Opis:
Extension System constantly changes to meet the shifting needs and priorities of the people they serve. By becoming a more relevant, dynamic, and flexible organization, the Extension System can make a greater impact on problems and is taking greater advantage of opportunities brought about by changes in the global economy, the environment, demographics, community and family structures, values, and resources. These have required providing e-Extension service with distance learning, and market opportunities to extension workers and their partners. This paper identified the perspective of the development of e-Extension service in Ukraine on the international platform. Many forms of extension programs in the world, different levels of extension education and its funding possibilities need to provide e-Extension including the knowledge generators, content developers, network providers, learning centers, resource generators, and management experts. Eextension is the basis for evolving worldwide new technologies for effective development of E-extension system in Ukraine.

Opis:
We revise Krein’s extension theory of semi-bounded Hermitian operators by reducing the problem to finding all positive and contractive extensions of the “resolvent operator” $ (I + T)^{−1} $ of $ T $. Our treatment is somewhat simpler and more natural than Krein’s original method which was based on the Krein transform $ (I−T)(I+T)^{−1} $. Apart from being positive and symmetric, we do not impose any further constraints on the operator $ T $: neither its closedness nor the density of its domain is assumed. Moreover, our arguments remain valid in both real or complex Hilbert spaces.

Opis:
The aim of this article is to present selected aspects of agricultural advisory services in Poland as one of the most important cells of knowledge transfer influencing the development of agriculture and rural areas. Based on the analysis of the available literature and existing legislative acts an attempt was made to discuss the changes that had occurred both in terms of the organization of agricultural extension in Poland, as well as in the substantive content dealt with by advisory services. Based on secondary sources the noticeable tendency of changes in the agricultural counselling system in Poland have also been defined. In this paper special attention has been paid to the need of creating such an agricultural extension system in which all the institutions and organizations forming it would have conditions to develop effective forms of cooperation aimed at the development of rural areas. Since agricultural extension centres are not able to perform all the tasks imposed on them there appears a chance for the new entities, e.g. private consulting firms.
Celem artykułu jest przedstawienie wybranych aspektów doradztwa rolniczego w Polsce jako jednego z ważniejszych ogniw transferu wiedzy wpływających na rozwój rolnictwa i obszarów wiejskich. Na podstawie analizy dostępnej literatury i obowiązujących aktów prawnych podjęto próbę przedstawienia zmian, jakie zachodziły zarówno pod względem zorganizowania doradztwa rolniczego w Polsce, jak i w treściach merytorycznych realizowanych przez służby doradcze. Na podstawie źródeł wtórnych określono także zauważalne tendencje zmian w systemie doradztwa rolniczego w Polsce. W artykule szczególną uwagę zwrócono na potrzebę stworzenia takiego systemu doradztwa rolniczego, tak by wszystkie instytucje i organizacje go tworzące miały warunki do wypracowania skutecznych form współpracy na rzecz rozwoju obszarów wiejskich. Ośrodki doradztwa rolniczego nie mają możliwości realizacji wszystkich nakładanych na nie zadań i pojawia się szansa dla nowych podmiotów np. prywatnych firm doradczych.

For a densely defined nonnegative symmetric operator A = L*(2)L1 in a Hilbert space, constructed from a pair L1 ⊂ L2 of closed operators, we give expressions for the Friedrichs and Krein nonnegative selfadjoint extensions. Some conditions for the equality (L*(2)L1)* = L*(1)L2 are obtained. Applications to 1D nonnegative Hamiltonians, corresponding to point interactions, are given.

Opis:
Diagonal metric subgroups of the metric centralizer $C(T_φ)$ of group extensions are investigated. Any diagonal compact subgroup Z of $C(T_φ)$ is determined by a compact subgroup Y of a given metric compact abelian group X, by a family ${v_y : y ∈ Y}$, of group automorphisms and by a measurable function f:X → G (G a metric compact abelian group). The group Z consists of the triples $(y,F_y,v_y)$, y ∈ Y, where $F_y(x) = v_y(f(x)) - f(x+y)$, x ∈ X.
