In organizations, change is a phenomenon that is inherent in their functioning. In the modern world this is one of the most important challenges for managers, and the concept of change aims to concentrate all activities around uncertainty. The main factor of change in public organizations is the influence of its environment. In educational institutions, such as public schools, this influence is exerted mainly through political and legal elements, which by their actions introduce changes at every level, which becomes a difficult task for the headmaster to master. As a result of political and economic changes, there was a need for a thorough reconstruction of Polish education. The introduction of the market economy and the emergence of the labor market resulted in a change in the way of thinking about the chances and opportunities for career. The rapid changes in the science, technology, and communication technology in particular, was a further indication of change over the twenty-thirty years. The 1990s and the period after 2000 saw the emergence of a new kind of challenges, caused not only by globalization but also by the formation of a new type of society called the knowledge-based society, which was formed under the influence of the development of modern information technologies. In the new society, the importance of both general and specialist knowledge as well as skills related to information management has increased. At the present time, in the continental and global competition, a well-functioning national education system has become particularly important. In the considerations contained in this paper, the problems of changes taking place in Polish education and introduced by the reform of 2017 were taken. The analysis refers to the state and major transformations made during the implementation of educational reform and its consequences for the education and upbringing of pupils. The aim of the study is to diagnose changes in an educational institution in connection to the reform introduced in 2017 of eliminating middle schools and their impact on the management of the primary school. The research was based on an analysis of documents, a standardized interview with the director and a questionnaire addressed to the school's employees. Conclusions from the study led to the formulation of specific recommendations that may be useful for heads of schools and people interested in school management.

The aim of the article is to present the differences in the way of thinking about educational change and its barriers between teachers-innovators and non-innovators. The former understood the concept of educational change in a more radical and profound way. In their statements, they demanded a breakthrough that was, in fact, a questioning of the dominant education model. Non-innovators would like transformations, but more moderate, minor ones that do not go beyond the area of the dominant model of education but can potentially facilitate or make the time spent by teachers and students at school easier or more enjoyable. Teachers-innovators more often focused on bottom-up sources of change, i.e., primarily on teachers and their students. Non-innovators focused rather on top-down sources of change, locating them in particular in state authorities, experts, and politicians, and the role of the market as an institution (in the sociological sense). Both groups also differed in terms of the barriers to change they mentioned. While the former mainly emphasized the importance of what hinders or prevents changes and is dependent on the teacher, the latter emphasized the role of issues independent of teachers. In order to explain the differences between the two groups of teachers, the article refers to the theories of W. Reckless and J.B. Rotter.

How school inspectors understand evaluation : mental models as the main problem of Polish school inspection system reform

The reform of the school inspection system in Poland has introduced the idea of evaluation to Polish schools. Probably the most important element of that reform is the new system of training school inspectors responsible for the external evaluation of schools. More than three years of experience with that new training system shows that still there is a lot of confusion concerning the understanding of the evaluation process among school inspectors trained for evaluation system. The authors claim that this is the most important obstacle in promoting evaluation as a crucial element in the process of school development and the main reason for the mistakes and problems that the new school evaluation system is facing. The paper presents an attempt to describe different understandings of school evaluation among school inspectors and to show the impact that those understandings may have on the process of the introduction of evaluation to the Polish school system. To find out what is the understanding of evaluation, the authors used the concept of metaphor, assuming that metaphors can help to explore unknown understandings better than more traditional methods. School inspectors trained to serve the role of ‘evaluators’ within the new inspection system were asked to finish in a few words the sentence: Evaluation is like…. The metaphors used by inspectors were then categorized and thinking about evaluation connected with certain types of metaphors was characterized. The paper gives deeper description of those different understandings, trying at the same time to show how they can influence practice of evaluators during external evaluation process that takes part in schools. The authors claim that good understanding of different ways of thinking about evaluation gained through analysis of metaphors used by inspectors can be a very good basis for drawing some recommendations for those responsible for the system of training inspectors for evaluation as well as for policy makers responsible for changes in the school inspection system in Poland and in other countries.

This paper discusses how teachers should be encouraged to lead in educational change through reflection based on Habermas’s theory of communicative action and discourse ethics. Habermas’s theory has much potential to help teachers to be leaders by contributing to the success of educational change and reform projects through reflection. By identifying the nature, scope, object and tradition of reflection and reflective practice, this paper explains the conception of reflection for teachers. It argues that teachers can be leaders in educational change through teacher reflection which promotes democratic interactions and communications among stakeholders of education.

The article draws attention to historical, political and legal aspects of the changes introduced in the Singapore education system. Educational reforms in this country have led to the formation of a highly effective system, i.e. world-class education. The aim of the article is to indicate some key programs of the government’s educational policy that have contributed to the country’s transition from the third world level to a leader of the first-world level. The article is a descriptive overview set in a temporal perspective. As such, it highlights the main changes in the organization and the functioning of the education system. Its five phases have been isolated and their specific features have been described. The effectiveness of the strategy adopted by Singapore has been assessed in the context of its political culture.
Artykuł zwraca uwagę na historyczne i polityczno-prawne aspekty zmian wprowadzanych w systemie edukacji Singapuru. Reformy edukacyjne w tym kraju doprowadziły do ukształtowania wysoce efektywnego systemu edukacji światowej klasy. Celem artykułu jest wskazanie kluczowych programów polityki edukacyjnej rządu, które przyczyniły się do przejścia kraju z poziomu trzeciego świata na lidera przez pryzmat edukacyjnej zmiany. Artykuł ma charakter przeglądowy, deskryptywny i w perspektywie temporalnej zwraca uwagę na główne zmiany w organizacji i funkcjonowaniu systemu edukacji. Wyodrębniono pięć faz polityki edukacyjnej, eksponując specyficzne cechy każdej. Ocena efektywności strategii przyjętej przez Singapur została dokonana w kontekście kultury politycznej Singapuru.

Opis:
The main aim of the article is to present selected international education programmes implemented in Poland (International Baccalaureate, Advanced Placement, International General Certificate of Secondary Education) in the context of educational change. The background of the analyses is the metamorphoses in the Polish education system after the period of political transformation. Literature in the field of education policy, theory of educational systems, normative documents of educational law, European Union directives and programme documents of international organizations conducting and accrediting IB, AP, and IGCSE programmes were used for the research. The author argues that the educational change that took place after 1989 in the organization and structure of the education system made it possible to implement international education programmes and contributed to the democratization and socialization of the Polish education system. Currently, international education programmes constitute an attractive educational offer that provides a chance for continuing education at renowned foreign universities, makes it possible to efficiently find oneself on the global labour market, and also prepares young people to be active members of civil society, guided by such values of political and social life as respect for human rights, democracy, solidarity, freedom of speech, and tolerance.

Celem niniejszego artykułu jest przedstawienie wyników badania empirycznego, w ramach którego przeprowadzono wywiady z nauczycielami szkół ponadpodstawowych na temat barier zmian w edukacji niezależnych od nauczyciela. Na podstawie wypowiedzi uczestników wyłonione zostały cztery główne kategorie zewnętrznych barier zmian. Są nimi: (1) uwarunkowania prawno-biurokratyczne w ramach których szkoła musi działać, (2) sposób wprowadzania zmian w oświacie, (3) problemy z przywództwem w szkole oraz (4) presja wywierana na nauczycieli oraz ograniczanie ich autonomii.
The aim of this article is to present the results of an empirical study in which interviews were conducted with secondary school teachers about barriers to changes in education beyond the teacher’s control. Based on the participants’ statements, four main categories of external barriers to change were identified. These are: (1) legal and bureaucratic conditions within which the school must operate, (2) the method of introducing changes in education, (3) problems with school leadership and (4) pressure exerted on teachers and limiting their autonomy.

This article reveals the educational change in Finland in the context of multiliteracy. Multiliteracy is one of the seven transversal competences introduced by the Finnish basic education curriculum reform between the years 2012 and 2016. School multiliteracy is developed through cross-subject studies with the usage of particular language. There are involved various texts during teaching to prepare well-educated global citizens who are able to to overcome obstacles of the contemporary world and to follow the global changes in a job market. Multiliteracy helps prepare a global citizen with the skills of global lingua franca.
