Opis:: This paper attempts to forecast the future of warfare methods in the forthcoming decades of the 21st century. The predictions reflect on the current trends observed in the development of military and civil (dual-use) technologies and changes in thought constructs developed for hostilities. The methods of warfare at the turn of the 21st century are likely to reflect the technological evolution of the modern age. Considering the present-day trends, there is a good probability that our technology-driven lives will transform people into hybrids of biological organisms merged with the technological environment, integrated with the body. Therefore, hostile action against human soldiers could be taken on three major levels: the biological organism, the mass communication technology integrated into the body, and the mental level – both in the conscious and the subconscious sphere. The study into how the soldier’s mental sphere can be influenced to anticipate and shape behaviours may contribute to further research on the third level impact on enemy soldiers. The conclusions formulated in this analysis may carry significant implications for the works on an innovative methodology of the future warfare, accounting for the technological progress in the next decades of the 21st century, and a methodology for countering future military threats.

Opis:: In the more developed countries the use of modern technologies in the national economy is a general process allowing joint funding of a security research and development by both sources, state and private. The last one is especially involved in applications of modern technologies. One of the examples of important modern technologies being under development in many countries are dual-use technologies, which include IT technologies, sensors, effective energy sources, material science, nanotechnology, micro- and nano-electronics, photonics, biotechnology and quantum medicine. In this paper chosen technologies fulfilling the needs of the military technique and security monitoring systems, which have found their applications in the different branches of industry like power engineering, transportation, construction industry, metrology, protection of environment and the medicine, are discussed. The examples include the devices and lasers systems for different threats monitoring, which have been developed at the Military University of Technology. The research studies carried out on the analysis of various materials based on their spectroscopic characteristics: absorption, emission, dispersion, polarization and fluorescence in different mediums have led to the development of laser telemetry devices, environment monitoring devices and spatial imagery, as well as devices for medical diagnostics and therapy. Mentioned systems are composed of functional modules, which were developed to meet the real needs. These systems can be expanded further by addition of extra detectors of chemical materials and physical properties, and improving measuring functions and data transmission and processing.

Opis:: The request of the National Science Advisory Board for Biosecurity (NSABB) to the editors of the scientific journals SCIENCE and NATURE not to publish details on the modified H5N1-virus has surprisingly not caused a discussion on censorship within the scientific community (NSABB, 2012a, P.1). This may show that science generally acknowledges the necessity to cut out sensitive data from research results in publications that may serve as a manual for weapons of mass destruction. In this article the policy of the NSABB and the reaction of the scientific community is discussed, as well as the meaning of censorship in dual use research and how an appropriate organisation of future surveillance in sensitive science fields could be organised: To guarantee future undisturbed work in sensitive science fields, the establishment of an internationally organised frame for scientists dealing with dual-use-research is suggested.

Opis:: The article is an attempt to make an assessment of arguments for the development of civil nuclear power (non-carbon energy source) in the context of concerns on weakening the non-proliferation regime. The article analyzes dilemmas associated with the spread of civil nuclear power in the world and threats to international security (risk of utilization of dual-use technology for military purposes, trafficking of radioactive materials for the military or terrorists). Therefore, the key condition for the development of civil nuclear power is increasing the effectiveness of the NPT regime, including the acceptance of rigorous checks and inspections from IAEA officials by countries aspiring to join the nuclear program.

Mechanizmy powołane na potrzeby sektora kosmicznego pozwalają w Polsce na rozwój technologii dual use, tak aby w przyszłości odpowiadać na zagrożenia i móc realizować swoją rolę partnera w traktatach międzynarodowych.
The development of space sector in many countries results not only from the economic development of the state and its ambition in achieving industrial and scientific goals but is also conditioned by desire to obtain technologies which ensure a higher level of security and self-defense. A similar situation takes place in Poland, where the space strategy contains provisions reflecting these aspirations and the Polish Space Agency has in its structure a defense branch due to its statutory obligations. Mechanisms established for the needs of the Polish Space Sector allow to develop dual use technologies, to be able in future respond to threats and fulfill Polish partner role in international treaties.

Opis:: This paper studies the secrecy performance of an energy-harvesting relaying system in the presence of a dualuse source node and an eavesdropper. Specifically, the source has dual roles in the dual-hop communication: 1) to transmit confidential information in the first hop; 2) to generate jamming signal to interfere the eavesdropper in the second hop. Moreover, the multi-antenna relay deploys a power-splitting harvesting scheme to coordinate the information receiving and energy harvesting, and adopts maximal ratio combining technique to process the multiple copies of signals. Considering decode-andforward protocol and transmit antenna selection scheme, we derive an analytical expression for secrecy outage probability, and perform Monte Carlo simulation to validate the analysis. Analytical results show that the SOP performance with the dualuse source node can be effectively improved when the relaydestination channel does not have absolute advantage over the relay-eavesdropper channel.

Opis:: The defence industry is one of the few remaining industrial islands in the sea of the deindustrialized Polish economy. Given the need to conduct a creative industrial policy, which has been imposed through membership of the EU common market, as well as the opportunities that emerge as a consequence of the defence modernization programme of the Polish Armed Forces, that potential should be adequately utilized for the purposes defined by the state’s security policy, as well as of the need to rebuild the productive, research and educational potential of the Polish economy. That, in turn, requires not only better procedures (reinstating the government’s committee on defence issues) better cadres, as well as an ability to manage an informal network of interdependent interests of the different sectors of economy and administration.
Przemysł zbrojeniowy jest jedną z nielicznych przemysłowych wysepek zdezindustrializowanej gospodarki Polski. Wobec politycznej konieczności prowadzenia kreatywnej polityki przemysłowej w ramach wspólnego rynku Unii Europejskiej, a także szans, jakie daje program modernizacji Sił Zbrojnych RP, potencjał „zbrojeniówki” powinien być odpowiednio wykorzystany zarówno do celów bezpieczeństwa państwa, jak i odbudowania potencjału wytwórczego, badawczo-rozwojowego czy edukacyjnego naszej gospodarki. Powodzenie takiej operacji wymaga jednak dalekosiężnej i przemyślanej polityki Ministerstwa Obrony Narodowej oraz umiejętności jej skoordynowania z politykamiprojektowanymi przez Ministerstwa Gospodarki, Skarbu Państwa i Nauki. To z kolei wymaga nie tylko lepszych procedur (reaktywacja międzyresortowego ciała w rodzaju Komitetu Spraw Obronnych Rady Ministrów), lepszych kadr, ale także umiejętności stworzenia nieformalnych sieciowych powiązań interesów różnych sektorów gospodarki i administracji. Opis:: Pierwotną intencją niniejszego artykułu była potrzeba wypracowania prawidłowych algorytmów działania Agencji Bezpieczeństwa Wewnętrznego na wypadek pojawienia się sytuacji i problemów dotyczących obrotu strategicznego. Poprawne określenie właściwych reakcji instytucji państwowych implikowało konieczność wskazania podstaw prawnych oraz faktycznych intencji ustawodawcy regulującego tak istotny obszar działania państwa. Z uwagi na funkcjonowanie Rzeczpospolitej Polskiej w strukturach Unii Europejskiej, Organizacji Narodów Zjednoczonych itd. oraz na międzynarodowe zobowiązania naszego kraju zaprezentowane prawo krajowe należało umiejscowić w obowiązującym prawie międzynarodowym. Doprowadziło to do powstania kompilacji najistotniejszych przepisów prawnych regulujących omawianą problematykę, wspartych komentarzem praktyka z „linii działań”. Rozważania przedstawione w artykule nie zamykają tematu. Chociażby już po złożeniu niniejszego materiału w Redakcji PBW pojawiły się głosy dotyczące nieprecyzyjnej definicji ustawowej pojęcia t r a n z y t , które mogą stanowić punkt wyjścia do bieżących działań poszczególnych jednostek ABW i swego rodzaju bazę do dalszej, jeszcze bardziej szczegółowej dyskusji.
The initial intention which triggered out the realization of this elaboration was the desire, or rather a necessary need of working out correct algorithms of action of the Internal Security Agency for situations and problems occurring within its assigned role in the system of a strategic trade procedure. This correct delimitation of necessary reactions of state institutions implied the necessity to point out legal basis and factual intentions of legislator regulating such an essential area of state actions. Regarding the functioning of Republic of Poland within the European Union structures, United Nations Organizations etc., and considering international duties and commitment of Poland, the domestic law shown was to be placed in already existing international law. This caused compilations of the most crucial legal regulations governing the matter considered, supported by the commentary of an “action line” practitioner. The considerations presented of course, do not drain the topic, like after issuing this article, occurring divagations considering unprecise definition of statutory “transit”, but they can constitute the starting point for current actions of individual departments of Internal Security Agency as well as a peculiar base for further, even more detailed discussion.

Opis:: The examples of the applications of the aircraft engines to propulsion of the heavy armored land vehicles are presented in this paper. They provide the power necessary for high mobility of these land vehicles, which have a weight much greater than trucks. These engines were mass produced and thus were readily available. It was easier to repair damaged engines, too. Both spark-ignition and compression-ignition piston engines as well as turbocharged engines were used to propulsion of the armored vehicles. General solutions of the dual-purpose engines for the vehicles during the First and Second World War as well as the engines used nowadays are presented. Attention is also given to the specific solutions of these engine assemblies. Their basic technical and operational parameters are described. The implications of adapting aircraft engines to land vehicles were analyzed.
