Opis:
The objective of the paper is to shed light on the perspective of some new member states (NMS) of the European Union (EU) – in this case Poland – on the ambitious climate-energy endeavours undertaken at the supranational level. The economic consequences of implementing the most advanced plans would be to generate unproportionally high costs for the economy, energy production sector and, as a result, for the households’ budgets. From the Polish perspective it would be counterproductive in terms of the energy security concept agreed in the strategic documents defining climate and energy policies in the 2030 time horizon. Despite the justification and rationale of the European climate crusade, the political and economic costs for some member states are high enough that they do not hesitate to threaten to veto in the EU Council meeting. This paper answers the question as to why the Polish veto on the climate-energy package was a real threat during the EU energy summit in December 2008.

The study's aim is the analysis and the assessment the EU climate policy and its impacts on the development of conditions of the Polish conventional energy sector. The EU climate policy has a strong influence on Polish energy sector to the year 2020 and further. The position of Polish energy sector is unusual in Europe due to the structure of domestic energy balance. This all with confrontation to the EU aspirations for low carbon economy gives uncertain perspectives for the conventional energy sector. The very ambitious EU climate package and the New Industrial Emissions Directive (IED) led Poland to enormous investments in modernization of coal power and heat plants, very expensive CCS technologies and nuclear power plants. The energy sector isn't able to finance all theseprograms. The climate package and the IED will generate also the increase of energy prices in the next two decades which will be very difficult to absorpt by the national industry and households.

Economic development, being the primary objective of most nations, undoubtedly favours industrial production over environmental concerns. In an effort to balance the gains and losses resulting from industrial growth across the EU, regulations were imposed with regard to renewable energy sources, greenhouse gas emissions (GHG) and energy efficiency. The paper seeks to determine whether, and to what extent, economic growth is accompanied by commitment towards environment and climate protection on the part of the EU countries. To answer this question basic indicators were analyzed with the use of statistical measures and trend analysis. Diagnostic variables were standardized by the zero unitarization method. Finally, a classification of EU member states was constructed. It revealed that in both study years Austria, Denmark, Luxemburg and Sweden were the most economically and ecologically sustainable countries, joined by Ireland in 2016. Bulgaria, Estonia and Slovakia fell at the other end of the spectrum.

European climate and energy policy will have a great impact on the European and Polish energy markets. Moreover, it will have an influence on broad realms of social and economic activity. This raises the necessity of taking concrete strategic measures, especially on the governmental level. EU climate and energy policy also entails sizeable investment requirements and places important demands on the modernization programme for the energy sector. This spells the need to develop broad dialogue between the government and society. The above gives the background behind the appointment of the biggest Polish think tank in 2009 – namely, the Public Board of the National Programme for the Reduction of Emissions. In the Polish context the authors herein analyze the European climate and energy package, European Union policy regarding the reduction of emissions, and the Polish efforts taken in this field. The authors also describe the role of the Public Board of the National Programme for the Reduction of Emissions and its tasks. In conclusion they present policy recommendations and results in the area of fulfilling European obligations and conducting an infrastructural modernization programme in Poland.
Les politiques énergie-climat européennes auront un grand impact sur le marché de l’énergie européen et polonais. En plus, elles auront une influence sur les différentes sphères de l’activité sociale et économique. D’ici, la nécessité de réaliser des actions stratégiques spécifiques, surtout au niveau gouvernemental. Les politiques énergieclimat influencent aussi les besoins d’investissement et le périmètre du programme de modernisation dans le secteur de l’énergie. Il est alors nécessaire de promouvoir un vaste dialogue entre le gouvernement et la société. Les résultats indiqués constituent un arrière-plan pour l’établissement du plus grand “think tank” polonais en 2009 – le Conseil Publique du Programme National de Réduction des Émissions. Dans le contexte polonais, les auteurs analyseront le packet énergie-climat, les politiques de réduction des émissions de l’UE et les actions polonaises réalisées dans ce domaine. Les auteurs décriront aussi le rôle et les tâches du Conseil Publique du Programme National de Réduction des Émissions. Dans la conclusion, ils présenteront les recommandations et les résultats dans le domaine de l’accomplissement des obligations européennes et de l’implantation du programme de modernisation d’infrastructure en Pologne.

NIK has examined the realisation of the obligations stemming from the provisions of the energy and climate package: the realisation by the government administration of the tasks aimed at providing competitiveness of the Polish economy simultaneously with meeting the requirements of the package; the effectiveness of activities related to adjusting economic activity resulting in greenhouses gases emission to the requirements set by the limits, and the effects of the adjustment to the energy and climate package, taking into account its impact on production costs. Since the scope of the audit was very broad, the article discusses mainly the issues related to the application of support mechanisms for the systems covered with the EU ETS directive. The conclusions of the article also comprise the most important information on the results of the audit.

This article presents the duties and powers of the President of the Energy Regulatory Office as the national regulatory authority of Poland within the scope of implementing the Third Energy Package. The article closely examines the changes and omissions connected with implementing the regulations of the Third Liberalization Package. Such implementation has not been fully executed. The biggest shortages are visible in two fields: the realization of the aims of Articles 35 and 37 of Directive 2009/72/EC. Concerning Article 35 of the Directive, the changes to the legal position of the President of URE (i.e., loosening his ties with the sphere of governmental administration, something strongly advocated by negative developments which have taken place in the legal and constitutional status of the authority over the last six years) have not been implemented.
Le Troisième Paquet Énergie contient plusieurs dispositions qui exigent une adaptation au système juridique du pays. Parmi les plus importantes dispositions de la directive 2009/72/CE du Parlement européen et du Conseil du 13 juillet 2009 relative aux règles du marché intérieur de l’électricité se trouvent celles qui concernent le renforcement de la position juridique des autorités de régulation dans les États membres. De plus, aux termes du règlement (CE) n° 713/2009 du Parlement européen et du Conseil du 13 juillet 2009, le Troisième Paquet Énergie a institué une nouvelle autorité – l’Agence de coopération des régulateurs de l’énergie, dont les compétences auront un impact sur le fonctionnement du marché intérieur de l’énergie électrique et l’activité d’autorités de régulation du pays. Quant à l’adaptation des dispositions mentionnées du Troisième Paquet Énergie au système juridique polonais, il faut faire remarquer que seulement certaines d’entre elles ont été transposées en vertu des derniers amendements de la loi « Droit de l’énergie ». Il faut également souligner que l’adaptation des dispositions de la directive 2009/72/CE renforcera de manière significative la position juridique du Président de l’Autorité de régulation de l’énergie, notamment par le rétablissement du mandat à durée déterminée de sa fonction et le renforcement de son indépendance.

In January 2007, in its Energy Package, the European Commission called for a "new industrial revolution". The EU Summit has agreed to the major objectives, particularly a binding target for renewables of 20% in 2020. As a part of the Package, the Commission has also released a Communication on Sustainable Power Generation from Fossil Fuels, mainly coal. The paper describes the actions needed for the continued contribution of hard coal and lignite in Europe and worldwide in the decades to come. The presentation shows the major aspects of the current EU coal policies as well as the European coal industry's view, including EURACOAL's Clean Coal Concept.
W styczniu 2007 roku Komisja Europejska wezwała w swoim Pakiecie Energetycznym do "nowej rewolucji przemysłowej". Szczyt UE zgodził się z głównymi celami Pakietu, a szczególnie z tym, który zakłada, że do 2020 roku udział energii ze źródeł odnawialnych osiągnie 20%. Jako jedną część Pakietu Energetycznego Komisja Europejska wydala Komunikat dotyczący zrównoważonego wytwarzania energii z paliw kopalnych, głównie z węgla. Niniejszy artykuł opisuje niezbędne działania, jakie należy podjąć w celu zapewnienia w nadchodzących dekadach stałego wzrostu udziału węgla kamiennego i brunatnego w Europie i na świecie. Przedstawiono główne aspekty obecnej polityki UE dotyczącej węgla, a także stanowisko europejskiego przemysłu węglowego, w tym promowaną przez EURACOAL Koncepcję Czystego Węgla.
