Opis:: The sustainable implementation of highway projects requires a sensitivity analysis of the terrain and all of its components that have a direct influence on road design, construction and operation. The result of this inquiry involving GIS techniques and methods regarding environmental and economic factors helps in choosing the optimal road route, in order to meet the real-world connectivity requirements. The sensitivity analysis can be applied to road and rail infrastructure projects, aiming to develop a decision-making tool that can be employed by their potential beneficiaries, according to their purposes and interests. This paper aims to create an objective decision-making tool for transport infrastructure development in correlation with the current needs of society regarding the development of transport infrastructure in an economic sustainable manner with low environmental impact. Furthermore, the study tries to identify the best highway corridor in an area with environmental constraints (especially geomorphological), that is in balance with both environment and financial resources.

Opis:: Decyzje polityczne są ważnym czynnikiem kształtującym rzeczywistość społeczną. Ponieważ ich konsekwencje dotyczą nie tylko decydentów, ale przede wszystkim jednostek i grup społecznych, będących ich adresatem, badanie ich jest ważne nie tylko w kontekście celów teoretycznych, ale i praktycznych. Jedną z metod badania decydowania politycznego jest analiza decyzyjna. W artykule, który ma charakter przeglądowy, na podstawie literatury przedmiotu scharakteryzowano wybrane modele procesu decyzyjnego w ujęciu systemowym – ważnego etapu podejmowania decyzji. Skoncentrowano się na modelach racjonalnym, inkrementalnym, biurokratycznym (organizacyjnym) oraz aktywności w ramach wspólnoty programowej.
Political decisions are an important factor shaping social reality. Since their consequences concern not only decision-makers, but, above all, individuals and social groups who are their addressees, studying them is important not only in the context of theoretical but also practical goals. One of the methods of researching political decision-making is decision analysis. In the article, which is a review, based on the literature on the subject, selected models of the decision-making process are characterized in terms of a system - an important stage of decision-making. The focus was on the following models: rational, incremental, bureaucratic (organizational) and activity within the program community.

Opis:: Artykuł zawiera opis ważniejszych rozwiązań metodycznych (szkoły amerykańskiej, europejskiej i polskiej) zastosowanych do budowy informatycznego systemu wspomagania decyzji oraz autorskie rozwiązania z zakresu integracji tych metod. W pracy weryfikuje się pogląd, że budowa systemu informatycznego wspomagania decyzji, oparta na wykorzystaniu architektury budowy zadań WPL, dobrze systematyzuje zasoby danych i ułatwia wszechstronniejsze korzystanie z tych zasobów przez inne zinformatyzowane metody i techniki wspomagania decyzji.
The article includes a description of major methodological solutions (of the American, European and Polish schools) applied for construction of the IT decision support system (DSS) and the authors’ solutions in the field of these methods integration. In their study, the authors verify the view that construction of the IT decision support system, based on the use of the architecture of construction of tasks of the multi-criterial linear optimisation (WPL), well systemises stocks of data and facilitates a comprehensive use of those stocks by other IT-based methods and techniques of decision-making support.
Статья содержит описание важнейших методических решений (американской, европейской и польской школ), примененных для построения инфрматической системы поддержки принятия решений, а также авторские решения из области интеграции этих методов. В работе проверяется мнение, что построение информатической системы поддержки принятия решений, основанное на использовании архитектуры построения заданий многокритериальной линейной оптимизации, хорошо систематизирует наборы данных и облегчает более всестороннее пользование этими наборами другими информатизированными методами и техниками поддержки принятия решений.

Opis:: The increasing complexity surrounding decision-making situations has made it inevitable for practitioners to apply ideas from a group of experts or decision makers (DMs) instead of individuals. In a large proportion of recent studies, not enough attention has been paid to considering uncertainty in practical ways. In this paper, a hesitant fuzzy preference selection index (HFPSI) method is proposed based on a new soft computing approach with risk preferences of DMs to deal with imprecise multi-criteria decisionmaking problems. Meanwhile, qualitative assessing criteria are considered in the process of the proposed method to help the DMs by providing suitable expressions of membership degrees for an element under a set. Moreover, the best alternative is selected based on considering the concepts of preference relation and hesitant fuzzy sets, simultaneously. Therefore, DMs' weights are determined according to the proposed hesitant fuzzy compromise solution technique to prevent judgment errors. Moreover, the proposed method has been extended based on the last aggregation method by aggregating the DMs' opinions during the last stage to avoid data loss. In this respect, a real case study about the mining contractor selection problem is provided to represent the effectiveness and efficiency of the proposed HFPSI method in practice. Then, a comparative analysis is performed to show the feasibility of the presented approach. Finally, sensitivity analysis is carried out to show the effect of considering the DMs' weights and last aggregation approach in a dispersion of the alternatives’ ranking values.

Model of making investment decisions in the City Hall in Oswiecim.

Opis:: The object of this study is to analyze the investment decision-making process in the City Hall in Oswiecim. The objectives of the study was investment decisions based on the procedure for their adoption or their suitability for the local community. The assessment was made based on researches. In order to obtain the data as the research methods were selected an interview, questionnaire and comparative analysis. The survey was conducted among the local population the city of Oswiecim. Interview was conducted with the Director of the Department of Municipal Investments. Comparative analysis included report on the implementation of the budget and the report on the implementation of long-term strategies. The results allowed the following conclusions to be made. Effective decision-making procedure may only function in the organizational model based on well-defined tasks and competence of individual actors, as well as on the basis of detailed set schedule. Surveys have shown the key role of public consultation which allow members of the local community to express views on the investment activities of the City Hall.
Przedmiotem pracy było przedstawienie modelu podejmowania decyzji inwestycyjnych w Urzędzie Miasta Oświęcim. Celem pracy była ocena decyzji inwestycyjnych w wybranym Urzędzie w oparciu o procedury ich podjęcia a także przydatność dla lokalnej społeczności. Ocena została dokonana w oparciu o przeprowadzone badania. W celu uzyskania potrzebnych danych autor wybrała jako metody badawcze ankietę, wywiad oraz analizę porównawczą. Ankieta została przeprowadzona wśród społeczności lokalnej miasta Oświęcim. Wywiad przeprowadzono z Kierownikiem Wydziału Inwestycji Miejskich. Analizą porównawczą objęto sprawozdania z wykonania budżetu oraz sprawozdania z realizacji wieloletnich strategii. Wyniki badań pozwoliły autorowi sformułować następujące wnioski. Sprawna procedura decyzyjna może przebiegać jedynie w warunkach przyjętego modelu organizacyjnego opartego na ściśle określonych zadaniach i kompetencjach poszczególnych podmiotów, a także w oparciu o szczegółowo wyznaczony harmonogram. Badania ankietowe wykazały kluczową rolę konsultacji społecznych umożliwiającą członkom wspólnoty lokalnej artykulację poglądów na działalność inwestycyjną Urzędu Miasta.

Opis:: The paper discusses the impact of the decision-making profiles on the consistency of rankings obtained by three multiple criteria methods, i.e. DR, AHP and TOPSIS. The online decision making experiment was organized, based on an electronic questionnaire which is a hybrid of the internet survey system and the decision support system. The participants of the experiment were 418 students of Polish universities. To describe the decision-making profile, the REI test was used which allows to distinguish two decision-making styles: rational and intuitive. The Kendall rank correlation coefficient was used to test the consistency of the rankings obtained by the considered methods. Using different grouping methods, the relationship between the decision profile and the ability to express one’s preferences by means of these methods, that differ in cognitive requirements, was examined. The results of the research may be helpful for supporting the decision-maker in decision processes by choosing the method that fits their profile best.

Opis:: Development trends (Research Trends) in scientific research on the methods of Multiple Criteria Decision Making (MCDM) and Multiple Criteria Decision Analysis (MCDA) in agriculture are analyzed. Established bibliometric techniques are applied. MCDA/MCDM methods are being very intensively developed in recent years, as evidenced by the number of scientific papers published annually in renowned scientific journals indexed in the Web of Science (WoS) database. In the years 1979-2015 a total of 1,355 scientific articles were collected in the database. The number of articles published annually increased rapidly after 2005. Besides, the annual number of citations of the publications is increasing. Research on MCDA/MCDM is conducted in many research areas. In the years 1984-2015 the Web of Science database accumulated 27 scientific publications on MCDA/MCDM in agriculture area. Therefore, it can be concluded that the MCDA/MCDM issues are currently not sufficiently analyzed in relation to agriculture. In the future this subject will probably be further developed, an increasing number of scientists will conduct research on the MCDA/MCDM and the annual number of articles published in the field will increase.

Opis:: A new methodology for project portfolio scheduling problem has been presented in this paper. This methodology delivers information about project portfolio schedule, which is important for project portfolio managers. The methodology consists of three steps: multiple-criteria mathematical model building, finding non-dominated solutions and choosing one solution from the Pareto set as the final solution. In the first step a multiple-criteria mathematical model for project portfolio scheduling problem is built. Three criteria are considered in the model: the penalty for projects delays minimization, the penalty for resources overusage minimization and NPV maximization. Disadvantage of proposed mathematical model is a big amount of variables, which is J×T×P. In cases when we will have larger projects or larger planning horizon the number of variables will be huge. That is why activities aggregation was proposed. It reduces a number of variables in given model. It also delivers a general information about project portfolio schedule, which is more important for project portfolio managers. In the second step a set of non-dominated solutions is identified by using an elitist evolutionary algorithm. As research shows using an external set with the best solutions in each generation increases an algorithm efficiency. In the third step the LBS procedure is used to identify the final solution. The LBS procedure proposes is a way of learning-oriented interactive search for the best compromise solution for the decision maker. This procedure makes the comparison of non-dominated solution in the decision phase relatively easy. So this step will not burden the decision maker too much. For the future work, the procedure presented in this paper will be applied to the problem described in the section two, and given results will be compared with the current situation in the company.
