Opis:
The evaluation supports operational and strategic decision making in the organisation. In order to make proper decisions, the management staff must fully understand recommendations and indications resulting from the evaluation. The aim of the article is to analyse the level of the readability of the text used in the evaluation reports of the international and Polish strategic research programmes in the area of technical innovations. The text simplicity was measured with the use of the Gunning Fog Index. The results of the analyses show that the language of evaluation reports could be comprehensible mainly for people with at least higher education certificates, which means that in many organisations the evaluation recommendations are not taken into consideration, as they are simply not understood by the management staff, whose professional skills do not necessarily go with high level of formal education.

Opis:
W niniejszym artykule starano się przedstawić wyniki analiz metod i technik badawczych zastosowanych w raportach ewaluacyjnych (w latach 2002–2011). Do zrealizowania tego celu posłużono się bazą badań ewaluacyjnych, zgromadzoną przez Wydział Ewaluacji Departamentu Koordynacji Polityki Strukturalnej Ministerstwa Rozwoju Regionalnego. Analiza materiału pozwoliła na określenie trendów metodologicznych stosowanych w badaniach ewaluacyjnych, zlecanych w związku z realizacją polityk publicznych. W artykule starano się też uchwycić wpływ teleinformatycznych zmian wpływających na stosowane w metodologiach techniki badawcze. Szczególną uwagę zwrócono na wykorzystanie mobilnych rozwiązań. Biorąc pod uwagę to rewolucyjne kryterium, podjęto także próbę metodologicznego quasi-podziału.
In the present article one was trying to present the results of analyses of methods and research techniques applied in evaluation reports (in years 2002–2011). For fulfilling this purpose one has used the base of evaluation examinations collected by the Department of the Evaluation of the Department of Structural Policy Coordination of the Ministry of Regional Development. Analysis of material allowed for determining the methodological trends applied in evaluation examinations, commissioned in relation to the implementation of the public policies. In the article one was also trying to catch the influence of teleinformatic changes, which influence on the research techniques adopted in methodologies. The special attention was paid for using the mobile answers. Considering this revolutionary criterion, an attempt of the methodological quasi-division was also made

Abstract. In recent years, there has been a significant increase in interest in publishing articles in journals recorded by global databases, in particular the Web of Science ™ Core Collection, which indexes journals found in the Journal Citation Reports. The publication of results in these journals has a significant impact on the assessment of the achievements of researchers and scientific institutions. Our study focused on the bibliometric analysis of two journals published by the Forest Research Institute: Forest Research Papers (Leśne Prace Badawcze) and Folia Forestalia Polonica Series A – Forestry. The results of these analyses were used to develop theoretical indices for the editorial boards of these journals in terms of requirements for including both periodicals in the Journal Citation Reports. The analysis covered the volumes published in 2000–2015 and the publication activity of the journals was evaluated on the basis of the numbers of articles, references, authors and journal citations. Bibliometric indicators such as the predicted Impact Factor, the Hirsch index, the Scimago Journal Rank and the Index Copernicus Value were used to evaluate the rank of the journals within the databases. In the examined period, 65 volumes of Forest Research Papers were published, with an average of 31 articles per year containing about 14,000 references and almost 900 contributing authors. During the same time frame, 30 volumes of Folia Forestalia Polonica Series A – Forestry were published, with an average of 14 articles per year. These articles included approximately 5,000 references and 600 authors. An increase in the bibliometric indicators for both journals was observed with the Impact Factor predicted to rise to 0.192 (Forest Research Papers) and 0.178 (Folia Forestalia Polonica Series A – Forestry). In order for the two examined journals to be included in the Journal Citation Reports the following requirements need to be met: (1) an increased number of articles published by authors with significant international authority in their field, (2) a greater number of researchers, especially from developed countries, in advisory boards, (3) more articles published in individual volumes to reach higher citation numbers in databases, and (4) promotion of the most cited articles.

W artykule przeanalizowano publikacje polskich naukowców indeksowane w Social Sciences Citation Index. Wzięto pod uwagę wszystkie artykuły oraz artykuły przeglądowe z lat 2009-2015 (N = 6109) opublikowane w 1799 czasopismach. Każdemu czasopismu przyporządkowany został odpowiedni kwartyl Impact Factora na podstawie danych z Journal Citation Reports. Badanie pokazało, że polscy naukowcy publikują coraz więcej artykułów w czasopismach z części A „Wykazu czasopism punktowanych” i jednocześnie coraz częściej wybierają czasopisma z I lub II kwartyla Impact Factora.
This article examines publications of the Polish scientists which are indexed in the Social Sciences Citation Index. All the articles and reviews from the 2009 2015 period (N = 6109) published in 1,799 journals were analyzed into the study. An impact factor quartile has been assigned to each journal on the basis of the the Journal Citation Reports. The present study has revealed that Polish scientists publish more articles in journals that are indexed on the A list of the Polish Journal Ranking and, at the same time, the share of articles from the first and second impact factors quartiles has been significantly growing.
