Opis:: The purpose of the article is to analyse the elements of the anti-aircraft defence within Territorial Defence Forces. For this purpose, the author outlined the general concept and role played by Territorial Defence in the defence system of the nation, analysed the impact of the anti-aircraft defence on the military tasks performance as well as examined the localization of the anti-aircraft defence sub-units in the Territorial Defence structures and air defence system of the nation. Research findings presented by the author indicate the need to take into consideration numerous aspects, resulting from the specialist character of the air defence forces, in the process of creating Territorial Defence. The author also pays special attention to the possible participation of the air defence within Territorial Defence Forces in the multi-layered anti-aircraft defence system of the nation.

Opis:: Since the end of 1989 defence policy of the Czechoslovakia and after its dissolution in 1993 defence policy of the Czech Republic has been permanently adapted to the challenges of the new political reality and evolving strategic environment. Political reality reflected the revolutionary shift in political system aiming at the development of modern democratic state. Challenges coming out from the strategic environment could be characterised by its growing dynamics, complexity, unpredictability and uncertainty. This article highlights some of the remarkable achievements in this two and half decade lasting transitional endeavours and underscores some of the most important lessons learned related to defence policy formulation, defence strategy implementation, defence planning, defence resource management and acquisition.

Opis:: This article proposes that a small state’s approach to total defence will be strong influenced by the nature of its strategic environment. It compares the defence approaches of Poland and New Zealand to identify whether the different contexts of their strategic environments necessitate divergent strategies for defending their state. The theory of population ecology of organisations will be used to frame the different options available to small states in their strategic environments and applied to the cases in order to explain their different approaches to total defence.

Opis:: The article entitled „European Union as a system of collective regional security during the economic crisis. Influence of austerity measures on the defence spending of France, Germany, Italy, Spain and the United Kingdom” seeks to analyse three different issues. The first is the general tendencies within the defence budgets of the biggest defence spenders in the European Union: France, Germany, Italy, Spain and the United Kingdom between 2005 and 2010. The second is the risks that result from potential influence of the economic crisis on armaments policies within the EU. The third is the opportunities that may emerge as a result of the defence procurement and defence R&D being impacted on by the negative global economic situation.
Artykuł zatytułowany „Unia Europejska jako kolektywny system bezpieczeństwa regionalnego w czasie kryzysu ekonomicznego. Wpływ oszczędności na wydatki zbrojeniowe Francji, Hiszpanii, Niemiec, Wielkiej Brytanii i Włoch”poświęcony jest analizie trzech zagadnień. Pierwszym z nich są ogólne tendencje występujące w ramach budżetów obronnych tych państw Unii Europejskiej, które przeznaczają największe fundusze na zbrojenia: Francji, Hiszpanii, Niemiec, Wielkiej Brytanii oraz Włoch. Drugim z zagadnień są zagrożenia, jakie niesie ze sobą potencjalny wpływ kryzysu ekonomicznego na polityki zbrojeniowe wewnątrz UE. Trzecim zagadnieniem z kolei są potencjalne szanse, jakie mogą powstać w rezultacietakiego wpływu.

Opis:: Civil-defence resilience capacities focus on man-made threats to national security. While terror attacks like 9/11 drove civil-defence efforts throughout the 2000s, the Russian invasion of portions of Ukraine in 2014 forced nations to build resilience against new threats. These included covert grey-zone and disinformation operations. Additionally, the 2014 events forced nations bordering or within the sphere of influence of revisionist nations to begin to prepare for possible invasion and occupation. Recognition of these threats resulted in two multinational doctrinal concepts that set the stage for what is collectively referred to as resilience and resistance (R&R). Resilience is the efforts by a nation prior to a conflict to build pre-crisis capacity to resist a host of threats, including invasion and occupation, in hopes of deterring threat actions. If deterrence fails, then the efforts transition into resistance to invasion and occupation. The Russian 2022 invasion of Ukraine demonstrated the need for R&R and the strengths and weaknesses of national resistance in action. This event is a strategic R&R inflection point. Nations developing R&R should reflect on and apply the lessons learned from Ukraine’s efforts and ultimately establish R&R 2.0 as an irregular deterrent on par and mutually supporting conventional and nuclear deterrents.

Opis:: The purpose of this article is to present the basic determinants as regards the use of the Territorial Defence Force (TDF) in the national defence system. The article focuses on issues related to security and defence as well as their impact on national security, and indicates the need to establish territorial forces in order to increase military potential in any country. What is more, it describes basic tasks which TDF can perform during individual stages of armed operations. Particular attention is paid to the fulfilment of the tasks by TDF as regards purely army-related activities, both military and non-military. It is indicated that TDF is a military formation that fills the gap as regards the security of a given area or territory, and that it can supplement the operational forces, thus constituting a vital element of the national defence system.

Opis:: Every constitutional state has a duty to protect its citizens. It is with this duty in mind that it shall establish its system of State and Law, build up its system of public administration and set up the organisations through which it shall carry out, and perform its protective function. The security environment has changed in recent decades, prompting states to review their defence functions and respond to new challenges as quickly as possible. Hungary has also had to face the security threats of the global world, which has resulted in the restructuring of its defence management system to be able to intervene effectively, rapidly, and with unified organisational management against threats to both the state and its citizens. It is essential to build up the resilience of a nation by preventing natural and industrial disasters, armed attacks and extraordinary events, by preparing society, by establishing appropriate legislation, and by strengthening and coordinating the public administration system. To this end, Hungary gives priority to the development of the population’s defence awareness, the high level of professional preparedness of state, municipal, and other organisations involved in defence tasks and their personnel, their rapid and effective intervention and the smooth operation of vital systems.

Opis:: The global security environment is characterised by the long-lasting situation of low probability of the outbreak of an armed conflict on a large scale and the simultaneously observed increased possibility of local conflicts. There are also noticed significant changes in a typical course of an armed conflict. The dynamic phase of combat activities is shorter and the post-conflict stage of stabilisation and rebuilding activities becomes longer. Tasks connected with the state defences and the preparation of the population and public property for war are the responsibility of all the public authority and administration bodies as well as of entrepreneurs; social organisations and citizens (individuals) – in the scope defined in the laws. The basis for the state defence preparations in the national security system in the course of integration are the defence needs and the defence tasks arising from them. In the current legal circumstances, defence tasks are considered equivalent with tasks connected with the general defence obligation or with the tasks performed as part of the state defence preparations, carried out in times of peace; in the case of an external threat to the state security and in times of war. The objective scope of these tasks fulfilled by all subjects of the state defence system is extremely extensive. This study aims to systematize the subject matter of the state defence preparations in the national security system from the point of view of the classification of defence tasks types and their description.
