W artykule przedstawiono propozycję zastosowania szybko pływającej łodzi z uchylnym dziobem przeznaczonej do podejmowania nieprzytomnych płetwonurków z wody. Rozwiązanie ma zniwelować problem przenoszenia nieprzytomnego płetwonurka nad burtami łodzi ratunkowej. Prezentowany materiał oparto o trzy letni okres doświadczeń realizowanych podczas szkoleń Wodnego Ochotniczego Pogotowia Ratunkowego.
This article presents the proposal of the use of the quickly swimming boat equipped with the adjustable bow to designed to take the unconscious divers from water. The solution has to level the problem of the unconscious diver’s transfer over the lifeboat’s sides. Presented material was based on three years of experiments realized during the training of the Water Voluntary Ambulance Service.

John B. Lacson Foundation Maritime University (Arevalo), Inc. is mandated to offer aquatic-sports courses such as paddling, rowing, sailing, and swimming to equip students with needed skills essential for survival in case of emergencies. Since, there is a dearth of instructional materials in Physical Education 2 (Advanced Swimming and Life-saving Techniques), the JBLFMU-Arevalo was given a research grant by the CHED (Commission on Higher Education) known as DARE TO (Discovery Applied Research and Extension Trans/Inter-Disciplinary Opportunities) to address the problem. This DARE TO grant aimed to develop instructional materials in PE 2 that will enhance the swimming performance and life-saving techniques of students. That is why the researchers would like to test for the effectiveness of this instructional material in the form of modules over the traditional approach which is lecture in improving the students’ swimming performance and life-saving techniques in terms of their knowledge and skills. This non-equivalent control group under quasi-experimental study was utilized among the BSMT (Bachelor of Science in Marine Transportation) students. A pretest was used to determine swimming performance of the experimental and control groups. An intervention through the use of instructional materials was employed in the experimental group for the whole semester (five months) while the control group was exposed to lecture as a traditional method of instruction. After a semester, the posttest was administered. The statistical tools used were mean, standard deviation, Mann-Whitney test, and Wilcoxon-signed ranks test. The findings of the study revealed that the instructional material is effective in enhancing the swimming performance and life-saving techniques of students both in the aspects of knowledge and skills. Both the experimental and control groups were “Fair” in their knowledge pretest scores but during the posttest, the experimental group was “Good” and the control group was “Fair”. On the other hand, both the experimental and control groups were “Fair” in their skills’ pretest scores but during their posttest, the control group was “Good” while the experimental group was “Excellent”. The experimental group who used the module showed significantly better performance during the posttest both for knowledge and skills compared to the control group who did not use the module (lecture only). The study further showed significant differences in the mean gains between the experimental and control groups after the conduct of pretest and posttest in favor of the experimental group. It can be gleaned from the results that the module can enhance the knowledge and skills in swimming performance and life-saving techniques of the experimental group. It is highly recommended that this module be utilized among maritime schools offering swimming and life-saving courses.

W niniejszym doniesieniu główną uwagę skupiono na problematyce popełniania błędów dotyczących ćwiczeń podwodnych na przykładzie ratowników WOPR posiadających uprawnienia płetwonurków. Ponadto starano się wskazać główne przyczyny braku precyzji działania w trudnych warunkach, uwzględniając poziom umiejętności ratowniczych i nurkowych.
In the present notification the main focus is placed on the flaws taking place during underwater training for the WOPR lifeguards who have obtained scuba diving qualifications. Furthermore, attempts were made to illustrate the main reasons of the lack of precision in difficult conditions taking the level of rescue, and scuba diving skills into consideration.

This paper deals with life-saving decisions. The decision maker can buy a number of death-averting devices or services which increase his safety S at the expense of the discounted future consumption R. The safety and consumption depend parametrically on the death probability p and the probability reducing strategy x, i.e. S(p/x); R(p/x). The two-factors utility function U(S, R) is used to find the optimum strategy x = [...]. which maximizes U(x). One can show that the unique strategy [...] exists and can be effectively derived. Many applications of proposed methodology are indicated.

A calculation model as well as differential equations of motion of the lifeboat lowered from the deck of the ship under rolling in rough seas, are presented. The equations were numerically integrated. The computer software elaborated on their basis makes it possible to trace instantaneous positions of the lowered lifeboat, calculate velocities and accelerations of its elements, as well as determine forces acting on the boat and persons accommodated in it.

Year-after-year increasing number and size of sea-going passenger ships make it necessary to search for novel methods of evacuation of passengers from such large objects or to improve those which have been applied so far. This paper presents a concept of one of the original methods, in which, a.o., chain lifts have been applied to hold up life boats during voyage as well as to launch them in case of evacuation. Technical assumptions and requirements as well as schematic diagram of the hydraulic drive and control system of the lift, is presented.

Presented are regulations concerning the operation of passenger ships (with particular emphasis on Polish ferries) designed to increase maritime safety the SOLAS Convention, established in 1974 and codified in 2002, codifies these regulations, and the International Maritime Organization mandates additional regulations, created in response to a rapidly increasing number of maritime disasters. The analyses described herein were based on restrictions established for the “Jan Śniadecki” and “Mikołaj Kopernik” ferries. Safety of ro-ro units, which also typically have a significant number of people on board, was also analyzed. Also included in the study were ship operational- limitation characteristics with respect to structure, unsinkability, and stability of machinery and electrical equipment, fire protection, operational requirements, and rescue measures and devices, along with their purpuroses. Safety management consists of taking appropriate actions to prevent or minimize the effects of an accident or a disaster and is assessed on the basis of calculations and experience gleaned from analogous cases. Safety management can proceed if a problem has been thoroughly assessed. The potential risk of negative consequences with respect to the safety of the transport process as a whole must be considered, and the safety of the whole must not be risked for that of a particular part of it. A safety management decision can be made when its necessity is not in doubt. A problem is assumed to have only one solution. The effectiveness of the previously used method should be carefully assessed before proceeding to the next method. Security management is not easy and requires much professional knowledge and experience.

Simulations were used to investigate the performance of lifeboats in high sea states using a virtual wave tank. Numerical simulations were performed in regular and irregular waves to study launch performance in extreme weather conditions. Limitations in launch equipment and the role of the timing of coxswains’ actions were investigated. The study indicated that the lifeboat may not be able to successfully launch when significant wave heights are above 8 m and the lifeboat is launched near the trough of a wave. High initial setback and continuous wave forces result in the vessel being unable to clear away from the launch platform. As wave heights increase, the amount of setback and time to exit the launch area increases. Over 35% of launches resulted in the lifeboat being unable to clear from the launch area when significant wave heights were 10 m or above. The study also identified that delay in completion of actions performed by the coxswain, such as releasing the lifeboat hooks and applying throttle, can increase setback and time to exit the launch area.

This paper presents a computational model which describes motion of an object of six degrees of freedom (DoF), intended for simulation of spatial motion of one- or two- rope-sling lifeboat or rescue boat during its launching from ship in rough sea. This is a complex model which accounts for sea conditions as well as elasticity and damping properties of davit’s elements and mechanisms, rope and boat hull. Also, are presented results of example calculations for an assumed set of technical parameters of davit and boat as well as sea conditions.

This paper presents a continuation of the projects [5, 6] dealing with the novel concepts of evacuating people from large passenger ships. A novel integrated drive and control system for chain lift with lifeboats fastened on it as well as for stern port- ramp, is presented. Additional novel elements is the application of the stern port - ramp fitted with a buoyancy element, and its increased capability of automatic adjusting its operational deflection in the case of a large forward trim of ship. It increases safety and comfort of evacuation in the difficult conditions, but to obtain it a more complex drive and control system has been required to be designed.
