of view on this issue. A consideration of subsidiary management from the local perspective is missing. Relationships with foreigners (including expatriates) are crosscultural interactions and their effectiveness is affected by cultural factors. Therefore, in this article there are questions that need to be answered: 1. What role does an expatriate play in breaking cross-cultural barriers? 2. What values should drive an expatriate to run a foreign subsidiary effectively? 3. What roles do local managers play in solving cross-cultural problems? There are several additional questions that should be addressed. The answers can provide understanding of the general perception of expatriates by subsidiaries’ staff and what should be done to improve human resources techniques as well: 1. How are expatriates viewed by the host country lower-level managers and local peers? 2. Does a host country point of view enrich understanding of reasons for expatriates’ failures? 3. How to improve HR techniques concerning expatriate management with regards to running a foreign subsidiary? The article tries to address questions mentioned above.

Towards greater citizen participation in financing public cultural institutions : legal barriers and proposed solutions

The paper contains a conceptual proposal that aims at indicating new models of participatory financing of cultural institutions as well as actions towards supporting culture. It presents results of a qualitative study in the form of action research, on identifying legal barriers of financing of cultural institutions in Poland. Additionally, it presents practical suggestions to the encountered problems that were worked out after discussions with cultural managers, taxpayers, and government administration decision-makers. The unique value of the study is a multidimensional and complex analysis of participatory financing of culture, citing varied sources and bearing a structured research procedure. We suggest a new discussion on establishing legal solutions for increasing of the funding or making the financing of cultural institutions more flexible, which appears to be particularly important in crisis times. All is presented as an original concept of participatory citizen-enterprise fiscal mechanism of supporting cultural institutions. We present a pragmatic solution to a problem of additional public support of culture, which can be put into practice parallel to state mechanisms, considering culture as a part of sustainable development.

The article is of a theoretical character. In the first part, the notions used in the article, such as the culture, cultural industries, high and popular culture, have been explained. Thereafter, the meaning of cultural policy, problems of that sector, including the issue of its profitability, and influence on the city/region development have been outlined. The second part of the article is dedicated to the culture development in Poland. The problems and challenges of cultural sector have been discussed. The last part of study concentrated on the image of culture in Poland regarding statistical reports.
Artykuł ma charakter teoretyczny. W pierwszej części wyjaśniono stosowane w artykule pojęcia takie jak kultura, przemysły kultury, kultura wysoka i popularna. Następnie nakreślono znaczenie polityki kulturalnej, problemy tego sektora, w tym kwestię jego dochodowości oraz wpływ na rozwój miasta/regionu. Drugą część artykułu poświęcono natomiast rozwojowi kultury w Polsce. Omówiono problemy i wyzwania stojące przed sektorem kultury. Ostatnią część opracowania poświęcono wizerunkowi kultury w Polsce w zestawieniach statycznych.

The problem of representing the Polish cultural landscape consists of two components. The first component is the choice of content. Wishing to define the breadth of the content of a cultural landscape map, one needs to remember that it is composed of two facets. The first facet, the material result of human activity, is easily discernable in the field and easily illustrated on a map. Elements included in this facet are: sacred and secular historical structures, the spatial layout of cities, archeological sites etc. The second facet of cultural landscape needs to be considered in immaterial terms. It is difficult to illustrate on a map, because its elements do not lend themselves to being topographically situated. One could mention, for example, religions, customs and traditions, a common historical past etc. Most often, one can only indirectly speculate about this facet of the cultural landscape, on the basis of the material characteristics of the cultural landscape. The second problem related to presenting cultural landscape on a map is the choice of graphic form for the map. The problem is to a large extent tied to difficulties stemming from the necessity of maintaining semantic correctness (the relation between “symbol” and “object”). In practice, during the graphic editing of a map representing the cultural landscape, one should remember to: a) choose a scale suitable for the representation, upon which depend the degree of detail and the generalization of the content; b) correctly depict the variation boundaries, taking into account sharp and fuzzy boundaries; c) make a well-designed symbol key.

In her article, Berenika Dyczek analyzes the attitudes of high-school students of Polish origin from Cieszyn and Český Těšín towards cultural diversity. Dyczek distinguishes empathic, conformist, active, and passive tolerance and juxtaposes these types with origin, religion, membership in organizations, and linguistic and cultural competence to ask whether there are correlations. She has used quantitative research (a survey with an auditorium questionnaire), which has allowed her to formulate the following conclusions: high cultural and linguistic competences correlate favorably with empathic and active tolerance, while low cultural and linguistic competences correlate with conformist and passive tolerance.

Effects of innovations with regard to cultural services across cultural institutions

The changing environment in which cultural institutions operate prompts them not only to seek for new management methods but also to hone their existing services and implement new ones. Innovations in the services provided by cultural institutions are, thus, an important issue from the practical perspective, as well as tending to be a significant scientific problem. The paper attempts to recognize effects produced by innovations in cultural institutions’ services. Drawn on the reference literature and empirical research, the key types of effects delivered by innovations in cultural services are identified. In essence, tremendous impact was reported in recipients’ increased satisfaction, enhanced quality of the offer and the institution’s image.

In the article, the author uses the statistics to discuss the real growth of creativity of networked digital media users. He suggests that in the field of cultural studies grassroot creativity is often overemphasized, putting researchers at the risk of 'cultural populism' (described by Jim McGuigan in the 90s) in version 2.0. The suggestion does not question the impact of new technologies on cultural practices - although it suggests there is a need to look for a shift of power in other areas. One of them is informal circulation of professionally created cultural works. Instead of legitimizing the 'creativity compulsion', media studies should closely follow the relation not only between producers and consumers, but also between the formal and informal processes of obtaining, curating and redistributing media works.
