Opis:: Aktualnie obowiązujące rozporządzenie Komisji (UE) nr 1299/2014 z dnia 18 listopada 2014 r. dotyczące technicznych specyfikacji interoperacyjności podsystemu „Infrastruktura” systemu kolei w Unii Europejskiej (Dz. Urz. UE L 356 z 12 grudnia 2014 r., s. 1), stosuje się od 1 stycznia 2015 r. Wprowadzona w obrębie tego aktu procedura dedykowana składnikom interoperacyjności, jest też pewnie jednym z bardziej zauważalnych aspektów wdrażania interoperacyjności w Polsce. Niniejszy artykuł, przywołując podstawowe uregulowania w tym zakresie zwrócić ma również uwagę na te zagadnienia interpretacyjne, dotyczące składników interoperacyjności, które mają istotne znacznie w procesie dopuszczenia podsystemów strukturalnych do eksploatacji.
The current Commission regulation (EU) No 1299/2014 of 18 November 2014 on the technical specifications for interoperability relating to the ‘infrastructure’ subsystem of the rail system in the European Union (Official Journal of European Union L 326 12.12.2014, p. 1) has been applied from 1st January 2015. The procedure dedicated to interoperability constituents, introduced by this act, is also probably one of the most noticeable aspects of implementing interoperability in Poland. This article, referring to the basic regulations in this area, also draws attention to these interpretative issues concerning interoperability constituents, which are significant in the process of authorisation for placing in service of structural subsystem.

Opis:: W lutym 2020 roku rozpoczęły się prace nad nowelizacją Technicznych Specyfikacji Interoperacyjności. Przyjęty program prac koncentruje się w tej edycji specyfikacji głównie na wprowadzeniu zmian legislacyjnych, które przyspieszyłyby implementację rozwiązań innowacyjnych z zastosowaniem nowych technologii, zwłaszcza aplikacji teleinformatycznych oraz innowacji w zakresie zmniejszenia oddziaływania transportu kolejowego na środowisko. Z tego powodu nowy program został nazwany „Cyfrowa kolej i zielone przewozy towarowe (Digital rail & Green freight)”. Artykuł przedstawia znaczenie i rolę specyfikacji TSI w procesie reform kolei europejskich i zasady okresowych nowelizacji TSI oraz zamierzenia jakie zostały podjęte dla nowego pakietu TSI 2022.
In February 2020, work began on the amendment of the Technical Specifications for Interoperability. The proposed work program in this edition of the specification focuses mainly on the introduction of legislative changes that would accelerate the implementation of innovative solutions with the use of new technologies, especially ICT applications, and innovation in reducing the environmental impact of rail transport. For this reason, the new program has been called Digital rail & Green freight. The article presents the subject of periodic TSI amendments and the intentions that have been undertaken for the new TSI 2022 package.

Opis:: Commutation phenomena related to the processes of changing the amount of power taken or returned by a vehicle affect the frequency spectrum contained within the traction current. The paper presents the influence of selected physical phenomena on the parameters taken for FFT analysis utilized for assessment of the disturbances generated into the traction network. The paper also describes the stands used for measuring disturbances generated into the traction network. The results of the measurements and calculations of the frequency response of simulated signals are presented, as well as signals measured in real conditions during traction vehicle tests, which are useful for assessing the influence of commutational interferences on the analysis of harmonics in the traction current.

Opis:: In the Multilateral Interoperability Programme (MIP), 25 nations and NATO develop consensus-based, system-independent specifications to achieve semantic interoperability among distributed and heterogeneous command and control information systems (C2ISs). Implementing a distributed system is a complex and error-prone task. Therefore, extensive and efficient testing of the nationalMIP implementations is critical to ensure interoperability. For MIP baseline 3, Research Institute for Communication, Information Processing, and Ergonomics (FKIE) develops a test system that checks the conformance of national C2ISs with regard to the MIP specifications. It aims at reducing the testing effort and in- creasing the quality of MIP-compliant C2IS by automating the testing process. For that purpose, formal and executable test cases are specified. The test system is used as the MIP Test Reference System (MTRS) for the official MIP system level tests. In this paper, we motivate the development of the MTRS and describe the underlying testing approach. The client-server architecture and the test language are described in detail. Finally, the status quo and an outlook on future enhancements are given.

Opis:: Testing process allows to detect potential faults of implementation of IPv6 in the phase preceding migration, thus minimizing the risk of problems in IPv6 deployment. In general the IPv6 tests should be performed by all network providers, however the test range should fit their needs. It causes that test range for small network operators (offering basic set of services) could be limited in comparison to larger ISPs. In this paper, we propose an approach to IPv6 tests with regard to IPv6 deployment by small operators. We present tools and specifications for IPv6 tests and propose a test platform optimized to small ISP's needs. The test platform is a dedicated LiveCD distribution based on FreeBSD operating system with IPv6 test environment and set of pre-defined tests. An advantage of this solution is the ability to launch the test tool software on any computer equipped with an Ethernet card and CD-ROM/DVD-ROM drive. LiveCD test tool allows users to execute tests and analyze the results in graphical environment.We believe that this approach will help to simplify and shorten the IPv6 testing process in small ISP's networks.

Opis:: Exchange of and access to spatial data is the principal goal of any Spatial Data Infrastructure, therefore, one of the key concepts of SDI is interoperability, especially semantic and syntactic. Whereas application schemas and quality issues are one of the aspects that have to be considered to ensure a successful data interchange in SDI. Two types of application schema are widely used in the European SDI as well as in the Polish SDI. They cover both semantic and syntactic interoperability and are an integral parts of spatial data specifications and relevant regulations in the form of data models. However, working out accurate and correct application schemas may be a challenge. Additionally, faulty or too complex application schemas can influence the ability for valid data interchange, and consequently, prevent achieving interoperability within SDI. Therefore, the capability to examine and estimate the UML and GML application schemas quality seems to be a worthwhile and important issue in the context of semantic and syntactic interoperability in SDI. The main subject of this article it to set out the context of performed studies, among others, the role of application schema in the interoperable data exchange, issues related to the concept of quality and its measures.

Opis:: An approach to the problem of interoperability in open and heterogeneous multirobot system is presented. It is based on the paradigm of Service Oriented Architecture (SOA) and a generic representation of the environment. A robot, and generally a cognitive and intelligent device, is seen as a collection of its capabilities exposed as services. Several experimental protocols (for publishing, discovering, arranging, and executing the composite services) are proposed in order to assure the interoperability in the system. The environment representation, the description language for tasks and service interfaces definition, as well as the protocols constitute together the proposed information technology for automatic task accomplishment in an open heterogeneous multirobot system.

Opis:: The paper starts with a presentation of the conformity proving principles, which are utilized all over the European Union as a basis for the common market. Then, it shows how these principles are being applied in the case of railway transport, taking into account European and national requirements. It describes European requirements applicable before and after implementation of the fourth railway package. It also shows different complementary requirements. The paper ends with a short overview of the Railway Research Institute test capabilities and formal authorisations.

Opis:: This article describes the procedures, standard parameters and control requirements to be performed in order to achieve EC verification of a Control-Command and Signalling On-board Subsystem. An analysis of issues related to the assessment of the on-board subsystem is presented in terms of the necessary checks that must be performed by a notified body and the issues of interoperability tests of the on-board ERTMS with track-side infrastructure. Providing railway interoperability is strictly related to the introduction of unified rules for the assessment and verification of the ETCS and GSM-R subsystems that are part of the European Rail Traffic Management System (ERTMS). The article describes procedures, standard parameters, requirements and necessary controls that must be implemented to carry out EC Verification of a Control-Command and Signalling On-board Subsystem. Reference is also made to the issues of ERTMS on-board compatibility tests with track-side infrastructure.
