Opis:
Knowledge is an essential source of technological, economic and social progress. In innovation processes, knowledge is treated as a basic input used to create innovation and also as an output of these processes. Then knowledge, understood as skills and competence in the innovation process, leads to the creation of innovation. It seems obvious that the notion of a “knowledge-based economy” popular in recent years can be identified with the term “innovative economy,” so an assessment of the development of a knowledge-based economy corresponds with an analysis of the innovativeness of an economy. The measurement of knowledge-based economies and an analysis of the innovativeness of individual economies pose a challenge for economists. In most measurement methods used in the case of such economies, a summary index built on the basis of many variables, is used. The aim of the article is to assess the advancement of knowledge-based economies in European Union countries from 2000 to 2007. To estimate the development of knowledge-based economies, a summary knowledge-based economy index was built on the basis of factor analysis. An extensive range of data from the EU statistics office, the Eurostat, was used to build the index. In the research, special attention was paid to Poland’s place on the ranking list. Cyprus, Malta and Luxembourg were excluded from the analysis for lack of complete data.

The aim of the article is the analysis of the innovative activity in the balanced development of regions and organizations in Poland and the EU. A state is responsible for the level of innovativeness transferring finances for the research and development as well as implementing proper financial and legal instruments stimulating innovative endeavours of enterprises according to the applied economy politics. An enterprise is the basic objective of the innovative politics in Poland and the EU as well as implementing innovativeness with the benefits for economy. Enterprises, especially the smaller and medium ones, try to cooperate within innovativeness with the companies from the same branches, other branches in the country and abroad, with universities, B+R institutions, including laboratories, intermediary companies in a transfer, financing innovativeness, with scientific and technical parks, local authorities representatives as well as other representatives of an innovative environment. Those include also advisor companies, organizers of fairs, exhibitions, conferences, seminars and trainings. In Poland, the finances of innovativeness is done mainly by the companies themselves and the development of intermediary companies within transferring the EU’s funds as well as the financial or credit ones that are the suppliers of the capital, e.g. venture capital.

Opis:
The paper attempts to determine statistical correlations between the Knowledge Economy Index (KEI) and the measure of men and women’s equali-ty/inequality reflected in the Gender Equality Index. According to the authors’ hypothesis such correlations exist. The authors chose the methods of estimation of functional interdependencies between the selected data (KEI, GEI) for the states of the European Union. The analysis confirmed the occurrence of statistically significant positive correlations between the studied indicators, proving that the knowledge-based economy encouraged gender equality. The strongest correlations with the knowledge-based economy were found for such components of the Gender Equality Index as “Time”, “Work” and “Knowledge”, lesser ones for “Money” and “Health” and the smallest for “Power”.

Schumpeter’s growth theory (based on innovations, entrepreneurs, long waves and “creative destruction”) seems to be most adequate to discuss principles of the Knowledge Based Economy. In the paper, the author discussed the assumptions of Schumpeter’s theory in three subsections: “Long waves” leading to the Knowledge Based Economy, Innovation as a core of Schumpeter’s economy, and Neo-Schumpeterian “growth” as a pillar of Knowledge Based Economy. The purpose of this paper is to show the Neo-Schumpeterian paradigms versus Knowledge Based Economy. Conclusions drawn from the study allow to state that definitions and concepts created by Schumpeter nearly over half of the century ago and Neo-Schumpeterians nowadays are perfectly in tune with the objectives of the functioning of Knowledge Based Economy in XXI century.

Knowledge based economy as an economic development strategy of the 21st century. The spread of a new type of economy, knowledge-based economy is one of the most significant changes that we observe in the modern world. This process is a gradual transition from energy and material economy to economy based on information and knowledge. As a result of this, the hitherto competition among countries and regions through material resources is slowly being replaced by competing through non-material resources, especially through information, knowledge and new technologies. The prospects of development of countries and regions are increasingly determined by human intellectual potential and science. Construction of the new economy based on innovation is in the twenty-first century the main challenge for countries and regions, the aim of which is to achieve a high level of socio-economic development and competitiveness. The author of the speech presents theoretical foundations of the new economy, conditions of its construction and explains the universality of changes that it introduces. He also indicates its key meaning for the socio-economic development and for the processes of regional and international integration in the modern world, as a result of which knowledge-based economy increasingly aspires to the role of a generally accepted strategy for economic development in the era of globalization.

Opis:
The aim of this paper is to reflect on contemporary understanding of “knowledge” within the Knowledge-Based Economy. Since the pursuit of knowledge has been a longstanding focus of European culture since Greek philosophy, we employ the original ancient terminology. Applying the hermeneutics of ancient texts along with critical and comparative analysis can aid in differentiating between “knowledge” and “wisdom”, often linked in modern theories, while also connecting this issue to the Aristotelian concept of phronesis. The authors argue that since human relations impact social (and so—economic) spheres, the issue of phronesis, a relational type of knowledge, should not go unexamined. The idea that application of knowledge (rather than its mere acquisition), crucial for the Knowledge-Based Economy, was embedded in the Greek term oikonomiké, which provides a basis for considering oneself a phronimos. Our aim is to demonstrate the value of phronesis particularly in the fields of management and the philosophical foundations of economics, as the skills encompassed within it have the potential to aid in educating not only a “sage” but also an active member of the community, capable of acting in a manner that benefits both themselves and the society.
Choć współczesne badania wskazują, że rola informacji, wiedzy i kapitału intelektualnego w kształtowaniu rozwoju społeczno-gospodarczego została dostrzeżona dopiero w koncepcji gospodarki opartej na wiedzy, warto zauważyć, że pomimo dynamicznego rozwoju świata, wciąż funkcjonujemy w określonych ramach pojęciowych, ustalonych przed erą postindustrialną. Pogoń za wiedzą, cenioną zarówno ze względu na nią samą, jak i ze względu na jej praktyczne zastosowania, była od dawna przedmiotem zainteresowania cywilizacji europejskiej, począwszy od filozofii greckiej. Celem artykułu jest zwrócenie uwagi na arystotelesowską koncepcję fronesis. Choć termin ten jest dziś często wspominany, zwykle bywa postrzegany jako pożądana cecha, a nie umiejętność praktyczna – działanie. Jednakże, założenie że to zastosowanie wiedzy (a nie samo jej zdobywanie), kluczowe dla gospodarki opartej na wiedzy, zostało już zawarte w greckim określeniu oikonomiké – zarządzanie i stanowiło powód, aby uważać jednostkę za fronimosa – rozważnego przywódcę. Dlatego głębsza analiza starożytnych koncepcji pogłębić nasze zrozumienie złożonej roli pełnionej przez wiedze we współczesnej ekonomii, zwłaszcza że ta „wiedza fronetyczna” jest praktyczna i zachęca do działania, tym samym napędzając postęp i ewolucję.

Knowledge-based economy (KBE) has been recently the subject of many analyses and academic research. Methods of its assessment have been worked out by a few international institutions such as the World Bank. Their experts has estimated knowledge index for 128 countries in knowledge assessment methodology (KAM 2005), by normalizing each variables. The author of the article used KAM to calculate knowledge index for Polish provinces, through making modification from macro level to mezo level. All variables are divided into five pillars: variables of economic regime, governance, innovation systems, education, and 1CT (information and communication technology). All provinces received own knowledge index, that is the arithmetic average of normalized variables. Mazovia province achieved the highest result (7.07) of knowledge index but Podlasie province the lowest (3.65), according to calculation based on KAM from the World Bank.
Gospodarka oparta na wiedzy (GOW) jest od kilku lat tematem wielu analiz i badań naukowych. Próby jej pomiaru i diagnozy w ujęciu skali makro dokonało kilka międzynarodowych instytucji, w tym zespół z Banku Światowego. W swej metodologii knowledge assessment methodology (KAM) eksperci z Banku Światowego jako wynik analiz dla każdego ze 128 krajów podają wskaźnik wiedzy, który jest obliczony na podstawie znormalizowanych wcześniej zmiennych. Na podstawie zaktualizowanej metody pomiaru wiedzy KAM 2005 autor artykułu przeprowadził analizę gospodarki opartej na wiedzy dla województw Polski. Po zmodyfikowaniu zmiennych dla poziomu skali mezo ujęto je w następujące filary GOW: infrastruktura instytucjonalna, polityka regulacyjna, edukacja, infrastruktura teleinformacyjna i innowacyjność. Dla każdego województwa dokonano obliczenia wskaźnika wiedzy, będącego średnią poszczególnych zmiennych, uprzednio poddanych normalizacji. Bazując na metodzie KAM z Banku Światowego, najwyższa wartość indeksu wiedzy wyniosła w województwie mazowieckim (7.07), a najniższa w podlaskim (3.65).

The author distinguishes three fields of research concerning knowledge and the so-called knowledge-based economy: – definitions and general reflections based on theory; – international comparative analyses of general character; – international comparisons and analysis based on statistical and econometric methods. Then, the results of research within the three afore-mentioned disciplines are discussed. The conclusion states that knowledge is the main determinant of growth in the long run, but in the short and medium perspective, it is only one of a number of other determinants affecting the growth rates. In the final part, the author emphasizes the role of the quality of education and intellectual capital in the long-term economic growth of the country.

Technological e-foresight on the subject of "Foresight of surface properties formation leading technologies of engineering materials and biomaterials. FORSURF" aims to identify the priority innovative technologies and strategic research trends concerning the materials surface engineering. For the purposes of conducting e-foresight, the methodology of computer aided foresight integrated researches management has been used. Conducted foresight research makes an effort to meet the market expectations and its implementation will facilitate the formulation of development strategy for small and medium-sized enterprises. The identification of leading technologies and presenting them in the form of information sheets will allow the economic representatives to be presented with those of them which have the greatest chance of contributing to the country's sustainable development. It will also provide the possibility to determin the scale of the described phenomena and select those technologies which are best for the effective implementation in the industry in respect of their advancement and "quality-price" relationship. The achievement of foresight objectives will contribute, in the long-term, to the development of knowledge-based economy, statistical increase in the quality of technologies implemented in the industry, and sustainable development.
