Opis:

In this correspondence, we discuss two efficient algorithms for the execution of forward (FDMWT) and inverse (IDMWT) discrete multiwavelet transform basic operations with reduced computational complexities. We used multiwavelet basis proposed by Geronimo, Hadrin, and Massopust (GHM). The direct implementation of GHM-FDMWT basic operation requires 23 multiplications and 19 additions. The direct implementation of GHM-IDMWT basic operation requires 23 multiplication and 16 additions. At the same time, our solutions allow designing the computation procedures, which take only 10 multiplications plus 15 additions for GHM-FDMWT basic operation and 10 multiplications plus 10 additions for GHM-IDMWT basic operation

Opis:

As an industry, road transport of goods is developing very quickly and dynamically. Due to the growing competition, more and more transport companies decide to use telematics in order to support their fleet management. There are many such systems on the market, which is why it is difficult to make the right choice. At the same time, no up-to-date results of tests of telematics solutions in lorry fleets are published. The data presented in the paper was obtained under the PARP project. The analysis focuses on the stage of launching such systems. Procedures for implementing telematics systems are analysed, and then the arising problems are identified. The aim of the paper is to identify mistakes made during the implementation of the technologies in question. The conclusions reached will be useful to both providers of the technologies and their users as part of activities aimed at eliminating these inconveniences.

Opis:

In this paper, we offer and discuss three efficient structural solutions for the hardware-oriented implementation of discrete quaternion Fourier transform basic operations with reduced implementation complexities. The first solution – a scheme for calculating sq product, the second solution – a scheme for calculating qt product, and the third solution – a scheme for calculating sqt product, where s is a so-called i -quaternion, t is an j - quaternion, and q – is an usual quaternion. The direct multiplication of two usual quaternions requires 16 real multiplications (or two-operand multipliers in the case of fully parallel hardware implementation) and 12 real additions (or binary adders). At the same time, our solutions allow to design the computation units, which consume only 6 multipliers plus 6 two input adders for implementation of sq or qt basic operations and 9 binary multipliers plus 6 two-input adders and 4 four-input adders for implementation of sqt basic operation.

Opis:

In this paper, new schemes for a squarer, multiplier and divider of complex numbers are proposed. Traditional structural solutions for each of these operations require the presence of some number of general-purpose binary multipliers. The advantage of our solutions is a removing of multiplications through replacing them by less costly squarers. We use Logan's trick and quarter square technique, which propose to replace the calculation of the product of two real numbers by summing the squares. Replacing usual multipliers with digital squares implies the reducing power consumption as well as decreases the complexity of the hardware circuit. The squarer requiring less area and power as compared to general-purpose multiplier, it is interesting to assess the use of squarers to implementation of complex arithmetic.

Opis:

The purpose of this research is to investigate English teachers’ perception and challenges of the implementation of ICT in ELT classrooms. This study used mixed methods, qualitative and quantitative in nature. A purposive sampling technique was used to select the study subjects, who are 26 English teachers from 16 public senior high schools in Banda Aceh. Questionnaires and interviews were used to collect data. The data were analysed and interpreted through qualitative and quantitative procedures. The results showed that the English teachers found ICT very helpful in teaching. However, the limited time and tools, coupled with a poor Internet connection as well as a lack of knowledge and experience of ICT training were obstacles for the teachers using ICT. The results of this study give meaningful insights for policy makers in relation to the implementation of ICT for teaching and learning in the classroom.

Purpose: Although the implementation process involves employees from different hierarchical levels, previous research on the implementation topic focused mostly on a top management perspective, omitting the perspective of lower hierarchical levels. We believe that employees from different hierarchical levels perceive differently the way the implementation process is carried out because of many intrinsic and extrinsic factors. Considering the primary role of lower hierarchical levels during the implementation process, we decided to include lower levels of management and operatives in our research. Methodology: We investigate the way employees from different hierarchical levels perceive the implementation process. The implementation process in our research was evaluated using four implementation factors: 1) People, 2) Resources allocation, 3) Communication, 4) Operational planning & control. We sent the questionnaire to all large Croatian enterprises (396) and gathered 208 questionnaires from 78 enterprises. Findings: The research findings confirm that the evaluation of key implementation factors differs significantly between hierarchical levels in two of the four identified factors: 1) Communication and 2) Operational planning & control. Frontline managers and operatives mostly consider the instructions for implementing the strategy too vague and unclear, their suggestions not taken into account, the communication generally too slow, what creates confusion and reduces the efficiency in coordinating operational tasks and introducing potential changes. Implications for theory and practice: Although we proved the statistically different perception about two out of four implementation factors, we contributed in a way to point out that this stream of research, with multiple factors and multiple respondents from different hierarchical levels, should be taken into consideration in future research about strategy implementation. Top managers should include feedback from lower hierarchical levels in order to grasp the pitfalls of strategy implementation. This study highlights the operational problems that might occur such as vague or slow communication, budget discrepancy, inadequate definition of timeline for activities and its dynamics, and ways to measure performance during strategy implementation. We believe that the research results are beneficial for academics and consultants when creating teaching and training programs for future managers about strategy implementation. Originality and value: Based on the analysis of the literature review and the research findings, we develop a new implementation model with questionnaire to analyze the way employee from different hierarchical levels perceive the implementation process.

Aim/purpose - This pilot study explores the main obstacles hindering the effective implementation of Artificial Intelligence (AI) in small and medium-sized companies (SMEs). By thoroughly understanding these barriers, organizations can develop customized strategies and interventions to overcome them, facilitating smoother and more successful AI adoption. The paper's primary goal is to help organizations understand the barriers to AI adoption to develop tailored strategies and interventions to overcome these challenges, leading to a more efficient and successful integration of AI. Through a rigorous examination of real-world experiences and perceptions, this paper seeks to elucidate the multifaceted challenges that impede the effective deployment of AI solutions. Design/methodology/approach - The study identifies four main impediments to AI implementation based on data from 22 interviews with industry experts in the Czech Republic and Austria. Findings - First, a notable lack of trust emerges as a significant barrier, with stakeholders harboring apprehensions regarding AI's reliability, ethical implications, or potential consequences. Second, the knowledge gap hampers progress, indicating a need for better understanding and expertise in AI technologies and applications. Third, infrastructure limitations, including inadequate computing resources, outdated systems, or insufficient technical support, pose a challenge. Lastly, a shortage of skilled professionals proficient in AI further complicates implementation efforts, highlighting the importance of nurturing talent and expertise. Research implications/limitations - The findings regarding AI implementation strategies are significant for small and medium-sized enterprises. Although the research focuses on Czech and Austrian companies, the findings may apply to other countries. Additionally, it is worth noting that this is qualitative research with a smaller sample size. Originality/value/contribution - By addressing these barriers proactively, organizations can navigate the complexities of AI adoption more effectively and unlock its transformative potential.

Opis:

This paper presents a structural design of the hardware-efficient module for implementation of convolution neural network (CNN) basic operation with reduced implementation complexity. For this purpose we utilize some modification of the Winograd’s minimal filtering method as well as computation vectorization principles. This module calculate inner products of two consecutive segments of the original data sequence, formed by a sliding window of length 3, with the elements of a filter impulse response. The fully parallel structure of the module for calculating these two inner products, based on the implementation of a naïve method of calculation, requires 6 binary multipliers and 4 binary adders. The use of the Winograd’s minimal filtering method allows to construct a module structure that requires only 4 binary multipliers and 8 binary adders. Since a high-performance convolutional neural network can contain tens or even hundreds of such modules, such a reduction can have a significant effect.

Barriers to organizational change implementation based on the example of the controlling implementation process in enterprises

The paper discusses the factors limiting the implementation of organizational changes based on the example of controlling implementation in enterprises. The theoretical part focuses on the definition, tasks, types and phases of the controlling implementation process. Controlling implementation barriers were classified based on available literature and ways to minimize them were presented. The main types, aims and sources of organizational changes were defined, models of change management were presented. In the next part of the work ten studies of controlling implementation in enterprises by various authors over the past several years were analysed. The purpose of the analysis was to identify factors limiting the implementation of controlling in enterprises with various business profiles. The studies focused mainly on the identification of reasons, benefits as well as disadvantages and barriers in controlling implementation. In the course of the analysis answers were sought to research questions posed in the paper, such as the type and occurrence rate of barriers and the effectiveness of controlling implementation in enterprises. The results of the analysis have identified the most common barriers, how companies can deal with them and what mistakes they should avoid to successfully go through the process of controlling implementation.
W pracy poruszono tematykę czynników ograniczających wdrażanie zmian w organizacjach na przykładzie implementacji controllingu w przedsiębiorstwach. W części teoretycznej omówione zostały definicja, zadania, rodzaje oraz etapy procesu wdrażania controllingu. Dokonano klasyfikacji barier implementacji controllingu na podstawie dostępnej literatury. Określono główne rodzaje, cele i źródła zmian w organizacjach, przedstawiono modele zarządzania zmianą. Przeanalizowano dziesięć badań naukowych dotyczących wdrażania controllingu przeprowadzanych przez różnych autorów na przestrzeni ostatnich kilku lat. Badania skupiały się głównie na rozpoznaniu przesłanek, korzyści oraz wad i barier implementacji controllingu w przedsiębiorstwach o zróżnicowanych profilach działalności. W trakcie analizy szukano odpowiedzi na postawione w pracy pytania badawcze dotyczące m.in. rodzaju i częstotliwości występowania barier oraz skuteczności wdrożenia controllingu w przedsiębiorstwach. Wyniki analizy pozwoliły zidentyfikować na jakie bariery przedsiębiorstwa są narażone najczęściej, w jaki sposób mogą sobie z nimi radzić oraz jakich błędów podczas wdrażania zmiany przedsiębiorstwa powinny unikać, aby pomyślnie przejść przez proces implementacji controllingu.

Introduction: Implementation models, frameworks and theories (hereafter tools) provide researchers and clinicians with an approach to understand the processes and mechanisms for the successful implementation of healthcare innovations. Previous research in mental health settings has revealed, that the implementation of coercion reduction programs presents a number of challenges. However, there is a lack of systematized knowledge of whether the advantages of implementation science have been utilized in this field of research. This systematic review aims to gain a better understanding of which tools have been used by studies when implementing programs aiming to reduce formal coercion in mental health settings, and what implementation outcomes they have reported. Methods: A systematic search was conducted using PubMed, CINAHL, PsycINFO, Cochrane, Scopus, and Web of Science. A manual search was used to supplement database searches. Quality appraisal of included studies was undertaken using MMAT—Mixed Methods Appraisal Tool. A descriptive and narrative synthesis was formed based on extracted data. Preferred Reporting Items for Systematic Review and Meta-Analyses (PRISMA) guidelines were followed in this review. Results: We identified 5,295 references after duplicates were removed. Four additional references were found with a manual search. In total eight studies reported in nine papers were included in the review. Coercion reduction programs that were implemented included those that were holistic, and/or used professional judgement, staff training and sensory modulation interventions. Eight different implementation tools were identified from the included studies. None of them reported all eight implementation outcomes sought from the papers. The most frequently reported outcomes were acceptability (4/8 studies) and adaptation (3/8). With regards to implementation costs, no data were provided by any of the studies. The quality of the studies was assessed to be overall quite low. Discussion: Systematic implementation tools are seldom used when efforts are being made to embed interventions to reduce coercive measures in routine mental health care. More high-quality studies are needed in the research area that also involves perspectives of service users and carers. In addition, based on our review, it is unclear what the costs and resources are needed to implement complex interventions with the guidance of an implementation tool.

Opis:

The purpose of the article is to present the results of empirical research concerning solutions used in the strategy implementation process by companies recognized as effective in achieving their strategic goals. Based on the results of the research, a model of improving the strategy implementation process was proposed. In the theoretical part the method of analysis and critical review of the literature was used. The technique used in the empirical study was PAPI. In order to investigate relationships, Cramer’s V coefficient was calculated. The main findings of the study allow us to conclude that there are some specific solutions from the following areas: organisational structure, communication and motivation, cooperation, implementation tools and methods, and control, which particularly effectively support the strategy implementation.

This practical paper reports on significant Learning Activity Management System (LAMS) work currently being undertaken at The University of Nicosia in Cyprus; a growing number of full e-courses have been, and are being, created using LAMS and a suite of specialized programs in order to provide an alternate and more convenient educational service for students. Critical administrative, organizational, personnel, pedagogical and technological issues have had to be addressed to support this important project. Some implications of the way students work online will be discussed, sample e-lecture materials will be presented, and suggestions for future technical development will be made. The paper concludes with the assertion that LAMS can be used to deliver local and international full e-learning courses effectively and inexpensively within a supportive and dynamic administrative and organizational superstructure.

The rapid development of digital technologies have created unprecedented opportunities for the industrial world. Enterprises, especially small and medium sized companies, struggle to successfully implement these technologies, and there is scant literature to support this endeavor. The authors hypothesize that ERP (Enterprise Resource Management) implementation, being a mature field, can guide digital technology implementation, taking into considerations the similarities. A systematic literature review was conducted to determine the critical success factors (CSF) of ERP implementation in SMEs that were used to derive guidelines for digital technology implementation case study. The results of the case study is another list of CSF that more correctly mirror the digital technology implementation needs. They are: “digitalization strategic plan”; “project sponsor/leader”; “commitment to the workplace”; “involvement of top management”; “reasonable project scope”; “compatibility with existing processes/systems”; “progressing with small steps”; “use of correct competencies”; and “involving the users”.

In the work presented below, information regarding the capabilities of Building Information Modeling (BIM) and the benefits of breakthrough technology in recent years is provided. The origins of the concept and the understanding of BIM at various stages of the life cycle of a building object are described. Differences between traditional solutions and BIM tools have been shown. The highlighted differences also relate to design methods, information flow, construction, and building management. BIM is presented from a theoretical standpoint, based on the basics of change management and commonly used methods for implementing processes. Additionally, the paper presents the current situation in Poland and selected countries around the world. The work concludes with an empirical study on the development of global trends and their influences.
W poniżej pracy przedstawiono informacje dotyczące możliwości Building Infromation Modeling (BIM) i korzyści wynikające z przełomowej technologii ostatnich lat. Opisane zostały początki koncepcji i rozumienie BIM w różnych etapach cyklu życia obiektu budowlanego. Ukazane zostały różnice pomiędzy tradycyjnymi rozwiązaniami a narzędziami BIM. Wskazane różnice dotyczą również sposobów projektowania, przepływu informacji, budowania i zarządzania budynkiem. The implementation of CRM strategy itself needs vast amount of effort from the whole company including both, workers and management. Especially the strategy needs the change of the way of thinking (in terms of the product) and taking into consideration clients position in every process in a company. Moreover, this concept requires full commitment of staff and management regardless the management level. The most important then are becoming trainings and the creation of the proper motivational system. Among outside factors one can number such as information access, kind of a client contact, the emotional notion towards a product or service, number of clients and value of transaction per unit. The biggest problem is caused by a kind of the client contact and information access which is attached to it. The influence of the rest of factors can be reduced for example by the usage of CRM system, promise model or such tools as contests, lotteries or loyalty contracts.

The article is devoted to the problem of temporal big data analytics (BDA) in organizations in the context of the challenges arising from the business environment. The research problem originates from the multiplicity of existing approaches to implementing big data, from the multiplicity of concepts underlying these approaches, as well as from the lack of temporality context in the existing proposals. It is thus necessary to review and order the big data methodologies and strategies. The article also characterizes the challenges for an effective temporal BDA, and on this basis a set of requirements is formulated which must be met by the temporal big data analytics implementation methodology in organizations. For these purposes, firstly, a critical analysis of literature was used as the research method, secondly, methods of creative thinking, synthesis and analysis were used.

Opis:

The article is devoted to the issue of the implementation of the Directive of the European Parliament and of the Council (EU) of 6 July 2016 on measures contributing to a high level of security of networks and information systems within the territory of the Union (the so-called NIS Directive) into the Polish legal system. In this context, the author analyses the Act on the National Cybersecurity System, presenting the system and its individual components. The subjects of consideration are the provisions of the Act on National Cybersecurity System of the Republic of Poland and other legal acts concerning the subject matter, which entered into force before the adoption of the analysed act. In conclusion, the author states that in some cases, it is necessary to amend individual legal acts in order to avoid ambiguities which lead to disruption of the system as a whole. The basic method used in this article is legal dogmatics and critical analysis of the scientific literature, documents and opinions of experts—practitioners.

By the Act of 8 March 1990 on Municipal Self-Government, the legislator imposed a wide range of tasks to be performed by the municipality, including meeting the community’s needs in the area of municipal housing. The aim of the study is to present a legal entity that is autonomous from the commune and managed as a limited liability company, namely the Towarzystwo Budownictwa Społecznego (TBS) [Social Housing Society]. It operates under the Commercial Companies Code of 15 September 2000 within the scope resulting from Article 27(1) and (2) of the Act of 26 October 1995 on Certain Forms of Housing Promotion, thus performing the municipality’s housing tasks. TBS companies have been equipped with a legal personality primarily to become a more effective guarantor of the proper implementation of public tasks. The availability and standard of housing play a key role in meeting the housing needs of households. For those social groups that are unable to finance the purchase of a dwelling at market prices on their own, rental housing is a beneficial solution to meet their housing needs. The operations of the TBS are not subject to the principles of the market economy. The specificity of the company’s activity is that the primary and principal statutory objective cannot be profit-making, i.e. to seek to generate and maximise profits, but that any income must be allocated to statutory objectives. However, nothing stands in the way of such companies performing secondary and accessory activities at the same time, the income from which will support their non-commercial statutory objectives.

Opis:

Health psychology was founded as a response to social needs for better understanding and regulation of psychological aspects of biological, mental, and social well-being. Despite initial enthusiasm and optimism in its early days, three decades of development yielded results that are disappointing to many scholars in terms of health psychology practical meaning. Thus, in this paper we review several challenges for health psychology. We believe that health psychology might benefit from revival of aims and values that distinguished the discipline at its onset such as bio-psycho-social perspective that has been narrowed to somatic illness in recent days. Second, more integration is needed in theory and terminology to eliminate overlapping concepts labeled with different names. Furthermore, social practice would benefit from greater responsiveness of health psychologists to new technologies. Finally, health psychology is likely to derive benefits from more general well-established perspectives on diffusion of innovation in social practice. We conclude that health psychology as a practice-related scientific discipline is likely to regain its initial momentum once these problems are solved and novel areas of scientific exploration are identified.

Sercem artykułu jest autorski algorytm implementacji lean w organizacji. Dalsza część to opis poszczególnych kroków algorytmu. Dodatkowo szczegółowo zaprezentowano jeden z najważniejszych kroków implementacji – wdrożenie narzędzi lean management.
The main goal of the article is to present an algorithm that attempts to rank the individual steps of the procedure for the introduction of lean-management activities into the company. First, the article presents basic information about the lean management concept. At the same time, it shows the importance of the human factor in the first and subsequent phases of its implementation. The heart of the article is an original algorithm of Lean implementation in the company. The latter part – a description of the individual steps of the algorithm. Additionally, one of the most important steps of practical realization – the implementation of lean management tools – is shown in detail.

In this paper¹ I shall discuss the representation of morphological tone in Hausa, as implemented in a computational grammar of the language, referred to as HaG, which has been developed within the framework of Head-driven Phrase Structure Grammar. Based on an indepth study of segmental and suprasegmental properties manipulated by morphological processes, I shall argue that two fundamental insights from autosegmental phonology need to be seamlessly integrated into typed feature structure grammars of languages with grammatical tone, namely (i) the systematic separation of tonal and metrical information from the string of consonants and vowels, and (ii) the possibility of tonal spreading, i.e. the possibility for a tonal specification to be assigned to an arbitrary number of adjacent tone-bearing units (syllables). To this end, I present a formalisation of tonal melodies in terms of typed list constraints that implement a notion of tonal spreading, allowing for an underspecified description of tonal melodies, independent of the number of tone-bearing units. I shall finally show that this minimal encoding is sufficient, and flexible enough to capture the range of suprasegmental phenomena in Hausa.

Implementacje oceniono w świetle postępowań Komisji Europejskiej w sprawie naruszeń naruszeń i spraw przed Trybunałem Sprawiedliwości wydanych na mocy art. 260 TFUE. Wyniki wykazały, że modelowe rozwiązania są w dużym stopniu niestosowane. Część badawcza pracy została oparta przede wszystkim na aktach prawnych i innych dokumentach (komunikaty, protokoły itp.)wydanych przez UE, Wielką Brytanię, Francję oraz Polskę, a także unijnych i rządowych bazach danych.
This thesis analyzes the implementation of directives VAT in the UK, France and Poland. The lynx historically shown VAT directives from I to VI. Next presented the models, which are used in the implementation of the directives in the analyzed countries. In the research part there is an analysis of implementation of Directive 112/2006. Implementations evaluated in the light of the infringement proceedings and judgments the Court of Justice issued under Article 260 TFEU. The results showed that the model solutions are largely neglected. Research work has been primarily based on legal acts and other documents (messages, protocols, etc.) issued by the EU, Great Britain, France and Poland, as well as EU and government databases.

The purpose of this paper is to introduce certain new solutions in field of policyholders protection drafted by Polish legislators in the process of IDD implementation (in B2C and B2B transactions). By the end of February 2018, the Insurance Distribution Act is to enter into force, fundamentally reshaping Polish insurance law. The Insurance Distribution Act draft includes a multitude of provisions aimed at improving and broadening legal mechanisms guaranteeing the rights and obligations of insurance customers. However, the current contents of the Insurance Distribution Act draft already raise doubts whether the legislative techniques are accurate and precise. The authors focus on the solutions chosen in the Insurance Distribution Act draft that constitute new quality for Polish policyholders, including consumers. This is preceded by overall remarks on the draft itself as well as the current state of insurance legislation in Poland and the notion of a consumer.

The master’s thesis theme is innovation of business entities and factors influencing on the implementational ability of innovation, such as: human capital, technology transfer, institutional environment, innovation policy, competent project management. These processes have been analyzed on the appropriate levels - macro and micro. To solve this issue, the paper presents an overview of the different approaches to defining the essence of innovation, its importance and examination of powerful innovation economies, description of the process of implementing innovation in the company, which comes with several examples.

Barriers to innovation implementation can be such factors that hinder, delay or entirely prevent the innovation process. The study of social uncertainty as a barrier to innovation implementation has been carried out on the basis of a case study of the biofuel sector in Poland. The goal of the article is to indicate that one of the development barriers of the Polish biofuel sector may be social uncertainty. Firstly, it describes chosen innovation barriers. Secondly, it explains uncertainty and defines social uncertainty. Thirdly, it briefly points to the situation of the biofuel sector in Poland, emphasising the problems of social acceptance. Finally, research findings are presented, showing that young adults in Poland declare a positive attitude towards biofuels but are less willing to actually purchase biofuels themselves.

Opis:

The hydroacoustic system based on DOA estimation utilizes passive antenna composed of many hydrophones. The samples of the arriving acoustic signal must be gathered synchronously from each hydrophone. This enables to take advantage of parametric processing signals methods. These methods make possible determination of the amplitude and the phase relationship among particular hydrophones. The newest complex systems made up of many sub modules uses network solutions. In the case of Ethernet network some standards (e.g. Precision Time Protocol) are defined to enable synchronization of the data (samples) gathered from many hydrophones by the clock synchronization. When the antenna consists of few hydrophones then the special concentrator connected point-to-point to hydrophones can be utilized. This article discusses the issue related to PTP as well as concentrator based on FPGA technology, which uses simple UDP protocol. In the case of concentrator the synchronous method of the I/Q detection which not requires synchronous samples acquisition is also presented.

The objective of the paper is to carry out preliminary review of project management approach introduced into the sphere of public management in Poland by the EU programming policy. One of driving forces of this new approach as a result of the EU infl uence was to develop new culture within the Polish public management system. Our review indicates quite complex picture with some key features of particular importance: a) project approach enforced trends for professionalization and growing up of size/budgets of some NGOs through high procedural and fi nancial requirement to be met by NGOs to apply and successfully implement projects; b) however, the same  equirement created a formal institutional wall for smaller organizations; c) it seems that some concerns related to overdependence of NGOs to donors at the expense of bottom-up identifi ed areas of interventions proved to be to overdue. Programmes provides really wide spectrum of “translation” of local needs into EU programmes languages.

W pracy przedstawiono sposób realizacji regulatora PID na matrycy FPGA. Omówiono implementację, wyniki symulacji stworzonego teoretycznego projektu oraz sposób jego fizycznej realizacji. Przedmiotem zainteresowania są możliwości wykonania w postaci cyfrowej jednego z typowych układów regulujących procesami, które dostosowują sygnał sterujący urządzeniem na podstawie aktualnej wartości wyjściowej obiektu. Zastosowana matryca jest rekonfigurowalnym układem ogólnego przeznaczenia, który po zaprogramowaniu pozwoli użytkownikowi wykorzystywanie jej jako regulatora PID bez konieczności nabywania specjalizowanego urządzenia.
This article contains the method of realization the PID controller using the FPGA array. There were described the implementation, results of the simulation of the theoretical project and the methods of physical realization. The main topic is realizability of the digital version of the typical process controller, which adjusts the command signal basing on the output of the device. The used array is reconfigurable general purpose circuit, which after being programmed one can use as a PID controller without necessity of purchasing the specialistic device.

I would like to present the model of preparing master's implementation theses in the humanities and social sciences, which was developed, tested and implemented at the Faculty of Philosophy of the Jagiellonian University in 2017-2019. This model is a good example of commercialization of learning outcomes already at the student’s level. It is also a good practice in the field of cooperation between the university and the broadly understood socio-economic environment. The above-mentioned model of preparing master's implementation theses was developed as part of the project "Model of Increasing the Employment Opportunities of Graduates of Humanities and Social Sciences and Changing the Attitudes of the Social and Economic Environment to Their Professional Potential" based on a similar model observed at the Norwegian University of Science and Technology Trondheim. In the article, I will present a full description of the model in the testing phase and after implementation. I will also present an evaluation report prepared after the project and proposals for further development of the model, among others o the possibility of writing team master's theses and connecting the promoter with the tutor.

Tematem artykułu jest implementacja standardu szyfrowania danych AES-128 w układach reprogramowalnych FPGA. W systemach, gdzie wymagana jest duża szybkość szyfrowania informacji implementacje programowe okazują się zbyt wolne. W związku z tym zachodzi konieczność sprzętowej akceleracji obliczeń, a idealnym rozwiązaniem jest wykorzystanie do tego celu możliwości, jakie dają układy reprogramowalne FPGA. Do implementacji w języku VHDL wybrana została podstawowa wersja algorytmu określonego w standardzie AES. W celu uzyskania maksymalnej szybkości szyfrowania zastosowana została architektura potokowa modułu.
In this paper we investigate hardware implementation of AES-128 cipher standard on FPGA technology. In many network applications software implementations of cryptographic algorithms are slow and inefficient. To solve the problems custom architecture in reconfigurable hardware was used to speed up the performance and flexibility of Rijndael algorithm implementation. We aimed at achieving the maximum speed and efficiency of cipher process, therefore pipeline architecture of AES module was proposed. The investigations involved simulations and synthesis of VHDL code utilizing Virtex4 series of Xilinx.

Opis:

The paper presents an algorithm for detection of a complex envelope of power grid signals. The algorithm is based on a Hilbert transform. It was prepared for an analysis of a lowfrequency disturbances, but can also be used as a compex envelope source for other applications. An implementation of the algorithm in a digital signal processor was made to proof an ability of a realtime operation. Analyses with various numerical representations and input signal quantization were done. Execution times on a DSP were measured. Tests proved that the presented algorithm is able to analyze power grid signals in a real-time with satisfying performance and uncertainty.

The article presents the results of the research on the level of implementation of Lean instruments in the ceramics industry. The research was carried out in ceramic factories in Poland and Germany. Based on the results obtained, the most commonly used Lean instruments in the ceramics industry were defined. The dependence of the use of Lean instruments on the size of the enterprise was also determined. It was established that the Lean activities undertaken in the ceramics industry are focused solely on the implementation of individual methods and tools, without a pre-defined goal. This approach in the ceramics industry is ineffective, but unfortunately it is most often used in the implementation of the Lean philosophy, especially in small ceramics enterprises.

The aim of the article is the analysis of controlling in relation to the management of a contemporary enterprise. Against this background, the essence and concept of controlling, its classification and importance for the development of the company were presented. The scope of controlling applications in enterprises' operations depends mainly on the needs of management staff and their managerial awareness. The fact that the views concerning him are not unambiguous, they do not have a universal form, equally understood terms and tasks, strictly defined and assigned actions or methods, is of great significance. The area with which controlling is related applies to all areas of the company's operations. Support for business management takes place in the area of the entire organization. Controlling with its instruments reaches everywhere, coordinates management in all company's cells. Presented premises in the scope of organization of controlling in enterprises, allow to state that the smaller enterprise, the more often controlling appears as a linear cell or a group of cells located in the linear hierarchy. In addition, they indicate that the time of implementation of controlling in the case of large enterprises (in this case also state-owned) is longer than in enterprises from the SME sector (most often private), which is mainly related to the reluctant attitude to changes of employees and management of these organizations, and their internal adjustments.

The article looks primarily at the material comprised in the volume edited by A. Piszcz, Implementation of the EU Damages Directive in Central and Eastern European Countries published in 2017 and based on that compares aspects of the disclosure of evidence issue in Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia. The purpose of this article is to look into how the process for the disclosure of evidence has evolved in eleven countries of the European Union in light of Directive 2014/104/EU. The article looks at six key issues with regard to disclosure of evidence in light of Directive 2014/104/EU: general procedural issues; procedure for the submission of evidence; criteria for the disclosure of evidence; restrictions on the disclosure of evidence; disclosure of evidence by parties other than the defendant; and consequences of the failure to comply with a request to submit evidence. The article relies on primary data from eleven EU countries from Central and Eastern Europe.

In 2022, upon the unexpected activation of the Temporary Protection Directive (TPD) by the Council Implementing Decision 2022/382, the Member States had to revive the EU law that had not been used for over 20 years. Poland adopted a new law that was aimed at offering extended rights to Ukrainian nationals and their family members. Other persons enjoying temporary protection under EU law were offered general protection available in Poland since 2003. This contribution sets out to answer the question of whether Poland followed the TPD and the Council Implementing Decision 2022/382 in its two-way response to the Russian invasion of Ukraine. The article is based on a comparative analysis of Polish and EU law, doctrinal views concerning temporary protection and available information about domestic practice. It focuses on the following areas of interest: eligibility for temporary protection, residence permits, accommodation, family reunification, returns and measures after temporary protection ends, and remedies. The analysis conducted showed that Polish law on temporary protection is not fully compatible with the respective EU law. In the selected areas of interest, Poland either did not thoroughly follow the Council Implementing Decision 2022/382 or did not meet the minimum standards arising from the TPD.

The aim of this article is to analyze BIM technologies need to the design companies. Increased effectiveness of design companies using BIM was assessed. Article discusses BIM design challenges, barriers, problems and solutions. In order to assess the need of BIM technologies for design companies right, 10 BIM programs using companies designers were interviewed. Also there were identified factors which influence design firms to implement BIM programs. According to the respondents the greatest influence of BIM software installation for their company had calculations of 3D construction. Furthermore, there was assessed the increased effectiveness of the design services using BIM. The paper discusses the BIM technologies need for the design companies. There was estimated demand for BIM technologies for micro company which carries out design work in Lithuania. When project ordering demand is moderate, company in not willing to expand and economical situation in the country stays the same, it is not profitable to implement BIM for ,,micro” company when it is not making complex projects.

Generalized characteristic function games are a variation of characteristic function games, in which the value of a coalition depends not only on the identities of its members, but also on the order in which the coalition is formed. This class of games is a useful abstraction for a number of realistic settings and economic situations, such as modeling relationships in social networks. To date, two main extensions of the Shapley value have been proposed for generalized characteristic function games: the Nowak-Radzik value and the S´anchez-Berganti˜nos value. In this context, the present article studies generalized characteristic function games from the point of view of implementation and computation. Specifically, the article presents a non-cooperative mechanism that implements the Nowak-Radzik value in Subgame-Perfect Nash Equilibria in expectation.

Lean Green is a concept which is implemented as a part of the sustainable development strategy, share allowing for reduction of the company’s costs related to, on the one hand, efficient use of energy factors and on the other optimum use of production factors aimed at minimisation of wastefulness, in particular in the area of post-production waste and pollution. The purpose of the article is to identify the determinants, internal stimuli and to specify the force with which they affect the implementation of the Lean Green concept in companies on various continents: America, Asia and Europe. For the purpose of better recognition of the examined problem, analysis of results of studies was made in consideration of the following criteria: country where a given company operates and share of persons outside the company in the process of implementation of this concept. In article uses the one-way ANOVA methodology, the Shapiro Wilk and Levene tests and the non-parametric Kruskal Wallis test. Opis:

Hardware implementation of a widely used decision tree classifier is presented in this paper. The classifier task is to perform image-based object classification. The performance evaluation of the implemented architecture in terms of resource utilization and processing speed are reported. The presented architecture is compact, flexible and highly scalable and compares favorably to software-only solutions in terms of processing speed and power consumption.

Opis:

The purpose of this study is to examine the links between generic strategy types and organizationalperformance. Moreover, this paper will attempt to discover whether or not the emphasis onplanning strategy implementation will enhance a company with superior performance. This paperstudied 104 Georgian based manufacturing companies. A questionnaire was chosen as the surveyinstrument. The respondents selected were CEOs of the manufacturing companies being surveyed.Findings of this study are based on the results of the hypotheses tests which indicate that companieswith clearly defined business strategies are performing better. The group of companies with integratedstrategies had better performance than those concentrating on either of them. This contradicts theidea that it is not effective to use a combination of cost-leadership and differentiation strategy becauseof their exclusivity. There were no strong ties established between the strategic type and the planningof strategic implementation. Moreover, companies placing emphasis on planning strategy implementationhave better performances than those “stuck in the middle”. The results of this study are particularlyuseful for practitioners, as it can provide managers with the information connected with strategyformulation and implementation processes. This study makes a contribution to the existing literatureby exploring strategy processes within Georgian based manufacturing companies, and addressing theinconclusiveness of the results of generic strategies and organizational performance.

Opis:

The disbursement of funds of the European Union’s budget with regard to Common Agricultural Policy imposes on administrative authorities of Community and Member States many responsibilities to protect financial interests of the EU’s budget. This paper presents the characteristics of these responsibilities and legal consequences of their violations and deals only with issues connected with responsibilities of domestic authorities. A well– functioning system of protection of such interests consists of a group of institutional guarantees starting with the effectively functioning institutions at the level of coordination, management and implementation of UE’s aid, through effective management and control system dealing with disbursement of these funds. The effectiveness of the protection of those interests in particular Member States can be assessed by ascertained irregularities. Although Poland is considered to be a country which effectively deals with above mentioned protection of financial interests, it does not exempt our country form the obligation of further development in these area.

Opis:

Space law is clearly oriented towards creation of soft law instruments and their subsequent implementation directly into national law. However, it is not an ideal method for regulating the peaceful use of outer space. At least a few problematic issues should be noted. Firstly, the lack of scrutiny by parliaments with regard to soft law standards accepted by States. Secondly, the multiplicity of soft law documents on the same subject matter – especially in the case of space debris (IADC, UN, ISO or ESA), which may not be fully identical. Thirdly, developments in space technology mean that existing soft law standards may nevertheless be outdated in practice. Fourthly, the creation of new soft law is not always a quick process. However, implementation of international soft law relating to outer space into domestic law ensures that international norms are binding under national law. It thus strives to guarantee both the development and the effectiveness of international space law, despite the absence of new treaty regulations.

Forming action plans is expected to move people from intention to action. We hypothesized that the effects of planning interventions may depend on changes in self-efficacy beliefs. Participants (182 nurses and midwifes, 89% women, aged 19-50) were assigned to the control or the planning intervention (three planning sessions) groups and reported their self-efficacy, sweet and salty snack intake at the baseline and four months later. The results suggest that an increase of efficacy beliefs over time augmented the effects of the planning intervention and resulted in the lowest snack intake (the enhancing effect of self-efficacy). Planning intervention also prompted lower unhealthy snacking if efficacy beliefs were decreasing (the protective effect of planning). Those who have stable-high self-efficacy were able to achieve low snack intake regardless of the group assignment (the buffering effect of self-efficacy).

Currently, the 8th edition of the "Implementation Doctorate" program is being implemented in Poland. This is a unique program on a global scale, the idea of which is that the program. This program is dedicated to all scientific disciplines. This paper focuses on detailed assumptions of the program, the functioning of this program in the context of changes in the implementation of the third degree (doctoral studies) and entrusting them in scientific units to the so-called doctoral schools, the problem of defining and dividing the activity of doctoral students into scientific and implementation, the problem of defining the so-called implementation, defining the principles of evaluation of industrial entities whose employee is to implement the program, defining the principles of evaluation of the doctoral promoter and the scientific unit in which the doctoral program is carried out, the issues of assessing the progress of a doctoral student and how to verify it, and the problem of maintaining the secrecy of sensitive information of entities in the context of reporting the progress of the implementation of the doctorate and the defence of the doctorate. This paper focuses on the analysis of doctorates in the field of engineering and technical sciences, which seem to have the greatest potential for the implementation. In particular, the focus was on the analysis of issues related to metallic materials. Qualitative analysis indicates that the idea of the "Implementation Doctorate" program has proven itself in the field of metallic materials topics.

Purpose – The main objective of the following article is to present issues associated with managing diversity in the context of demographic changes. The aim of this paper is to offer concrete suggestions on how organizations can overcome demographic changes and tap the business potential of diversity management.Design/Methodology/Approach – The authors’ approach is based on the literature, statistic data and authors’ own research. The empirical part was developed on the basis of survey research titled “Diversity Management in the V4 Countries as an Answer to Demographic Changes”. The research was quantitative, implemented through the computer-assisted personal interviewing (CAPI) technique on a group of 101 respondents. The research study was conducted in 2016–2017.Findings – According to the research, knowledge and practice of diversity management is not very widespread in the Czech Republic. The research has shown that according to the opinion of the respondents from organisations, they recognize differences in motivation factors for specific groups of employees. The majority of respondents see the values and benefits of different groups of employees, as well as their specific needs. The majority of respondents know that specific groups can be the objects of various types of discrimination.Practical implications – Changes taking place on the labour market and globalization – and in particular the demographic changes in the Czech Republic – have evoked a necessity of searching for new strategies of management. Contemporary human resources management strategies should take into account social and demographic changes and the influence of those changes on customer purchase behaviour and requirement. Therefore, knowledge of diversity management and practical applications should be reflected in strategies of organizations. Results of the study provide general guidelines for determining the direction of how important diversity management should be in organizations.Originality/value – The research concerns diversity management in the Czech Republic with respect to demographic changes.

Opis:

An original method of ERP in SME implementation efficiency assessment (EWE) is developed. It consists of 5 elements, that is: (1) ERP system parameters, (2) SME company parameters, (3) an SME experience which proceeded the ERP project, (4) functionality indicators values, (5) an algorithm that enables ERP and SME characteristics binding – a GMDH algorithm. The application of this method allows predicting economical effects as far as the implementation of ERP is concerned, taking into consideration efficiency indicators in the analyzed company. In this correspondence an efficient approach to structure of hardware accelerator for calculating the quotient of two complex-numbers with reduced number of underlying binary multipliers is presented. The fully parallel implementation of a complex-number division using the conventional approach to structure organization requires 4 multipliers, 3 adders, 2 squarers and 2 divider while the proposed structure requires only 3 multipliers, 6 adders, 2 squarers and 2 divider. Because the hardware complexity of a binary multiplier grows quadratically with operand size, and the hardware complexity of an binary adder increases linearly with operand size, then the complex-number divider structure containing as little as possible embedded multipliers is preferable.

W artykule przedstawiono problematykę realizacji inwestycji sieciowych oraz charakterystykę tego procesu, jak również proces realizacji inwestycji sieciowych w obszarze formalno- -prawnym. Omówiono krajowe uregulowania prawne dotyczące przygotowania i realizacji inwestycji sieciowych. Przeprowadzono ich analizę i ocenę oraz zidentyfikowano utrudnienia i bariery związane z realizacją inwestycji sieciowych. Przedstawiono analizę przyczyn niedostosowania istniejących rozwiązań prawnych do specyfiki inwestycji liniowych oraz dotychczasowe prace legislacyjne zmierzające do zmiany tego stanu. Zwrócono szczególną uwagę na ustawę o przygotowaniu i realizacji strategicznych inwestycji w zakresie sieci przesyłowych oraz „zamrożony” projekt specustawy o korytarzach przesyłowych. Zaproponowano zmiany uregulowań prawnych ukierunkowanych na szybkość i efektywność procesu inwestycyjnego, uproszczenie i przyspieszenie zarówno procesu przygotowania jak i realizacji inwestycji sieciowych, ułatwione pozyskiwanie terenów pod lokalizację inwestycji liniowych i wprowadzenie instrumentów umożliwiających szybkie rozwiązania sytuacji spornych. Stwierdzono, że taką możliwość daje jedynie specustawa, bowiem kompleksowa nowelizacja przepisów dotyczących realizacji inwestycji rozproszonych w bardzo wielu ustawach i aktach wykonawczych do nich jest po prostu nierealna. Dokonano analizy i oceny specustaw dotyczących różnych inwestycji infrastrukturalnych uchwalonych na przestrzeni ostatnich lat. Stwierdzono, że ich przyjęcie w istotny sposób ułatwiło realizację inwestycji infrastrukturalnych i pozwoliło na znaczące zwiększenie stopnia wykorzystania środków unijnych, przeznaczonych na finansowanie tych projektów. Przy czym przy realizacji inwestycji sieciowych w ostatnich latach szczególnie pomocna była specustawa o przygotowaniu finałowego turnieju Mistrzostw Europy w Piłce Nożnej UEFA EURO 2012.
In this paper, subject matter of the implementation of network investments is discussed. The profile of this process is presented. The process of the construction of network investments in the formal and legal area is assessed. National legal regulations which describe preparation and construction of network investments, are discussed. Their analysis and assessment is performed. Identification of the hindrances and barriers connected with construction of network infrastructure are shown. An analysis of the causes of the non-adaptation of the existing legal solutions to the specificity of linear investments is presented. Past legislative works heading for change of this status are described. Special attention is paid to the Act on the Preparation and Construction of Strategic Investments in the Range of the Transmission Network and “freeze” project of the Act on Transmission Corridors. Amendments to legal regulations in the direction of: quick and effective investment process, simplification and acceleration of investment preparation and execution process, easy land acquisition for location of linear investments and introduction of instruments, which provide a quick solution for points of dispute possible are proposed. Such a possibility is only given by a special act, as the comprehensive amendment of regulations regarding the implementation of investments scattered across many acts and ordinances is simply unreal. An analysis and assessment of special acts regarded different infrastructural investments completed over last years is performed. The adoption of these special acts makes the implementation of infrastructural investments easier in an essential manner and has led to a considerable increase in degree of utilization of union financial resources allocated for the financing of such projects. The Act of the Preparation for the UEFA Euro 2012 European Football Championship has been especially helpful in the implementation of network investments in recent years. In this paper, selected aspects of the implementation of network investments resulting from the national legal conditionings are discussed. They have fundamental influence on process of expansion and modernization of network infrastructure, which takes the principle of sustainable development into account.

Showing the being of the knowledge management and explaining is a purpose of the article innovations as well as portraying the benefit to the enterprise from applying these concepts and describing tasks for management boards so that this process proceeds efficiently and effectively. The article rose with the thought about students and entrepreneurs from the small and medium-sized business sector in order to make aware persons managing in these companies, that the knowledge and innovations, in the 21st century they are the source of the success and let develop with great dynamics on the competitive European market. Today one should base its decisions on facts and something concrete, and lets it competent knowledge management. Apart from theoretical explaining notions knowledge management and of innovation, they also presented research results about applying the knowledge and the innovation in the enterprise.

Lean or Toyota Production System (TPS) has more or less successfully been implemented in the Western world's businesses and organizations for the past 20 years. Several authors have discussed what it is that creates a successful implementation, and several studies have been presented where strategies for implementations have been studied. Culture's impact and possible mitigation for Western companies have been studied and described by for example Womak & Jones. Proponents of the concept of Lean argue that culture is not a constraint for implementation of Lean. Lean Management is called a philosophy but it is often used as a change strategy in the sense that it is implemented with the view of improving performance. A change strategy could be seen as a product that might have to be customized with the view of improving the effectiveness of the implementation. On the other hand abandoning a standardized approach comes with the risk of severely altering the change strategy, possibly to its detriment. Implementing Lean will have an effect on the company culture. Does it make any sense customizing the implementation to culture if the issue is changing the culture? The purpose of this paper is to highlight and discuss the balance between a customized implementation and a standardized implementation. Which are the main arguments for standardization and customization and how could these be reconciled? A literature study of Lean implementation has been carried out and compared with Lean principles and theories from change management with focus on change drivers and change barriers. Main drivers of Hofstede's national cultural dimensions are compared with Lean principles to identify possible drivers and barriers in different cultures. The theory synthesis on drivers and barriers is subjected to a first test in a case study on Lean implementation according to a standardized approach. The implementation is made in a small Swedish factory belonging to a worldwide industrial company. Results from the literature review and the case study indicate that both customization and standardization are needed.

This case study research aims to compare the performance of the implementation of supply chain management (SCM) strategies within Asian and European Companies. The case study measures company’s opinions of supply chain strategy implementation through utilization of Sense and Response methodology. Critical Factor Index (CFI), Balanced Critical Factor Index (BCFI) and Scaled Critical Factor Index (SCFI) are used in this study to represent the result of comparison between European and Asian companies. From the analysis of comparison of all Sense and Response models, it can be concluded that there are differences and similarities of critical attributes that affecting supply chain strategy implementation in Asian and European companies. There are two attributes that have consistent trend for both regions; innovation and organization structure. In this research the analysis of supply chain strategy implementation was made for the needs of manufacturing industry. Suggestions for future research are multiple case studies in different industry areas in global business environment. The results provide a guideline to the company to measure the right attributes for making the right decision in a dynamic environment. It also provides good knowledge for companies to implement supply chain strategies, the main approaches to implement it and the main challenges in supply chain strategy implementation. Supply chain strategy implementation was analyzed in the European and Asian companies. This research shows that there are several developing areas for companies when implementing supply chain strategies.

Opis:

The Internet has evolved from connecting people and later videos, photos, and text to more recently physical objects. Using sensors, physical objects can “talk” (transmit data) to each other and even command each other to perform a physical act. As things and people become more connected, such objects will also become part of social net-works, much in the same way that people tag photos on Facebook. In this way, the value of such objects will increase for both research and learning. The IOT and Cloud computing technologies can provide solutions for the above-mentioned problems in the education system. Cloud computing enables users to control and access data via the Internet. The main users of a typical higher education cloud include students, faculty, administrative staff, Examination Branch and Admission Branch. All the main users of the institution are connected to the cloud. Separate login is provided for all the users for their respective work[12]. Teachers can upload their class Tutorials, assignments, and tests on the cloud server which students will be able to access all the teaching material provided by the teachers via the Internet using computers and other electronic devices both at home and college and 24X7. This paper focuses on the integration of Cloud and IOT for the education system. Connected de-vices can help make life easier for students with special needs. Many of the daydreams for IOT in education involve students taking advantage of new technologies to complete cool new projects.

Opis:

In order to scientifically support the process of forming rural tourism clusters in Ukraine it is important to develop both universal and end-use applied models relating to clusters of the type “the village rest” as well as rural tourism type. They are classified as follows: by the aim – as conceptual and applied ones, by structural peculiarities – as structural (institutional), structural-functional and factor (determinant). A multilevel universal model of the rural tourism cluster with basic structural levels: base, partner and accompanying ones is offered for research and practice. This model was approbated for two cluster initiatives in the Carpathian (a cluster of rural tourism “Boykivski Gazdy”) and Nadsiannia (a cluster Goat farm of “Fromages of d’Elise”) regions. Possibilities to use different types of research models in order to introduce cluster initiatives of the rural tourism in Ukraine on the regional and local levels are investigated.

Opis:

The paper presents partial results of a quantitative research survey that deals with the views of teachers of Czech Language and Literature at lower-secondary schools in the Vysočina Region on the implementation of the Shoah theme when teaching literature. In the paper we present the results of this hypothesis validation: 1) teachers whose second field of study is History have a higher implementation rate index than teachers otherwise certified; 2) teachers looking for books with historical themes to read during their own leisure time have a higher implementation rate index than other tested teachers; 3) male teachers show a higher implementation rate index than female teachers; 4) teachers with 20 years’ experience (inclusive) and more show a higher implementation rate index than those with experience of 19 years or less.

Opis:

Salsa20 is a 256-bit stream cipher that has been proposed to eSTREAM, ECRYPT Stream Cipher Project, and is considered to be one of the most secure and relatively fastest proposals. This paper describes hardware implementation of various architectures of this cipher in popular Field Programmable Gate Arrays (FPGA). The implemented architectures are based on the loop-unrolled data flow organization and after pipelining they can reach the throughput in the range of 20 – 30 Gbps even after fully automatic implementation in popular low-cost families of Spartan-3 and Spartan-6 from Xilinx. More resource-limited iterative architectures achieve speed of 1 – 2 Gbps. The results that are included in this work present potential of the algorithm when it is implemented in a specific FPGA environment and provide some information for evaluation of cipher effectiveness in contemporary popular programmable devices.

Opis:

In his article, the author discusses the system for the implementation and auditing of spending of European funds within the realisation of the Cohesion Policy in the 2014–2020 programming period, which stems from the regulations of the act on the rules for the realisation of Cohesion Policy programmes financed in the 2014−2020 financial perspective. The article takes into account the context of the EU regulations concerning the implementation of the Cohesion Policy in the following programming period. The new provisions are also discussed in relation to the differences with the present regulations on the system for the implementation and auditing of spending in the 2007−2013 financial perspective. In the first part of the article, the author focuses primarily on the analysis of the institutional system for the implementation of the EU funds, by presenting the responsibilities of individual institutions in the process of operational programmes realisation, and also by describing the designation procedure that is required for payment applications submitted to the European Commission.

Opis:

This study investigates the implementation of electronic payment syms in the service delivery of insurance companies operating in Nigeria. A cross-sectional survey design employed. A simple random technique and structured questionnaire were both employed. 79 respondents were drawn from 32 insurance companies which were selected from the directory of member companies. The major statistical technique employed for this study was a Kolmogorov−Smirnov test. The study recommends that continuous investment in technology is imperatively crucial to allow for cordial business relationship among all players in the Nigerian insurance market environment and greater attention should be placed on customers’ education and engagement.

Opis:

This paper is based on a study that was carried out to assess the implementation of cabotage act in Nigeria from the perspectives of the seafarers and shipowners who are considered as the major stakeholders in maritime sector and are directly affected by this act. The objectives of this study were to evaluate cabotage operations and to ascertain the effect of cabotage act implementation on Nigerian seafarers onboard cabotage vessels. Primary data was used through a design of questionnaire and interview. Fifty (54) copies of questionnaires were retrieved out of 60 copies that were administered. The method of data analysis was descriptive using statistical mean and percentages with the aid of Statistical Package for Social Sciences (SPSS) version 23. The data collected were measured in 5-point Likert scale with a hypothesized mean of 3.00. The findings of the study revealed that despite some successes recorded in the aspect of increase in the number of cabotage vessels operating on Nigeria waters and increase in the number of Nigerian seafarers employed onboard these cabotage vessels, there are still some challenges in respect to the implementation of this act such as, low capacity of Nigerian ship building industry to meet the demand of cabotage trade market, inability of shipowners to access fund to enhance their operations, lack of adequate attention to the condition of service and welfare of Nigerian seafarers onboard cabotage vessels. This study recommends investment in Nigerian shipbuilding industry in order to meet the demand of cabotage trade and also seeks enforcement of the ratified Maritime Labour Convention by Nigeria Maritime Administration and Safety Agency (NIMASA) in order to ensure better working and living conditions for Nigeria Seafarers.

Opis:

Over the last several decades, neuro-fuzzy systems (NFS) have been widely analyzed and described in the literature because of their many advantages. They can model the uncertainty characteristic of human reasoning and the possibility of a universal approximation. These properties allow, for example, for the implementation of nonlinear control and modeling systems of better quality than would be possible with the use of classical methods. However, according to the authors, the number of NFS applications deployed so far is not large enough. This is because the implementation of NFS on typical digital platforms, such as, for example, microcontrollers, has not led to sufficiently high performance. On the other hand, the world literature describes many cases of NFS hardware implementation in programmable gate arrays (FPGAs) offering sufficiently high performance. Unfortunately, the complexity and cost of such systems were so high that the solutions were not very successful. This paper proposes a method of the hardware implementation of MRBF-TS systems. Such systems are created by modifying a subclass of Takagi-Sugeno (TS) fuzzy-neural structures, i.e. the NFS group functionally equivalent to networks with radial basis functions (RBF). The structure of the MRBF-TS is designed to be well suited to the implementation on an FPGA. Thanks to this, it is possible to obtain both very high computing efficiency and high accuracy with relatively low consumption of hardware resources. This paper describes both, the method of implementing MRBFTS type structures on the FPGA and the method of designing such structures based on the population algorithm. The described solution allows for the implementation of control or modeling systems, the implementation of which was impossible so far due to technical or economic reasons.

The subject of my research was the cultural education, its assumptions and realization. The definition of cultural education by Jankowski and Aleksander and its foundations let me describe the cultural institution in terms of the assumptions of cultural education and their implementation.The research was conducted the St. Jadwiga Cultural Centre, located in Krowodrza Górka disrict in Cracow. Cultural education in this institution is directed mainly to children and young people and takes form of ludic and educational extra-curricular activities. The inspiration to deal with the subject was both the importance of concepts of education and cultural education as well as the observation of the Cultural Centre's activity, its staff and cultural activities that it offers. Paying attention to the theoretical establishments of cultural education allowed to refer them to their practical use and realization.What is also important, the described institution would not exist today if not for its original form and activity as the St. Jadwiga Youth Social Club in Cracow. Therefore, the results of the research that are presented in the thesis have been divided into two parts: the past and present situation.This topic provokes several questions of which the most important seems to be:How is the cultural education presented and realised in St. Jadwiga Cultural Centre in Cracow?Some more ascpects concerning the problem are the followng:As depicted in creating cultural education in St. Jadwiga Youth Social Club / Cultural Centre? How was/is the process of cultural education conducted in St. Jadwiga Youth Social Club / Cultural Centre?The research problems have become a basis for creating the structure of work in both its theoretical and empirical part.As the reaserch technique, the monographic method, interview, observations and analysis of documents were used.
Przedmiotem moich badań była edukacja kulturalna, jej założenia oraz realizacja. Przyjęte za Jankowskim i Aleksandrem definicje edukacji kulturalnej oraz jej założenia, pozwoliły mi opisać badaną instytucję kultury pod względem założeń edukacji kulturalnej i ich realizacji. Miejscem, w którym przeprowadziłam badania było Centrum Kultury im. Św. Jadwigi, mieszczące się na osiedlu Krowodrza Górka w Krakowie. Edukacja kulturalna w tej instytucji skierowana jest przede wszystkim do dzieci i młodzieży, przybiera formę zajęć pozalekcyjnych o charakterze rozrywkowym oraz edukacyjnym.Inspiracją do podjęcia tego tematu stała się nie tylko ważność samego pojęcia edukacji i związanej z nim edukacji kulturalnej, ale także obserwacja działalności Centrum Kultury, pracujących tam ludzi oraz form aktywności kulturalnej jakie można znaleźć w jego ofercie. Zwrócenie uwagi na założenia edukacji kulturalnej z punktu widzenia teoretycznego pozwoliło mi na odniesienie tych założeń do działań praktycznych.Podjęcie tego tematu skłoniło mnie do wielu refleksji, które zaowocowały wyłonieniem się problemu głównego mojej pracy:Jak przedstawia się edukacja kulturalna w Centrum Kultury im. Św. Jadwigi? Opisana przeze mnie instytucja nie istniałaby obecnie gdyby nie jej pierwotna forma i działalność Młodzieżowego Domu Kultury im. Św. Jadwigi, stanowiącego filar i inspirację do obecnych działań tej placówki. Dlatego też, prezentowane przeze mnie wyniki badań, a co za tym idzie monografia instytucji, podzielone zostały na dwie części: historyczną dotyczącą działalności Młodzieżowego Domu Kultury im. Św. Jadwigi oraz teraźniejszą opisującą Centrum Kultury im. Św. Jadwigi.Na podstawie wyłonionych zmiennych utworzyłam w formie pytań problemy szczegółowe przybierające formę przeszłą(w przypadku Młodzieżowego Domu Kultury) i teraźniejszą (w przypadku Centrum Kultury).Jak przedstawiały/ją się założenia edukacji kulturalnej w Młodzieżowym Domu Kultury/ Centrum Kultury im. Św. Jadwigi?Jak przebiegał/przebiega proces edukacji kulturalnej w Młodzieżowym Domu Kultury/ Centrum Kultury im. Św. Jadwigi?Problemy badawcze stały się elementem budującym strukturę całej pracy zarówno w części teoretycznej, jak i empirycznej.Treści niniejszej pracy przedstawione zostały w powiązanych ze sobą tematycznie częściach. W swojej pracy wykorzystałam metodę monograficzną oraz wywiad, obserwację i analizę dokumentów. Uzyskane wyniki pozwoliły mi poznać działalność instytucji, jej założenia i realizację założeń związanych z edukacją kulturalną.

Zmiany są nieuniknione w prowadzeniu firmy. Należy zapoznać się z procesem ich przeprowadzania, aby przyniosły korzyści dla organizacji. Temat wdrażanie zmian do organizacji na przykładzie hoteli, pensjonatów i kwater prywatnych na Podhalu pozwala na określenie częstotliwości wprowadzania zmian, określenia charakteru wprowadzanych zmian, postrzegania ich przez personel, oraz problemów z nimi związanych. Badania przeprowadzone zostały za pomocą kwestionariusza z pytaniami. Zostały one rozdane właścicielom firm i zarządzającym nimi w celu uzyskania odpowiedzi. Wpływ na badania miał wiek, płeć, długość prowadzenia firmy oraz ilość zatrudnionych pracowników. Analizując wyniki można określić coraz częstszą chęć wprowadzania zmian potrzebnych do rozwoju firmy. Czasem towarzyszy temu opór pracowników co jest normalnym zjawiskiem. W większości przypadków wdrożenie nowości przynosi pozytywne rezultaty. Przedsiębiorstwa funkcjonują lepiej.
Changes are inevitable when managing and conducting a business. One has to familiarize himself with the conduct process in order to achieve proper benefits for the organization. The topic of implementation of changes to the organization for example hotels, pensions and private guesthouses in polish highlands allows for determination of frequencies for the introduction of changes, perception of the staff, and problems that are associated with them. Research was completed using a detailed questionnaire. They were passed to local business owners in order to gather and collect answers. What impacted the Research was age, gender length of managing the company and number of hired employees. While analyzing the data it was discovered that companies are willing to adopt changes in order to develop their company. Sometimes resistance was sensed from current employees which is a normal phenomenon. In most cases implementation of changes was welcomed with positive results. Companies function better.

Opis:

Purpose: The aim of this study was to assess the extent of Lean Management implementation in Polish manufacturing enterprises that declare the adoption of the lean philosophy. The study also aimed to identify areas for further development and provide practical recommendations for companies seeking to enhance their Lean Management practices. Design/methodology/approach: A quantitative approach was employed, utilizing a survey of Polish manufacturing enterprises to assess the degree of implementation of Lean Management principles in key areas such as customer relationships, supplier relationships, employee engagement, Total Productive Maintenance (TPM), and pull/flow processes. The comprehensive survey covered a wide range of Lean Management practices and was administered online to a sample of Polish manufacturing enterprises. Data from the survey was analyzed using a variety of statistical techniques, including descriptive statistics, correlation analysis, and regression analysis. The data was used to identify patterns and trends in Lean implementation practices. Findings: The results of the study indicated that Lean Management practices are relatively well-established in Polish manufacturing enterprises in each of the assessed areas. However, significant differences were observed between areas, with the highest levels of implementation observed in customer relationships and employee engagement, and the lowest in supplier relationships and pull/flow processes. Research limitations/implications: The primary limitations of the study lie in its reliance on self-assessment data and the potential bias of respondents. Additionally, the generalization of results is limited to a specific sample of Polish manufacturing enterprises. Nevertheless, the study provides valuable insights into the current state of Lean Management implementation in Poland and identifies areas for further development. Practical implications: The study suggests that Polish manufacturing enterprises should prioritize the continued implementation of lean practices in the areas of supplier relationships and pull/flow processes. This requires coordinated efforts to strengthen supplier relationships, optimize supply chain management, and implement lean production principles to eliminate waste and enhance efficiency. Originality/value: The study contributes to existing knowledge on Lean Management implementation by providing a comprehensive assessment of its current state in Polish manufacturing enterprises. The findings offer practical guidance for companies seeking ways to improve their Lean Management practices and derive associated benefits.

Celem opracowania jest przedstawienie własnej propozycji dotyczącej ogólnych wymogów, do jakich należy się stosować przy konstruowaniu instrukcji wdrożeniowych. Propozycja ta została rozbudowana o szczegółowy algorytm postępowania badacza, który we współpracy z rolnikiem wdraża nowości rolnicze. Podstawą jej powstania były informacje uzyskane z przeglądu literatury przedmiotu oraz praktyczna wiedza autora, nabyta podczas wieloletniej metodycznej współpracy z publicznymi rolniczymi organizacjami doradczymi w zakresie podejmowanych przez nie samodzielnie działań upowszechnieniowych i we współpracy z nauką działań wdrożeniowych. W opracowaniu uporządkowano podstawowy aparat pojęciowy dotyczący jednego z procesów innowacyjnych, jakim jest proces powstawania innowacji rolniczych. Zwrócono też uwagę na niesprzyjające okoliczności dla realizacji przez naukę fazy wdrażania nowości rolniczych, wywołane obecnie istniejącym systemem oceny parametrycznej jednostek naukowych, który zdaniem autora należy niezwłocznie zmienić.
The aim of this article is to present its own proposals on the general requirements to be used to construct the implementation instructions. This proposal was developed with detailed algorithm of conduct investigator, who in collaboration with the farmer implements the novelties. The basis for its creation were information obtained from a review of literature and the author’s practical knowledge acquired during long-term cooperation with the public agricultural advisory service in their self-directed extensions activities and implementations activities in collaboration with science. In this article a basic conceptual apparatus concerning one of the innovation processes, which is the process of the formation of agricultural innovations, has been arranged. Also noted on the unfortunate circumstances for the achievement of the implementation phase by science, caused by the current system of parameter evaluation of the scientific units, which according to the author, should be immediately changed.

Opis:

Celem zrealizowanych badań była analiza efektywności wdrożenia projektu dotyczącego zastosowania koncepcji Lean Manufacturing. Badania zrealizowano z wykorzystaniem studium przypadku1 odnoszącym się do dużego przedsiębiorstwa produkcyjno-usługowego, wytwarzającym wyroby z tworzyw sztucznych. W pracy podjęto próbę oceny zakresu wdrożenia poszczególnych narzędzi: 5S, SMED, TPM, Hoshin Kanri, Kazein i Kanban oraz ich znaczenia w procesie eliminacji różnych typów marnotrawstwa. W kontekście celów założonych w przedsiębiorstwie, w związku z wdrażaniem koncepcji Lean, oceniono zakresy eliminacji poszczególnych typów marnotrawstwa, odnosząc się do zakresu wdrożenia poszczególnych narzędzi. Uzyskane wyniki nie potwierdziły istotnych korzyści dla organizacji. Przyczyny niezadowalającego funkcjonowania eliminacji marnotrawstwa dostrzeżono nie tyle w trybie i zakresie wdrażania poszczególnych narzędzi, ale w synergicznym ich współdziałaniu.
The presented paper is based on a case study2 realised in a huge service and production company, which produces plastics wares. Conducted researches were connected with efficiency level of project implementation, which regarded using Lean Manufacturing methodology. Authors analysed implementation range of methods and tools connected with Lean methodology, such as: 5S, SMED, TPM, Hoshin Kanri, Kaizen and Kanban as well as their meaning to elimination of various types of wastes. In the context of goals established by the company regarding implementation of Lean methodology, range of elimination of various types of mismanagement were evaluated in relation to range of using particular tools and methods. The results came out to be unrewarding. The cause of such results was not observed in a mode and range of introduction individual tools and methods, but in their synergic cooperation.

Outsourcing to metoda, które może być wprowadzona w różne działania w przedsiębiorstwie. Poniższa praca przedstawia niezbędne informację do wprowadzenia w firmę outsourcingu. W związku z tym, że outsourcing jest uznawany za nowoczesne narzędzie zarządzania przedsiębiorstwami przeprowadzono badania, które miały na celu sprawdzenie aktualnego staniu bycia outsourcingu w firmach. Badania zostały przeprowadzone za pomocy ankiety by sprawdzić wiedze o outsourcingu ludzi pracujących i czy kluczowe aspekty są zachowane w firmach w których pracują respondenci. Wyniki badań wskazały, że osoby pracujące w firmach wiedzą, jak wygląda outsourcing w ich firmach, lecz nie wiedzą jak poprawnie ma być przeprowadzany. W firmach nie wiedzą, jak może z biegiem czasu zmieniać się postrzeganie outsourcingu i jego przeniesienie się na inne aspekty oraz korzyści. Mimo, iż relację outsourcingowe trwają długo, pierwszy krok przy podjęciu decyzji o outsourcingu jest nieprawidłowy.
The competition on the market is increasing. In order not to be left behind, companies need to constantly improve their activities. To do this, they must look for methods to improve the quality of their services. Outsourcing is a method that can be implemented in various activities in an enterprise. The following work presents the necessary information to be implemented in an outsourcing company. Due to the fact that outsourcing is recognized as a modern enterprise management tool, research was carried out to check the current state of outsourcing in companies. The research was conducted using a survey to check knowledge about outsourcing of working people and whether key aspects are preserved in companies where respondents work. The research results showed that people working in companies know what outsourcing looks like in their companies, but they do not know how to carry it out correctly. In companies, they do not know how the perception of outsourcing can change over time and its shift to other aspects and benefits. Although the outsourcing relationship lasts a long time, the first step in making the outsourcing decision is incorrect.

Rozdział trzeci przedstawia wyniki przeprowadzonych badań i przebieg wdrożenia systemu oceny pracowniczej dzięki materiałom udostępnionym przez firmę Grupa MPD Sp. z o.o. Ostatni rozdział to wnioski i rekomendacje, które są moją własną analizą powstałą na bazie uczestnictwa w projekcie i ww. dokumentów.
Problem of implementation employee evaluation system is very popular in small and medium comapnies. The study includes implementaion of employee evaluation system to medium comapny, based on Human Preformance Improvment model. I also included general information about personel managment and I described in details the topic of employee evaluation. The third chapter presents results of reseraches and process of implementation evaluation system, based on materials provided by the MPD Group LLC. The latest chapter is my own conclusions and recomendation based on taking part in all project and analysis of the above documents.

W artykule opisano wdrażanie aplikacji internetowych wspomagających zarządzanie przedsiębiorstwem, w oparciu o wdrożenia w poszczególnych biurach podróży. Przedstawiono różne typy aplikacji internetowych z analizą zalet i wad ich użycia. W analizie zastosowano metodę sondażu diagnostycznego. Wyniki badań wykazały, że najpopularniejszą aplikacją stosowaną przez biura podróży jest CRM. Przedsiębiorstwa wykazały, że aplikacje były wdrożone bez opóźnień, a główną korzyścią ich posiadania jest wzrost sprzedaży.
The article describes implementation of internet applications supporting business management, basing on implementations in particular travel agencies. Various web application types of were presented, with the analysis of pros and cons of their usage. Diagnostic survey method was used in the analysis. Results of research have shown, that most popular web application used by travel agencies is CRM. Companies from travel business line proved efficiency of this tool, by increase of sales performance.

From 1 May of 2004, when Lithuania becomes member of the EU, the opportunity for Lithuania to benefit from European Union structural assistance became realistic in 2004–2006 Single Programming Document (SPD)and the Cohesion Fund Strategy for 2004–2006. The whole of this period, support for the SPD and Cohesion Fund projects was 5.9 billion Litas. Lithuania was also receiving assistance under the Transition Facility. The latter is to continue the Lithuanian institution-building and help address gaps in the administrative capacity to implement Community legislation and enforce it. 2007–2013, EU structural assistance Lithuania shall be granted by the European Social Fund, European Regional Development Fund and the Cohesion Fund under the 2007–2013 EU structural assistance in the recovery strategy (more than 23 billion Litas). The aim of article is analyze the implementation of EU assistance for Lithuania 2007–2013 years
Od 1991 Litwa otrzymywała pomoc finansową ze środków zagranicznych w ramach trzech programów UE: PHARE (unijne wsparcie przedakcesyjne), ISPA (wsparcie dla transportu i środowiska) i SAPARD (wsparcie dla rolnictwa). Już jako członek UE w latach 2004–2006 uzyskała na projekty współfinansowane z funduszy strukturalnych 5,9 mld litów. W latach 2007–2013 kwota tego finansowania wzrosła do ponad 23 mld litów. Celem artykułu jest przedstawienie poziomu i kierunków wykorzystania środków z funduszy strukturalnych UE współfinansujących projekty na Litwie. Przedstawione w artykule dane wskazują, że Litwa zajmuje pierwsze miejsce wśród nowych krajów członkowskich UE i trzecie wśród wszystkich krajów UE pod względem wydatkowania środków z funduszy strukturalnych UE. Do końca 2009 roku wykorzystano na Litwie 796,86 mln euro, co stanowi 11,8% przyznanych Litwie środków na współfinansowanie projektów z funduszy strukturalnych UE na lata 2007–2013.

Opis:

The aim of the study is to identify and evaluate dynamic capabilities in implementing the strategy of the State Forests National Forest Holding. The study reviews the literature related to the strategy and construct of dynamic capabilities, presents a synthetic approach to the strategy of the State Forests National Forest Holding for 2014−2030, followed by a discussion on the essence and role of dynamic capabilities in implementation strategy of the State Forests National Forest Holding. The conclusions of the study indicate the directions of improvement of the strategic management system of the State Forests National Forest Holding. The analysis enabled the conclusion that the actions taken by the forest district offices have a significant impact on the implementation of the strategic objectives of the State Forests National Forest Holding. According to the respondents, the forest districts have the greatest impact on achieving the goal of ensuring the sustainability of forests (forests as the most important element of the environment), and the smallest to build competences in the field of modern, well−managed and efficient organization. The respondents claimed that the significant importance of dynamic capabilities for State Forests National Forest Holding to achieve strategic objectives, with key capabilities in this area that can be attributed to the stage of looking for opportunities. At the same time, the results indicate that in the process of achieving strategic goals, human resources and skills as well as financial resources and skills are crucial, while the impact of structural resources and skills is the weakest.

Opis:

This article shows how to use fast F_p2 arithmetic and twisted Hessian curves to obtain faster point scalar multiplication on elliptic curve E_SW in short Weierstrass form over F_p. It is assumed that p and #E_SW(F_p) are different large primes, #E(F_q) denotes number of points on curve E over field F_q and #E^t _SW (F_p), where E^t is twist of E, is divisible by 3. For example this method is suitable for two NIST curves over F_p: NIST P-224 and NIST P-256. The presented solution may be much faster than classic approach. Presented solution should also be resistant for side channel attacks and information about Y coordinate should not be lost (using for example Brier-Joye ladder such information may be lost). If coefficient A in equation of curve E_SW : y² =x³+Ax+B in short Weierstrass curve is not of special form, presented solution is up to 30% faster than classic approach. If A=−3, proposed method may be up to 24% faster.

W pracy przedstawiono założenia, podstawy i przykład inżynierii innowacji rozdrabniaczy ziarnistej biomasy. Głównym celem jest uporządkowanie nowej wiedzy inżynierskiej. Polega ono z jednej strony na sformalizowaniu etapów inżynierii innowacji: metateoria, odkrycie nowych rozwiązań i wdrożenie nowości, a z drugiej - na formalizmach podstaw naukowych (przesłanki, twierdzenia, struktura).
Assumptions, bases and an example of granular biomass crusher innovation engineering are presented in the paper. Sorting out of new knowledge of engineering is a main goal of this work. On the one hand, stages of innovation engineering, such as the meta-theory, discovery of new solutions and implementation of novelties should be formalised, whereas on the other, formalism of scientific basis (conditions, claims and structure) should be considered.

Opis:

In this work, we present an improved sliding mode control (ISMC) technique designed and implemented for control of 6R manipulator. Sliding mode control (SMC) is a well-known nonlinear robust method for controlling systems in the presence of uncertainties and disturbances and systems with complex dynamics as in manipulators. Despite this good property, it is difficult to implement this method for the manipulator with a complex structure and more than three degree-of-freedom because of the complicated and massive equation and chattering phenomenon as a property of SMC in control inputs. Here, the chattering phenomenon is eliminated by using an effective algorithm called ISMC and implemented to 6R manipulator by using a low-cost control board based on an ARM microcontroller with high accuracy and memory. The carrying load is considered as the uncertainty for the manipulator, while the dynamic load carrying capacity (DLCC) is considered as a robot performance criterion showing robustness of the controller. The results of simulations and experiments show that the proposed approach has a good performance and is suitable and practical to be applied for manipulators.

Opis:

This paper presents a hardware implementation of the Hough technique applied to the tasks of irregular colour and grey-level pattern recognition. The presented method is based on the Hough Transform with a parameter space defined by translation, rotation and scaling operations. An essential element of this method is the generalisation of the Hough Transform for grey level and colour images. The technique simplifies the application of the Hough Transform to irregular patterns recognition tasks. The hardware implementation accelerates the calculations considerably and may be used in computer vision systems, for example, in a robotic system.

In the years 2011–2012 Polish universities were obligated to implement education requirements In compliance with the National Qualifications Framework. First the universities defined intended learning outcomes, a basis on which curricula were drawn up. The most difficult part of the implemented system is the appropriate identification of method(s) to assess whether the expected learning outcomes have been achieved. This article discusses an examination system commissioned by maritime administration for seafarer examining, and indicates possibilities of using the developed solutions in the process of learning outcomes assessment at technical universities and academies.

With the rapid development of electronic technology, network technology and cloud computing technology, the current data is increasing in the way of mass, has entered the era of big data. Based on cloud computing clusters, this paper proposes a novel method of parallel implementation of multilayered neural networks based on Map-Reduce. Namely in order to meet the requirements of big data processing, this paper presents an efficient mapping scheme for a fully connected multi-layered neural network, which is trained by using error back propagation (BP) algorithm based on Map-Reduce on cloud computing clusters (MRBP). The batch-training (or epoch-training) regimes are used by effective segmentation of samples on the clusters, and are adopted in the separated training method, weight summary to achieve convergence by iterating. For a parallel BP algorithm on the clusters and a serial BP algorithm on uniprocessor, the required time for implementing the algorithms is derived. The performance parameters, such as speed-up, optimal number and minimum of data nodes are evaluated for the parallel BP algorithm on the clusters. Experiment results demonstrate that the proposed parallel BP algorithm in this paper has better speed-up, faster convergence rate, less iterations than that of the existed algorithms.

In the paper an implementation of signal processing chain for a passive radar is presented. The passive radar which was developed at the Warsaw University of Technology, uses FM radio and DVB-T television transmitters as ”illuminators of opportunity”. As the computational load associated with passive radar processing is very high, NVIDIA CUDA technology has been employed for effective implementation using parallel processing. The paper contains the description of the algorithms implementation and the performance results analysis.

Globalization is the process of transforming regional or local developments and phenomena into global realities. Globalization is also a process that unifies the world into a single society which is a combination of economical, social, political and technological influences. The most substantial actor in this process is the Internet and its contributions to data and knowledge procurement among the states, legal and natural persons. Moreover, Turkey is one of the leading nations in the world to encourage the use of Internet and e-government implementations to integrate Turkey with rest of the world and render premium services to her citizens and other related entities. The e-government which is also known as e-gov, online government or digital government, is a concept to utilize the Internet technology as a means to exchange information, provide services and transactions with citizens, business and other branches of government. Some e-government implementations both in practice and forthcoming in Turkey are e-Government Gateway, Public Sector Network, Information Disaster Recover System and Justice Net. It is aimed to constitute and develop knowledge society; to facilitate access to knowledge, decrease time consumption, provide better access to public services and enhance efficiency, ensure transparency and accountability, lower the costs and save sources in Turkey by e- government regulations. The aim of this study is to reveal the developments and realities of e-government in Turkey with respect to the ETransformation Turkey Project theoretically depending on comprehensive and credible, international and national publications.
