Opis:: The study offers a new reading of innovative environment, which when taken together constitute the basis for thinking about regions, society and space through the lens of smart specialisation. The aim of article is the identification and characterisation of the main features and challenges of smart specialisation, understood as a strategic approach to economic development through targeted support to research and innovation. This approach combines industrial, educational and innovation policies to suggest that countries or regions pinpoint and select a limited number of priority areas for knowledge- -based investments, focusing on their strengths and comparative advantages. In the article, three case studies (from Poland, the Czech Republic and Turkey) of different types of implementation of smart specialisation illustrate the utility of the intelligent policies.

Opis:: Przedmiotem publikacji jest analiza środowiska innowacyjnego w polskich regionach oraz jego wpływ na procesy rozwoju gospodarczego mierzone wielkością PKB per capita oraz wskaźnikiem przedsiębiorczości. Ze względu na dostępność danych statystycznych dotyczących polskiej gospodarki zgromadzonych przez GUS, badanie przeprowadzono na podstawie danych rocznych dla województw dla lat 2008-2015. Dokonana analiza wykazała, że jakość środowiska innowacyjnego w układzie regionalnym w Polsce ma tendencje do petryfikacji. Zdecydowanym liderem jest województwo mazowieckie, w pozostałych regionach wykazywane zmiany w większości nie były na poziomie istotnym.
This paper presents the analysis of the innovative environment in Polish regions and its impact on economic development processes. It was measured by GDP per capita and the level of entrepreneurship over the period 2008 to 2015, since that was the period of data collected by GUS for these diagnostic variables.

Opis:: The purpose of the paper is to contribute to the literature on leadership, innovation and learning for quality of school education. The special attention is paid to the role of school principal leadership in creating and sustaining the innovative learning environments that support the development of critical practitioner research. It is assumed that practitioner research can promote creative partnerships between those institutions in which teachers and academics work in order to support knowledge creation and quality of teaching. This paper presents chosen findings of a study that involved interviews with a number of focus groups involving school leaders in a number of Polish state schools. The main aim of this research was to recognize the experiences and the needs of school principals concerning practitioner research, their perceptions on the role of school leaders in supporting culture for quality improvements in practitioner research, and on the conditions of mutual participation of academics and practitioners in the social process of creating educational knowledge. Findings direct our attention to the role of school principals and their leadership in creating the innovative learning environments that are favorable for mutual participation of academics and practitioners in the social process of educational knowledge creation

Opis:: We współczesnych przemianach systemu społeczno-gospodarczego istotnym czynnikiem rozwoju jest właściwie ukształtowane środowisko działalności gospodarczej, które określa się jako otoczenie biznesu. W artykule podejmuje się próbę odpowiedzi na następujące pytania poznawcze: 1. które miasta Polski charakteryzują się najlepiej rozwiniętym otoczeniem biznesu, 2. jak przebiegała dynamika rozwoju usług otoczenia biznesu w badanych miastach w latach 2000–2009.
In the modern transformation of the socio-economic development, properly shaped environment of business activity which is defined as the business environment is an important development factor. The main objective of the activities of the business environment institutions and companies is the promotion of entrepreneurship and the development of the innovation economy. The purpose of article is to analyze the level and dynamics of development of the business environment in the years 2000–2009. Due to the fact that the business environment services are, to a large extent, activities of urban location, research includes the 18 largest towns in Poland. In the article, an attempt is made to answer the following questions: 1. which cities in Poland have the best developed business environment, 2. what is the dynamics of business services development in the cities in the years 2000–2008.

Opis:: The article deals with the problem of the influence of the innovative educational environment of the university on the development of digital STEM competences in the process of training teachers of the new formation. The transformation of the economy of Ukraine predetermines the need for comprehensive analysis of its impact on the areas of economic activity because the depth of transformation processes has significant differences. In this regard especially important is innovation environment, on the development of which the competitiveness of the national economy largely depends, as well as the pace and quality of economic development. The analysis of the features of the transformational changes in the environment, especially in the innovation sector, is particularly relevant under conditions of global competition. The aim of the article is to study the development of global innovation environment, development and scientific substantiation of directions ensuring national innovation competitive advantages, to identify opportunities to use integration processes to enhance international innovation investment cooperation. To achieve this aim we applied the following methods: abstract–logical, structurally–logical, comparative and statistical. Peculiarities of innovation development in Ukraine under conditions of growing global competition were examined. We studied transformational changes in the development of investment and innovation environment in Ukraine, which made it possible to determine the real state of its innovation appeal. The innovative development was considered as self–reproductive basis for the formation of new patterns of economic dynamics, modernization of the national economy, technological convergence of Ukraine into global economic space, maintaining intellectual potential. The study of the transformation of innovative development and market transformation efficiency of social production showed that the innovation attractiveness of Ukraine is significantly affected not only by the general state of the national economy but by the conditions of business activities. The practical value of the research is in the fact that the implementation of the formulated strategic objectives in the innovation field will allow the national economy to solve the problem of substantial growth of the gross domestic product, to improve investment attractiveness, to create conditions for the development of existing and for attracting new companies, to create new sectors of the economy in the field of small and medium sized innovative businesses, to form the clusters of innovative enterprises, to ensure integration of science, government and business. The issues of the transformation of innovative development will require further detailed study in the context of overcoming the crisis of competitiveness of the national economy, market transformations for the efficiency of social production.
Трансформація економіки України зумовлює необхідність всебічного аналізу її впливу на сфери економічної діяльності, оскільки глибина трансформаційних процесів має суттєві відмінності. У зв’язку з цим особливо важливе інноваційне середовище, від розвитку якого значною мірою залежить конкурентоспроможність національної економіки, темпи та якість економічного розвитку. Аналіз особливостей трансформаційних змін середовища, насамперед у інноваційній сфері України, особливо актуальний в умовах глобальної конкуренції. Мета статті полягає у дослідженні розвитку глобального інноваційного середовища, розробці та науковому обґрунтуванні напрямів забезпечення національних інноваційних конкурентних переваг, визначенні можливостей використання інтеграційних процесів для активізації міжнародного інноваційно-інвестиційного співробітництва. Для досягнення поставленої мети застосовано такі методи: абстрактно-логічний, структурно-логічний, порівняльний та статистичний. Досліджено особливості інноваційного розвитку в Україні в умовах посилення глобальної конкуренції. Вивчено трансформаційні зміни у розвитку інвестиційно-інноваційного середовища в Україні, що дало можливість визначити реальний стан її інноваційної привабливості. Інноваційний розвиток розглянуто як самовідтворювальну основу для формування нових моделей економічної динаміки, модернізації національного господарства, технологічної конвергенції України у світовий економічний простір, збереження інтелектуального потенціалу. Дослідження трансформації інноваційного розвитку та відповідності ринкових перетворень ефективності суспільного виробництва показало, що на інноваційну привабливість України значно впливає не лише загальний стан національної економіки, а й умови ведення бізнесу. Практичне значення дослідження полягає у тому, що виконання сформульованих стратегічних завдань у інноваційній сфері дозволить національній економіці вирішити питання забезпечення істотного росту валового продукту, підвищити інвестиційну привабливість, створити умови для розвитку сучасних і залучення нових великих компаній, створювати нові сектори економіки в сфері малого та середнього інноваційного бізнесу, сформувати кластери інноваційних підприємств, забезпечити інтеграцію науки, влади та бізнесу. Подальшого детального вивчення потребують питання трансформації інноваційного розвитку в контексті подолання кризи конкурентоспроможності національної економіки, відповідності ринкових перетворень ефективності суспільного виробництва.
