Opis:: The principle of sound financial management is set forth in Article 30 of Financial Regulation No 966/2012. It is also referred to in the provisions of the EU primary legislation (Article 287 (2), Article 310 (5) and Article 317 of the Treaty on the Functioning of the European Union) and the EU secondary legislation, setting out the principles of the EU funds spending. The article attempts to reconstruct the contents of the principle of sound financial management and to present its functioning in the EU law, including the consequences of its breach, as provided for in the EU regulations and the judicature of the Court of Justice of the European Union.

Opis:: Introduction Since 1 January 2016 certain groups of nurses and midwives (N&Ms) have been entitled to administer certain medicines to patients and issue perceptions for it (independent nurse prescribing - INP), issue prescriptions upon physician's order (supplementary nurse prescribing - SNP) and to refer patients to determined diagnostic tests. Students’ knowledge on the possibility and principles of nurse prescribing seems to be important. Aim of study To evaluate the knowledge of 1st year students of Bachelor’s studies in nursing and midwifery on the possibility and principles of prescribing authorities of N&Ms in Poland. Material and methods 2338 1st year students of Bachelor’s nursing (1941) and midwifery (398) studies from 26 state higher vocational schools of universities. Own questionnaire assessed in the pilot study; the internal reliability of measurement on the knowledge rating scale was estimated by calculating Cronbach’s alpha reliability coefficient Results Group of 11% to 64% (depending on a question) gave correct answers. 14 % knew criteria which N&Ms are required to meet in order to refer patients to diagnostic tests. Almost 2/3 of the interviewees also knew where to find the list of active substances allowed in medicines independently prescribed by N&Ms. The internal reliability of the knowledge rating scale was 0,389. Conclusions The knowledge of students regarding N&Ms’ prescribing powers is superficial, but most of respondents knew the crucial issues. It is necessary to correctly determine education standards and to focus on their implementation tools, so that those concerned could acquire desired competences during studies.

Opis:: The question of concubinage was very often mentioned in the sources of Polish synodal legislation in 12th–18th centuries. This extramarital union between a man and a woman was defined by the Latin term concubinatus. The more descriptive expressions used to explain this relation are as follows: peccandi libidinum, scelerata consuetudo or damnaticius status. The most extended terminology refers to the most relevant matter for the Catholic Church, namely to break with the sinful intercourse by the Christ’s faithful. The analysis of synodal decrees indicates that provided terminology expressed moral and legal qualification of living in concubinage. It was characterized by the pejorative meaning. Undoubtedly, it reflected the negative attitude of the Church towards these extramarital relations and people remaining in them. Provided terms applied mostly to clerics living in statu concubinatu. It shows how much attention the ecclesiastical authorities pay to clerical discipline. However, the fragments regarding the fight with concubinage of Christ’s faithful are less common. Particular legislators broadly used the terminology provided by the universal Canon law.

Opis:: The Most Holy Eucharist commemorates the agony, death and rising from the dead of the Son of God. The Eucharist is one of the most venerable and the most blessed sacraments which Jesus Christ appointed for man. Christ Himselfis contained in the sacrament. The Holy Eucharist is the source of life for the Church and it enables the Church to grow spiritually. Furthermore, the sacrament of the Eucharist constitutes the Church and determines its missionary purposes.Therefore, every Catholic should be aware of the fact he/she is obliged to take an active part in Holy Mass on Sunday and the Holy Days of Obligation, if they want to follow Jesus Christ faithfully in their life and fulfill the duties resultingfrom the call, in a manner corresponding to their vocation.

Opis:: This paper refers to certain aspects of the process of simplification of the European Union legislation. It focuses on the three main methods of editorial and substantial intervention in the text of a Union legal act, i.e. consolidation, codification and recast. Those three conceptions, their purpose and differences between them in terms of the procedure applied and the legal and practical consequences for the Union law are elaborated. Interdependence of those three methods is explained. The first step of the technical simplification of the Union law is the informal consolidation of the text of a legal act which forms the basis for the formal codification work at a later stage, which in turn is the basis for recasting of a legal act. The importance and results of the law simplification process in the three main pillars of the common agricultural policy: the common organisation of the markets, direct payments and rural development are demonstrated.

Opis:: The resolution published below has replaced earlier resolutions from 1945 and 1946. They were published in the previous volume of “Miscellanea Historico-Iuridica”. Important changes were introduced by the resolution. The most significant was that the Ministry of Justice was no longer a legislative centre of the Ministry Council and the functions were transferred to the Office of the Prime Minister. This change is long-lasting, since even now the Office is responsible for the internal legislative procedure in the Ministry. The resolution shows that the legislative process (especially process of preparing bill for the Sejm to pass) was more and more complicated.

Opis:: Abstract: The article presents anti-corruption activities in Poland undertaken in relation to behaviours of a corrupt nature, as well as selected issues related to activities undertaken by the state aimed at limiting and counteracting them within the framework of the System for Combatting Corruption Crime. The text presents the state entities established for this purpose and presents the most important elements which are indispensable for carrying out effective preventive and detection activities against such behaviours. The article indicates what tasks are performed, inter alia, by the Police in the system of combatting corruption and what requirements are imposed on law enforcement bodies in this respect. Attention is also drawn to the necessity of strengthening the possibilities of cooperation between individual services in order to increase the effectiveness of counteracting this phenomenon.
