There is strong need to evaluate new solutions helping to increase price attractiveness of multimodal transport. Two methodological approaches should be put into practice. First one aiming to minimise the cost of trains, terminals and pre-and-end-haulage operators whereas second one aiming to minimise the cost of the whole multimodal chain. Taking the first one into consideration, the terminals seem to be the weakest link in the most cases of multimodal chains. Following analysis is narrowed to inland terminals, which offer mainly rail-road transhipments; however conclusions to a large extent can be useful for port terminals (maritime or inland shipping).

Opis:: Transport is one of the most important sectors of the national economy, which completes the manufacturing sector, is essential to the development of trade, and also has an impact on the population social development, i.e. the development of tourism and reduction of unemployment. Additionally, it enhances regional development and provides access to various services. On the other hand, transport creates significant external costs, which are wholly or partly covered by the public[1]. The highest costs are generated by road transport, much lower by inland shipping, railway and sea transport.1 Although there is a common consensus concerning the overall objectives: dealing with “fair and efficient pricing”, a transport system contributing to “a smart, sustainable and inclusive economy”, their practical realization encounters many problems and is far from straightforward.[3] There are some publications relating to the valuation of external costs of inland shipping [4,5] but none of them analyzes specific aspects of inland waterway transport in Poland. This paper deals with the problem of assessing the benefits of the waterway infrastructure development in Poland and the proposed method of assessing the external costs of road and inland waterway transport, as an essential element in the assessment of the social benefits of each infrastructure investment.

Opis:: The sector of transport, on the one hand, contributes to the socio-economic development; on the other hand, it is the source of multiple external effects with a significant and adverse impact on the society and economy. In spite of many years' experiences in the study of external costs of transport, there are still large discrepancies in research approaches and methods. This article reviewed available studies in the scope of the estimation of external costs in transport and presented own estimations of the level of costs of climate change and air pollution generated by road freight transport in Poland. The estimation of external costs was conducted based on a method developed by Martinio et al. The obtained results of the study confirm the significant adverse effect of road freight transport on the environment. The results may be useful in the selection of appropriate transport policy instruments.

Dotychczasowa polityka transportowa mająca na celu powstrzymanie ekspansji transportu drogowego okazuje się być nieskuteczna. Słabymi ogniwami multimodalnego systemu transportowego wydają się być właśnie terminale. Dalsza analiza dotyczyć będzie analizy kosztów lądowych i portowych terminali multimodalnych. Na tej podstawie zostaną wysunięte wnioski mające na celu zwiekszenie ich efektywności ekonomicznej.

Opis:: The subject of this article is to analyze the broad aspects of road transport’s development in the light of the economics principles and sustainable development policy. Socio-economic development and mutual cooperation entities operating in different geographical areas drive growth of transportation needs. This implementation is carried out by various modes of transport. Due to its advantages, especially speed, wide accessibility of means of transport, the possibility of direct transportation of goods and people, as well as the favorable distribution of the infrastructure, road transport is the dominant and most important contemporary mode of transport. The analysis shows that road transport gained currently a special status in everyday live of people. Despite the difficulties in obtaining accurate quantitative data about the road transportation, it can be noticed that the largest share of it, is for personal transportation, not commercial, which contradicts the common opinions about this trend. The rapid development of road transport highlighted the negative impact of transport modes such as on the environment. The result s therefore a conflict between economy and environment. Implementation of theory of economics and sustainable development policy concerning transport is to achieve a balance between the further development of the economy and the preservation of and natural resources and qualities. An important issue in achieving the objectives of sustainable transport is not only technological but also human awareness which builds consumer preferences. The shape of transport will depend on transportation providers and customers in the future.

Opis:: Aiming at meeting the general EU transport policy objective, the EC has started promoting very actively the sustainable development of the member states transport systems. Putting into effect common framework and methodology for estimating the external costs of transport activities and specifying how external costs can be internalized in all modes of transport, the EC intends to minimize their negative impact on all spheres of human activity. This strategy needs to apply social marginal cost pricing (SMCP) for the use of transport infrastructure. It could, however, induce significant changes on the EU transport markets and subsequently affect the supply networks and logistics supply chains leading to their rationalization in terms of optimizing transport and inventory costs.

Opis:: Improving of road infrastructure results in raised transport efficiency and reduced number and fatality of road accidents; it also has a favourable impact on the course of logistic operations. The current relations between the road category in the general meaning and the fatality of road transport accidents, which significantly affect the so-called external costs of transport, have been analysed in this paper. These costs predominantly depend on the risk of an accident with casualties and on the unit cost of a road accident. Indicators have been defined that may facilitate quantitative describing of the fatality of accidents and the share of accidents in the external costs of transport. Numerical values have been determined that describe the current accident hazards on Polish roads of specific categories. The trend lines of the changes in safety indicators facilitate the forecasting inference, which is indispensable for planning the development of road transport and for moulding the external costs of transport. Particular attention has been given to results of the application of the theory of risk to the defining of the relation between the road category and the fatality of accidents. The calculated risk indicator values show quite stable trend lines, which may facilitate the use of such values for the evaluation of the fatality of accidents on roads of various categories.

Opis:: W artykule przedstawiono ogólne założenia metodyki ExternE szacowania kosztów zewnętrznych powodowanych przez punktowe źródła emisji zanieczyszczeń gazowych, w tym elektrownie. Podano definicję kosztów zewnętrznych, scharakteryzowano kategorie niekorzystnego oddziaływania emisji zanieczyszczeń gazowych, takie jak: zdrowie ludzkie, szkody materiałowe, szkody w zbiorach rolnych, utrata bioróżnorodności. Opisano procedurę szacowania kosztów zewnętrznych, w tym emisję, sposób jej rozprzestrzeniania, jej wpływ na komponenty środowiska oraz ich monetarną wartość. Ponadto przedstawiono założenia wyceny monetarnej kosztów zewnętrznych powodowanych przez projektowane elektrownie wykorzystujące złoża węgla brunatnego Legnica i Gubin. Plany rozwoju wydobycia węgla brunatnego dla tych kompleksów złożowych zaczerpnięto z projektu Foresight koordynowanego przez Instytut Poltegor. Scharakteryzowano parametry techniczno-emisyjne projektowanych elektrowni, które stanowią wsad informacyjny do modelu EcoSense Web V 1.3, podstawowego narzędzia wykorzystywanego w tego typu badaniach. Na podstawie tych danych i za pomocą tego modelu przeprowadzony zostanie szacunek kosztów zewnętrznych powodowanych przez planowane elektrownie. Wyniki zostaną porównane z podanymi w artykule szacunkami kosztów tzw. technologii referencyjnych, pochodzącymi z projektu NEEDS.
This paper presents the general assumptions of ExternE methodology for estimating external costs caused by point sources of air emissions, including power plants. It defines the external costs, the categories of adverse effects of air pollutants, and the procedure for estimation of external costs including emissions, dispersion, impact, and monetary valuation. In addition, the paper presents the assumptions of the monetary valuation of external costs caused by the planned lignite power plants Legnica and Gubin. Technical parameters of these plants are the input for the EcosenseWeb 1.3 model, the basic tool used in this type of research. The estimation of external costs caused by the planned power plants was performed using the model and data presented. The results are compared with the estimations of reference power plants derived from the NEEDS project.
