Opis:
Knowledge commercialisation and the focus on economic and parametric evaluation of universities have been evoking heated debates in academic circles. However, the transition of the tertiary education system from the Humboldtian model to an entrepreneurial one that would incorporate both the financial aspect and the widely understood social dimension might become a catalyst for promoting sustainable development of the country and society. In this context, the social responsibility of the university is worth deeper reconsideration. It is the Higher Education Institutions (HEIs) along with the local community that shoulder the responsibility for creating a unique response to the present challenges in order to suit best the needs of all the stakeholders.

Opis:
The research aimed to identify promising areas and outline problems associated with the transition of Ukrainian industrial enterprises towards advanced innovative development based on information and knowledge and to formulate recommendations for improving the knowledge management and commercialisation at these enterprises. The study used several methods for analysis, including a literature review; system, structural and statistical analyses; SWOT analysis; the inference method; and interpretation. The research efforts resulted in systemised major sources of knowledge in an enterprise and types of their utilisation. The performed analysis found the key ways to obtain and commercialise knowledge used by Ukrainian industrial enterprises. The results were compared with data of the EU countries. The analysis produced strengths and weaknesses of the existing knowledge management system used in Ukrainian enterprises. Strengths: growth in the number of enterprises producing new knowledge and implementing marketing and organisational innovations; intensified patent activity; and a rational structure of innovation-active enterprises by their size. Weaknesses: the new knowledge structure does not meet the needs of enterprises; an insignificant and unstable share of innovation-active enterprises in the total number of firms; and insignificant sales volumes of patents. The research revealed that Ukrainian enterprises had the potential ability to produce and commercialise new knowledge effectively and to use it as the basis to form, strengthen and implement relative competitive advantages, which would contribute to the innovative growth of the Ukrainian economy as a whole. Recommendations were designed for the formation of prerequisites necessary to improve the efficiency of knowledge management in the context of conditions required for the innovative development of domestic enterprises. The obtained results can be used as an information base for evaluating the system of knowledge production and commercialisation at Ukrainian enterprises to enhance the management and identify promising areas for innovative development.

The aim of this study is to identify the effects of cooperation of public higher education institutions with external entities. Realization of the study will allow to distinguish fields in which knowledge is subject to commercialisation. The financial effects of cooperation of public higher education institutions (measured with the value of income) in the scopes of action as well as legal regulations applied within them have been analyzed. Cooperation of public higher education institutions with external entities is mainly aimed at education, conducting research and promoting its results as well as undertaking actions in the scope of business activity. Cooperation of higher education institutions is executed on the grounds of the rules of law regulating activity of public sector organisations. Legal regulations make the realization of tasks more efficient, they facilitate their functioning. They also support decisions concerning management of complex organisations to which a higher education institution belongs. Conducting research and development works with the cooperation of entrepreneurs or by their order contributes to exploitation of the scientific potential of higher education institutions as well as to implementation of new solutions which correspond to the market’s needs. Knowledge and experience of researchers (employees of a higher education institution) – when used in a proper manner – can have their potential value and ability to bring financial advantages. They can be commercialised by the managing staff of a higher education institution.
Celem opracowania jest identyfikacja efektów współdziałania publicznych szkół wyższych z podmiotami zewnętrznymi. Jego realizacja pozwoli rozpoznać obszary, w których wiedza poddawana jest komercjalizacji. Analizie poddano finansowe efekty współdziałania publicznych szkół wyższych (mierzone wartością przychodów) w obszarach działań oraz regulacje prawne w nich stosowane. Współdziałanie publicznych szkół wyższych z podmiotami zewnętrznymi nakierowane jest głównie na kształcenie, prowadzenie badań naukowych i propagowanie ich wyników, a także na działanie w zakresie działalności gospodarczej. Współdziałanie szkół wyższych odbywa się na podstawie przepisów prawa regulujących działania organizacji sektora publicznego. Unormowania prawne usprawniają realizację zadań, ułatwiają ich funkcjonowanie i wspierają decyzje, dotyczące zarządzania tak złożoną organizacją, jaką jest szkoła wyższa. Prowadzenie badań naukowych i prac rozwojowych przy udziale lub na zlecenie przedsiębiorców przyczynia się do wykorzystywania potencjału naukowego szkół wyższych oraz do wdrażania nowych rozwiązań, odpowiadającym potrzebom gospodarki. Odpowiednio wykorzystana wiedza i doświadczenie naukowców (pracowników uczelni) może mieć swoją potencjalną wartość i posiadać zdolność do przynoszenia korzyści finansowych. Zarządzający szkołą wyższą mogą ją komercjalizować.

Knowledge valorisation, the process of transforming research outputs into societal, economic, and environmental value, remains a significant challenge for many research institutions, particularly in achieving measurable social impact. While knowledge commercialisation has gained prominence, the broader valorisation process is hindered by barriers that are often poorly understood. This study explores these barriers through partially standardized, in-depth interviews conducted in 2023 with representatives from 13 research units across five countries. Key findings reveal that researchers face constraints such as insufficient time, lack of awareness, and limited engagement, compounded by inadequate financial support for valorisation projects. A novel barrier identified is the absence of robust metrics to assess social impact – a critical gap not observed in knowledge commercialisation. These insights provide actionable recommendations for researchers, managers, and university leaders to enhance the knowledge valorisation process and its societal contributions. The study underscores the need for systemic changes to address these challenges and foster impactful collaborations between academia and broader society.

Opis:
Poland has a strong ambition to evolve rapidly into a knowledge-driven economy. Since 2004, it has been the largest beneficiary of European Union cohesion policy funds among all member states. Between 2007 and 2013, Poland was allocated approximately EUR 67 billion, whereas for 2014-2020 the EU budget earmarked EUR 82.5 billion for Polish cohesion policy. This means that in the coming years, Poland’s R&D intensity will grow. But the question remains: is 27 years of free market economy enough to enable a country’s economy to become knowledge-based ? This paper offers an analysis of Polish R&D expenditures and investments in terms of their sources (business, government or higher edu-cation sectors), types (European Union or state aid) and areas of support (infrastructure, education or innovation). It also characterises the Polish R&D market with its strengths and weaknesses. Then, it examines the process of technology transfer in Poland, comparing it to best practice. Finally, the paper lays out the barriers to effective commercialisation that need to be overcome, and attempts to answer the question raised in its title.

The article is an answer to questions concerning values, goals and functions of the University in the era of globalization changes that enforce changes in the area of higher education. The author emphasizes the need for balanced development of science, humanities and social sciences as a condition for preserving research independence, as well as the importance of cooperation, both in research and in the „shaping of autonomous institutionalism” of the University (Roggero). The article provides an analysis of the commercialization process of research results, based on data from Polish and foreign studies, and indicates its various forms and social costs. This is a study of the University's condition in the face of the growing importance of transnational corporations, regulating not only the flow of capital, but also the distribution of scientific prestige and appropriating in a different way the effects of academic work. The metaphor of the university as a enterprise/knowledge factory visualizes the errors in perceiving the role that it should play. It proves that research and teaching is not the production and transmission of knowledge, but the creation and sharing of knowledge. In this dialogical process, the idea of a university understood as a community of educators and taught in pursuit of truth is achieved most fully, not for glory, for making profit or for gaining a competitive advantage.

Knowledge exchange and technology transfer, which includes the commercialisation of research results, have been a regular feature of the higher education and science ecosystem for years. The collaboration between scientists and representations of the socio-economic environment, even if unnamed and unacknowledged, invigorates and enriches the work of all process participants. At the same time, these are processes and activities that always require the inflow, analysis, collection and use of a lot of information at each stage. This article indicates not only what types of information are necessary for the effective transfer of university innovations, but also where processes participants, in particular employees of technology transfer centres, entities responsible for business science cooperation, obtain this information from.
Wymiana wiedzy i transfer technologii, których wyrazem może być komercjalizacja rezultatów badań naukowych, od lat są stałym elementem ekosystemu szkolnictwa wyższego i nauki. Współpraca naukowców z przedstawieniami otoczenia społeczno-gospodarczego, nawet jeśli nienazwana i nieuświadomienia, ożywia i wzbogaca pracę wszystkich uczestników procesu. Jednocześnie są to procesy i aktywności, które zawsze wymagają dopływu, analizy, gromadzenia i wykorzystania wielu informacji na każdym etapie. W artykule wskazano nie tylko jakie informacje są niezbędna dla skutecznego transferu uczelnianych innowacji, ale też skąd uczestnicy procesów, w szczególności pracownicy centrów transferu technologii, jednostek uczelnianych odpowiedzialnych za współpracę z otoczeniem społeczno-gospodarczym, je pozyskują.

In the knowledge-based economy, there is a very strong interpenetration between economy and science, while technology is becoming the basic production factor. The transfer of knowledge and related technology is not a one-way process. More and more often, academic centres are becoming convinced that building relations with the world of business is necessary for them. The article attempts to characterize the special purpose vehicle with particular emphasis on its role in the process of commercialisation of the scientific research results. Its final stage is the establishment of a spin-off enterprise, especially in the field of new technologies. The stages of the creation of such projects are presented, as well as possible models of their functioning. The article also stresses the characteristics of their relations with universities or research institutions. The last part of the considerations is devoted to an instruments presenting market entry strategies with a new venture.
W gospodarce opartej na wiedzy obserwujemy bardzo silne przenikanie się gospodarki oraz nauki, a do miana podstawowego czynnika wytwórczego urasta technologia. Transfer wiedzy oraz związanej z nią technologii nie przebiega jednokierunkowo. Coraz częściej ośrodki akademickie przekonują się, że budowanie relacji ze światem biznesu jest dla nich koniecznością. W artykule podjęto się próby scharakteryzowania spółki celowej z położeniem szczególnego nacisku na jej rolę w procesie komercjalizacji wyników badań naukowych. Jej ostatnim etapem jest tworzenie przedsiębiorstwa typu spin-off, szczególnie w obszarze nowych technologii. Zaprezentowane zostały etapy powstawania tych przedsięwzięć, a także możliwe modele ich funkcjonowania. W artykule położono również nacisk na charakterystykę ich relacji z uniwersytetami lub instytucjami badawczymi. Ostatnia część rozważań zostały poświęcone instrumentom prezentującym strategie wejścia na rynek z nowymi przedsięwzięciami.

Purpose: The current challenges science faces from the global market relate mainly to transferring knowledge, technical and scientific ideas to the economy, creating products, and developing processes and technologies promoting Social, Economic and Sustainable Development. Therefore, discussions regarding stimulating research commercialisation, along with university-industry cooperation as part of universities' third mission, persist. In light of these considerations, this research aimed to conceptualise and formulate a definition of research commercialisation in universities, while the second objective involved empirically verifying the incentives and barriers to R&D commercialisation within the university-industry nexus in Central and Eastern European country, Poland. Design/methodology/approach: The commercialisation of scientific research is a complex process that involves multiple stages. It requires the implementation of tasks that are repeated at various points throughout the process. Hence, this research aims to answer the question: what is the approach model to universities' research commercialisation from enterprises' perspective? The study conducted systematic literature reviews and employed the SALSA (Search, Appraisal, Synthesis, Analysis) methodology. The second research question was phrased as: what are the incentives and barriers to R&D commercialisation in the university-industry nexus? Empirical research was employed to address this question through computer-assisted telephone interviews with 44 Polish companies. This qualitative study applied the methodologies which included data categorisation, contextualisation, preliminary within-case analysis, and cross-case analysis. Findings: The research enhances our comprehension of universities' commercialisation process. The literature review enabled the formulation of a definition for science commercialisation and the graphical presentation of universities' commercialisation model. The study also confirmed that collaborating with highly qualified specialists, developing one's own staff during cooperation, exchanging knowledge, and achieving cost savings, e.g. on research and development expenses and acquiring new technologies, were the most significant benefits for respondents. In contrast, the most significant barriers were the lack of receptivity to industry needs, slow actions and decision-making during commercialisation, obsolete laboratories and equipment, as well as bureaucracy. Research limitations: The research was not without constraints. Initially, a few respondents faced time constraints, and subsequently, the absence of visual and non-verbal cues that aid in situating the interviewee as observed in face-to-face interviews may have been lost. Practical implications: The study enhances our comprehension of the process of commercialising research in universities and emphasises the most significant incentives and barriers to university-industry collaboration, as revealed by the respondents. Therefore, some recommendations for policymakers arise from this study, especially in the area of supporting university–industry cooperation. Originality/value: The paper attempts to fulfil the research gap concerning the conceptual representation of universities’ commercialisation process within university-industry nexus. In terms of theoretical implication, detailed literature studies about universities’ research commercialisation and university – industry cooperation were preceded that allowed to answer the first research question. Additionally, empirical studies indicated incentives and barriers for university-industry cooperation. This research line contributes to management literature by complementing triple helix concept and knowledge spillover theory of entrepreneurship.
