Opis:: The Use of Modern Technology in the Context of Civil Society Development in Poland The progress of civilisation and the simultaneous development of modern technology have affected many areas of life, including public life. This development is accompanied by economic changes and even political or social ones. One of the manifestations of social change as a result of the development of modern technology is the emergence of modern society, referred to in the literature of the subject as information, network, digital, telematic, etc. society. At the level of individual countries, including Poland, it is expected that tools will be implemented and applied based on the achievements of modern technologies in various areas of public life. Namely, the above-mentioned technologies have found widespread use in the case of various forms of civic participation in public life, such as elections, referenda, public consultations and the right to public information. Would the "computerisation" of various forms of citizens' participation in public life change their nature? Would it make it easier for citizens to participate in public life, encourage them to take an active part and thus quell the so-called crisis of democracy? Can the use of information and telecommunication technologies have a real impact on the development of civil society?

Opis:: Wzrost znaczenia urządzeń mobilnych, nieograniczony przepływ danych, Internet oraz nowe technologie stają się coraz bardziej istotne i nierozerwalne z działaniem jednostki w każdym aspekcie jej życia, zacierając granicę pomiędzy strefą off-line a strefą on-line. Przyjmując zatem za punkt odniesienia rozwój technologicznych rozwiązań, a w szczególności elektronicznych urządzeń wspomagających nasze codzienne interakcje, moja refleksja skupiła się na komunikacyjnych możliwościach jakie nam one dają. Jedną z nich jest tworzenie się nowych miejsc prezentowania treści, takich jak portale społecznościowe i komunikatory internetowe oraz nowe jej form przekazu. Przeniesienie rozmowy do przestrzeni komunikatora internetowego zaburza w pewien sposób schemat tradycyjnej komunikacji, nakładając na niego specyfikę języka jaki się w niej wykształcił. Charakterystycznym elementem jest jego wizualizacja poprzez zastępowanie wyrażeń znakami emoji. Wykształcone w ten sposób kompetencje komunikacyjne pozwalające na kreowanie komunikatów za ich pomocą, ujawniły się w badaniu poprzez realizację zrozumiałych interakcji pomiędzy uczestnikami. Niniejsza praca stanowiła zatem, poprzez wykorzystanie technik analizy treści, próbę analizy mechanizmów zachodzących w procesie komunikowania się przy ich użyciu. Szczególna uwaga została skoncentrowana na sposobie konstruowania znaczeń, czyli tego w jaki sposób uczestnicy interakcji elektronicznych tworzą, przekazują oraz interpretują emoji w różnych kontekstach komunikacyjnych by możliwe było porozumiewanie się za ich pomocą, a także sposób organizowania wypowiedzi przy ich użyciu. Materiał poddany analizie stanowił zapis interakcji prowadzonych przez uczestników badania przy pomocy dostępnego systemu emoji w komunikatorze internetowym Messenger. Inspiracją do tego typu badania był wzrost zainteresowania w ostatnim czasie znakami emoji, który może oznaczać początek nowego paradygmatu w obrębie znaczenia komunikacji oraz tego jak postrzegana jest sztuka pisania i czytania. W świecie rządzonym przez nowe technologie, gdzie ludzie z różnych kultur, mówiący różnymi językami mogą pozostawać ze sobą w stałym kontakcie, znaki emoji mogą stanowić uniwersalny kod zdolny niwelować pewne ubytki na jakie do tej pory napotykała międzykulturowa komunikacja.
The growing importance of mobile devices, unlimited data flow, the Internet and new technologies are becoming more and more inseparable from the operation of the individual in every aspect of his life, blurring the border between the off-line and on-line zones. Therefore, taking as a reference the development of technological solutions, in particular electronic devices supporting our daily interactions, my reflection focused on the communication possibilities that they give us. One of them is the creation of new places to present content, such as social networks and instant messengers, as well as new forms of communication. Transferring the conversation to the space of an Internet communicator in some way disrupts the traditional communication pattern, imposing on it the specificity of the language it has developed in it. A characteristic element is its visualization by replacing expressions with emoji characters. Communication skills developed in this way, enabling the creation of messages using them, were revealed in the study through the implementation of understandable interactions between participants. Therefore, this work was an attempt to analyze the mechanisms that occur in the process of communication using them through the use of content analysis techniques. Particular attention has been focused on the way of constructing meanings, i.e. how participants of electronic interactions create, convey and interpret emoji in various communication contexts so that they can communicate using them, as well as how to organize statements using them. The material analyzed was a record of interactions conducted by study participants using the available emoji system in the Messenger (Facebook app). The inspiration for this type of research was the recent increase in interest in emoji, which may mean the beginning of a new paradigm within the meaning of communication and how the art of writing and reading is perceived. In a world ruled by new technologies, where people from different cultures who speak different languages can stay in touch with each other, emoji characters can be a universal code capable of eliminating some of the losses that intercultural communication has encountered so far.

Opis:: Electronic waste generated from Information and Communication Technologies (ICT) has become a global issue as this represents a negative impact on both environment and human health. Consequently, it is noticeably useful to develop tools to soften such impact. Therefore, this article presents a rules-based system implemented in Prolog aiming at guiding ICT devices users towards good practices on electronic waste management to diminish the negative impact. The methodologies employed include exploratory, descriptive, and experimental. Even though the system developed in Prolog was found to be deficient with user interface, it is also functional and efficient, including features like usability and maintainability. In conclusion, it was found that waste recollection systems may be useful for both environmental management processes in different countries and also positive business opportunities.

Opis:: The article analyzes the methods and criteria for evaluating the effectiveness of e-governance and e-democracy used in the countries of the European Union and the United States in the context of their implementation in the activities of state authorities and local self-government in Ukraine. It is emphasized that the main activity of the executive power is the provision of services to citizens, therefore, the concept of the effectiveness of the activities of state authorities and local self-government is inextricably linked with the effectiveness of the provision of public services. It is proved that modern information and communication technologies are an important tool for improving the efficiency of the provision of public services, which should be able to be used correctly, because according to the results of evaluating the effectiveness of the provision of electronic public services by the executive power, it is possible to judge the effectiveness of its activities as a whole. It is noted that currently the effectiveness of e-government is evaluated in two ways: 1) assessment of the readiness of e-government and 2) assessment of the socio-economic effects of e-government. It is emphasized that for Ukraine today, one of the priority tasks in the implementation of administrative reform is the active use of the national system of indicators for evaluating the effectiveness of e-government, taking into account the methodological approaches proposed by the world community. This will allow quickly responding to problems and risks on the way to promoting reforms.

Opis:: Purpose: The aim of this article is to diagnose the attitudes of Polish managers towards the implementation and use of ICT technologies. Design/methodology/approach: The paper is based on a review of the literature in the field on the application of ICT in the work of managers, research reports on the digitization of enterprises and an own research. The survey was conducted in 2001 among 163 companies located in Poland (16 provinces). The survey used a diagnostic survey method, CAWI technique and an author's survey questionnaire. The research results presented in the article are part of a research subject on digital leadership. Findings: The analysis of the literature and the results of surveys indicate that managers have a low level of involvement in the process of digitization of enterprises. Despite their knowledge of the need to implement modern technologies, they do not take real steps in this direction. The results of the survey show that managers appreciate the facilitation of ICT, and what might seem to be an obstacle, such as the unlimited availability of the manager, is not a problem. Among the obstacles to the effective use of electronic means of communication, managers see first of all the low competence of employees and supervisors. Research limitations/implications: Regarding the limitations of the digitization of organizations, it would be useful to know the perspective of employees. It should be especially concerned with the evaluation of digital competence of managers. The research results presented in the article are the result of self-assessment of managers, which may explain to some extent the high evaluation of their own digital competence in relation to other employees. Originality/value: The paper has cognitive value. The results of the study can serve as a reference for further research aimed at identifying the degree of digitization of enterprises and the role of managers in it.

Opis:: Purpose: The purpose of the article is to reveal the essence and forms of interaction of local government with the civil society in Ukraine, to identify the main problems and to outline the ways of improvement. Design/methodology/approach: In the research process, general scientific methods were used – information collection, its analytical processing, theoretical generalization and comparison; graphic method – to illustrate the dynamics of the indicators studied in the work. The object of research is communicative processes in regional administration. The subject of the study is the peculiarities of modern aspects of the interaction of civil society with local government bodies. The information base of the research became theoretical and methodological developments of domestic and foreign authors, materials of periodicals; statistical data of the State Statistics Service of Ukraine. Findings: Based on the analysis of literary sources was summarized the essence and forms of interaction of civil society with local government. It is shown that in the modern conditions of the development of society, as well as external challenges in Ukraine and in the world, a promising direction for the development of communication processes of local government with civil society is the use of electronic democracy tools. Presented an analysis of statistical data on the use by citizens various forms of electronic communications in local government in Ukraine for 2019-2020 years. It was established that the effectiveness of using electronic capabilities in the communicative processes between local government and civil society is not the same in different regions. Research limitations/implications: The presented problem also requires further research in order to establish criteria for determining the effectiveness of the application of various communication approaches in the process interaction between civil society and local government bodies. Practical implications: Based on the generalization of the research results, was proposed the main directions for improving the communicative activity of local government. Originality/value: The conducted studies showed that after the implementation of the decentralization reform, local government in Ukraine became more open and transparent. Has been established a positive trend in the use of such communication mechanisms as electronic appeals, electronic petitions and the participation budget. However, it is necessary to pay attention to the uneven use of the specified types of communications in different regions of the country, which requires solving a number of organizational, technological and social issues.

Opis:: The article is devoted to implementation of a duty of maintaining electronic medical records. The date of the duty’s commencement is not known but the very coming into existence of the duty is quite possible. The duty of maintaining electronic medical records means that every medical documentation, namely either the collective or individual medical documentation, made and kept in electronic version – computer files. The significant problem is a phenomenon of paper documents annexed to electronic documentation. One can also find in the text some considerations about admissibility of writing electronic documentation on paper after the entry into force of a duty of maintaining electronic medical records. The premises of admissibility of maintaining electronic medical records have been analysed as well.
Praca poświęcona jest wprowadzeniu obowiązku prowadzenia dokumentacji medycznej w postaci elektronicznej. Data wejścia w życie obowiązku nie jest znana, jednak samo jego pojawienie się jest bardzo prawdopodobne. Obowiązek prowadzenia dokumentacji medycznej w postaci elektronicznej oznacza, że wszystkie dokumenty medyczne – zarówno zbiorcza dokumentacja medyczna, jak i indywidualna dokumentacja medyczna – sporządzane oraz przechowywane są w postaci dokumentów elektronicznych, czyli plików komputerowych. Istotnym problemem jest zjawisko dokumentów papierowych dołączanych do dokumentacji elektronicznej. W artykule prowadzone są również rozważania nad dopuszczalnością prowadzenia papierowej dokumentacji medycznej po wejściu w życie obowiązku prowadzenia dokumentacji medycznej w postaci elektronicznej. Przeanalizowano także przesłanki dopuszczalności prowadzenia dokumentacji medycznej w postaci elektronicznej.

Dlatego też niezwykle ważne są refleksje nad specyfiką procesu wychowania i kształcenia wspieranego przez internet i komputer. Za bardzo istotne z pedagogicznego punktu widzenia uznaje się edukowanie młodych użytkowników mass mediów w zakresie racjonalnego korzystania z możliwości przez nie oferowanych. Ogromną rolę w działaniach tych pełni właściwie zorganizowana i systematycznie prowadzona edukacja medialna.
Electronic media has become an important pillar of the education and upbringing process of the young generation in the modern world. The virtual world is a very important living space and, at the same time, a space for the socialization and educational of children and adolescents. The augmentation of the didactic and educational process by modern information and communication technologies is already quite advanced and continues to take new forms, offering new, unlimited possibilities. However, it should not be forgotten that the use of virtual space by a young person is also burdened with a fairly extensive catalogue of threats and dangers. Therefore, it is extremely important to reflect on the specificity of the education process that may be supported through the use of the Internet and computers. It is considered extremely important from the pedagogical point of view to educate young users in the rational use of the opportunities offered by the mass media. Properly organized and systematically conducted media education plays a huge role in these activities.
