Opis:: The World Meteorological Organisation predicts an increase in average annual temperature. As a result of climate change in Slovakia, one can expect changes in the distribution of precipitation and moisture availability, changes in the temperature availability of crop production, changes in wintering conditions, and many others. The aim of this work was the analysis of agroclimatic indicators for the period 1961–1990 and 1991–2020. The results showed an increase in the sums of temperatures in the growing season. Also, the increase in temperature resulted in a change in the zones of the agroclimatic indicator of moisture and the agroclimatic indicator of wintering. The zones have been shifting to higher altitudes throughout Slovakia.

Opis:: W rozdziale dokonano symulacji korzyści wynikających z poprawy wskaźnika OEE i jego wskaźników składowych w odniesieniu do maszyny wykorzystywanej w procesu mieszania emalii poliwinylowej. Dokonano prezentacji podmiotu badań – firmy produkującej farby i emalie przemysłowe oraz przedmiotu badań – mieszadła służącego do mieszania farb i emalii. Przedstawiono wynik obliczenia wskaźnika OEE i jego składowych dla badanej maszyny w okresie jednego miesiąca. Dokonano analizy i oceny poziomu i rozkładu wartości wskaźników OEE. Uzyskane w toku badań wyniki odniesiono do standardów Word Class OEE. Dokonano analizy wpływu wyeliminowania strat czasu, poprawy wydajności osiąganej przez urządzenie, poprawy wskaźnika jakości, oraz jednoczesnego wyeliminowania strat czasu, poprawy wydajności osiąganej przez urządzenie i poprawy wskaźnika jakości na wartość OEE. W ramach poodsuwania przedstawiono wytyczne w zakresie poprawy efektywności pracy badanej maszyny.

Opis:: The research aims to determine the effect of green maintenance “energy efficiency, health and safety risks, and environmental compatibility“ on environmental performance “environmental condition, operational performance, and management performance“ as analytical research in oil products distribution company by distributing a questionnaire distributed to 46 people. The research problem lies in the weak use of traditional maintenance technology, which negatively affects the environment. The research found that the research company’s reliance on green maintenance is weak in adopting new mechanisms and technologies to enhance environmental performance and the weakness of the efforts exerted by management in the field of environmental performance and the failure to involve its staff in training programs to create a culture of preserving the environment within the culture of the organization. The research recommends the need to use machines with low energy consumption and reduce the volume of pollution.

Opis:: The paper deals with the problem of road noise pollution in the context of spatial development. The analysis was motivated by the changes in the permissible noise levels that occurred on 1 October 2012 and the high urban pressure on areas located along the main traffic routes. On selected examples of sites located in the districts of Bemowo and Białołęka in Warsaw, the location of land functions is shown on the background of the course of isophones of acceptable noise levels. The analysis was based on data from acoustic maps for Warsaw developed in 2012 and 2017, planning studies, database of topographic objects and current state of development. Based on 20 features and 9 surface and quantitative indicators, determined using ArcGis software, the degree of road noise pollution in planning terms was shown. The analysis has been demonstrated that the changes in legislation have resulted in the acoustic “freeing up” significant areas along the main road, express and accelerated main roads and a reduction in the number of buildings that were considered to be at risk of noise pollution by the law before 2012. The acoustic release indicators for the general area were in the range of 0.71–0.74 for LN and 0.56–0.74 for LDWN. In relation to acoustically sensitive areas the results were in the range of 0.81–0.84 for LN and 0.64–1.00 for LDWN.

Opis:: Public sector has been appointed to carry out tasks of general interest. These tasks are usually non-profit, which causes that they are financed from public funds. In such circumstances, the important point is that the choice of tasks for execution was made rationally and after carrying out a multifaceted analysis. Measurement issues of efficiency gain particular importance in the management of both municipal finance, as well as the whole of the public sector in connection with the implementation of the new public management concept. The evaluation of the financial management is difficult. It requires taking into account many different variables. The selected set of characteristics that describe the financial economy, should, as far as possible, in a full and comprehensive way study the phenomenon. The purpose of the study is to examine whether the assessment of the effectiveness of the financial activities of local government can be used as a synthetic indicator, whose structure depends on the adopted methodological assumptions. The selection of the final variables to the structure of the synthetic indicator includes variables describing the financial economy. The final set of diagnostic variables was created taking into account the established substantive, formal and statistical criteria. The characteristics of spatial units is based on the arithmetic mean, standard deviation, coefficient of variation, the asymmetry factor and the correlation coefficient. Taking into account formal conditions, complete and available measurable variables were selected Linear ordering methods allow to determine the hierarchy of objects or arranging them from the object being the highest in this hierarchy to the object being the lowest. Linear ordering enables multi-dimensional analysis of the phenomenon. Synthetic indicator gauge takes values in the range [0; 1], the higher the value of this index the better situations of the object. Rural communes of Świętokrzyskie Voivodeship are the subject of the research. Synthetic indicator structure consisted of the following variables: value of own income, value of the revenue from tax return, value of the revenue from CIT, value of tax revenues, value of funds obtained from external sources, value of current expenditure, value of property, value of expenditure on welfare spending and value of expenditure on public administration. Communities of Świętokrzyskie Voivodeship continued to show a large variety in terms of the level of financial health. On the one hand, it was possible to distinguish a group of communities with high level of financial health, on the other hand, the communities with a very low rate.

Opis:: The sustainable development indicators perform an essential function of incorporating knowledge about the development of human society into decision making at all stages from planning and implementation to evaluation of the policy impacts. This paper provides an overview of evolution and application experience of sustainability measuring practice. Researchers analyze the directions of measurement approach progress. Modern trends of indicators’ using are explored. From assessment of current status of sustainable development indicators authors reveal the main challenges in defining an appropriate set of them. The ways of overcoming the lack of harmonization in variety of conceptual and organizational frameworks used by the different countries are reviewed. Authors consider the direction of modernization of SDI system. The importance of measuring sustainable development at different scale levels: local, regional, enterprise and household levels is stressed. Researchers reveal the main task in division of responsibilities of national authorities; managing data quality and data accessibility. An additional challenge of providing better analysis of cross linkages between indicators is pointed out.

Opis:: Deagrarianisation is a complex concept, which denotes a declining economic significance of agriculture and agricultural production in society at large, and rural economy and society in particular. The article is an attempt at constructing a composite indicator of the process of deagrarianisation using variables obtained by official statistics. The proposed composite indicator of deagrarianisation is then used to assess the intensity of deagrarianisation of rural areas between 2002 and 2010 in NUTS4 units (Pol. powiat) of the province of Wielkopolska.

Tytuł:: Metadata of patent information in the value assessment of new technology solutions

Opis:: This study aims to discuss the possibility of an aggregated value assessment of a new technology solution on various levels: an entity (organization), specific technology field, regional economy, national economy, the economy of an integration group, and to test that assessment method using a transnational approach. In addition to testing the possibility and purposefulness of an aggregated assessment of new technology solutions in a group of countries, the study is aimed to test the hypothesis on a large technology quality gap between the German economy and those of other member states of the European Union. To achieve the objective of this study and verify the proposed hypothesis, the nature of invention and potential of patent information in the testing of technology value are discussed, and a taxonomic indicator is devised, suitable for achieving the objective and verifying the hypothesis. The presented results of an original study show a dramatic difference in the value of new technical solutions between Germany and EU13, but also between Germany and EU14. New technical solutions originating from the EU13 region are barely observable to other global R&D centres. The scope of the research process presented in this article indirectly addresses two issues: using patent information to describe the patterns of technological accumulation and selecting and positioning smart specialization.
