Opis:: Efficient infrastructure is a prerequisite of, and critical to, development. Only some projects generate a positive rate of return, but all of them should generate positive non-economic impacts and contribute social gains. Social impact is considered as a consequence or effect of decisions or interventions which lead to development. It can also be considered as a social consequence of development. The main problem of social costs and benefits is that the impact is difficult to predict and quantify and can be taken into account differently by authorities, decision makers and project developers. The main purpose of the paper is to identify and demonstrate a concept of the social impact of infrastructure projects. The principal methods used are a review of existing social science literature and surveys based on focus group interviews, devoted stakeholders of infrastructure projects, and their involvement at different stages of the project. The expected result is a set of outputs and outcomes which demonstrates social impacts (costs and benefits) related to stakeholders’ groups of the analyzed project.

Opis:: The aim of the paper is to analyse and evaluate the financial structure of local infrastructure projects in Poland, divided into types of local governments, as compared with the financial structure of both global and European infrastructure projects. The research is based on secondary data from statistics published by specialised periodicals and agencies, as well as on data included in budget implementation reports published on the website of the Ministry of Finance. The analysis covers the financial structures of infrastructure projects on the global and European scale in the years 2015, and in Poland in the years 2015-2016.

Opis:: The objective of this paper is to assess the influence of stakeholders on the implementation of infrastructure projects by classifying their strength and direction of impact. The relevance of such an assessment, based on an appropriate stakeholder classification, is intended to make it possible to select the type of interaction in relation to the identified groups and the budget necessary to carry out those activities. The starting point of our research was a critical analysis of the literature. Subsequently, research material was obtained using a questionnaire. The material was analysed using descriptive statistics and exploratory factor analysis. Based on our statistical research, we identified the attributes of each stakeholder group. We then ranked them in order to determine their strength and impact on the project. The results obtained from the identification of attributes and stakeholder classifications were used to develop a stakeholder management system/strategy for an infrastructure project. The results can be used to formulate a universal methodology for assessing the impact of stakeholders on the implementation of infrastructure projects. Proper identification of the strength and direction of stakeholder impact on the implementation of an infrastructure project allows the stakeholder to be identified to determine their impact on the project. Conclusions from the qualitative and quantitative analyses may be used to develop stakeholder management strategies.
W artykule podjęto próbę oceny stopnia wpływu interesariuszy na realizację projektów infrastrukturalnych poprzez dokonanie ich klasyfikacji ze względu na siłę i kierunek oddziaływania. Trafność w takiej ocenie, poparta właściwą klasyfikacją interesariuszy, ma za zadanie umożliwić określenie rodzaju działań w stosunku do wyodrębnionych grup oraz określenie budżetu koniecznego do przeprowadzenia tych działań. Punktem wyjścia do badań była krytyczna analiza literatury światowej. Kolejno materiał badawczy pozyskano przy użyciu kwestionariusza i poddano go analizie opisu statystycznego oraz eksploracyjnej analizie czynnikowej. Na podstawie przeprowadzonego badania zidentyfikowano atrybuty poszczególnych grup interesariuszy, kolejno dokonano ich klasyfikacji umożliwiającej określenie ich siły i kierunku oddziaływania na projekt. Wnioski z przeprowadzonej identyfikacji atrybutów i klasyfikacji interesariuszy stanowiły podstawę opracowania systemu/strategii zarządzania interesariuszami projektu infrastrukturalnego. Mogą one posłużyć przy sformułowaniu uniwersalnej metodyki oceny wpływu interesariuszy na realizacje projektów infrastrukturalnych. Trafna identyfikacja siły i kierunku oddziaływania interesariuszy na realizację projektu infrastrukturalnego umożliwia klasyfikację zaangażowanych interesariuszy w celu określenia ich oddziaływania na projekt. Wnioski z przeprowadzonych analiz jakościowych i ilościowych mogą być wykorzystane przy opracowaniu strategii zarządzania interesariuszami.

Opis:: Praca podejmuje próbę znalezienia odpowiedzi na pytanie jak zarządzać odpowiednio zespołem projektowym podczas realizacji projektu, jakie metody kierownicze najlepiej stosować oraz jak odpowiednio dobrać zespół, aby projekt został zrealizowany bez komplikacji i w planowanym terminie. Rozdział pierwszy stanowi zbiór informacji dotyczących zagadnień takich jak: zarządzanie zespołem, projektami, zespołem projektowym, które zostały opisane na podstawie odpowiedniej literatury podmiotu. W drugim rozdziale skupiono się głównie na zarządzaniu projektem infrastrukturalnym oraz na aspektach dotyczących projektu takich jak np.: ryzyko związane z przeprowadzeniem projektu. Przedstawiono podział faz projektu wraz z krótkim opisem jak również kwestię dotyczące błędów, jakie można popełnić podczas realizacji projektu infrastrukturalnego. W ostatniej części pracy zajęto się szeroko pojętą metodologią badań. Kolejne podrozdziały to rozważania badawcze i analiza dwóch wywiadów z kierownikami projektów związanych z budową infrastruktury sportowej, które to były podstawą do weryfikacji założonych pytań badawczych.
The aim of this thesis is to analyse and present some best practices when it comes to managing a project team during project implementation, management strategies and strategies for choosing the right team for a given project, ensuring its smooth running. The first chapter deals with a set of theories concerning managing a team and project, based on relevant literature of the subject. In the second chapter, the author presents information about infrastructure project management and different aspects of this kind of projects, such as risk and fault management. The last chapter concentrates on methods of analysis and the analysis of two interviews with the managers of sport constructions projects itself, which were supposed to provide the answers to questions put forward in the first part of this thesis, as well as research hypotheses.

Opis:: One of the important issues concerning development of spatial data infrastructures (SDIs) is the carrying out of economic and financial analysis. It is essential to determine expenses and also assess effects resulting from the development and use of infrastructures. Costs and benefits assessment could be associated with assessment of the infrastructure effectiveness and efficiency as well as the infrastructure value, understood as the infrastructure impact on economic aspects of an organisational performance, both of an organisation which realises an SDI project and all users of the infrastructure. The aim of this paper is an overview of various assessment methods of investment as well as an analysis of different types of costs and benefits used for information technology (IT) projects. Based on the literature, the analysis of the examples of the use of these methods in the area of spatial data infrastructures is also presented. Furthermore, the issues of SDI projects and investments are outlined. The results of the analysis indicate usefulness of the financial methods from different fields of management in the area of SDI building, development and use. The author proposes, in addition to the financial methods, the adaptation of the various techniques used for IT investments and their development, taking into consideration the SDI specificity for the purpose of assessment of different types of costs and benefits and integration of financial aspects with non-financial ones. Among the challenges are identification and quantification of costs and benefits, as well as establishing measures which would fit the characteristics of the SDI project and artefacts resulting from the project realisation. Moreover, aspects of subjectivity and variability in time should be taken into account as the consequences of definite goals and policies as well as business context of organisation undertaking the project or using its artefacts and also investors.

New Silk Road is a concept of building modernized transport infrastructure between Asia and Europe, which was announced by Xi Jinping in 2013. This visionary project can stimulate eurasian trade and contribute to change the world geopolitical order. It also gives new opportunities of development for states lying on land routes. Poland have a possibility to become a key partner in this project as a logisitic center for products that are coming to Europe from China.

Opis:: The purpose of this thesis is presenting the concept of public-private partnerships as one of the possibilities of providing public services. The first chapter contains a historical overview, definitions, disadvantages, advantages and limitations of this type of investment, as well as information on organizational and legal forms and the organizational structure for this type of project. The second chapter describes the operation of public-private partnership in Poland with particular reference to conditions, the legal basis and the dynamics of development. The third chapter is the research section. It provides an analysis of the use of this form of public service delivery on the example of Waste Collection Point "Lamusownia" in Cracow. It concluded that the process of making and course of cooperation between the Board of Infrastructure and Transport in Krakow and the Municipal Treatment in Krakow based strictly on the provisions of the Law on concessions. The study also demonstrated the validity enable various business entities in the sphere reserved constitutionally the responsibility of the public sector. The study was based on an analysis of the literature, analysis of available research and legislation, monographic method, analysis of documentation and standardized interview with the elements of the free in-depth interview.
Celem niniejszej pracy jest przedstawienie koncepcji partnerstwa publiczno-prywatnego jako jednej z możliwości realizacji zadań publicznych. Rozdział pierwszy zawiera rys historyczny zagadnienia, ujęcia definicyjne, wady, zalety oraz ograniczenia inwestycji tego typu, jak również informacje dotyczące form organizacyjno-prawnych oraz struktury organizacyjnej tego typu projektów. Drugi rozdział przedstawia funkcjonowanie partnerstwa publiczno-prywatnego w Polsce ze szczególnym uwzględnieniem uwarunkowań, podstaw prawnych oraz dynamiki rozwoju. Trzeci rozdział jest rozdziałem badawczym. Stanowi analizę przypadku zastosowania tej formy realizacji usług publicznych na przykładzie Zbiorczego Punktu Gromadzenia Odpadów „Lamusownia” w Krakowie. Na podstawie badania stwierdzono, że proces nawiązywania oraz przebieg współpracy pomiędzy Zarządem Infrastruktury Komunalnej i Transportu w Krakowie oraz Miejskim Przedsiębiorstwem Oczyszczania w Krakowie opierał się ściśle o przepisy ustawy o koncesji. Badanie udowodniło również zasadność włączania różnych podmiotów gospodarczych w sferę zarezerwowaną konstytucyjnie do obowiązków sektora publicznego. W pracy wykorzystano analizę literatury przedmiotu, analizę dostępnych badań i aktów prawnych, metodę monograficzną, analizę dokumentacji oraz wywiad standaryzowany z elementami pogłębionego wywiadu swobodnego.

Opis:: Strategia "EUROPA 2020" przewiduje zwiększenie wykorzystywania innowacyjnych instrumentów finansowych jako elementu spójnej strategii finansowania łączącej unijne oraz krajowe finansowanie publiczne i prywatne na rzecz realizacji celów strategii polegających na zapewnieniu inteligentnego, trwałego wzrostu gospodarczego sprzyjającego włączeniu społecznemu. Innowacyjne instrumenty finansowe (ang. innovative financial instruments - IFIs), zalecane przez Komisję Europejską, obejmują instrumenty zapewniające kapitał wysokiego ryzyka/kapitał w łasny lub instrumenty dłużne. Mają one pozwolić ma wykorzystanie mechanizmu dźwigni finansowej. Głównym narzędziem wspierania kredytowego projektów z zakresu infrastruktury transportowej w wieloletnich ramach finansowych UE na lata 2014-2020 mają się stać obligacje projektowe (ang. project bonds). Potrzeby inwestycyjne w zakresie rozwoju infrastruktury transportowej w Polsce do 2020 roku znacząco przekraczają możliwości finansowania ze środków publicznych (krajowych i unijnych). Tymczasem stopień zaangażowania rynku kapitałowego w finansowanie przedsięwzięć infrastrukturalnych był do tej pory bardzo niski. Celem artykułu jest analiza inicjatyw, które zostały podjęte przez Komisję Europejską przy współpracy z Europejskim Bankiem Inwestycyjnym w celu stymulowania inwestycji transportowych, a także ocena działań, które podjęto w ostatnich latach w Polsce, m.in. w ramach Programu "Inwestycje Polskie". Szersze zastosowanie hybrydowych instrumentów finansowych, w tym łączenie funduszy prywatnych z unijnymi, stanowi jedno z ważnych wyzwań dla Polski w perspektywie unijnej 2014-2020. Niestabilność programów rządowych i niska skuteczność ich realizacji są poważnym zagrożeniem wdrażania innowacyjnych metod finansowania.
Europe 2020 strategy envisages the increased use of the innovative financial instruments as part of a cohesive financing strategy combining the EU and national public and private financing to pursue the strategic goals consisting in securing an intelligent and sustainable economic growth that promotes social inclusion. The innovative financial instruments (IFIs) recommended by the European Commission include instruments which provide equity/risk capital or debt instruments. Project bonds are the main credit tool for financing transport infrastructure development within the EU Multiannual Financial Framework (MFF) for the 2014-2020 period. The investment needs for transport infrastructure development in Poland by 2020 significantly exceed the capabilities of the public funding (both national and EU). Meanwhile, the involvement of the capital market in financing infrastructure project has been insignificant so far. The purpose of this article is to analyse the initiatives that have been taken by the European Commission in cooperation with the European Investment Bank in order to stimulate transport infrastructure investments, as well as the evaluation of the activities that have been undertaken in recent years in Poland, including those within the government programme "Polish Investments". Within the MFF 2014-2020, Poland challenges a broader application of hybrid financial instruments, including pulling together EU and private funding. Numerous changes and low efficiency of government plans are a serious obstacle for introducing innovative financial methods.
