Opis:
This article focuses on the development assistance provided by eight European Union countries, which are not part of the OECD Development Assistance Committee (DAC). These are: Bulgaria, Croatia, Cyprus, Estonia, Latvia, Lithuania, Malta, and Romania. A comparison is made between the performance data relating to these countries and that of the following 3 groups: a) the Czech Republic, Hungary, Iceland, Poland, Slovakia, and Slovenia (countries that have joined the DAC in recent years), b) so-called old EU members (EU15) and the so-called new members (EU13), c) the aggregate assistance offered by the EU countries and institutions represented on the Committee. By an analysis of OECD and World Bank statistics, we can see that ODA expenditure in absolute figures is primarily determined by a country’s GNI, and not by its relative wealth (GDP per capita) or quality of life (HDI score). This also applies to bilateral aid. However, the level of GDP per capita, and the HDI scores do have some effect on the percentage of GNI devoted to development aid.

Today, development assistance plays a significant role for many countries in the world. This assumption results from the fact of global problems such as extreme poverty, hunger, lack of basic education or underdeveloped medicine. Because of the breadth of these problems, rich countries have begun to take measures to eliminate them by providing development aid to poor and developing countries. Due to the fact that donors' assistance combines various types and goals, in 1969 the Development Assistance Committee (DAC) defined its measures and criteria in the definition of Official Development Assistance (ODA). Since then, ODA has become a key instrument for setting development aid targets and assessing its effectiveness.The main purpose of the thesis is a general analysis of development assistance, its place in the global system and explanation of its role in supporting the development of poor countries. The paper presents the biggest participants of ODA in the world. Particular emphasis has been placed on Japan's development aid activities in the Asian and African regions. Different ways of allocating aid to these areas were examined, taking into account the level of development, the existing problems and the strategic importance for Japan.
Współcześnie pomoc rozwojowa odgrywa znaczącą rolę dla wielu państw świata. To założenie wynika z faktu istnienia globalnych problemów takich jak skrajna bieda, głód, brak podstawowego wyksztalcenia lub słabo rozwiniętej medycyny. Ze względu na obszerność tych problemów, państwa bogate zaczęły podejmować działania na rzecz ich wyeliminowania poprzez udzielanie pomocy rozwojowej dla państw biednych i rozwijających się. Z tego powodu, że udzielana pomoc przez darczyńców łączy w sobie różne rodzaje i cele, w 1969 roku Komitet Pomocy Rozwojowej (DAC) określił jej miary i kryteria w definicji Oficjalnej Pomocy Rozwojowej (ODA). Od tego czasu ODA stała się kluczowym instrumentem, który wyznacza cele pomocy rozwojowej oraz ocenia jej efektywność. Głównym celem pracy jest ogólna analiza pomocy rozwojowej, jej miejsce w systemie globalnym oraz uzasadnienie jej roli we wsparciu rozwoju państw biednych. W pracy zostały przedstawione największe uczestnicy świadczące ODA w świecie. Szczególne znaczenie położono na działalność pomocy rozwojowej Japonii w regionach Azji i Afryki. Zostały przeanalizowane różne sposoby podziału pomocy dla tych obszarów z uwzględnieniem poziomu rozwoju, istniejących problemów oraz strategicznego znaczenia dla Japonii.

The article is concerned with the latest strategies of Polish development policy in the light of shifting global economic and political power structures, when North-South relationships are fundamentally changing, and so the conditions that frame European and polish development aid policy. Key documents define Polish development aid activities as the important field of foreign policy. The first part of the article analyses the determinants and experience of polish development cooperation. The second part examines the legal basis for development cooperation (Act on Development cooperation approved on 16th of September 2011 by the Polish Parliament) and the medium term vision for Poland’s development cooperation (Multiannual development cooperation programme 2012–2015, development cooperation plan for 2012 and 2013). The last part of the analysis characterizes geographical and thematic areas of polish aid. The article presents strengths and weaknesses of Poland’s official development assistance (ODA). The author intends to describe basic principles of the organization of the Polish development policy under Development Cooperation Department of the Ministry of Foreign Affairs and so their implementation.

Beyond the economic agenda : towards a normative dimension of paradiplomacy

The phenomenon of paradiplomacy, broadly referring to external activities of sub-state governments and embracing to a lesser or greater extent the elements defining foreign policy, gains an interest of experts from various academic disciplines. Yet, over the recent years, with some exceptions, the academic literature has been more preoccupied with investigation of economic dimensions of paradiplomacy when compared with investigation of normative-oriented issues. The objective of this article is to analyse the potential of the sub-national actors paradiplomatic activities in the field of development assistance. The articles adopts an exploratory research design and it based theoretically on the studies on paradiplomacy. It looks at the particular examples of sub-state governments from the EU countries. The results show that despite little attention concerning the problem, the local governments go through the process of an ongoing institutionalization of their activities in development assistance as they have launched their own development aid programmes, manage local budgets for development aid, and established administrative bodies in charge of conducting development aid programmes. Due to such institutionalization of development assistance policy, sub-state governments are capable of establishing and developing bilateral and multilateral relations with third parties, both state and non-state actors, confirming that they are politically and economically adequately resourced.

Japanese bilateral aid to partners from Asia and Pacific has evolved over the years. Initially, it was an instrument to promote Japanese exports in the ‘60s, until it became a tool to promote industrial policy in the region. In October, 2014 60 years had passed since Japan began providing aid to developing countries. So far, Japan has provided such support in many countries and regions, allocating huge funds to help. Such activities are positioning Japan in the top positions among the largest ODA donors in the world. The aim of the article is to present a contemporary dimension of Japanese development assistance to countries located in Asia an Pacific. The article presents the historical roots of Japanese ODA as well as the changes that are taking place in its structure with the changing conditions in the global economy.

This master’s thesis describes the economic development of Africa, taking into account social inequalities and misery in this area. International organizations and institutions are of great importance in the evolution of African countries. It is worth mentioning the contribution made by the World Bank, the World Trade Organization, the International Monetary Fund and the United Nations. Over the years, many development programs have appeared to improve the economic, social and political situation in Africa. Their actions brought various effects, positive but sometimes also negative. Thank to the support of international organizations, malnutrition and unemployment rates have decreased in Sub-Saharan African countries. Also access to electricity and water increased. It is known that the Africa needs further incentives to continue its economic transformation. However, all forms of assistance should take the country's individual needs into account as much as possible.
W niniejszej pracy opisano rozwój ekonomiczny Afryki z uwzględnieniem występujących na tym terenie nierówności społecznych oraz nędzy. Duże znaczenie w ewolucji państw afrykańskich mają międzynarodowe organizacje i instytucje. Warto tu wspomnieć o wkładzie wniesionym przez Bank Światowy, Światową Organizację Handlu, Międzynarodowy Fundusz Walutowy oraz Organizację Narodów Zjednoczonych. Na przestrzeni lat pojawiało się wiele programów rozwojowych mających na celu poprawę sytuacji ekonomicznej, społecznej i politycznej w Afryce. Ich działania przyniosły różne efekty, pozytywne ale czasem również negatywne. Dzięki wsparciu międzynarodowych organizacji w państwach Afryki Subsaharyjskiej zmniejszyło się niedożywienie oraz stopa bezrobocia. Wzrósł natomiast dostęp do energii elektrycznej oraz wody. Wiadomym jest, iż kontynent Afrykański potrzebuje dalszych bodźców do kontynuowania transformacji ekonomicznej. We wszelkich formach pomocy należy jednak uwzględniać w jak największym stopniu indywidualne potrzeby danego kraju.

Since the first decade of the twenty first century Brazil, China, India and South Africa (BASIC countries) have substantially increased their development assistance to developing countries. Now, they are called the main emerging (new) donors. BASIC countries are donors and recipient countries at the same time. They still receive a lot of assistance from developed countries and international organisations. At the same time they provide development assistance to the South. As new donors they both change the rules of providing aid established by traditional donors and reduce the possibility of their impact on the economic policies of developing countries. The aim of the article is the presentation of development aid policies of Brazil, China, India and South Africa. The level of aid is estimated on the reports which are available on the government websites of BASIC countries and data presented by different authors in the literature. However, because of the complexity of the emerging donors’aid system, the figures do not fully show the actual state. Among BASIC countries China is the biggest donor and South Africa offers the lowest amount of aid. India and Brazil provided similar amounts of development assistance to developing countries in the years 2007-2010. The investigation shows that Brazil, China, India nad South Africa instead of providing conditional aid prefer development cooperation. They break with the hierarchical donor-recipient relationship, declare solidarity with Southern countries and respect their national sovereignty and independence. Moreover, they show greater sensitivity to the needs of developing countries and share with them their own experiences in the field of socio-economic development. Their development aid/cooperation is set to obtain mutual benefits and creates conditions for further economic cooperation. For BASIC countries the development aid/cooperation is also an important tool of their foreign policy. They often use aid to achieve political, strategic and economic objectives. However, their aid seems to be more attractive to developing countries and has a greater impact on their economic growth than the development assistance offered by the traditional donors.
