The COVID-19 Act stipulates that for the design, construction, redevelopment, renovation, maintenance, and demolition of buildings, including changes to their mode of use, made in connection with counteracting COVID-19, the provisions of the Act of 23 July 2003 on the protection of, and care for, heritage assets are excluded. However, the possibility of carrying out these works on buildings entered in the register of heritage assets without the permission of the province conservator of heritage assets raises serious doubts in practice. At the same time, the adopted wording of the provision does not prejudge which works may benefit from this exemption.

The problem of cultural heritage is a relatively new field in science. Not only did the notion of ‘cultural heritage’ begin to crystallize itself in the 1970’s, but it also became multidimensional and multidisciplinary. This phenomenon, new in social and cultural space, developing in a dynamic way and gaining in importance (e.g. with reference to the development of regions), requires developing new effective tools of management. In the following text an opinion is presented, according to which we should not aim at the excessive economization of cultural heritage, and treat it mainly as a medium which serves building the cultural capital, improving human relations and elaborating social profit, which exceeds economic calculations (e.g. by constructing cultural identity).

Management of postindustrial heritage in urban revitalization processes

The paper presents the results of original research on the use of heritage in revitalization processes. The study was conducted on selected postindustrial areas in Poland. The analysis is based on research conducted mainly with qualitative methods, including desk research, field query, participating observation, and in-depth interviews with selected stakeholders of postindustrial heritage. The purpose of the article is to indicate that cultural heritage is used in the regeneration processes of postindustrial areas. We prove that cultural heritage is not a separate category present in the revitalization process, but it is visible in spatial, social, and economic aspects of this process. To illustrate this, we provide numerous examples that we identified during research. In summary, we present the benefits of using cultural heritage in the revitalization process.

The discussion about cultural heritage versus development has been touched upon in many publications, and the role of cultural heritage is being deployed increasingly into transforming mere development efforts into efforts for sustainable development. By analysing recent literature which indicates the need for facilitation of cooperation between authorities and local communities, the theory of ownership and value of cultural heritage, and the close relationship between heritage protection and sustainable development, the article aims to discuss the role of the local community in managing monuments. The most relevant conclusions include the link between the protection of cultural heritage and the improvement of the quality of life of residents, their sense of identity and more durable bonds with the place of residence and the strife toward the achievement of local, sustainable development goals.

A particularly important issue in the context of cultural heritage management is currently the question of sustainable development, in which cultural heritage objects are analyzed in terms of their economic, social and cultural values. Most accepted perspective in the current discussions focuses on the formulation and implementation of cultural policies. While on the other hand much less space is given to local communities, their needs and expectations in relation to the available resources of cultural heritage. In this text I will discuss the issue of the functioning of various objects of cultural heritage within local communities and management of those objects at the local level. Particular emphasis will be placed on the issue of multiplicity of cultural heritage stakeholders and interactions between them.

Opis:
Due to the diversity of characteristics and the high number of World Heritage sites (49) inscribed by Spain, this country and its ICOMOS National Committee have a long experience in the application of the World Heritage Convention throughout these 50 years. The World Heritage Working Group of the Spanish National Committee of ICOMOS has therefore carried out an analysis of these sites, their history and evolution, typology, and state of conservation with the final goal of assessing their current heritage situation and the contribution of the Convention to the conservation of the Spanish natural and cultural heritage. We also aim to reflect on how Spain has contributed to the World Heritage Convention during these five decades and about the most important challenges that our country needs to confront in order to continue complying with the spirit of the Convention and the principles of its Operational Guidelines. To conduct this analysis, we first deal with the background of the ratification of the Convention in Spain, provide an overview of its application, and describe the evolution of the Spanish Tentative List. Second, we deepen on the Spanish nominations and the typologies of the Spanish properties inscribed on the World Heritage List. Thirdly, we focus on the preservation of the Spanish World Heritage sites basing on the State of Conservation Reports (SOCs) that affect them and the results of the first survey on these properties’ conservation, management and presentation carried out by the Heritage Observatory of ICOMOS Spain. This allows us to share some conclusions about the most positive effects of the Convention for the protection of Spanish cultural heritage and the most important challenges for its future development, many of which can be extended at least to the European context.

This article demonstrates that the current international cultural heritage protection framework, particularly in relation to the World Heritage List, provides an insufficient legal framework within which to protect Indigenous heritage, both tangible and intangible. This inadequacy is largely attributed to the incompatibility of “cultural heritage” with “Indigenous heritage”. An analysis of two dual-listed World Heritage sites – Uluru-Kata Tjuta National Park and Tongariro National Park – reveals that their listing results in an international cultural heritage protection paradigm that is overly bureaucratized and endorses a European colonial State-centric perspective. It thus not only fails to adequately account for Indigenous understandings of cultural heritage, but provides protection that is, at best, piecemeal and inconsistent with the 1976 International Covenant on Economic, Social and Cultural Rights and the 2007 United Nations Declaration on the Rights of Indigenous Peoples. The rights and interests of States, tourism industries, and landowners in relation to the heritage listed are often privileged, and this has negative implications for Indigenous peoples whose rights, interests, identities, histories, practices, and knowledge systems are further marginalized during the very process by which States seek to “protect” their heritage.

One of the activities pursued by the National Heritage Board of Poland (KOBiDZ) is identifying and counteracting threats posed to archaeological heritage. Together with the Criminal Bureau at the Police Chief Headquarters, it is engaged in preparing a series of training courses for police officers, relating to archaeology, the conservation doctrine and associated laws; the introduction of the course will take place in autumn 2007. In cooperation with voivodeship conservators of historical monuments the National Board is working on plans of archaeological sites threatened with robbery; such maps will be made available to the police force in assorted counties and communes. The Department of Archaeology at KOBiDZ includes a functioning Archaeological Emergency Service, which at the request of a conservator of monuments conducts on-the-spot archaeological salvage operations on sites, which demand immediate intervention. The National Board collaborates with the national Team for Combating Crime against the National Heritage at the Police Chief Headquarters and its coordinators in voivodeship headquarters, to identify crimes committed on the archaeological market and the Internet, with particular attention paid to auction portal and discussions fora as well as offers made by antique shops. Control of the antiquities market is only the beginning of necessary steps if combating crime is to be effective. The police force and legal circles must be educated about archaeology and cultural property while the level of social awareness of, and responsibility for joint heritage must be raised.
