Opis:: The necessity of cooperation is dictated by steadily increasing number of threats, which creates the need for continuous cooperation of numerous entities which, by law, possess the ability to support each other in counteracting these threats remaining in the scope of cognizance of cooperating entities and elimination of the consequences of these threats. On the basis of the agreements, the SFS cooperates with various entities involved in rescue operations, including the Police. Cooperation of the SFS and the Police exists in the area of joint rescue operations, public order enforcement, evacuation, training and exercises, as well as in the scope of prevention. Given the data on cooperation so far, it should be stated that most frequently the cooperation between the SFS and the Police occurs in relation to handling road accidents. In the Polish legal system, permanently perfected, there are various standards regulating the sphere of state security, ensuring which on an appropriate level is one of numerous conditions for the secure existence of the state. Improvement of said system is dictated by the common belief that the security was not, is not, and, undoubtedly, will never be a fixed term, but one that must be constantly strived for. The predominant role in this process is played by public administration, including the State Fire Service. Preparation of the State Fire Service to fully and effectively fulfil the connected with it duties is possible primarily due to the proper organization of cooperation.

Opis:: The State Fire Service (in Polish: Państwowa Straż Pożarna PSP) is an organisation that was set up for the execution of its tasks in combating fires, natural disasters or other local threats in accordance with the provisions of the Act concerning the State Fire Service. A functional division of the State Fire Service is compliant with the administrative division of the country, and its area of operations comprises the whole territory of Poland. That is why the State Fire Service is functioning as a structured organisation possessing a transparent structure ensuring realisation of tasks appointed by the provisions of the Act. The administrative division of the country has the largest influence on the administrative structure of the country, that is why the organisational units of the State Fire Service are deployed in the territory of Poland in accordance with the effective territorial division. The formation of the present structure functioning at the State Fire Service was based on the existing territorial division, and it is also supposed to ensure a correct co-operation with different administrative units of the country. The shape of the organisational structure, in its form, resembles organisations functioning within and beyond actions of public administration. The structure of organisation in the present shape creates convenient conditions for observing and specifying forms of communication accompanying functioning organisational units, and firefighting and rescue units directly responsible for elimination of threats. All organisations executing public tasks, reserved exclusively for each of them to be carried out, in the present structure of the public service cannot do without an element executing administrative tasks, functioning in its structure. The administrative tasks are necessary to correct functioning, irrespective of assigned tasks. At the State Fire Service, it creates conditions for launching the processes occurring universally in different organisations. That is why one can observe one of the layers of communication in action, functioning within the State Fire Service, and connected with the execution of the administrative work. The State Fire Service, has as its main task the elimination of definite threats. While functioning and executing suitable actions for the realisation of definite tasks, we may observe next layers of communication. The essential element in preparation for the elimination of definite threats is a suitable substantive preparation of workers of the State Fire Service. Acquired knowledge during training and favourable conditions make possible identifying next layer of communication. It is well-founded when we pay attention to forms of communication occurring during rescue activities, where one can freely observe next communication layer.

Theses, reflections and conclusions from the work were based on the literature, documents of the studied organizations and the results of the research. The tools used in the research were a questionnaire that allows to objectively and accurately assess the culture of the organization and its importance for employee motivation. Each organizational culture is characterized by a variety of forms and expressions and undoubtedly creates a unique atmosphere that allows one company to be distinguished from the other. This phenomenon can certainly be observed in the examined unit.

Artykuł stanowi wprowadzenie do szerszej tematyki, którą zajmuje się autorka w ramach studiów III stopnia na wydziale Bezpieczeństwa Narodowego Akademii Obrony Narodowej, która ma na celu analizę i podsumowanie zasadności i prawidłowości realizacji powierzonych obowiązków, a w konsekwencji funkcjonowania organizacji. W kolejnych częściach zaprezentowane zostaną m.in. zagadnienia dotyczące obszarów zadaniowych nałożonych na Wojskową Ochronę Przeciwpożarową oraz poddana analizie – jej działalność. Artykuł rozpoczęto od umiejscowienia Wojskowej Ochrony Przeciwpożarowej w krajowym systemie ochrony przeciwpożarowej, następnie przedstawiono historię transformacji Wojskowej Ochrony Przeciwpożarowej, przywołano prawne podstawy funkcjonowania i codziennej działalności, aby wreszcie zaprezentować wypracowaną tymi właśnie czynnikami obecnie funkcjonującą strukturę organizacji.
Referring to the title, the purpose of this article is to familiarize with the Military Fire Service, as a specialized institution of the Ministry of Defence, which forms part of the fire protection system of the country, performing in cells and units subordinated to the Minister of National Defence or supervised by the statutory tasks envisaged for the State Fire Service, while dealing with tasks arising from the specific needs of the Armed Forces. The article is an introduction to a broader subject, which deals with the author in the third cycle in the Department of National Security National Defense University, which aims to analyze and summarize the validity and regularity of the execution of the job, and as a consequence the organization. The following parts will be presented, inter alia other issues like the task areas imposed on the Military Fire Protection and analyzed its activities. Article started on the location of the Military and National Fire Protection Systems, then presents the history of the transformation of the Military Fire Service, indicate the legal basis for the daily duty, to finally present the factors that worked out the structure of the organization is currently functioning.

Opis:: Aim: To perform a comparative review of global fire statistics and statistical data obtained in Ukraine as well as to identify the principal areas of analytical studies focusing on civil protection against fires. Introduction: A review of global fire statistics reveals that Ukraine has an extremely low level of civil protection against fires. The number of fire deaths in Ukraine is almost 18 times higher than the average for EU Member States. In general, this is also true for other post-Soviet states, which share almost identical mechanisms of fire registration and fire services calls as well as the protection level of buildings in terms of automatic fire detection and firefighting systems. There is a need to study the available fire response mechanisms and practices and to thoroughly analyse the fire situation in Ukraine in order to increase the level of protection of population. Taking into account Ukraine’s efforts to introduce the unified mechanism of civil protection available in the EU, it is purposeful to conduct appropriate studies including comparisons with the relevant statistical data from selected EU Member States. Methodology: The studies were conducted using large-scale statistical monitoring, statistical generalisation and grouping of the statistical processing of generalised indices and subindices, and a thorough qualitative analysis of statistical data. Results: An overview of global data on fire causes and fire-related deaths was conducted; an unsatisfactory situation with regard to civil protection against fires as compared to global and European fire statistics is continuing in Ukraine. A number of differences in compiling fire statistics in Ukraine and EU Member States were identified, and a certain lack of correspondence as well as differences can be observed; in particular in the estimation of the functioning of emergency response systems. It was revealed that there is a need for further scientific analysis of global fire statistics and for studying the emergency response mechanisms and practices available in EU Member States; the efficiency of the emergency response system operated in Ukraine is low compared to that revealed in the statistical data on the operative and tactical activities of fire services in EU Member States. A thorough analysis of the causes of this situation should be conducted in order to identify the principal areas of analytical studies on civil protection against fires in Ukraine. In particular, we should perform a proper analysis of global fire statistics and study practices applied in the statistical registration of fires; a comprehensive estimation should be conducted of the efficiency of emergency response mechanisms and practices available in EU Member States, and the regulatory basis and principles of selecting fire department locations in settlement areas as well as the resources and means of response available in EU Member States should be studied.
Cel: Celem artykułu jest przeprowadzenie przeglądu porównawczego światowych i ukraińskich statystyk pożarów oraz wyznaczenie na jego podstawie głównych kierunków badań analitycznych w zakresie ochrony przeciwpożarowej ludności. Wprowadzenie: Zgodnie ze światową statystyką pożarów Ukraina charakteryzuje się skrajnie niskim poziomem ochrony przeciwpożarowej ludności. Liczba ofiar śmiertelnych pożarów na Ukrainie przewyższa o 18 razy średnią krajów UE. Dotyczy to także pozostałych państw postradzieckich, które cechują m.in. takie same mechanizmy ewidencji pożarów i działań ratowniczych, jak również podobny poziom ochrony obiektów za pomocą zautomatyzowanych systemów wykrywania i gaszenia pożarów. W związku z powyższym istnieje konieczność zbadania istniejących mechanizmów i praktyk reagowania na pożar. Należy przeprowadzić również dokładną analizę stanu pożarów na Ukrainie, a także określić kierunki poprawy poziomu bezpieczeństwa ludności. Biorąc pod uwagę to, że Ukraina dąży do przyjęcia wspólnego mechanizmu obrony cywilnej UE, uzasadnione jest prowadzenie badań uwzględniających dane statystyczne państw UE. Metodologia: Badania przeprowadzano z wykorzystaniem metod: masowej obserwacji statystycznej, uogólnienia statystycznego i grupowania przetworzonych statystycznie wskaźników zbiorczych i rozłożonych oraz wszechstronnej analizy danych statystycznych. Wyniki: W artykule przeprowadzono analizę światowych danych o pożarach i ofiarach śmiertelnych. W porównaniu do światowej i europejskiej statystyki pożarów na Ukrainie panuje niezadowalający poziom ochrony społeczeństwa przed pożarami. Wykazano różnice w prowadzeniu statystyk pożarów na Ukrainie i w UE oraz niezgodności i rozbieżności np. w ocenie pracy systemu reagowania na niebezpieczne zdarzenia. Stwierdzono, że konieczne jest prowadzenie dalszych analiz naukowych światowej statystyki pożarów oraz poznanie istniejących mechanizmów i praktyk reagowania na sytuacje niebezpieczne w państwach UE. To bardzo ważne, ponieważ skuteczność istniejącego systemu reagowania na niebezpieczne zdarzenia na Ukrainie jest niska w porównaniu ze statystyką działań operacyjno-taktycznych służb pożarniczych w krajach UE. W celu określenia głównych kierunków badań analitycznych w zakresie ochrony ludności przed pożarami na Ukrainie należy przeprowadzić dokładną analizę przyczyn zaistniałej sytuacji, a dokładniej przeprowadzić analizę światowej statystyki pożarów i obecnych praktyk ewidencji statystycznej pożarów oraz kompleksową ocenę skuteczności mechanizmów i praktyk w reagowaniu na niebezpieczne zdarzenia w UE, a także poznać podstawy normatywne i zasady rozmieszczania jednostek przeciwpożarowych na terenach zamieszkałych, liczby sił i środków reagowania, wykorzystywanych w państwach członkowskich UE.

Opis:: In the proposed draft position the author points to the incompatibility with the Constitution of Article 2 of the Act amending the Act on the State Fire Service in the section containing the phrase “in the accounting period immediately preceding the entry into force of this Act”. In the explanatory memorandum, the author points out that internal differentiation of the officers of the so called uniformed services is acceptable from the perspective of the constitutional principle of equality and is supported inter alia by the specific nature of the service these officers and specificity of the risks they undertake. In the opinion of the author, the legislature should uniformly regulate the legal status of all officers. Moreover, the proceedings in relation to the remaining scope should be discontinued due to the inadmissibility of rendering the judgment.

Opis:: The article is the first, original and only scientific study of the issue of appointing and dismissing district commandants of the State Fire Service in Poland. Thus it fills a gap in the science of law, which can be a reference point for judicial decisions. The article deals with such issues as the administrative nature of the appointment and dismissal, the prerequisites for the appointment and dismissal of the commandant and their proof, the procedure for the appointment and dismissal and the participation in them of the organs of the State Fire Service and the organs of public administration, the importance of the starost’s opinion in these procedures, the importance of the loss of confidence in the appointment and dismissal of the commandant. The issue of the application of the Code of Administrative Procedure raised in the article plays an important role in these procedures. The article is based on the current legal status, exhaustively analyzed and applied judicial decisions and views of the science of law. The paper also refers to the views occurring in the procedures for appointing and dismissing commandants in other uniformed services.

Opis:: A rare type of risk associated with firefighting activities and affecting the central nervous system (CNS) is acoustic trauma. The main causes of acoustic trauma in professional firefighters include long-term exposure to noise from fire engine sirens, emergency call alarms in the fire stations (fire halls), and the operation of equipment used during rescue and firefighting operations. The study was based on an analysis of data obtained from the HR Department of the National Headquarters of the State Fire Service (NHSFS). The analysis included cases of acoustic trauma suffered by firefighters while on duty, which were reported to the control room of their firefighting units as rescuer accidents, and followed up with medical interventions. The average number of accidents among SFS firefighters per year during the study period was n=1.617. During the study period (2015-2022), there were seven incidents in which a total of 11 firefighters suffered acoustic trauma affecting the CNS and the organ of hearing. To prevent on-duty accidents, both practical and theoretical training sessions are provided, covering measures aimed at reducing accident rates to minimum levels. Other important activities include hearing prophylaxis; medical examinations; breaks during work, appropriate organisation of work and the working environment; compliance with the applicable regulations, internal procedures and safety instructions; the use of personal protective equipment, and the good technical condition of vehicles and equipment.
