Opis:
The article examines the interaction between innovation policy and its determinants on the example of Sweden. Initially, Sweden owed its innovativeness to right socio-political conditions, but the process of globalization has forced change in innovation policy paradigm, which is since the 90s twentieth century, actively shaping the institutional environment of enterprises. Similar changes are most likely a prerequisite for maintaining high innovativeness of the Swedish economy in the face of the current economic crisis.

Przedmiotem analizy są stosowane obecnie w Polsce instrumenty wsparcia innowacyjności. Celem artykułu jest próba odpowiedzi na pytanie: Czy i w jakim stopniu poszczególne instrumenty ułatwiają przedsiębiorstwom /przedsiębiorcom podejmowanie i prowadzenie działalności innowacyjnej? Przeanalizowane są kolejno narzędzia adresowane do firm bezpośrednio i pośrednio. Wyniki analizy nie pozwalają, niestety, na udzielenie pozytywnej odpowiedzi na tytułowe pytanie. Na zakończenie podjęta jest próba ustalenia przyczyn takiego stanu rzeczy.
The main aim of this paper is an attempt to answer the question whether the existing public policy instruments in Poland are useful (helpful) for enterprises/entrepreneurs who intend to start or develop their innovation activities. The tools addressed directly and indirectly to firms are here deeply analyzed. Unfortunately, the results of this analysis do not allow us to give a positive answer to this question.

When taking actions to promote the competitiveness of a given country or group, the benefi ts of higher growth and dynamic development should be reaped by all members of a given community or group and, thus, this growth should be inclusive. The aim of the paper is to present the role of the innovation policy in fostering inclusive growth in China and in the EU. It is arguable that this policy should, in particular, support the growth of inclusive innovation irrespective of the level or value of the economic growth of a given country. However, given the diverse conditions of each country and, thus, different issues to be tackled, inclusive innovation must consider how unique such countries are. Supporting and developing inclusive innovation is not only the exclusive policy of developing countries such as China. In the EU, fostering this kind of innovation is highly encouraged, which contributes to achieving sustainable growth and ensuring benefits from inclusive innovations to EU inhabitants given that this is the major priority of this union and the foundation on which further continued growth of the EU is built.

Opis:
Adopting and developing a knowledge-based economy as the current stage of global economic development is an important stimulus to successful innovation. The transition to a knowledge-based economy and achieving economic convergence, especially in the case of emerging economies, requires the appreciation of science and technology coexistence on the one hand, and the development of innovation on the other, as well as the raising of human resource competences and skills for further development. Latin American countries, in search of an effective development strategy after moving away from the Washington Consensus, which set economic priorities through the last decade of the twentieth century, become increasingly aware of the importance of the development of STI policies. They try to identify the most important institutions and the capacities and resources needed to support economic development. Such policy generally includes at least three objectives: to create research and development opportunities in public research institutes and universities; to stimulate the demand of companies for scientific and technological knowledge by establishing close relationships between universities, business and government, and supporting and developing national innovation systems in each country. In this article the author analyzes the policies introduced and attempts to assess their effectiveness.

An innovation-driven agenda in regional development policy has emerged in the European Union against the backdrop of peripheralisation, especially in Central and Eastern Europe. Using a discursive analytical framework, the article investigates the ways in which peripheralisation is manifested through language, practices and power-rationalities in Estonian innovation policy discourse. The analysis is footed on key strategic policy documents and semistructured expert interviews. Findings suggest that Estonian innovation policy’s main narrative of the ‘knowledge-based economy’ accepts growing disparities on sub-national level in order to overcome peripherality at European scale and narrows the range of policy solutions perceived as suitable.

Innovative public procurement failure : a case analysis from Poland

Objectives: The rising popularity of Innovation Public Procurement (IPP) raises questions about its effectiveness as a tool for transformative policies, including governance levels, coordination, and strategic development. The purpose of the article is to explore the failure of governance in a Polish IPP to present how IPP guidelines are implemented empirically. Research Design & Methods: The research article presents conclusions from the case study of first large-scale trial of public procurement procedure with respect to an innovative partnership in Poland. Findings: The case is a rarely analysed example of policy failure and shows that ignoring stakeholders’ needs, timeline constrains, and market capacity can result in policy failure. Programme history highlights that proper risk analysis and adaptation to the market context can prevent programme failure. Implications/Recommendations: The article opens up a field for considering what steps are crucial in formulating IPP, especially in country with lower level of innovativeness. The analysis leads to the main conclusion that transformative policy frameworks using demand-pull tools need to be embedded in the market realities and capabilities of national innovation systems. Contribution/Value Added: The article strives to fill a gap in the literature on implementing transformational innovation policies in peripheral countries, which are less frequently described. The other contributions refer to merging the DARPA’s approach and IPP.

Opis:
The article investigates changes of national innovativeness and state’s innovation policy under conditions of open economy. An external openness – to the global environment – enables growth of international flows of goods and factors as well as increase of business and institutional linkages. Raising importance and impacts of external conditions on national innovativeness and national innovation system (NIS) are driven by four processes: globalization, regionalization, growing knowledge-based economy and transnational business. A new concept of NIS internationalization process in an open economy is introduced, including external and internal conditions, four groups of entities (including ones of foreign origin) together with their linkages and interactions. The return of the state to active innovation policy in order to influence activity led by all entities of domestic as well as foreign origins, including subsidiaries and research centers owned by foreign firms (TNCs) is justified in the light of the research. The state should influence the activity led by foreign entities with instruments of investment policy (to attract inflow of foreign direct investments to the domestic research sector) as well as instruments of innovation policy directed towards all entities.

Opis:
The purpose of this article is analysis of innovation policy, understood as a factor conditioning the institutional and organizational efficiency and effectiveness of the National System of Innovation (NSI), suggesting desirable areas of state intervention in relation to the NSI in Poland. The article consists of four parts. The first part presents the stages in the development of innovation policy and recognizes the links between innovation policy and the development of research on innovation processes. The second part presents potential areas of state intervention and the main instruments used within the framework of innovation policy. The third part presents the theory of NSI which – while referring to the links between various NSI elements – indicates a wide range of potential possibilities of indirect support for innovation processes. The last part identifies the areas of state intervention which are important from the point of view of Poland’s NSI development.

Activities and instruments of innovation policy in the microenterprenuers opinion The paper contains the research results on the activities and instruments used by government istitutions in the implementation of innovation policy. The aim of the study was to identify and evaluate the key activities and instruments, which had an impact on microterprises innovativeness in Warmia and Mazury region. Key activities of public organizations, which had an impact on the microenterprises innovativeness were: reduction the law encumbarance administrative on businesses (including microenterprises), intensification and expanding the role of consultation in creating the law, creation secure information networks and systems and e-commerce promotion. The most important instruments for the implementation innovation policy, wchich used by the public were: loans for purposes related to the business, training about external financing innovation and access to constantly updated databases (eg. knowledge, best practices).
